Above the Earth was the Watchtower, the Justice League's base of operations. Right now, the seven founding members of the Justice League were in a meeting. The founding members consisted of Batman, Superman, Wonder Woman, the Flash, Green Lantern, Hawkgirl, and the Martian Manhunter. Also in the meeting were two new members, Green Arrow and Black Canary. This meeting was taking place to discuss a certain Hellspawn.
"He's becoming a problem." Superman said once he finished telling the League about the incident with Spawn at the bank in Metropolis, and how the Grim Reaper walked free.
"Not to bring up bad memories, but it's kind of our fault since we entered his city and tried to arrest him without legal evidence." The Flash piped up sheepishly. "This is him getting back at us and telling us 'how do you like it?'"
"Not helping, Barry." Oliver said, making Flash look away in shame. "Still, he has a point. The way we handled it that day in New York made us look bad, and the whole city's still on bad terms with us. I kept trying to tell you guys that day, one wrong move and we'll suffer the consequences."
"How were we supposed to know that the people and the police would literally protect him that day?" Superman asked heatedly.
"We're getting off track here." Batman interrupted. "We have to figure out Spawn's next move before someone else gets hurt."
As the conversation continued, one member in particular was sitting silently from across the table. Wonder Woman could only listen with a glare and crossed arms as she had one thing on her mind only.
Spawn.
The lethal vigilante had been a tense subject yet a constant one in the past six months, simply because he wasn't like them, he didn't spare criminals. While not completely on board with such methods, she did agree that men such as murderers, and especially rapists, deserved cruel punishments than being jailed so they could be released on some technicality and repeat their atrocities all over again.
Her thoughts went back to the day she and the other Leaguers caught wind of Spawn's activities in New York…
Six months ago
At the meeting consisting of herself and the rest of the League (with Batman being the first to call the meeting, obviously), everyone sat at the table in the center, waiting patiently for the meeting to begin.
"So, Bats, what'd you call us here for?" the Flash was the first to ask.
"A new vigilante has appeared in New York City, one that... doesn't spare criminals." Batman said grimly as he turned on the screen on the large computer in the room, showing images of Spawn from back in New York.
"What the hell?" John Stewart the Green Lantern said in confusion. "Did he dress up as you but with Superman's cape?"
"I'm really starting to wonder that myself." The Flash nodded.
"It's no joking matter." Batman said with his famous ''Bat glare' that silenced the two before the Dark Knight showed more images of Spawn. "He's called Spawn, the name doesn't give any hint to what his powers can be, but the only video evidence I've managed to capture have shown he has superhuman strength that could rival Superman's, uses chains, his cape seems to be alive and he uses guns. His methods of dealing with criminals are on par with the Red Hood's, but much more gruesome."
Batman pressed another button which showed the images of the bodies of criminals in mangled, broken heaps, eyes ripped out, arms or legs ripped off, shot to death. Multiple states of bodily harm that made some of the League members feel like throwing up their lunch.
What they did notice that the types of criminals killed happened to be gangs, muggers, murderers, rapists, child molesters, pimps. This killer was nothing if not creative in his work. It made some of the Leaguers sick just thinking about it. The only positive thing out of all of this was that crooks with purse snatching or other forms of theft in their records got off with crippling injuries, or none at all, and then left for the police.
"At first, he was wanted by the local authorities for , until he managed to win the public's favor and trust after he killed this man." Batman said and pulled up the image of an overweight man dressed in a pinstriped blue suit. "William 'Billy' Kincaid, the bastard son of Senator Scott McMillan, notorious for driving around in an Ice Cream truck."
"I've heard of this guy." Oliver said, his voice suddenly dropping with hatred just by looking at the guy's image. "He's a child killer."
Batman nodded while the other League members who didn't know about Kincaid went wide eyed, Diana especially clenching her fists in anger at innocent children having their lives taken from them so early by this man's depravity.
"Kincaid's father covered up his son's crimes in a misguided attempt to 'help' him, and to keep his political power, which he managed to keep up until Spawn finally caught up to Kincaid after he kidnapped another child." Batman said as he pressed a button that showed what Spawn had done to Kincaid and left him hanging in a body bag outside of the NYPD. "After Spawn exposed both McMillan's corrupt practices and his connection to Kincaid, the people, especially the parents of Kincaid's victims, started voicing their support towards him. Rallies, podcasts, news reports, blogs, anything to spread their message. But that's not the only thing that helped Spawn win them over. There is also this man." Batman pulled up the image of another man, this one looking like a Government official. "Jason Wynn."
"I've heard of him." John said with a glare. "Never liked him."
"Wynn served as the director of United States Security Group, an agency affiliated with the United States government. Twenty-three years ago, he was once a regular government employee who just wanted to keep his country safe. But, for mysterious reasons, he became malicious and egotistical to want to secure enough political power for himself. What he wanted to do with that power... I don't know. After Spawn killed him, he exposed Wynn's illegal dealings and had all of his operations in New York shut down, bringing order to the city and strengthening the people's support of Spawn."
Pressing another button, the screen showed every single bit of Wynn's operations; weapons dealings, assassinations, funding crime lords and mob bosses, anything that caused crime to skyrocket until Spawn brought it all down. To say the League was impressed by this new vigilante's success was a stretch, since a few of them couldn't ignore the way he achieved this.
"Regardless, he still killed hundreds in his war. We need to bring him in." Superman stood.
"So you're proposing we find him and then send him to Arkham, or Belle Reve, or Stryker's?" asked Green Lantern.
"No, those prisons aren't prepared to hold someone as strong as him." replied Batman. "No metahuman is capable of possessing such power, unless they're genetically altered… or supernatural. We have to tread lightly, there's no telling what he might pull next."
"Do you think we're just overlooking the facts?" Wonder Woman asked, having been quiet during the whole meeting. "People are calling him a hero for going this mile to protect them."
"That still doesn't excuse him of committing murder." Batman said sternly. "How long until he focuses on random civilians once he's killed every criminal in New York City?"
"What makes you think he'll target civilians? Guy hasn't harmed a single innocent from what these reports are saying." Green Arrow said.
"Are you defending what he does?" Superman interrupted him with a glare.
"I'm just saying! What if he doesn't want us trespassing on his turf just like how Bats here doesn't like any other cape walking into his city?" he paused as he stared at the Dark Knight. "No offense."
"I say we should leave him alone." Wonder Woman spoke up. "He hasn't done anything that requires us putting him into prison or branding him as a villain."
"He's killed people, Diana." Superman pointed out.
"People who deserved it." Diana stood with her hands on the table as she glared at the Man of Steel. "Are any of you willing to let someone like this Kincaid walk around and not feel like punishing him?"
"That's not our decision to make." Batman said. "We don't play judge, jury and executioner. We don't decide who deserves to die, and neither does Spawn. When he pops up again, we'll go and confront him."
"We should be careful about this." Green Arrow warned. "One wrong move and we'll pay the consequences."
Present
"To be fair guys, he might be wanting payback for us going onto his city without at least asking." the Flash said, bringing Diana from her thoughts. "Maybe he's calmed down and will let us come back if we ask him."
"He won't be happy if he sees the rest of us. And the people made it clear they don't want us stepping even one foot onto their city even if Spawn let us." Green Lantern spoke up. "Still, we have to be subtle. We can't risk angering more people who are rooting for this guy."
"Public support or no, Spawn still has to be brought in." Superman said sternly.
"And what? Make more people lose trust in us like in New York?" Diana finally spoke. "You remember what happened last time. He's practically untouchable."
"Only when he's in New York. There might be a chance we can stop him before he heads back." Batman suggested, making Wonder Woman silently grunt at such stubbornness.
Superman sighed as he realized they weren't getting anywhere at the moment. "That concludes the meeting until we have a solid strategy. Since Spawn may be sighted in either Gotham or Metropolis, then me and Batman are going to have to work double time. If either of us runs into Spawn, we'll call for backup. There's no telling what he'll do next."
Nathan enters his hotel room in Metropolis and closes the door, locking it and he closes the windows and shuts the curtains before he turns the TV on while plopping down on the bed.
"That went well." Nathan muttered to himself as he picked up the TV remote and turned the TV on to listen to the news, no doubt his little spat with Superman had made the news and he just COULDN'T wait to see the Daily Planet make Superman out to be the good guy.
He found the channel he was looking for, with Lois Lane standing in front of the bank, facing the camera as she gave her report.
"Just an hour ago, Spawn, the Grim Reaper of New York, had unexpectedly made his appearance in Metropolis known by foiling a robbery here at the City Bank, just after killing five men wanted for a string of rapes and murders in Gotham last night. None of the suspects behind the robbery were killed, which is unusual for a violent vigilante such as Spawn, but are in need of intensive care, while the hostages were unharmed and allowed to walk home safely. Our city's Man of Steel, Superman, arrived late to the fiasco, and was seemingly none too pleased to see Spawn. Apparently since the incident in New York, in which the Justice League's attempt to apprehend Spawn resulted in backlash from the populace, tensions are still high between the Grim Reaper and the League. Before departing, Spawn had stated his intention to hunt more violent criminals, as you can tell from this shortened recording taken earlier."
Nathan appeared, in his Spawn uniform, and spoke what he said. "I take no pleasure or thrill in killing, Miss Lane. I'm not like the Joker or Scarecrow, I'm just a guy who's willing to do what is necessary to protect the innocent, to let their children sleep better at night, knowing they're safe from the threat of being kidnapped by child killers or child predators. I don't kill every criminal that crosses my path, only those that deserve to rot in Hell. Believe me when I say, Hell has a special place waiting for those scumbags. Those who murder, rape, torture, take joy in the pain of others, they deserve to go to Hell. Those who kill children, molest them, sexually assault them, they deserve to rot in the darkest, foulest depths of Hell. I'm the Grim Reaper and I make sure those worthless souls find themselves in Hell instead of getting salvation to go to Heaven. If the Justice League didn't think more about their egos and public opinion, as well as had the guts to do what is necessary, then more innocents would be alive. So the way I see it, if they won't get their hands dirty and do it... then I will."
Lois appeared back on screen. "It looks like Spawn is truly putting the word out, and this statement might also send the criminal underworld in a panic now that the Grim Reaper is here. Which now begs the question: Will he garner support from other police forces outside of New York, or will he be wanted by the law?"
Nathan turned off the TV with a surprised look, before a pleased smirk spread across his lips. "Huh, half expected her to be making me out to be the villain considering she's always supported Superman in the past. Guess she's not just another pretty face. Still, she's not my type."
Hot as Lois was, she wasn't his type of girl.
Nathan switched the channel to a wildlife documentary and leaned back on the bed. "Still, now that the scum know Spawn's here, they'll try and find the darkest hole to hide in. Well, they can run and hide all they want, but no one escapes the Reaper..."
