A.R.G.U.S. illegal activities have been exposed to the public, leading to it's operations being shut down and the organization being disbanded.
The local prison system has reached a breaking point, and can no longer be acceptable to house Omega-Level threats such as Metahumans, Monsters, and New Gods or Aliens.
Civic Shield Solutions, a subsidiary of Voss International, has now taken control and runs all correctional facilities.
It has found a way to house the ever-growing Super-Villain Problem.
Not far off the Coast of the US, an abandoned island roughly the size of Madagascar, big enough to house abandoned concrete buildings and industrial complexes becomes the perfect new Maximum and Inescapable prison for the entire United States.
A 50-foot walled barrier surrounds the island, but allows access to sea water, but with no way under to escape along the shoreline. Any bridges connecting to the walls are mined. The US Police Force, like an army, patrols the outer walls, and is stationed to what is known as the Rig Station. The skies were declared a no fly zone; orders were given to shoot down any aircraft in violation to this. All but supply airships are allowed to fly above, as well as to drop off new arrivals.
There are go guards inside this island continent prison. Only the prisoners and the rules they have made.
The rules are simple: once you go in… you can never come out.
