Thankfully they were too slow to be mistaken for an invasion and too primitive to be seen as another threat.

Basically, the Federation ignored them during the Dominion War.

The Torchwood Fleet was still sneaking towards the Planet Earth.

Obviously, nobody expected time travel from the primitives to be happening and the Torchwood Fleet just got ignored anyways.

The Time Lords were amazed that nobody noticed the Torchwood Fleet jump into the past and escape detection.

The Torchwood Fleet was like Battlestar Galactic, Large Refugee Convoy seeking the Planet Earth.

The only difference was they had the Daleks chasing them between dimensions.

So naturally they were hiding and Collecting Resources wherever they found them.

Unfortunately, nobody took the Daleks seriously because Starfleet outgunned their Invasion Attempts repeatedly.

Suddenly everybody was stronger than the Daleks and the Torchwood Fleet was being ignored.

The Torchwood Captain frowned.

Asteroid Mining and Building Solar Power Satellites would only keep them going until the Daleks found them, however, the main problem was the Torchwood Fleet being defenseless against everyone around them.

So once again the Torchwood Fleet was seeking protection and nobody agreed to provide it.

The Dominion War continued with the Torchwood Fleet being ignored.

The Pre-Warp Torchwood Civilization was limping through Federation Territory during the Dominion War.

Nobody cared about their primitive convoys when they were losing the Dominion War.

The Torchwood Fleet changed direction.

The Time Lords were the only ones watching the Torchwood Fleet wander around the past like interstellar nomads.

Thousands of Lightyears from nowhere and the Torchwood Fleet was finally advancing towards their new objectives.

Salvaging Space Wreckage for Reverse Engineering Warp Engines for themselves.

The Klingon Technology was probably the best choice for the Torchwood Fleet to incorporate into their ships.

Unfortunately, it wasn't going to be easy for them.

They found Klingon Survivors and without Warp Engines they were stuck waiting for the Klingon Empire to meet them.

Torchwood Fleet Status: 200 Fuel Tankers, 24 Troop Transports, 18 Supply Ships

Secondary Armament: Missile Launchers, Lasers

The Klingons didn't see the Torchwood Fleet as a threat, it looked like an Outdated Refugee Convoy from the 22nd Century.

Their Primitive Propulsion Systems were more confusing.

The Klingons agreed to welcome the Torchwood Fleet into their Klingon Empire.

Normally this would solve everything, however, the Cybermen decided to ambush the Torchwood Fleet from the future.

"Tactical Display!" The Torchwood Captain yelled frantically.

Artificial Wormholes were opening and the Cybermen were swarming ships into the area.

"They're moving away from us?" The Torchwood Captain questions suspiciously.

"I don't understand!" Their Torchwood Tactical Officer declared.

"All ships report zero enemy contact. Radar Contact is still retreating." Their Torchwood Tactical Officer reports dumbfounded.

"Direction and heading of the Cybermen Fleet?" The Torchwood Captain questions suspiciously.

"Unexplored Space, Unknown Empire. Whoever the Cybermen detected are not identified by our Computer Database." Their Torchwood Tactical Officer answers.

"New Dimension, New Interstellar Civilizations." The Torchwood Captain realized.
