Phase 02: The Birth of the Kansas Union

Sponsor nations from around the world on 31 CE formed the PLANTS. The PLANTS were set up to grow the Sponsor Nations with the one prohibition of growing their food. In that same year, the Atlantic Federation granted independence to West Kansas. West Kansas decided to name themselves PLANTS Kansas. Unlike their counterparts in space, PLANTS Kansas was allowed to grow their own food. PLANTS Kansas also did not have a military, that was one of the terms of independence from Atlantic Federation for ten years.

The PLANTS Kansas government was setup in the setup of three branches: Legislature, Executive, and Judicial. The Legislature set up the laws in PLANTS Kansas and was setup by 120 representatives with ten per PLANTS Kansas Area. The Executive enforces the PLANTS Kansas laws and regulations with twelve members in the council led by a Supreme Chairman elected by the people. The Judicial Branch interrupts the PLANTS Kansas Laws and was set up with nine justices. The structure was good in theory, but execution would take a long battle.

In the Atlantic Federation, Jami Tolle became the Supreme Commander of the Atlantic Federation. When the Atlantic Federation Kansas heard about this development, the government decided to make Jami Tolle the Supreme Commander of the Atlantic Federation Kansas Forces.

With the big debate in the PLANTS Kansas about their government was still going on, they have made one agreement that will start the reunification of the two Kansas. Both PLANTS Kansas and Atlantic Federation Kansas agreed that Jacob Flax's true genetic nature needed to be a secret to the PLANTS as well to keep him protected.

Finally, PLANTS Kansas and Atlantic Federation Kansas also agree that Jacob Flax's breed needs to be kept secret from the PLANTS. The main reason was that the PLANTS and the sponsor nations including the Atlantic Federation were having problems and neither PLANTS Kansas nor Atlantic Federation Kansas wanted any involvement in the conflict.

The PLANTS Kansas government debate other than the Jacob Flax's bread was not going to plan. Their plan was to set up an election for the PLANTS Kansas; however, every time they tried to set up an election, Blue Cosmos was creating problems for the PLANTS Kansas. In the next seven years, Blue Cosmos killed twenty percent of the poll workers. After the seventh attempt, Atlantic Federation Kansas had enough of the inference that they passed the Blue Cosmos Ban Act. The Act states that Blue Cosmos was a terrorist entity in the Atlantic Federation Kansas and was outlawed. This act was set up by using an old law that was enforced in Kansas before the Cosmic Era. That act was the Patriot Act of 2001. Blue Cosmos did not like the act and challenged the act in court but picked the wrong court to attempt the challenge. The court that they picked was Barton County and the judge that was assigned to the lawsuit was the head judge in that district. That judge saw what Blue Cosmos was doing and ruled the law constitutional. Blue Cosmos tried to appeal to the Atlantic Federation Kansas Supreme Cout, but not only the appeal was denied, but also the act was allowed to be enforced due to not only the law that they form the act from but also the Treaty of Great Bend, the treaty that Blue Cosmos broke seven times.

Even though the act was passed, Blue Cosmos operated in secret. For the next six elections, they tried a new plan. That plan was to spoil enough ballots to make the act fail. That plan worked so well that the PLANTS Kansas decided to change their constitution to add that in case Kansas becomes one in any way that the eastern half will get one seat. They announced that the election was going to be November 5, 44 CE. To make sure that Blue Cosmos does not spoil this election, the interim government asked Atlantic Federation Kansas to be guards to make sure that the election went through.

"It is official," said James Flax. "We now have a government."

The government officials were also elected in that election.

In February 45 CE, the first PLANTS Kansas budget was passed. Education and improving crops were the main points in the budget. The budget was three million earth dollars. When the PLANTS Kansas was formed, one thing that they lacked was an armed force to defend the country. Mindi Tolle became a mercenary to earn herself some college money to continue education in Kansas.

When Blue Cosmos failed to spoil the last election, residents that were members of Blue Cosmos in Kansas formed the affiliated group, Blue Cosmos Kansas. Blue Cosmos Kansas's Goal was a unify blue and pure Kansas.

In June 15, 45 CE, Mindi Tolle found out that Blue Cosmos Kansas was setting up an attempt to overthrow PLANTS Kansas on July 1, 45 CE. On that day, she fought single-handedly a squad of Atlantic Federation Soldiers that were backing up Blue Cosmos Kansas in the plans. When the PLANT Kansas Supreme Council heard about this, they wanted to see Mindi and offer her a job.

"We want to offer you a job," said the Supreme Chairman of PLANTS Kansas. "We want you to spy on the PLANTS and see if they have any technology that could help us. Can you, do It?

"Yes," said Mindi Tolle, "I will do it."

In March 50 CE, the Zodiac Alliance was suppressed by the sponsor nations; however, the Zodiac Alliance Kansas was getting some momentum from the PLANTS Kansas Government. Those fifteen years of trying to form a government really paid off for PLANTS Kansas. Under the independence terms the ten-year clock started on July 1, 31 CE. One of the battles was the Battle of Fort Dodge. That battle proved the leadership of Mindi Tolle who in one battle pushed the Atlantic Federation Soldiers and Blue Cosmos who enter PLANTS Kansas illegally back to the PLANTS Kansas and Oklahoma Border. That effort was brought to the attention of the PLANTS Kansas Supreme Council.

"Mindi," said the PLANT Kansas Supreme Council Chairman. "We recognized your involvement in the Battle of Fort Dodge. Due to that, we would like to appoint you the position of Supreme Commander of the Zodiac Alliance."

"Thank you," said Mindi Tolle, "I will do the will of the PLANTS Kansas proud."

On March 14, 53 CE, George Glen was assassinated by a Natural. Three hours later, the news broke out. There was a huge debate among the Atlantic Federation Kansas members that lasted nine hours. The result of this debate was condemnation of the attack, since Blue Cosmos during the debate took credit for the assassination of George Glen.

On July 4, 53 CE, Supreme Commander Jami Tolle and Supreme Commander Mindi Tolle were having discussions in Kansas regarding how Kansas will survive from the assassination on March 14, 53 CE. They decided that they would need their respected Kansas Government to start the talks.

On October 1, 53 CE, The PLANTS nearly followed the model that PLANTS Kansas had set out for government when PLANTS Kansas government formed eight years ago by setting up the PLANT Supreme Council.

On February 14, 54 CE, the relationship between Jacob Flax and Kendra Chambers was announced. This was another step towards peace in Kansas. Both PLANTS Kansas and Atlantic Federation Kansas supported this arrangement.

On May 15, 54 CE, Type S2 influenza that was starting to form around Earth became a pandemic. On May 16, 54 CE, the World Health Organization officially announced Type S2 Influenza a public health emergency of international concern. On May 17, 54 CE, both PLANTS Kansas and Atlantic Federation Kansas Goverments convene their First Emergency Section related to the issue. On May 19, 54 CE, for the first time in PLANTS Kansas and Atlantic Federation Kansas History, borders to Missouri, Nebraska, Oklahoma, and Colorado were closed expect for essential travel. Fourteen-day isolation periods became effective until the vaccine was effective.

On July 1, 54 CE Atlantic Federation Forces wanted to invade, but with the border closure, they did not invade. The Atlantic Federation demanded Atlantic Federation Kansas to let them in; however, Atlantic Federation Kansas refused. This resulted in the first of many disputes between Atlantic Federation Kansas and the Atlantic Federation.

On November 2, 54 CE, Midterm and Special Elections happened in the Atlantic Federation Kansas Government. On August 13, 54 CE, Marjorie Tolle decided to retire from Politics and according to the agreement that was set on July 4, 16 CE, McPherson County was split into two voting districts: North McPherson and South McPherson with the division line being AF-56 (formerly US-56). The two people that took Marjorie's place were Karen Tolle and Joyce Tolle. Karen Tolle got South McPherson, and Joyce Tolle got North McPherson.

On May 1, 55 CE, Supreme Commander Jami Tolle got a phone call from a place called G.A.R.M. R Facility. Supreme Commander Jami Tolle turned on her scrambler that kept other Atlantic Federation Forces off of her phone. Supreme Commander Jami Tolle said, "Hello. Who is this?"

"This is Via Hibiki," said Via, the caller at G.A.R.M. R Facility. "I'm here to say that I heard that a Blue Cosmos spy was contacting Blue Cosmos about an attack on the G.A.R.M. R Facility. We have success with an Ultimate Coordinator. His name is Kira, Kira Hibiki. If you want to know, I placed both Kira and his sister, Cagalli Hibiki, with my sister in Orb. I just need out."

"Since you are protecting your kids," said Supreme Commander Jami Tolle, "I can get a special force from Atlantic Federation Kansas to you, but it will have to be later in May."

"Okay," said Via.

On May 20, 55 CE, Supreme Commander Jami Tolle got confirmation that Blue Cosmos was going to attack. She found out that the date was August 1, 55 CE.

On May 22, 55 CE, Supreme Commander Jami Tolle in civilian clothing went to Hibiki's house. Via Hibiki's husband was out at work. Supreme Commander Jami Tolle rang the doorbell. Via open the door. Supreme Commander Jami Tolle said, "Are you ready?" Via said yes. They both left Mendal undetected.

On May 25, 55 CE, Blue Cosmos heard the news about the Ultimate Coordinator and were pissed. They decided to move up the attack, but with Supreme Commander Jami Tolle getting closer to figuring it out, they decided to not tell her about the attack. On May 31, 55 CE, they attacked the G.A.R.M. R Facility and Hibiki's house. All of the scientists except for Gilbert Durandal who left on May 23, 55 CE, by getting relocated to the PLANTS, and Via Hibiki who escaped with Supreme Commander Jami Tolle on May 22, 55 CE, to Atlantic Federation Kansas. When Blue Cosmos found out that Jami Tolle got involved, they tried to get pressure with Atlantic Federation Kansas. Marjorie Tolle was in charge of the public announcement and said that they had heard nothing about this. Atlantic Federation Kansas decided to accept Via Hibiki as a refugee.

On June 15, 55 CE, PLANTS Kansas and Atlantic Federation Kansas needed to step up the relations between them, but their question is how. Surprisingly, both Supreme Commander Jami Tolle and Supreme Commander Mindi Tolle found the solution that will only endanger them and not Kansas. Their solution is to form the Kansas Union. The Kansas Union leadership had two governors, one for each house of the new Kansas Union Parliament that was set up. The main goals of the new constitution were to make clear that the Treaty of Great Bend is the foundation of the constitution and that a government that is set up to last the test of time. This constitution was called the Basic Laws of Kansas. The Basic Laws of Kansas gave the rights that all Kansas has and is the Supreme Law of Kansas. The Basic Law contains sections where the Atlantic Federation Kansas Constitution governs the laws in Atlantic Federation Kansas areas in addition to the PLANTS Kansas Constitution that governs the laws for the PLANTS Kansas control areas. The Basic Law of Kansas contains that all human beings are equal, freedom of speech is granted, freedom of religion is granted, freedom of the press is granted, the right to bear arms is granted, no harboring of soldiers in homes during peacetime without compensation, the requirement of search warrant, the right to a trial, the right to a jury, no unjust punishment, no bill of retainer except when Basic Laws are violated, rights given to the PLANTS Kansas Government, rights given to Atlantic Federation Kansas Government, private rights given to the people, and many more. One of the restrictions was that no Tolle member can be Governor of Kansas during peacetime; however, during wartime, they can hold the office until the end of the war.

On August 1, 55 CE, the election for Basic Law of Kansas took place. On August 8, 55 CE, the results were ninety percent yes to ten percent no in both areas. On August 15, 55 CE, Basic Law became enforced with the first elections being set on November 8, CE 55. The result of Basic Law being passed was the Atlantic Federation Kansas Government approving more seats for the counties in PLANTS Kansas. All the PLANT Kansas Supreme Council had to do was to announce one seat for Atlantic Federation Kansas along with seats for their Legislative.

On November 8, 55 CE, the first election of the Kansas Union took place. One of the new members was Lydia Tolle Flax for the PLANT Kansas Supreme Council Atlantic Federation Kansas Seat along with the new seat for the Rush County Representative in the Kansas House of Commons.

On January 3, 56 CE, the Type S2 Influenza Vaccine was delivered to the Kansas Union ending the public health emergency of international concern that was into its nineteenth month.

On January 9, 56 CE, the First Ever Kansas Parliament started its first sitting with the swearing in of all of the elected members. The interim capital for the time being was Wichita.

On May 31, 56 CE, Kansas Union Supreme Court issued its first major case regarding conflicts with Basic Law of Kansas. The Atlantic Federation challenged the Kansas Union to enter into the Turin Protocol banning the creation of Coordinators. The Atlantic Federation thought that they would be victorious expect they did not except the Atlantic Federation Kansas Supreme Court case that undid the ban on the Atlantic Federation Kansas that would did them in in addition to the Treaty of Great Bend which was part of Basic Law of Kansas. The result was that the Atlantic Federation had no authority to force Kansas Union into the Turin Protocol.

One problem with the Kansas Union was getting the information to the Kansas Union. The method that they were using was getting way too old. With the risk of not endangering Supreme Commander Jami Tolle and Supreme Commander Mindi Tolle, they needed a new way to get their info.
