It was only a few days after his conversation with Xavier that Harry was already working on the Scottish grounds he now owned. He originally didn't plan on doing anything with the grounds of his old school but when Xavier commented on a training camp or vacation spot for the mutant children Harry knew it would be the perfect place. So he called some people who might tell him how to buy the land. Finding out the last time the area was surveyed left out a huge chunk of the area Harry bought the entire valley for a fraction of the cost and threw up wards as quickly as possible.
Harry was now clearing out the hilltop that the castle was situated on, when he got a call. "Harry speaking."
"It's Fury. I got time for a walk through." Fury said on the other end of the call.
Harry just grinned, "Excellent. I will be there in a few minutes."
It only took Harry 15 minutes to pick Fury up and transport him to the island that housed his new prison. "Welcome to Azkaban Island. Prison island of ill repute brought to you by Harry Potter." Harry said as he waved his arm out presenting the 8 story tall stone prison.
Fury just looked it over, not giving away anything more than a grunt. When he didn't see any doors or windows he was confused, "How are we supposed to get in there Potter? Not all of us can teleport."
Harry shook his head, "Follow me." Fury followed behind Harry and was slightly surprised when a large metal doorway appeared from nowhere. "This is the entrance to the prison. It's enchanted to only be accessible to someone who isn't a prisoner and has no ill intent towards me or the staff."
Fury looked over the door as they swung open leading to a small reception area. The wall facing the door was mostly occupied by stations behind glass. To the right were two doors and the left was a blank wall. "This area is for drop offs and visitors. We can process them here and give them their prison garbs and have them change here." Harry said, pointing off to two enclosed spaces. "Each space is designated by gender and can be monitored via see through walls." At this Harry gave Fury a serious look, "Be warned. A person of the wrong gender watching the prisoner will be attacked and incapacitated by the wards."
Fury nodded, "I'm impressed Potter. This seems well thought out. What about the working conditions?"
Harry led them to the left side where another door appeared and opened up to the working area behind the glass. There were several desks but nothing else. On the far right wall were doors leading to what he guessed were the observation areas. Behind all the desks were several doors. Harry led him to the first door from the left, "This is the break room or guard cantina." Harry said as he opened the door leading to a medium sized cafeteria that had a kitchen and several tables, mostly unfurnished. Moving back out Harry pointed at the next door, "This room is empty but can be used as a game room or recreation room." Harry passed that door by leading to the final two doors, "Due to the amount of Security in coming here I added two dorms for long shift work. Each is gender specific as is warded to be so."
Fury noticed the plaque on each door, "Seems like you took everything into account. How long do your recommended shifts last?"
"I would say anywhere between 48 to 72 hours. Do a three day on two day off sort of thing. If I was staffing it, it would be 1 guard for each floor and 2 to 3 for reception, with at least 3 females on staff at all times." Harry explained as he moved Fury back out of the office.
Fury actually raised his eyebrows at that, "Only one guard per floor? That seems dangerous."
Harry just chuckled, "Let me show you." Harry then led him over to the gated hallway on the side of the entrance, "All cells in the prison are on the inside of the hallways, meaning no cell is touching the outer wall." Harry explained as they walked past the first cell. "Depending on the floor, each cell will have either two bunks, for a total of four prisoners, one bunk, for two prisoners, or a mat on the floor for solitary." Harry explained as he pointed out the size of the cell on the ground floor. It seemed large and didn't have anything other than a small half covered stall with a toilet and a sink, no door.
Harry continued, "The amenities for each floor decrease as we go up." Harry opened the cell and led Fury through another door on the back wall, "The cells are visible on both sides, one leading to the hallway where the officers will do walkthroughs, the other is the common area for prisoners." The large circular room had a few older TVs mounted and a small cantina on the far side leading to a kitchen. "The bathrooms or shower rooms are warded to only allow those genders into them."
Moving around the area Fury grunted, "This seems a little too nice for prisoners." Looking back at Harry he saw his grin. "What am I not seeing?"
"You are only seeing the downtime area, not the working area." Harry said as he led Fury to the back of the prison.
"Working area? You mean prison labor, like license plates and laundry?" Fury asked.
Shaking his head Harry didn't say anything leading Fury to a set of stairs leading downwards. Opening the door the first thing Fury noticed was the sunlight pouring through. Walking all the way in he was created by a large area the size of a football field covered in dirt with a small shack off to the side, "Welcome to the Prison's very own farm. Each prisoner will grow crops and take care of animals that will feed them. This means that if they want to eat they have to work for it. Of course there are enchantments to help the growth of crops so they will always grow fast enough to feed a full prison. Any extra can be sold."
Fury was momentarily baffled before he thought of something, "What about the tools? How can you trust them with anything like that?"
"You don't have to worry about that Fury." Harry walked over to the shack and handed Fury a ho. "Try and leave."
Fury gave him a cautious glance before walking over to the door and trying to leave, only to be stopped by a barrier. "Now let me put it back." Harry said, taking the tool away and moving back to the shack. Fury noticed that the barrier didn't disappear until a few moments after Harry entered the shed.
"Whenever a tool is in use, the area can't be left until said tool is put away." Harry said as he led Fury back upstairs.
Fury was going over any holes in the design, "What about them breaking off pieces or accumulating rocks from the ground? What about them attacking each other?"
"First off if they can't attack anyone with the tools. There are protections in place to stop attackers." Harry said as he led Fury back out of the cellmate's living area. "I also installed a little something to help monitor inmates' activities."
Getting to the back side of the prison Fury saw some stairs but behind that was a monitoring station that could oversee the whole living area. Harry walked over to a stone panel on the wall and pointed at two buttons, "These are stun and enervate rune switches." Pushing the stun button, Fury saw a flash of red over the entire living area, "This will stun or knock out every prisoner on the floor allowing guards to go and do cell checks or grab a rowdy prisoner. The other will undo the effect." Harry said as he smiled and crossed his arms.
Fury just stood there thinking through everything and was honestly impressed. It was definitely better than any other prison out there right now. "What if someone escapes their cell or causes a breakout?"
Harry just moved back to the hallway and pointed at one of the many stone knights lining the walkways, "These are enchanted. In the case of a breakout or riot they will activate and suppress or incapacitate anyone not a guard. The wards will also trigger sending out a message to me and other alarm stones I tie to the wards."
"The other floors?" Fury asked.
"I split the type of prisoner into four categories, minimum, medium, solitary, and maximum. The main difference between the floors is the available space and amenities. Minimum is the bottom three floors, will each have similar common and work areas. Medium is two floors a bit tighter in security, only two per cell, which are smaller, their work is the animal side of farming, and their common areas won't have electronics. The Solitary cells cover the next floor, only one per cell, which are very small, only enough room for a mat on the floor and a toilet. They do not have a work area and no common room and need to be fed through an opening on the wall. These are technically punishment rooms."
"The final two floors are maximum security. The cells are large but completely empty, there's a small area where water will come out of the ceiling for a shower and a hole in the ground to use as a toilet. They don't have a common room and never leave their cells. The walls are also made of stone enchanted to be seen through and have a small slit for food trays."
Harry led Fury back to the greeting area, "With each floor up the walls become a bit thicker so the available space becomes smaller. The minimum security area has a grand total of 50 cells on each floor. Medium security has 40 cells on both floors. Solitary has 60 cells, with them being much smaller and only on one floor. Finally the maximum security only has 20 cells per floor. Solitary and maximum are the only ones who will have to be fed. The other floors can cook for themselves."
Harry then sat on one of the desks in the office, " Each guard will need to be briefed on the regulations for the prison. I don't abide abuse, even if they are prisoners. I would recommend splitting genders onto different floors, even if there are protections in place to stop rape and other types of sexual assault. Finally it will need furnishing. The only things I provided were the desks, because I had left over wood, and the electronics, because I have to enchant them to work in such a magic rich area."
Fury nodded, "It's good. I need to test it though, mind letting me call in some escape artists I know?"
Harry just shrugged as Fury walked through the portal Harry created back to his office. Harry followed him waiting for Fury to gather his agents.
Twenty minutes later Harry was sitting on a chair in Fury's office reading a book when 5 agents walked into the room, one red head was very familiar. Putting away his book, Harry straightened up to listen to Fury. "I've called each of you here because I am aware of your skills in escaping buildings and imprisonment. Today you're testing a new prison." Fury then turned to Harry who just nodded and made a portal to the processing area of his new prison.
Fury walked through the portal without looking back and the agents followed him, Natasha giving Harry a raised eyebrow. Harry just grinned beneath his cowl and gave her a thumbs up. Closing the portal behind him Harry walked over next to Fury, "This is Summoner for those of you who don't know. He has helped me build a prison for SHIELD's enemies. This isn't a normal prison by any means but I want you, my best, to try and break out from each level."
At this point Harry stepped up and gave a rundown of each level and how the tower was fashioned. He even told them the layouts to give them a bit more to work with. When he was done Harry led each to a different floor. He put two in the minimum cell, one in each of the others, "Alright you each will have 2 hours. If you aren't out by then I'll come and get you." Then Harry made a portal back to the office, "Now we wait." Fury nodded and leaned against the wall.
"So Fury, do you have any plans to deal with enhanced prisoners? My prison might be able to hold them, but some powers would override a lot of my protections." Harry asked as they waited.
Fury looked up from his contemplation, "Enhanced?"
"Yeah enhanced, people with powers." Harry explained
Fury just huffed, "I knew what you meant I just didn't know you wanted to house them here."
"Well I mean it wouldn't be that much trouble, and it'll keep governments from messing with things they don't understand." Harry said as he thought about Bruce Banner and General Ross.
Fury didn't say anything for some time, "The World Security Council is already working with someone to build a prison like that." Fury sounded particularly displeased about it.
Harry felt uneasy about Fury not liking it, "Who would that be?"
"General Thaddeus Ross." Fury said.
Harry just groaned, "They are giving Ross, the ass hat wanting an army of super soldiers, the reins of a super prison? Is it just me or are all politicians particularly stupid?"
Fury grunted, covering a small laugh, "It's not just you. Unfortunately they're already building it. They even have some scientists working on power suppressors."
"Yeah that'll work out well. Xavier gave me the rundown on that government op that worked with Trask a few years ago on a way to combat enhanced. Trask made mutant hunting robots. Real smart. Now they plan to hand a power suppressor to Thunderbolt Ross." Harry just shook his head in disappointment.
Harry pondered the new information for a moment, "You know the destruction of my world started with bigotry about blood status." Fury just gave Harry a surprised look, he didn't know much of the details of Harry's past. "It all started with purebloods, people with multiple generations of magic users, hating mundane born or muggle born witches and wizards. They got this crazy idea about them stealing magic because of the slowly declining abilities and birthrates of pureblood houses, Damn idiots were inbreeding themselves to death."
Shaking his head Harry continued, "Not the point. The point is, they used a flimsy idea about blood purity to crush a nation and start a war. It only took a total of 30 years for them to unleash death on the entire world. They weren't even that powerful. Imagine what an idiot in power would do with enhanced individuals and an idea about how the world works."
"One wrong test, one misjudged idea, and you might just have a plague or uncontrollable army of super powered soldiers." Harry said as he finally looked Fury in the eye. "I don't think all people in power are evil or corrupt, but the greedy ones will be the ones to push the boundaries of what's right."
Fury just sighed and rubbed his temples, "I know. Trust me I do, but there isn't anything I can do to change that."
Harry just grinned, "Give me some time to work out how to hold people with powers back and I'll take in your super prisoners. We can keep them out of the hands of people who would use them for their own gains. Not to mention, with us holding the prisoners you end up with a lot of leverage."
Fury gave Harry a grin back, "You do that and keep me informed. I'll try and stall the idiots in charge."
Fury and Harry continued to go over security protocols and power inhibitors. At one point Harry was informed of a triggered ward but ignored to continue talking to Fury, but before long the two hours were up. Harry opened a portal to the first floor cell and found the two agents standing at attention, "No luck gentlemen?"
"No director. We tried for some time and found no way of opening the door. We explored all the other areas and were left with very little in the way of tools. The walls are too hard to break or chip at and there are no windows or pipes to use." Fury listened to the report and nodded, smiling slightly.
Harry continued to the other three cells, each reporting the same thing. Until they got to the maximum security cell and found no sign of Natasha. Harry was already looking to the hallway while the others were looking around. They just saw an empty cell and walked out of the door, where Harry was waiting, to see her being grappled by a stone knight giving them a deadpan look.
Harry couldn't help himself and laughed before waving his hand, releasing her. "So, Widow, how did you escape the cell?"
Natasha just gave him a small glare as she rubbed at her sore legs from being held up against the stone guardian, "When you dropped me off I slipped a glove in the door stop." She then shrugged standing back up. "I only got two feet out of my cell when this thing grabbed me." Nat said, gesturing at the knight.
Fury full on grinned, "Well Summoner, looks like this prison is going to get some use after all." Harry just chuckled while the agents were slightly disturbed by their boss grinning.
"That's fine with me. Just make sure you start getting the furniture you'll need and we can open for business." Harry said cheerfully as he bumped his shoulder into a smirking Natasha and led them all through a portal back to the helicarrier.
