Harry went straight to the infirmary with Remus. The moment he entered the infirmary, he practically begged Madam Pomphrey to give him two hours alone with Remus, as he was completely exhausted by the events and that he wants some rest. Though she felt a bit strange by the demand, she decided to give it to him. After examining him and giving him some potions, she went to her office giving them some space and also assured that she will hold everyone for the next two hours. After Madame Pomphrey left, Harry turned to Remus and said, "Remus, if you know any spell that can prevent others from hearing what we are talking, cast it". Remus raised a soundproof ward around them. Then Harry began, "I know this might sound crazy, but this is the truth. We have only two hours and we have a lot to discuss. So I will try to explain to my level best. Ok, when we reached at end of the last strip leading to the cup, Cedric and I decided to...". Harry then gave him a brief yet clear account of what happened, his time with his mother and his escape. Remus was going through a multitude of emotions like shock, anger, pride, happy, etc.
After hearing his account, Remus asked, "Why didn't you tell everyone that the Voldemort is back? You had a great chance to out the news. Then why didn't you?" Harry explained, "You saw how Fudge reacted when we presented Sirius' and Pettigrew's situation. Even when the evidence was right in front of his eyes, he was trying to avoid them and claim that it is preposterous. People like Malfoy and all were there in the graveyard today and I'm pretty sure that even if we said no action will be taken to bring them down or to face Voldemort. Also if we had informed it, it would create. amass hysteria and panic among people, something this incompetent ministry will never be able to stop. No, I will only reveal this when the right moment comes".
Remus asked, "And when is the right moment?" Harry gave him a cunning grin, which he had seen years ago in the face of his redheaded friend, and said, "When Fudge is removed from his post".
Remus was stunned by that revelation. When he got back to his senses he asked, "How do you plan to do it?". Harry replied, "For that, I need your help immediately. I want you to explain to me about Wizarding Britain's ministry and politics and if it's there the political history of Potters as well". Remus then briefly explained about Wizarding world governance and politics. Wizarding Britain is governed by the Ministry of Magic. The Minister of Magic is the man in charge of the Ministry. The ministry has been divided into several departments and each department has their head of department who is equivalent to the secretaries in Muggle Government. Minister of Magic is the only elected member other than Chief Warlock, the head of Wizengambot, the magical form of Parliament. The Minister, Heads of Department, Under Secretaries and other officials handles the governance. Wizengambot is in charge of making the laws. It consists of heads of magical houses, heads of departments and surviving Order of Merlin winners.
The Wizengambot and entire Wizarding world politics is divided into three factions. Forward, Neutral and Traditionalists. Forward faction is group of magical houses who are pro-muggle and are very much into mixing up muggle traditions with wizarding. Neutrals are not against muggleborns and even respect muggle traditions, but are also of the view that wizarding world traditions are also of equal importance and also great advocates of Statute of Secrecy as it is better for both muggles and magicals if they remain seperated. Traditionalists is the faction that considers that anything not magical is inferior to them. They were also supportive of wars of Grindelwald and Voldemort as they do support the idea of defeating inferior muggles. They hate muggleborns, werewolves, veelas, etc. to the bottom and even consider half bloods below them.
The activities of Wizengambot is controlled by the Chief Warlock, who is also a member of Wizengambot. While electing the Chief Warlock and Minister, each faction nominates a candidate for the post. While the Minister is elected by all citizens of Magical Britain who attained majority, Chief Warlock is elected by the members of Wizengambot. The Chief Warlock loses his/her voting rights in Wizengambot as he/she will also act as the Judge for cases which are brought in front of Wizengambot. So his/her voting rights is passed on to a regent in case of heads of houses. If the minister is not a member of Wizengambot, he/she will also get 3 votes, and of they're a member, then the vote differ with the standing of their house. There are five types of votes on Wizengambot. Most Ancient and Noble Houses(MAN) have the highest standing and have 5 votes. Ancient and Noble(AN) Houses are second and have 4 votes. Ancient Houses(AH) are next with 3 votes, followed by Noble Houses(NH) with 2 votes and New houses, Heads of Departments and Order of Merlin winners with 1 vote each along with Minister with his/her 3 votes.
The law makings, amendments, case verdicts, induction of new houses, etc. are done based on the vote it receives. If the motion or verdict gets more than 50% of votes, it is passed. With 5 votes in their hand, Most Ancient and Noble(MAN) Houses act as the de-facto heads of each faction, otherwise you have to be Dumbledore. Forward faction is led by Dumbledore who himself holds 4 votes for Ancient and Noble House of Dumbledore and 5 votes for MAN House of Potter as regent. Neutral faction is led Cyrus Greengrass, Lord of MAN House of Greengrass. Traditionalists faction led by Lucius Malfoy of AN House of Malfoy.
The houses under each Faction are:-
Forward Faction:- MAN Houses- Potter, Bones, Longbottom; AN Houses- Dumbledore, Doge, Abbott, Diggory; NH- Brown, Patil;
Neutral Faction:- MAN Houses- Greengrass; AN Houses- Belby, Davies, Crouch; NH- Edgecombe, Chang, Fudge, Moon;
Traditionalist Faction:- MAN Houses- Black; AN Houses- Malfoy, Crabbe, Goyle, Nott, Macnair, Avery; AH Houses- Selwyn; NH- McLaggen, Smith;
Extinct seats- AH Houses- Lupin, Gaunt, Lovegood, Prewitt, Lestrange, Carrow, Rookwood;
Other Votes-
Heads of Departments - DOM(Neutral), Muggle Liaison(Forward), Education(Neutral), Magic Sports(Forward/Neutral), International Relations(Neutral), Health (Neutral/Traditionalist)
Undersecretaries to minister - 5 -(1 Forward, 3 Neutral, 1 Traditionalist(Umbridge))
Surviving Order of Merlin winners - 3(Forward)
House Potter used to be the part of Neutral faction as they gave equal importance and respect for both muggles and magicals. But, when Harry's grandfather died, the seat went to extinct status, as James wasn't interested in politics. When James and Lily died, Albus not only sealed their wills, but also de-extincted Potter seat and took its regent ship. Even though many were against this idea, they weren't ready to go against Albus as they were just out of a war. Albus then transferred the Potter seat to Forward bloc stating that Harry is a symbol of the faction's ideologies. Many noble and new houses joined the Forward bloc because of this. What really shifted the power from Neutrals was that MAN Houses of Bones and Longbottom, left Neutral faction and joined their longtime allies, House Potter. This made Forward faction grow as a super power. But, when Malfoy and several other deatheaters escaped justice by claiming to be Imperiourised, the Traditionalist faction started to grow and some of the Neutral faction members like Mclaggen, Smith and Selwyn also joined them.
As for Fudge, he is a Neutral Faction candidate. He is currently serving his tenth year as minister. His first term(5 years) were pretty descent or so was the belief, which led to his second term at the office. Later it became clear that, during his first term itself, Fudge was secretly in company with Malfoy and faction and were helping them indirectly. In his second term with his moot support, the Traditionalist faction started to bring more laws and amendments suited for them like werewolves' regulations, muggleborn regulations, etc. As there wasn't much of a power for them is Wizengambot, even the Neutral Faction was split in most of these motions. It was pretty sure that Fudge will not win the third term as his alliances are known to everyone, he was desperate to get his image back and hunt for Sirius, deploying of Dementors in Hogwarts, Not giving Sirius a trial, Triwizard Tournament, were all part of these efforts.
After listening everything Harry remained silent for sometime and replied, "It's good thing that I didn't say that Voldemort is back. He would have used it as an opportunity to not only suppress it but also to frame me as a liar and attention seeker to improve his image. Now how can a minister be removed?" Remus replied, "Inorder to remove a minister there should be evidence that he/she was involved in some kind of activities not fit for the post. Then a member of the house can call for a motion, which should be seconded by another member. The motion will then be put to vote. If it gains more than 50% the minister will be removed and an interim minister will be placed until the new minister is elected. The interim minister is usually the senior most head of department. As Crouch is dead, it will be Amelia Bones, Head of DMLE".
"So, first I need evidence. Though everyone knew he was involved in these activities, it won't become an evidence until it's revealed in Sirius' trial. So, Fudge can't be removed until Sirius' trial is over. After which we can use the evidence to remove him. Second, I need support. Not only to second my motion, but also to make sure that the motion is passed". After deep thoughts Harry asked, "Remus you said Bones and Longbottoms were greatest allies right?". Remus replies, "Yes, all three houses stood together for centuries. It was like somekind of an unwritten pact." Harry said, "So if they knew that I intend to do something like this, they wouldn't have issues seconding my motion. From the way Madame Bones reacted to Fudge, I think she would be more than will to remove him. But, inorder it won't be enough to pass the motion. I need more votes and inorder to do that I need to get back to Neutral Faction. Remus, what do you know about Lord Greengrass?".
"Cyrus Greengrass is a good person. He was two years senior to us in Slytherin. Cunning, Ambitious, Righteous, Well-mannered, he was never into the like of Dumbledore. Even during the war he helped the war efforts, but never became part of anything related to Dumbledore. He likes more to be a kingmaker than a king. That's the reason he selected Fudge as his Faction's candidate. But unfortunately it bit him back. If rumours are right he himself is planning to bring down Fudge. Also he never tried to use his relations or powers for his own advantages and always maintained a balanced stand with muggles and magicals." Remus said.
Harry completed, "Also as Crouch is now dead, they lost 4 votes. So he will be desperately in need of a powerful ally...Remus I need you to do me one more favour tonight. Here take my cloak. I want you secretly bring me 3 people by midnight and to safely get them back to their dormitories. Also make sure that your interaction with them remains a secret." With that he gave Remus his cloak. Remus nodded and asked, "Whom should I bring?" Harry smiled and said, "Neville Longbottom, Susan Bones and Daphne Greengrass".
