Cybertron was revived by the Omega Lock. The survivors of each faction are doubtful of the supposed peace treaty between their leaders and some of the more radical groups will seize the opportunity to turn Autobots, Decepticons and Neutrals against each other once again. Bumblebee is one such bot and in a desperate state, decides to surrender himself to the Guardianship Agency, a place for injured or traumatised mecha to go for treatment and eventually, receive a guardian to look after him.
