When the Time Lords Joined Starfleet, they agreed to help them rebuild from the Dominion War and share knowledge.

Unfortunately, the Time Lords didn't have anything useful.

Their TARDIS Transports were still being integrated with the Starfleet Technology and their Planetary Resources were still rebuilding themselves.

All they had was information on the Daleks, the Cybermen and the dimension they came from beforehand.

The Dominion War ended and left the Dominion Separatist Movements seeking revenge on the United Federation of Planets that defeated them.

The Dominion Separatist Movements scattered into hiding and nobody had the resources to hunt them down.

Now everyone was Fighting Civil Wars among themselves.

The Starfleet Separatist Movements were trying to rebuild the Maquis in protest over how the Cardassians started the Dominion War against them.

Thankfully having thousands of Parallel Universes made it easier to avoid the Daleks.

The Star Trek Universe where Humanity was conquered by the Talking Lab Rats Genetically Engineered to be enslaved.

"Genetically Engineering Animals into Humanoid Slaves doesn't really end well." The Time Lord stated knowingly.

The Time Lords Genetically Engineered Humanoid Armies against the Daleks, they all got slaughtered regardless.

The Daleks just outnumbered them and nothing stopped the Time Lords from trying to save themselves!

Biological Warfare, Doomsday Weapons, they tried everything and the Daleks still won afterwards.

Basically, the Time Lords were exploring Parallel Star Trek Universes for Hiding Places to escape the Daleks.

8 Time Lords were currently barricaded inside an abandoned building fighting off the five foot tall Talking Rats shooting at them.

"Why did we land in a War Zone again?" The Time Lord asked himself rhetorically while everyone ignored him.

"What happened?" The General demanded.

"Their TARDIS landed in a War Zone and they got caught in the crossfire." The answer came back.

"Humanity is enslaved within this reality?" The General asked curiously.

"They Created Talking Lab Rats that turned on them." The Time Lords looked annoyed at their discovery.

"The 20th Century doesn't have this level of advancement." The General says curiously.

"Time Travel Mistake, somebody Created Talking Lab Rats to Research Weaponry against the Romulans and lost control of them." The Time Lords explained.

"23rd Century Time Travelers trying to overthrow the Romulans from the past?" The General asked curiously.

"Miranda Class Starship, 23rd Century Starfleet Crew." The Time Lords confirmed.

"A Starfleet Vessel got sent into the past and tried to prepare Humanity against the Romulans. Sounds like they got stranded and decided to safeguard themselves." The Time Lord named the General summarized thoughtfully.

An alarm sounded and everyone checked to see why.

"Torchwood Starship from our own dimension?" The Time Lord named the General asked suspiciously.

"The Q Continuum is pulling survivors towards us. Displaced Families, Homeless Refugees, Technology Scavengers." The Younger Time Lord explained.

"Stranded Torchwood Mercenaries with their own Time Travel Equipment, it's an Army Breeding Convoy waiting to happen." The General summarized thoughtfully.

"With the Cybermen and the Daleks, every species must be hiding within the past seeking to rebuild themselves before the fighting resumes again." The Time Lords agreed.

"Answer their hail, weapons to standby mode." The Torchwood Captain orders.

Humans? Federation? What are they talking about?

The Torchwood Crew were instantly confused.

Starfleet didn't really care about the Pre-Warp Civilization of Humans.

Their Prime Directive was clear, Torchwood was not getting their Starfleet Technology.

Technologically Reverse Engineering 20th Century Equipment to survive the Cybermen Wars.

"All their Computers come from the 1980s. Nobody made Interstellar Starships during the 1980s." The Starfleet Engineer was confused.

"Parallel Dimension Development?" Another Starfleet Engineer asked.

"This entire ship was Reverse Engineered from something more advanced." The First Starfleet Engineer realized very quickly.

"So Reverse Engineered Armada without Warp Drives, what's their Primary Propulsion System?" The Second Starfleet Engineer wonders.

"An Artificial Wormhole Generator, 30 Mile Radius Jumps. No Warp Engines, that would take thousands of years to get anywhere by themselves." The First Starfleet Engineer realized very quickly.

"Meaning faster ships or Huge Supply Convoys to Refuel themselves along the way." The Second Starfleet Engineer realized.

"Huge Supply Convoys, I'm detecting more Fuel Tankers coming into formation around the Torchwood Fleet. Two Hundred Fuel Tankers total." The First Starfleet Engineer realized.

"What are the new ships?" The worried question was asked.

"Troop Transports." The answer came back.

"Starfleet can't get involved with the Interstellar Wars of other dimensions! It's just pointless! These Torchwood people must seek help elsewhere!" Nobody disagreed.

200 Fuel Tankers, 10 Troop Transports and 8 Stolen Dalek Ships lead the Torchwood Survivors deeper into the Federation.

The Time Lords watched the Torchwood Fleet wander around blindly.

Normally the Time Lords would not care what the Torchwood Fleet does, however, once they tried to Reshape Starfleet History, it became their problem very quickly.

The 32nd Century was unaffected by the Time Lords Joining Starfleet.

The Time Lords were all isolationists and nothing really changed until the Daleks invaded the past regardless of them being there.
