Up front I should clarify, I am not really proposing any kind of shipping or romantic relationship at this point (especially between Hanatarō and Retsu).
Also I know not all the Gotei 13 have been assigned roles, but I have taken some additional liberties. My general opinion of the roles are below:

4th Division – Medical / Supply / Janitorial
5th Division – Generalist – leaning towards Kido speciality

Without further ado, here we go.
Chapter 9
As soon Yamada Hanatarō walked off the stage, and poor Ikkanzaka Jisanbō was carried out, the victor quickly and quietly left the Final Grading event. His duty was done the moment the duel was complete, but even as Hanatarō left he felt hundreds of pairs of eyes staring at him. It was the Academy all over again.
Instead he headed off to the one place he knew was safe from prying eyes (and more importantly Captain Kurotsuchi). He waited in the lobby of the 4th Division, his presence largely ignored by staff in favour of tending to the injuries that came out of the Final Grading Day events, which were as inevitable as they were severe.
Unfortunately Yamada Hanatarō already knew who was in Medical Exam Room 1.
It was only after 4 hours of intense surgery and healing kido, did Captain Unohana Retsu walk out of the theatre. Yamada Hanatarō could not help but notice the furrowed frowns and beads of sweat running down her forehead. Only when she closed her eyes and took in a deep breath did she appear her usual serene and centred self.
When she glanced at Hanatarō, her calm features changed. The look on her face was something he had never seen before; a strange cross between melancholy and acceptance, with the smallest of smiles on her face. It vanished as quickly as it appeared, and the young Yamada wondered if he even saw it at all. But he had more important things to worry about. "Will he live?"
"Yes." Retsu began to walk. She gestured him to follow, and he fell into strut beside her. "But he is forever crippled. I cannot regenerate his wounds."
"Isn't there something you can do?"
"I am impressed by your concern Hanatarō. But I am also confused." Retsu's tone was a combination of careful interrogation and discipline. "I am aware your relationship with Jisanbō was less than pleasant. Why do you care so much?"
"I never wanted that! I swear I didn't!" But the moment the words left his mouth, Hanatarō's heart weighed heavy in his chest. Did I though?
"I am sorry, Hanatarō." The 4th Division captain placed a hand on his shoulder. "Truly, I am. But whether you like it or not, you will have to live with the consequence of your actions. I'm afraid Ikkanzaka Jisanbō's days as a Shinigami are over."
"But how is that possible?" Hanatarō asked. "What about Katakura Asuka and Katakage? Can't you do for Jisanbō, like you did for him?"
"That was more Captain Kurotsuchi than myself." Captain Unohana confessed. "But it does not matter. There was something left of Asuka's Zanpakutō; it could be reforged; it could be saved. But if a Zanpakutōis destroyed, it is impossible to create another. You reduced Testsu Yoroi-nezumi to slag Hanatarō, there is nothing left to bring back."
"Really?" The Yamada's thoughts turned inward, his mind clouded. How's that possible? I don't remember any of that.
Oh you were out of it, the creature from inside whispered, so I thought I might…introduce myself to that gigantic buffoon.
Hanatarō's heart raced. You did this?
We did this.
"Don't you remember?" Retsu's delightful voice entered the Yamada's thoughts and he glanced back to her. She continued walking, but she was clearly glancing at him out of her peripheral.
"I…not quite." Hanatarō mumbled out an excuse. "I guess I was so high on adrenaline that I lost track." Captain Unohana said nothing, but that look said everything. She did not buy that excuse for one second, but she kept her opinion to herself.
Whatever awkward silence there would have been was quickly disrupted with a running down the hall. "Hanatarō!" Ōnabara Gengorō called out. "What are you doing here?! I looked everywhere for you."
"Instructor Ōnabara, I-oof!" Hanatarō's apology was quickly disrupted with hard knock on his head.
"WHAT DID I TELL YOU ABOUT PUTTING ON THAT ARMOUR?!" Gengorō bellowed. "You should have been slathered with that stuff before you even set foot in the area! All that training and you pick the duel, the most lethal test a Shinigami graduate undertakes, to improvise?!"
"I'm sorry sir." Hanatarō felt a headache creeping up his spine from all the shouting. "I thought I had more time. I just did not expect Jisanbō to move that fast."
"Neither did I." Instructor Ōnabara was still furious, but he regained his composure. "Clearly Instructor Takaro, was training him non-stop."
"But it was all for nothing." Hanatarō's shoulders slumped. "He can never be a Shinigami now."
"I see." Ōnabara Gengorō confirmed his suspicions with a quick exchange with the 4th Division Captain. "It's a tragedy, but unfortunately this is a price you have to pay as a Shinigami." Gengorō blinked several times, and he realised why he was angry again. "SINCE WHEN DID YOU HAVE HIGH SPEED REGENERATION?!"
Hanatarō nearly jumped out of his skin. "W-what?!"
"You regrew your arm!" His instructor sounded exasperated. "You also regenerated from being impaled! Don't you remember?"
Hanatarō's silence said much.
"Yamada Hanatarō." The 4th Division captain used that tone, and the young Shinigami had a terrible fright. She gently opened the door to Medical Exam Room 17. "Perhaps you and Instructor Ōnabara should step in here and we can have a look at you?"
It was not a request.
The young Yamada gingerly walked into the room, Instructor and Captain trailing behind.

The last duel was finished – another Final Grading Day successful finished. Many of the delegation were finalising their lists of potential picks to be considered when they got back to their Division barracks. The name Yamada Hanatarō was likely on many of those lists.
It was not uncommon for some of the delegation to stick around, and perhaps answer some questions that graduates may want to ask. Captain Aizen, ever the model Shinigami was always willing to stick around and help. Captain Kyōraku Shunsui was also willing to assist, provided of course graduates were either very pretty women or shouting him drinks, or both.
But this year, one other captain stayed behind. But it was not to assist graduates.
"Hi Captain, I was wondering-"
"Go away." Captain Kurotsuchi Mayuri shooed one of the young initiates away. Where the hell is he?
Akon shunpo'd back to the Captain's side. "Sir we have checked. He's not at this event, and he's not at home."
"Well where the bloody hell is he?" Captain Kurotsuchi's teeth were grinding. "I don't care how long it takes, find him!"
The scientist had been patient; he was even sporting. But high speed regeneration and that transformation of his hand…that was too big an itch not to scratch.
He had to have Yamada Hanatarō.

High speed regeneration is an ability exclusive to hollows, and even then it was not entirely foolproof; newly regenerated limbs have a slight discolouration and even then it was not absolute. An arm of a hollow may regenerate but it would never look or feel quite the same again.
But for the Yamada, everything was normal (or at least as normal as Hanatarō was). Everything was unchanged, there were no seams or discolouration around the wounded areas. His strength was normal, if anything it was stronger.
"Well, how is he?" Chief Instructor Ōnabara peered over Captain Unohana's shoulder.
"Perfect health." The 4th Division captain scrutinised very inch of Yamada's arm. "It's quite amazing, if I did not witness your injury Hanatarō, I would never have guessed you suffered an injury so catastrophic."
"That's a relief I guess." The Yamada could barely disguise his discomfort. He was always happy to have Unohana Retsu as his doctor. But she was acting less 'professional diligence' and more 'morbid curiosity'. She finally acquiesced and provided him with a blanket for which to cover up his shredded uniform. Another one bites the dust. Hanatarō wondered how much money he has already spent on replacement clothes.
"But I am surprised you don't remember the latter half of the match." Captain Unohana sat in a nearby chair. "Is it completely blank?"
"Not really." Hanatarō squinted trying to recall. "It's more like a vague dream. I remember a burning sensation along my arm…something about…..smothering?" Hanatarō was far too busy recalling what happened, that he failed to notice the very odd looks exchanged between the Captain and the Chief Instructor. "Then I recall being impaled by Jisanbō. The only clear thing I remember was when the examiner called the duel."
"So…" Gengorō wet his lips, "you remember Jisanbō impaling you, on his Zanpakutō?" The moment Yamada nodded, he knew he failed some kind of test. "Hanatarō, you impaled yourself."
Hanatarō's sickly features turned deathly white. "What?"
"And you regenerated from that wound as well. And that strange clawed hand…" Gengorō struggled to understand what was going on. "And what the hell did you do to Jisanbō? You said 'enough' and he was keeling over in pain."
"I am very curious about that too." Unohana leant forward in her chair. "It was an interesting exercise. I could find any evidence of a kido technique, and without a detailed surgical investigation, I cannot precisely determine the cause."
Hanatarō had to think about that one, and he was stumped. The creature inside said nothing, merely chuckling in the dark. The Yamada was left with no other choice but the truth. "I don't know."
The Chief Instructor shifted uncomfortably. "Captain Unohana, any thoughts?"
The Captain of the 4th Division mulled it over what seemed like minutes, reaching back to the depths of her memory. "The most likely cause is your Zanpakutō reacted due to the imminent threat on your life. It's possible you have not even reached the zenith of its abilities."
That word sent a shiver up Hanatarō's spine. Though it could also have been his Zanpakutō. "My…zenith?"
"A Zanpakutō's Shikai state, including its abilities and weaknesses, are usually well consolidated in a Shinigami's early days." Instructor Ōnabara commented. "The true development begins when Shinigami try to unlock their bankai. That can take decades or centuries, and when a bankai is released it can develop over time. Think of a shikai as a shallow reflection of your Zanpakutō spirit, while you bankai is the actual doorway to Zanpakutō spirit."
"But your Zanpakutō is in its shikai state, and it is still evolving." Captain Unohana took over. "It's possible that you are still developing new abilities, or you have already had these abilities and they are being unlocked over time."
Smarter than she looks. The creature mused. I can see why you like her.
Hanatarō ignored her. "So I could only be scratching the surface of what my Zanpakutō can do?"
"Yes." Captain Unohana's mouth twisted into a weak and sad smile, as if the Yamada was just diagnosed with a terminal illness. "I think your road is going to be longer and more wrought with fame and obligation than you ever hoped for."
Oh no…. Hanatarō's shoulders slumped. Dammit, Satsujin! Why can't you be normal?
Why can't you not be a snivelling wimp? Satsujin Dorobō sounded nonplus. I guess we can't have everything. The Yamada shook his head, he did not want to get into this argument, especially in front of Captain Unohana and Instructor Ōnabara. They thought he was crazy as is.
"I guess I have to head on home." Hanatarō hopped off the examination table. "Seinosuke is probably worried about me."
"Oh I don't think that is a good idea." They way Captain Unohana spoke made Hanatarō's blood run cold, he paused to look at her. "I don't know if you saw Captain Kurotsuchi; but I did." The Captain's face contorted into a small frown. "I don't think you are safe at home, much less the streets. You'll stay in the 4th Division's barracks for the time being. I'll smooth things over with him and make sure your ability to choose your own division is respected."
The Yamada saw an opening and he took it. "I want to be in the 4th Division."
"Hanatarō …" Instructor Ōnabara let out a groan somewhere between annoyed, exasperated and flat out frustrated.
"I'm sorry sir." Hanatarō took every ounce of courage to stand up to his teacher. "But it is I want. It was what I have always wanted."
"I would love nothing more than to have you join us, Hanatarō." Captain Unohana's smile brightened just a little, but still seemed just a tad gloomy. "But it is not up to me anymore."
Hanatarō's heart nearly broke. "The placements will take place tomorrow." Retsu explained. "I will fight for you, but your duel has drawn a lot of attention. Not just from Captain Kurotsuchi, but other divisions as well. The Captain-Commander might consider your talents be better used in other areas. I cannot overrule him."
"But-"
"The only thing I will promise you, is that no matter what happens and where you end up," Unohana's smile turned serious, "Captain Kurotsuchi will not get his hands on you. That I can and will guarantee."
Hanatarō was not happy that his future was still in doubt, but knowing Captain Unohana would protect him from that nut-job was most reassuring. The Yamada could think of no better guardian.
"It's getting late." Chief Instructor Ōnabara Gengorō looked out the window to see the pitch black night. "I'll leave you here Hanatarō. Congratulations." The Yamada shook his teacher's hand. "Remember, I expect great things from you."
"Thank you Instructor Ōnabara." Hanatarō bowed. "Good night."
All three exited the exam room. While Gengorō parted for the exit, Retsu and Hanatarō delved further into the 4th Division barracks. "Now," Captain Unohana walked ahead, "let's find you a spare room."

Final Grading Days were always an event to behold. But then came the inevitable boring stuff, the practices which happen behind the scenes that few knew about, and even fewer cared.
Placement Administration.
Imagine dozens officials from all 13 divisions arguing who goes where, and why. Every factor is considered including detailed reports from graduate instructors. Weaknesses, strengths, ambitions, friendships, Zanpakutō…everything.
Should this Shinigami go to the 11th Division because they are a fighter, or the 13th because they excelled in discretion in the human world? This graduate is exceptionally good at kido, but also has a very lousy attitude, should we assign them to the 6th Division or have them absorbed into the 10th Division?
It was an endless exercise in human (or Shinigami) resource management. One that went on quietly (and sometimes not so quietly) for days and, in rare cases, weeks.
But there was another part of Placement Administration; the Captain's Recruitment Committee.
The name itself sounded impressive, but it was effectively a glorified Captain's Council. The crux of this meeting was for Captain's to bypass the bureaucracy, and streamline the recruitment of graduates that are of specific interest them. There was no obligation for a nomination, some Captains might request 10; most would not bother. The Captain's signalled out who they wanted, and provided nobody challenged them, they were accepted. Within reason of course, you cannot claim every single graduate. Their decisions inevitably overruled any decisions made at an official's level.
Due to the unpredictable nature and duration of the Committee, the Captain-Commander dispensed with the usual formalities and allowed tables and chairs for Captains, and their Lieutenants if they attended.
The Captains were very impressed by the quality of this year's graduates, and actively engaged and put forward several candidates. Some took the opportunity to catch up on sleep, like a certain captain of the 8th Division. Some just sat there taking up space, because they got reprimanded for missing too many meetings, like Kiganjō Kenpachi. And then….
"And now we have one last candidate on the list…" Yamamoto looked at the final file. "Yamada Hanatarō."
Several Captains perked up. Even Kyōraku Shunsui deigned to wake from his nap.
"'Bout time." Kiganjō Kenpachi rubbed his belly. "I need to head back to my barracks soon."
The mad scientist Mayuri's teeth were grinding in anticipation. Although he could never prove it; the 12th Division Captain suspected that Yamamoto and Unohana secretly arranged the Yamada as the last topic of discussion just to get under his skin.
"Finally." Captain Kurotsuchi nearly jumped out of his seat. "The 12th Division has a registered interest in this Shinigami, and petitions for his transfer."
"Well there is a surprise to no-one." Shunsui chuckled. "You've been eyeing him ever since he first released his Zanpakutō."
"I have an eye for talent." Mayuri ignored him, he was not worried about the other captains, except for one.
Captain-Commander Yamamoto spoke his words, already aware he knew what was about to happen. "Are there any Divisions that wish to declare an interest in Yamada Hanatarō?"
And sure enough….
"The 4th Division has a registered interest." The Captain maintained that prim and proper attitude. Mayuri felt confident, beyond the Captain's Council he was out of his league. Unohana Retsu had a reputation, and it was not entirely undeserved. But not this time. This was neutral ground, and the Captain-Commander took no sides. The fact Captain Unohana and Yamamoto knew each other for a long time meant nothing; this was strictly business.
But then something happened the mad scientist did not expect.
"The 5th Division has a registered interest." Aizen raised a hand.
"The 13th Division has a registered interest." Captain Ukitake coughed.
"The 2nd Division has a registered interest." Soifon spoke up. All the Captains turned to her with incredulous looks on their faces, even Captain Unohana was surprised. The head of the Onmitsukidō rarely spoke in this type of meeting, and even then it was usually to complain how slow the process is, or to gawk at a fellow Captain's choice of graduate. But to actually try and requisition someone…
Five Divisions for one Shinigami.
The only one who seems absolutely clueless as to what was going on was the large leader of the 11th Division. "Who or what the hell is a Yamada Hanatarō?" Captain Kiganjō muttered to no one in particular.
Uh oh, Mayuri's pale complexion was thankfully disguised by his face paint, it's a bidding war.
"Very well." Old man Yama's features remained impassive, but the way he leant forward signalled his interest. "I will hear your petitions."

"Captain Kurotsuchi – state your case." The Captain-Commander had a distinct feeling the mad scientist's case was dubious at best, but he had an obligation to hear him out. The old Shinigami had been around a very long time, and he heard all sorts of insane arguments. It was doubtful Mayuri would say anything that would surprise him.
"Thank you." The 12th Division Captain adjusted his slightly lopsided hat. "I believe Hanatarō's abilities would be wasted in other divisions, especially the 4th." The temperature in the room dropped several degrees and Captain's Kuchiki Genri and Soifon, both of whom sat on either side of the 4th Division's leader, shifted uncomfortably. "He has a brilliant mind, top of his classes academically. While he has never taken the more scientifically inclined courses, the Shinigami Research and Development Institute will help him reach his full potential."
"Whaaaaaat?" The 8th Division Captain, Kyoraku Shunsui lifted the brim of his had to get a good long look at their resident 'mad scientist'. "And the unique abilities of his Zanpakutō didn't get your attention?"
"Of course it did."Mayuri snapped. "The potential of Hanatarō's Zanpakutō, which he has not advised as to its name by the way, goes way beyond urban pacification." Mayuri's grin stretched to unnatural proportions. "New alloys, new vaccines, and must I reiterate it is an acid release? Nothing like this has ever been seen in another Zanpakutō."
The 1st Division Captain gave a sideways glance to Unohana, who remained impassive and still. Yamamoto said nothing, allowing Mayuri to continue. "This potential must be carefully scrutinised, and I submit only a dedicated scientific mind-"
"Such as yourself." Shunsui scoffed.
"-can truly shape that potential into something productive." Mayuri sighed whimsically. "With his mind and his Zanpakutō, he could unlock a whole new spectrum of scientific discovery. Think of it…he could be the next member of the Royal Guard."
Unohana Retsu, seemingly done with Mayuri's explanation, finally interrupted. "Assuming of course he lived to claim that honour."
Mayuri's face contorted into a furious glare. "How dare you?!"
"Captain-Commander." Unohana Retsu spoke up. "I realise this is most unorthodox, but I wish to add some special context."
To say Old man Yama was annoyed would be generous; he barely tolerated interruptions at the best of times. "This better be important, Captain Unohana."
"Yamada Seinosuke, has written multiple letters expressing concern about Captain Kurotsuchi interest in his brother Hanatarō." The medic ruffled through her coat and pulled out a series of documents and handed it to the 1st Division Captain. "He has noted the Captain's repeated, and unwelcome requests for Yamada Hanatarō to attend the 12th Division and the Institute. According to this, he tried to barge into their house at two separate points."
"There is nothing wrong with aggressively trying to recruit someone into a division." Captain Yamamoto began sifting through the letters at a phenomenal rate; over the past thousand years he learned how to speed read. "I admit Yamada Hanatarō has great potential and would contribute greatly to any division he is assigned."
"Of that I have no doubt. This is why I have petitioned for him to join the 4th." Retsu utilised that dangerous smile. "But I believe Captain Kurotsuchi's interest in Hanatarō, is more for the purposes of examination, experimentation and likely dissection."
"A serious accusation." Yamamoto glanced up impassively. "Do you have proof of this?"
"Oh are you kidding me, Old man Yama." Shunsui finally interrupted. "It's Mayuri!"
"Quiet." Yamamoto rarely used a threatening tone, but when he did, even the lazy captain of the 8th Division obeyed.
"Captain Kyoraku's inelegant explanation aside," Unohana continued, "Captain Kurotsuchi's reputation is well known. I have entire wards filled with Shinigami from the 12th Division suffering from various injuries ranging from surgical to unique and unnatural infections."
Soifon, whether it be from mutual dislike or because she was positioning herself to grab Hanatarō, came to the Unohana's aid. "And don't forget the various Shinigami who have died under very mysterious circumstances or disappeared altogether."
"The Central 46 and the Gotei 13 tend to overlook Captain Kurotsuchi's experiments, despite their clear…ethical questions." The 4th Division Captain continued, savouring the look of rage on Mayuri's face. "There have been a variety of reasons; because the experiments have been limited to 12th Division personnel or other non-Shinigami, or because his research has yielded tangible and beneficial results. Regardless if Captain Kurotsuchi was not as powerful as he was, or as intelligent, he would have gone back to the Nest of Maggots a long time ago."
"Seconded." Soifon confirmed.
"I third that." Shunsui chuckled.
The 12th Division Captain's face was the stuff of nightmares, his right hand was twitching violently inching towards and away from his own Zanpakutō. But the 1st Division Captain, ever the voice of impartiality, came to his defence.
"Perhaps," Captain Yamamoto sounded non-plussed, "and if certain Shinigami were not as powerful as they were, they would have been executed as common criminals, instead of being made Captains. Isn't that so, Captain Unohana?"
Captain Unohana's smile remained, but was considerably dampened. "Captain Kurotsuchi," the Captain-Commander turned to face the scientist, "I realise you have been interrupted. The floor is still yours, if you wish to continue with your case."
"Whatever my…colleagues may say…"Mayuri's eyes grew more misaligned with each passing second, one eye whizzing around like a spin top, while the other glared directly at the 4th Division Captain. Most of the Captains dared not imagine what experiments were passing through the scientist's mind. "I guarantee that I can and will unlock Yamada Hanatarō's full potential and spectrum of abilities in the shortest amount of time, and it will be done for the benefit of all of Soul Society. I can also guarantee that none of the other Captains, have the imagination, dedication or scientific acumen to come even remotely close to what I can offer." The scientist resumed his seat, but if looks could kill, he would liquidated every single captain and vice-captain in that room.
"Thank you Captain Kurotsuchi." Yamamoto faced the 4th Division representative. "Captain Unohana, state your case."
"My case is a simple one." Retsu began. "Yamada Hanatarō should be assigned to the 4th Division because that is what he wants. Every instructor report from the Academy have confirmed his desire to be part of the 4th Division. There has been a Yamada in the 4th Division stretching back centuries, and I know the family very well. In addition, I am very well acquainted, and the only one in the Gotei 13 capable of dealing with Hanatarō's ...unique condition. And contrary to Captain Kurotsuchi's claims, the 4th Division is more than capable of nurturing Hanatarō to his full potential."
"As a medic." Yamamoto was not one to mince words.
Unohana knew exactly where this was going, and attempted to head her superior off. "While it is true that Yamada Hanatarō has excelled in all the courses he was been assigned, he had the greatest affinity for medical kido. Had it not been for his Zanpakutō, he would have quietly joined the 4th Division without any notice."
"And had it not been for my Zanpakutō." Yamamoto tapped his cane. "I would not be the Captain-Commander. I do not care for hypotheticals, Captain Unohana only facts."
The 4th Division Captain steeled herself against her superior's counters. She knew him long enough to know this was not personal; he was levelling the playing field. No one would dare interrupt or push back against Captain Unohana while she was speaking. But Captain-Commander Yamamoto Genryūsai Shigekuni was not just anyone. "Here is a fact, Captain Kurotsuchi did have a point." The elder Shinigami leant back in his chair. "To have Yamada Hanatarō spend his career as a medic, would be a tremendous waste of talent. Many instructors have touted him as the next prodigal student, in the same vein as Ichimaru Gin and Hitsugaya Tōshirō. And based on his performance, that claim has merit." Vice-Captain Ichimaru and Captain Shiba Isshin chuckled in unison.
"But shouldn't this committee take the desires of the applicant into account?" Unohana probed.
"This is the Gotei 13, Captain." Yamamoto remained unperturbed. "We are a military organisation, first and foremost. The desires of a Shinigami are secondary to the needs of the service as a whole. Otherwise this organisation would have collapsed a very long time ago."
"Forcing anyone into a role they don't want is counterproductive to a person's development." Captain Unohana remained confident in her case, but she could not deny she felt a pang of worry.
"Perhaps, but a Shinigami's life is, by nature, replete with roles that no one wants to do. And if Yamada Hanatarō cannot accept that, then he should have never become a Shinigami in the first place." Yamamoto remained unmoved. "Anything else Captain Unohana?"
The 4th Division Captain said nothing.
"Captain Aizen," Yamamoto turned to the spectacled Shinigami. "Your case?"
"Yamada Hanatarō is a skilled Shinigami." Aizen smiled. "But I observed all aspects of his examination. Non-medical Kido is the weakest criteria. The 5th Division can round out his skills." It made sense, the 5th Division had no specific duties, but under Aizen's leadership the 'Lily-of-the-valley' produced highly skilled Shinigami with a propensity for kido. It was not uncommon for members of the 5th to do a term of service in the Kido Corps and vice-versa.
"Oh?" Retsu smiled, like a cat toying with a mouse. "The 5th Division is willing to declare an interest in this one Shinigami, just to round out his education?"
"I would not dare to steal such a valued Shinigami from the 4th Division." Aizen chuckled nervously. "But it is clear from his examinations that he is being brought forward as a generalist. I know he wants to start his career in the 4th Division, but even medical specialists may find themselves caught on the front line. It is important he be ready. I can guarantee that."
That's it? That's his case? The Captain's remained impassive. Aizen was considered a prime example of the perfect Shinigami, but it was clear his skill in argument was somewhat lacking. One ability he did have was how to read a room.
"In fact," Aizen adjusted his glasses, "I've been meaning to suggest a joint training program between our divisions. I know many members of the 5th Division have expressed an interest in learning medical kido."Vice-Captain Ichimaru Gin smirked in the background, clearly enjoying some kind of joke that only he got.
"Indeed, an excellent suggestion." Retsu smiled. "It would be an honour for the 4th Division to train with the 5th Division. I will ensure Yamada Hanatarō will be one of the first of my Division to be part of your program." Aizen smiled and nodded, and accepted his defeat with grace. But that snake-like lieutenant of his still kept that smirk.
Well that's one down. Captain Unohana turned to her remaining 'competitors'.
"Captain Ukitake." Yamamoto continued. "Your case?"
"Thank you Captain Commander." Ukitake coughed. "I make my petition because I believe Hanatarō would be a perfect fit for the 13th Division. He's incredibly skilled, but more importantly are his unique abilities."
"The acid for blood?" Yamamoto raised his eyebrow.
"Yes." The 13th Captain smiled nervously. "It is a wonderful defence mechanism, you don't dare attack him – at least not a close range. The 13th Division has always specialised in defensive operations and he fits the spirit of our Division. I believe our operations throughout Soul Society and the Human World will give him a diverse and well balanced experience which will refine his skills to a razor's edge. He has great potential, and the 13th Division can and will help him reach it."
All of that was true, and the 13th Division's reputation for churning out Shinigami with strong foundations was self-evident. "But with respect to some of Captain Unohana's concerns - I will do anything to protect those under my charge. While I cannot guarantee his safety, the Shinigami life prevents that," Jūshirō smiled, "I can guarantee that he will be happy."
"Damn straight." Vice-Captain Shiba Kaien gave a thumbs up.
Captain Unohana had to give him credit; Captain Ukitake Jūshirō came prepared. Not a strong case, but definitely not a weak one. Assuming she could not get Hanatarō into the 4th Division; Yamamoto, Kyoraku or Ukitake were the only ones she would trust with Hanatarō's safety and development. But Ukitake Jūshirō was a kind man – a true father to the people under his command; the younger Yamada would be well looked after in the 13th Division. It would break Hanatarō's heart, but if he went to the 13th Division, she would sleep soundly.
"Hmmm." Yamamoto turned to the final petitioner. "Captain Soifon, your case?"
Captain Soifon's left hand twitched but remained impassive. "I hereby request Yamada Hanatarō be transferred to the 2nd Division on the grounds of operational necessity."
Oh she's good. The 4th Division Captain smirked. That will catch Yamamoto's attention. Sure enough… "Explain." Yamamoto leant forward again.
"The 2nd Division's operations have atrophied since….my predecessor abandoned her post." A flash of sadness crossed her face. "This has resulted in ongoing inefficiencies in the Division and the Onmitsukidō."
"Pardon me Captain." Aizen bowed apologetically. "But just to clarify, are you asking for young Hanatarō to join the 2nd Division or the Onmitsukidō?"
"That," Soifon made a pointed glare, "is none of your business." No one pressed further, the 2nd Division and Onmitsukidō appeared to be one and the same, but nothing was further from the truth. One did the shady and secret operations, the other did the shadier and top secret 'wet work'. Regardless, the internal administration of both organisations were classified.
"I am not part of the Shihōin Clan," Soifon continued, "and the next heir will not be ready for centuries. This has resulted in a knowledge and resource gap. I need to restock the ranks with capable Shinigami."
"And you think Hanatarō qualifies?" Ukitake sounded troubled. The 2nd Division was, in many ways, the virtual opposite of the 13th Division.
"Did you see what happened when Ikkanzaka Jisanbō flash stepped behind him?" Soifon explained. "He precisely dodged that decapitating strike and executed a roll to gain distance. Hanatarō has highly refined reflexes and, whether he likes it or not, has a natural affinity for combat."
Some of the Captains nodded in understanding.
"But more than that," Soifon began counting points on her fingers, "he has acid for blood, the ability to use liquid armour, advanced medical kido, and high speed regeneration. I have not seen a clearer case for someone to join the 2nd Division. These skills can make him a versatile asset of the highest quality."
"Yamada Hanatarō, is a kind and gentle soul." Unohana Retsu countered. "He does not possess the character to do what you want."
"Captain Unohana, are you sure we watched the same match?" Soifon may have sounded sarcastic, but her incredulous posture said otherwise. "A kind and gentle soul would not possess a Zanpakutō like that; a kind and gentle soul would not do what he did to Ikkanzaka Jisanbō."
The quiet silence that hung over the Committee prompted Soifon to continue, but she realised she was about to overstep her mark. "I promise you, somewhere in Hanatarō there is a vicious and cold-blooded killer. And if I am to be direct Captain Unohana, I think deep down you know it too."
Captain Unohana was annoyed and dejected. But she was uncertain as to whether she lost the argument …or it was because deep down, she suspected Soifon was right. Unohana Retsu was fond of Hanatarō, and his brother Seinosuke. The 4th Division Captain hated breaking promises, but this has escalated well out of her hands.
"All petitioners have made good points." Yamamoto drummed his fingers along his cane, mulling it over. "I approve Yamada Hanatarō's transfer to the 2nd Division for a trial period no greater than 12 months. Were you going to offer him a seated position?"
"I am." Soifon responded, but she added nothing else. The Captain-Commander did not enquire further.
"Well if there is nothing else-"
"Sorry Captain-Commander." Captain Unohana spoke up. "One more thing." The elderly Shinigami allowed her the floor, he knew it would not be regarding his decision; she knew better than that.
"Captain Kurotsuchi…" Unohana's tone carried much, and even the mad scientist sensed how much danger he was in. She had the smile on her face, and her big blue eyes carried a not-so-hidden warning. "Your obsession with Yamada Hanatarō is both obvious and unrestrained. Yamada Hanatarō may not be under my command, but he is under my care." Her voice was sickly sweet. "If something were to happen to him, for any reason, I would know it was you."
She stared at him, and the mad scientist withered under her gaze. All he could muster was a simple nod as words died in his throat. It seems Captain Kurotsuchi's desire to not suffer a very horrible and painful fate exceed his desire for knowledge. The matter was settled, for now at least.
No one dared say anything else, lest they incur the ire of the 4th Division.
Yamamoto tapped his cane on the ground. "I hereby declare this meeting over."
"'Bout damn time." Kiganjō Kenpachi slowly moved his bulk out of his seat and headed to the exit, his pace more adamant than usual.
"What's the rush?" Shunsui stumbled into step behind the 11th Division Captain. "It's not like you to get this worked up over anything."
"Some dumbass has been talking shit." The sizable Shinigami yawned. "Challenged me to a Trial by Combat. I told him I'll kill him after this meeting."
"Another one?" Shunsui smirked. "You worried? Who is it?"
"Some punk calling himself Zaraki. I don't know if that is his name or where he's from." The Captain scratched his beard. "It doesn't matter, I'll crush him all the same."
"Well then…" Shunsui shrugged. "Good luck."
One by one the Captains trotted out of the 1st Division Barracks. Unohana Retsu did not keep track, she was far too busy coming up with a way to explain this to Hanatarō….and more importantly to Seinosuke. The younger Yamada will be terribly upset, but Seinosuke is going to be absolutely furious. It was definitely a conversation she was looking forward to.
But her thoughts were interrupted by a familiar voice. "I am sorry Captain Unohana. I know Hanatarō would make an excellent addition to the 4th Division."
"It's okay Captain Soifon." Unohana charming smile returned. "You are doing what you think is right. It's more than I can say of the Captain of the 12th Division."
"I can tell you are fond of Hanatarō." The smaller Shinigami acknowledged. "I cannot guarantee his safety on the field, but I will do everything in my power to shield him from Captain Kurotsuchi."
"I will hold you to that Captain." Unohana made it sound like a trivial detail. "I would like to be the first to congratulate you. You have acquired an incredibly talented Shinigami."
Soifon nodded. "I promise his skills will be put to good use."
"I certainly hope so, and I also hope it will not be used recklessly." Unohana's smile turned dangerous. "I know the Onmitsukidō code."
Soifon could not help but place a hand on her Zanpakutō. "Captain, I-"
Unohana recited one of the first creeds of the secret organisation. "If your comrade is being defeated, you should see it as an opportunity. Rather than standing in the way, you should stab the enemy in the back. And if the enemy is so far above your level that you cannot even manage that... then you should let your comrade die. That is the way of the Onmitsukidō."
Soifon felt her sweat stick to her haori.
"You are right, Captain. I am fond of Yamada Hanatarō, and he is a versatile asset of the highest quality." Unohana acknowledged. "I would assume that such a valuable asset would not be so easily discarded. Because if he is….well, it would be a real shame for the 2nd Division to lose another Captain. Especially so soon after the previous one vanished. Don't you think, Captain Soifon?" Without another word, the 4th Division Captain turned on her heel and strolled out of the barracks.
Soifon found herself alone and her heart racing. Even though she is a Captain of the most secret Division of the Gotei 13 and even though she got what she wanted; she concluded she would not sleep well that night.

Hopefully the arguments of the 'bidding war' made sense.
To give context, I always viewed the interaction between the 2nd Division and the Onmitsukidō in a similar vein to 'official' military special forces (e.g. US Rangers, Navy Seals, Special Air Service etc) versus secret intelligence organisations that do the deniable stuff (e.g. CIA, MI6 etc). There are some similarities and they do work together on occasion, but they have distinct and separate mission parameters.
