The United Federation of Planets had become an Interstellar Refugee Shelter for the Time War Survivors.

Current Location: Refugee Colonization Operation

Several thousand Judoon Rocket Ships were helping the Starfleet Crews Build Refugee Centers on another planet.

The Refugee Colony was not very impressive, it was a Farming Community with Food Shortage Problems.

The Shadow Proclamation Headquarters was instantly called for help feeding everyone.

The Starfleet Officers didn't have many resources and the Shadow Proclamation Headquarters ended up helping them repeatedly.

"The United Federation of Planets has become an Interstellar Refugee Shelter for the Time War Survivors." The 6th Doctor explained as he walked around with two Human Children from the 20th Century.

Phineas and Ferb were following the 6th Doctor around as he explored the Starfleet Refugee Center.

The Judoon Guards were watching a Construction Site outside.

"Can I help you?" An Andorian Female asked the 6th Doctor suspiciously.

"I'm just explaining how amazing your work here is to the children." The 6th Doctor answers back.

The Andorian Woman returned with a Tricorder to see what Species he is.

"You are a Time Lord and they are Human Children, what is going on here?" The Andorian Woman asked him.

"I'm Babysitting while the Time Lords do Peace Talks with the United Nations of the 20th Century." The 6th Doctor explained.

The 6th Doctor frowned when his TARDIS refused to leave the Solar System.

Phineas and Ferb were also confused why the TARDIS would not take them back home again.

"How did you get Phineas and Ferb stranded 700 years inside the past?" President Rassilon asked the 6th Doctor.

"My TARDIS refused to leave the Solar System!" The 6th Doctor protested.

"Your TARDIS Navigational System has malfunctioned like our Entire Armada did! You're luck you didn't crash getting here!" The Time Lords were screaming at each other.

The problem was repeating itself, their TARDIS Navigational Systems all go haywire and instantly Transmit Distress Calls towards the Time Lords.

All TARDIS Transportation were being recalled home until the Time Lords discovered what was going on.

The Daleks were not doing any better than the Time Lords were doing.

Reverse Engineering Starfleet Technology had given them Warp Engines and suddenly their Dilithium Crystal Shortage Problems took them by sudden surprise.

It basically backfired because the Daleks didn't fully understand how the Warp Engines worked.

The Dalek Time Travel Technology was going haywire and they needed another advantage to use against the Time Lords.

Their plan to Steal Starfleet Technology was falling apart because their Dilithium Crystal Shortage Problems scattered the Daleks everywhere before their Warp Drives malfunctioned.

The end result was the United Federation of Planets Shared Starfleet Technology with the Shadow Proclamation Headquarters, the Daleks were quickly being fired at by the Phasers and the Photon Torpedoes of the Judoon Rocket Ships.
