City Hall - Press Conference

Stepping up to the podium in front of City Hall, the Mayor smiled out at the assembled members of the press and public. "Thank you for coming today. I have a few announcements and will also be addressing some of the supposed controversy regarding recent changes to city hiring policies. So please let me get through everything and we can get to questions at the end." The mayor paused for a moment to let the press quiet down.

Bogo stood behind him with two other senior officers next to him. Given that they were both on his short list for P1 Chief and ZPD Chief, Bogo had a sinking feeling he knew what at least three of those announcements were going to be. Announcements he had known were coming for a long time, even if he didn't like it personally, he also knew it was the right thing to do for the city and the ZPD. He had been doing the job for so long, what he expected, and could be construed as a promotion, would still feel weird.

The Mayor, taking a page from Bogo just stood there and waited, checking his watch after a moment. The action was immediately recognized by the press who immediately quieted down. With a nod, the Mayor began. "Thank you. First, as you see behind me we have three decorated, dedicated, career officers of the ZPD. Given the recent revelations about the outsourced IT company, the city instigated investigations into the other outsourced city functions, including Mammal Resources and hiring. While not made overly public, some of you have reported on how those investigations showed some things that were at the very least problematic." Pausing for effect. "It has become painfully clear that several of the companies the city had been using were, past tense, selling access to the ZPD and the city as a whole, and not just to the highest bidder. They had actual price sheets and even monthly subscription based options. Given that. Significant changes were needed and have been made, changes many of you have been reporting on. The issue, as always, is that the reporting has suffered from various levels of honesty and breathlessness to the truth of the actual changes taking place."

Several members of the press corps shifted uncomfortably as the Mayor continued. "Those officials, elected and otherwise, that were involved in the decision making to hire those outside companies in order to supposedly save the city money, have all resigned their positions. Independent and honest audits are showing that the savings this move provided to the city was negligible at best. When quality of service and other factors are taken into account, that savings turns into a wash at best, if not a net negative cost to the city and the citizens of Zootopia. The DA is investigating and as of this morning, two of those former officials have been formally charged with conspiracy to defraud the city, with more charges expected to those individuals and others. The rest though not cleared, appear at this time to not have been knowingly enabling and simply been victims, patsies, or suffered from simple bureaucratic incompetence.

All those senior positions have since been backfilled with mammals long overdue for promotions. The elected mammals will be replaced during the upcoming election. Although at least two directly involved in preparing the financial evaluation that has proven to be false and possibly deliberately so, have refused to step down. I leave it to the voters to decide if Counselor Meadowlaw and Autumtail should be replaced.

That brings us to several positions that have been filled by the ever dedicated Chief Bogo. The Chief has been filling in for the retired Commissioner since Bellweather drove the last one from his post. Per his usual, Chief Bogo has been filling this job with his usual efficiency and self-sacrifice, in addition to his previous responsibilities as both Chief of the ZPD and of Precinct One. A pair of positions that I think few realize are actually separate jobs. Chief Bogo has simply filled both for so long that we as a city have forgotten that him stepping into that dual role was intended to be temporary. It was only supposed to last until one of the two positions could be filled, leaving him in the other position. Previous administrations simply found it initially more expedient to not fill the position and then the fact simply got lost in the bureaucratic shuffle. As a city. We forgot.

With the change in hiring and removal of the outsourced Mammal Resources company that was initiated first within the ZPD as it was the ZPD that discovered the issues with the outsourced companies. The council, Deputy Mayor, and myself have come to the conclusion that a shift is needed. A shift long overdue. Chief Bogo will be moving to take on the Commissioner role full time. A promotion that is itself also long overdue and that will give a mammal who has given so selflessly to the city in sacrifice of himself and his mates, the time to rededicate to them. To take on the roles of Chief of Precinct One and Chief of the ZPD as a whole are two veteran officers who will be stepping up to fill some very big hooves.

Deputy Chief of the ZPD, Ryann Swiftspot will be moving into the position as Chief of the ZPD." A large leopard that was nearly as large as a tiger, and sported a few stripes on her neck, stepped forward. "Ryann is a veteran of the Federal forces with three combat tours, has served in leadership roles both in the forces and the ZPD, and has been managing the ZPD interface with federal law enforcement for the past three years.

We believe this experience and her active contacts with federal law enforcement will help her navigate the upcoming challenges of enforcement that the reveal of Von to the wider world promises. Chief Swiftspot was aware of Von before the recent events, and is well positioned to help guide the ZPD as a whole into the future."

Ignoring the handful of shouted questions, the Mayor continued. "Taking on the role of the Chief of Precinct One will be Gerald Harcort." The other officer stepped forward as Swiftspot stepped back. They were a brown and cream wolf, smaller and almost looking like a german shepherd. Size wise they were closer to a coyote than a wolf and was missing half their left ear, the cut was either with a blade at the time or was cleaned up as the missing section was a clean line through the ear.

"Chief Harcort is currently the Chief of the Savanna Central district, has long worked directly with Chief Bogo, now Commissioner Bogo, and is a thirty year veteran of the ZPD. Much as Judy Hopps was the first small mammal, he was the first medium sized mammal allowed to serve in the ZPD, and just like his rabbit counterpart, he has shown us as a city that we underestimate a mammal based on their size to our own detriment. While his early exploits may not have been quite as explosive as Officers Hopps and Wilde, and he certainly didn't find himself in the position of causing a previously secretive city-state to reveal itself." A nervous chuckle filtered through the press. "He did bring down several very serious conspiracies and criminal organizations. As more small and even tiny mammals enter the ZPD, we believe that Chief Harcort will be able to help Chief Swiftspot in guiding the ZPD through the changes in culture and policing that these new officers promise.

Now… Going back to the hiring processes. The city is taking a truly agnostic… a blind approach to hiring moving forward. It is ONLY a mammals qualification that will get them the initial interview, which is conducted by phone as an audio call only. Only if a fully qualified mammal gets through to the final round of interviews will questions of what accommodations may be needed will be had, should they get the position, and with few exceptions, those accommodations will NOT be used as part of the hiring decision itself. Those positions with restrictions are posted as having them and will have those restrictions listed accordingly. It would be silly to hire a giraffe to act as an administrator in an office in Little Rodentia, no?"

The implied joke got a smattering of laughter as the Mayor pressed on. "This is why some mammals that in the past would expect themselves to be fast tracked into positions are not getting those jobs. Because those jobs are going to mammals that are actually, properly, and fully qualified. More so. They are often better qualified than those filling the positions previously. Just because the recipient of the position happens to be a capybara, or a raccoon, or an elk, or whatever other mammal they might be is irrelevant to their ability to complete their assigned tasks, short of the aforementioned giraffe trying for a job in Little Rodentia. If the city needs to provide some accommodations for a rat IT technician who happens to be one of the top IT mammals in the state, we'd be a fool not to do so.

In fact, leaders of divisions such as the Crime Lab have long expressed frustration with hiring limitations, limiting their ability to acquire top talent. This change fixes that.

Lastly, returning to now Commissioner Bogo. When then Chief Bogo of Precinct One took on the role of Chief of the ZPD, it was supposed to be temporary that he would hold both positions. Filling both roles only until the Commissioner at the time could backfill the Precinct One position. The original plan was for Bogo to become Chief of the ZPD and the Precinct One slot be filled with a replacement. However, shortly after that temporary change, the Commissioner didn't just retire, but was forcibly removed for corruption. Something not well publicized at the time as they were a prey mammal of very high renown."

A grown passed through the collection of reporters as the Mayor continued. "This was during the height and fall of the Swinton administration. While the corruption and issues of that administration were not of the society breaking type seen under Bellwether, they were just as severe in their own right. It is decisions made in that administration that facilitated the change to the outsourced IT and other services that have recently been revealed to be so very problematic. It was also under that administration that such a wrong was done to one of our finest.

I'm sure you can all see where this is going. The exit of the Chief of the ZPD was in fact due to that very same corruption scandals that embroiled all of the Swinton administration, and as Chief Bogo was not a part of it, and provided testimony that helped put both mammals behind bars. The Council at the time, to try and prevent the scandal from getting into the media. Successfully I might add. That council put Chief Bogo into all three positions. Again, it was supposed to be temporary, and he was assigned the job of recommending replacements. Something he has dutifully updated annually since then. The Commissioner being a largely political position in the past was eventually filled, but that still left Chief Bogo filling two roles.

The issue being, since it was supposed to be short term, his pay was never modified, nor did he receive the proper promotions that should have come with the original plan. Given that he was the only mammal that could make such a recommendation, and as anyone that knows him, knows. He was far too busy to do such a thing. Even filling out the recommendations just became a thing he did, and has done so faithfully for the last twenty five years.

I have gotten approval from the council that we will properly recognize the service to the city of Adrian Nazimm Bogo." The mayor glanced over his shoulder at Bogo with a smirk. "Yes, we know you hate your middle name and use Naz if you have to use a middle name at all. That said." Grinning at Bogo's scowl. "Commissioner Bogo will be receiving back pay for the time he has filled in for these multiple roles, and will receive the merit based bumps commensurate with his selfless and dedicated service to the ZPD and Zootopia. Mammal resources has also confirmed that due to the demands of his time, Commissioner Bogo has, save the very recent events surrounding Von, not taken any time off, sick or otherwise, something that will also be compensated."

Turning to Commissioner Bogo. "Commissioner. Congratulations. It is far past time for you to get the recognition you are long overdue and the compensation for it. We know you did not do it for the money. No one in the ZPD does, but you still earned it, with interest. I'm sure your mates will be happy to have more time with you as well, once you have completed the discussion and hand over of duties to your reliefs,.

With that, are there any questions?" The Mayor looked over the assembled and selected a rat from the nearby raised dias. "Mr. Mayor. Given recent reports that the ZPD is setting up a task force to dig into speciesism and corruption born there from. Which of the three will be holding authority over that?"

The Mayor nodded. "Well, this is as good a time as any to address that. Commissioner Bogo will maintain authority and responsibility for special projects and task forces that do not fall under normal ZPD authorities and operations but are still law enforcement duties. Divisions such as Major Crimes, Special Victims, etc… Those fall, and will remain under the ZPD Chief and Precinct Chief, in that order as they have historically shared responsibilities for those and they cover the entire city and have units in every major and several lesser district precincts.

The task force you are describing is new and only had its full, special funding approved by the council this past month. There are still resource provisioning and personnel transfers taking place, as well as other internal ZPD things that need to take place. The taskforce in question is also empowered to review old cases and as such has vetted members of the Prosecutor's Office, Public Defenders office, the ZBI, and City Justice, as well as liaison with other city, county, Federal, and State level law enforcement offices. Something I expect will include a representative from Von in the near future.

The fact is, once the governor heard about the task force in a call I had with her recently, she immediately took the idea to the legislature and got a bill passed that expands the powers of our officers assigned to that taskforce to have statewide authority. The task force also has an association with the ZBI, and has agents assigned to the task force to expand their reach to follow leads nationally.

Of course, if they are going to be operating in New Yak, for instance, they'll coordinate with the department there. The reason for such sweeping authority is that everyone recognizes that no city, state, or even the Feds, are free of corruption. It's been a long time coming, but we all recognize that it's time to clean house. All members of the ZPD task force are already vetted and cleared, and the expanded authority gives them the ability to work wherever needed until such time as other jurisdictions can create their own version, at which point they will coordinate with ours.

Any other questions?" Selecting a boar wearing the stereotypical reporter's hat. "Jamez."

The boar straightened up with a small smile. "Thank you Mister Mayor for recognizing us smaller print news outlets."

The Mayor gave a wry grin. "Well, I cannot say I am a fan, but you have proven to be diligent to the truth, even if we don't like it."

"That's just the job, mister mayor. As to my question. Rumor has it that it will be WildeHopps leading the mentioned task force. If true, and given recent events, do we think they will be able to perform their duties successfully? They are in a relationship after all."

The mayor chuckled. "If they were unable to perform their duties while in a relationship, they would have long ago been separated as partners. As Chief… I mean, Commissioner Bogo has explained a few times when I have made that very inquiry. Sometimes mammals in a relationship cannot operate as partners, and sometimes, as is the case with both the WildeHopps and Wolfeyer pairings, they perform at levels other teams struggle to meet.

As to the concern about their impartiality. That is why the taskforce is a team of mammals from across the spectrum as I stated. ZBI, ZPD, Prosecutors office, Public Defender's office, and more, with oversight by the Commissioner. There is also a review committee made up of representatives from my office, the City Council, the Commissioner, ZPD Chief, and several Precinct Chiefs. That committee's job is to look out for and correct any overreach or other issues before they corrupt the task force. In fact, having oversight is something they themselves demanded to ensure that their work is beyond reproach. Next let's go to you, Fabiene."

Fabine smiled with a nod. "Thank you Mister Mayor. Given the revelations of the city-state of Von, its technological edge over the rest of the world, and the fact that it is a city created by and for hybrids. Will Zootopia be updating laws surrounding interspecies marriage, cross-species hybrids, and all the issues many of our current laws present for such mammals? It is clear from some of the species based protests that not everyone is thrilled with the idea. Most of us have however happily ignored them, as they are the same voices that tried to murder every predator in the city, and barring that, wanted to force them all to wear electro-shock collars."

The Mayor nodded. "While it has been debated hotly for some time now, the revelation of Von has moved the needle, if you will. Some laws have already been changed, others are being worked on for either modification or outright repeal. Direction to not enforce some things have been put out to the ZPD as a whole, as well as the Prosecutor's office. There are, as you point out, some loud mammals who seem to live on hate. It's sad that most of them are prey spouting the same hate they were taught when they were young. It's a self perpetuating cycle just like abuse. It's a cycle that we as a city are being given the rare opportunity to not just see it, but we are being given the chance to see what we can be if we move beyond that hate. We have been given the opportunity to take concrete steps to do and be better, without that hate. We have even, in the example of Von, been given an example of just what that might look like and the heights we might obtain.

Now… I want to be clear about something. Those that preach that hate. They have every right to speak their minds. I think they are wrong. I suspect most here think they are wrong. In my opinion, the city of Von proves just how wrong they are beyond a shadow of a doubt. Yet Von hid from the world for a reason, and those voices are that reason. While they do not now. In the past, they had the power to make those very hate driven laws you are talking about, and more importantly, the ability to enforce them. Given the opportunity in an earlier time, they would have razed Von and at least tried to erase any memory of it from existence. Given the state of this city at this very moment, those same voices would have razed this city to the ground for daring to even pretend at equity between mammals. The consideration alone of accepting interspecies marriage is the height of evil in their eyes.

In my opinion, it is those mammals that are evil, because they base their views of the world on hate, division, and seeking to separate all mammal-kind based on what species they had the fortune, or misfortune to be born as. They would happily commit genocide, and if we are honest with history, succeeded in the ancient and not so ancient past. As proven by Bellwether, they are still trying. As mammals, we must seek to be better than that. Any historian will remind you that we must not forget that past. If we do, we give those that committed atrocities in the past and seek to commit them again now, the power to do it again."

The mayor looked over the reporters. "Last question, and I'm sure it'll be a doozy. Jason, go ahead. I can see you're about to explode. Heck, I even suspect I know what you are going to ask."

The small civet cat chuckled along with the rest of the reporters. "Thank you, Mister Mayor. I'm actually relatively certain you may not. Then again, given the subject, you just might. I know we are all amazed and shocked by the revelation of Von, but that is honestly, a bit of a distraction. There were rumors going around before the entire thing with some beast trying to poison Judy Hopps happened. A rumor now confirmed, that the Hopps will be leveraging old law that provides independence within burrow lands in order to hold a pact signing. Now this is not something that most will think of as big news. It's clearly just the Hopps and Wildes joining forces given Nick and Judy's marriage and them having kits. Or so some would say.

However… I have confirmation that Wolford Pack Zootopia will be signing on, as will the Fangmeyer Tigers. When you start looking at all the mammals, individually, as families, and then realize that there are actually several species signing onto this pact. Species that almost go without saying include ALL Foxes as well as all Lapins, which includes rabbits, hares, jackrabbits, Pika, and others. Under that light, this pact, once formed, will have an impact and reach that may actually exceed the Pact of the Accords that founded this very city.

Given that, has the city considered signing onto the pending great pact being planned? I know what I myself plan to do. My question, or more to the point, questions, Mister Mayor, is this. What does the city of Zootopia plan to do about this? Have you heard anything from the feds and what their intentions are? Will they recognize it? Will the city, even if it does not join?"

The mayor sighed visibly. "I guess it was too much to hope that the whole Von business would be enough to distract mammals. You are not, however, most mammals."

"Thank you, mister mayor, but that is not an answer."

"Mammals are free, per our laws, to form pacts with other mammals. Marriages are offshoots of those very laws, as they are a pact between those two mammals. It is that logic that justifies the city recognizing same sex and interspecies marriages. So long as the mammals entering into it are of sound mind, of age, and not under duress. Well, the city doesn't have the right to interfere, per the laws governing the creation of pacts, the city is in fact required to recognize them. If a mammal, such as yourself, chooses to join such a pact, then the city remains bound by the law."

Jason grinned. "A great answer, Mister Mayor, and also not actually an answer. You simply reiterated standing law. Are you going to sign onto the pact, will the city? Will the city recognize it?"

The mayor glanced behind himself to the deputy mayor and Bogo, both giving him a nod. With another deep sigh, the mayor fixed Jason with a long stare. "Okay. I think this is a learning opportunity for many of the citizens of this city. Tell me, Jason. Are you familiar with the Accords? Not the publicized, polished, PR mammal generated description of them, but the actual Accords themselves? The text of the pact we refer to as the Accords? What they say? Who is, and more importantly who was not included in them? Do any of you?"

The mayor looked over the reporters and then into the cameras as he continued. "Do any of you out there in Zootopia that is not a lawyer or historian specializing in them? Or do you just assume that what they tell you about them in school is completely accurate? I'll tell you. What you learn in school is true, but also so far from the full truth as to be unrecognizable as the truth, at least at the time of the signing.

Yes. The Accords were groundbreaking. There is no question about that. They changed the very paradigm of mammalian civilization. Predators would no longer hunt prey, and the prey would cease their wars of extermination. That's great! There were also a lot of species that were not included. They were not known of, did not exist in this area at the time, and similar reasons. There are other reasons some were excluded as well. There is, in the very Accords themselves, an actual list. A LIST!" Smacking the podium with a hoof. "There is in the Accords an actual list of species that not only were not protected by the Accords, but unless they were a documented slave of someone actually covered by the Accords, were fair game to any predator.

Those species included all Lapins, all Foxes, Raccoons, Skunks, rodents of all types, and literally dozens of other species. All on the medium, small, and tiny size scales. Are rabbits covered by the Accords? Yes, they are. Now. If we were having this conversation two hundred or more years ago, then no. Any predator here would be free to kill and eat a rabbit, with NO repercussions unless they were the slave of an Accord protected mammal. Mammals like foxes, they were actively maligned to the point that they were only entered into the protections of the Accords just over a century ago. Raccoons, sixty years! Rats and mice, thirty years! Are you hearing that? Until thirty years ago, rats and mice were not covered by the Accords. Thirty! Years!" Tapping the podium several times to accentuate the point.

"The Accords were a great step forward, but they are also only a bare two thousand years old. A long time in the lifetime of a mammal. A nothing in the history of the world and how long mammals have been sentient. Before them, every species has some history of atrocity against their fellow mammals. Be that the Swineton administration of or own very recent history. The Porcine Hordes of the Steppes from five thousand years ago. Need we even discuss Bellweather? No, but we cannot also ignore the priests of the Lanolin orders.

What about the Prides of Afrikat? The warlords of the Cervine Reformation? EVERY species that signed the Accords has something like that in their history. My species is no less guilty than any of yours, than Commissioner Bogo's, or the deputy mayors. There were the Ursine Czars, the River Pirates of the Buffalo nations. Again, every species that signed the Accords has such a history. The Accords essentially wiped the slate clean for all of them, even if some like the Bellweather's, Swineton's, and others still cling to it.

Those species that were not included. Not one of them has that same bloody history, save to be victims of those histories. You could complain about the rabbits, but when you actually look, the supposed atrocities were committed against those attacking them and attempting to make food of them. Same for Kudu, who were admitted a mere three hundred years ago by right of being added to the Antelope, and have thus enjoyed the protection of the Accords longer than the Lapins.

So do I believe this pact is a good thing? One hundred and twenty percent, yes! I have read the proposed verbiage. It is inclusive by default. It seeks to not replace the Accords, but link into them via those that sign onto this new pact while also covered by the Accords in order to extend and force proper enforcement of laws to all. Do I think the city should join this pact? I do. That is not my call. That is the councils, and they are debating it. You can, I am sure, imagine who stands on which side of the issue."

Jason nodded. "That, Mister Mayor, was an answer. However, you ignored the history of the Fox Lords."

The mayor glowered at Jason who actually shrunk back. "NO! No I did not! I did not include the Fox Lords because I have actually bothered in learning the truth of the limitations of the Accords when signed. I have bothered to learn the truth about the Fox Lords as well. Did you know the Fox Lords, while having their own religion, had freedom of religion for all? Yes, they had slavery, but not like the slaves of any other civilization save that of the Lapins. The slavery under the Fox Lords was more like indentured servitude where a mammal had the opportunity to earn their freedom.

Imagine that? The Fox Lords were the first civilization with written laws, codified and that applied even to the ruling class. They had writing, freedom, sanitation. Yes, they had sanitation in their cities. Massive cities of tens even hundreds of thousands of mammals. Cities so large that our own civilization only surpassed them in the past few centuries, and the Fox Lords ruled more than twenty thousand years ago. They had aqueducts, structured farming, public bath houses, trash collection to keep the city clean, paved roads, and medicine the likes of which we would not reclaim until the past hundred years.

Does that sound like a bad place to live? They even had democratic elections for some officials! Elections that even some of the slave class were allowed to participate in! The horrors and evil we get taught are the results of those that made war on them and destroyed that civilization. Do any of you even know who did that? What barbaric collection of species destroyed a civilization nearly as advanced as ours in many ways, and maybe even more advanced in some?" The mayor looked out across the faces of the press with a frown. "None of you even willing to hazard a guess?

Well, I will tell you. It is the same collection of species that has the most atrocities atributed to them. It was the original Lanolin Ascendency, through the dissemination of lies and formenting of hate for foxes that so many mammals still believe to this very day. They got a coalition of prey species and nearly wiped all evidence of the civilization from the face of the planet. They razed the cities, burning them to the ground. They burned the books, torching libraries and millenia of collected knowledge. All because the Fox Lords gave them the freedom to believe as they wanted, and that was weaponized against them.

So no. I didn't miss the Fox Lords, I simply did not let the lies that have been told about them impact my statements. Lies I will point out that any mammal can look up the truth of, if they actually wanted to know the truth. Any other questions? Or need I remind you, Jason. Your species was only added to the accords in the past century at the same time as raccoons, skunks, and a few other smaller predator species?"

There was silence from the press. The mayor nodded. "Good. I think we will end this on a more positive note, no? The WildeHopps and Wolfeyer young are some of the cutest little beasts I have ever seen. I know I shouldn't use cute for a rabbits kits, but it's just an undeniable fact. We should all look at these mammals. Nick and Judy WildeHopps. Mike and Lizz Wolford-Fangmeyer. Look at the love they share, in spite of their species. We should all look at that and understand why they are forming the pact they are. If I were them, I would want to provide a better world for my fawns. The best way to do that is with a pact, and the wider reach that pact has, the better it would be for them. So yeah. I get it, and all of you should too, and want to join it yourself. At least, that is my opinion, not as the Mayor of this great city, but as a mammal. As the mayor, as long as their pact is legal, and all the signers are doing so of their own free will, then I will follow the law."

The collected press had nothing to say. No follow up questions, just looks of shock, and a few pensive, considering looks. Once back inside City Hall, the Mayor turned to Bogo. "That wasn't too far, was it?"

Bogo chuckled. "No. I think you hit it well. I think the city is going to be better off with a hard dose of reality. You'll have mammals seek out to prove you wrong, and most will find the truth."
