The Daleks were retreating and the Time Lords were Reverse Engineering Starfleet Technology for themselves.

The Judoon Fleet had been given better weaponry to fight the Daleks.

The Warp Drives were all useless without Dilithium Crystals, this left everyone Developing Starfleet Technology at Sub-Light Speeds.

"This is the most boring assignment I have ever done." The Human Helmsman complained.

"We are Rebuilding Starfleet Command from nothing, of course it's boring work." The Andorian Captain agreed.

"Stranded inside another Universe without Dilithium Crystals, how did anyone get anywhere?" The Human Helmsman asked curiously.

"Suspended Animation Chambers and Time Travel Technology, everyone is basically limping between Solar Systems until something exciting happens to reshape the future." The Andorian Captain answers back.

"So the Daleks and the Time Lords pulled us here seeking New Technology to use against each other, however, nobody has Dilithium Crystals and the Warp Drives malfunction without them? So the question is why would anyone tell the Daleks about our dimension if it don't help anyone afterwards?" The Human Helmsman asked curiously.

"The Time Baby wanted the Daleks distracted before he fell unconscious." The Andorian Captain answers back.

"So the Daleks Develop Warp Drives and then they start malfunctioning without the Dilithium Crystals? How does that help the Time Baby's Empire?" The Human Helmsman asked next.

"The Time Baby changed the past by telling the Daleks about the Star Trek Universe and then Time Travel Technology went haywire everywhere, I'm thinking he outsmarted everyone so nobody would investigate what else the Time Baby did." The Andorian Captain answers back knowingly.

"You think the Time Baby Crippled Time Travel Technology from the future before he fell unconscious?" The Human Helmsman asked curiously.

"It would explain how the Time Lords and the Daleks both got Equipment Malfunctions Simultaneously." The Andorian Captain answers back knowingly.

"Even if you're right, the Daleks will still Need Dilithium Crystals to keep their Warp Drives Operational." The Human Helmsman reminded his Starfleet Captain worriedly.

"Meaning the Daleks will be even more distracted trying to Steal Dilithium Crystals without the Time Lords getting in their way." The Andorian Captain answers back knowingly.

"So the Time Baby distracted both the Daleks and the Time Lords with the United Federation of Planets getting pulled into their crossfire?" The Human Helmsman asked back pointedly.

"I'm suddenly feeling insulted." The Andorian Captain realized instantly.

12 Y Class Starships and several thousand Refugee Colonists trying to escape painful memories from the Time War.

"The Daleks stranded 30 Federation Starships here, most of them Miranda Class and Oberth Class. Thankfully the Daleks were too desperate to understand why Kidnapping Starfleet Vessels would backfire on them afterwards." The Starfleet Captain explained.

"The Daleks instantly found Starfleet Survivors fighting back with whatever resources this dimension provided them. Federation Ships have been scattered across time and running low on supplies ever since the Daleks stranded them here. Unfortunately, nobody knows how many ships got sent where or when until they show up again." The Starfleet Captain continued talking.

"Before today, this dimension had No Warp Capable Species and now fear of the Daleks has Jump-Started Warp Propulsion Research among the Time War Survivors. We are basically holding the Front Lines against the Daleks until the Time Lords get their act together." The Starfleet Captains exchanged worried looks at each other.

The Starfleet Survivors were flooding the Shadow Proclamation Headquarters, at first it was suspicious that an Unknown Interstellar Civilization was coming to them for help, until they realized that the Starfleet Survivors got themselves thrown nine hundred years into the past because of the Daleks.

The unexpected discovery gave everyone at the Shadow Proclamation Headquarters hope against the Daleks.

It still didn't make rebuilding the United Federation of Planets any easier.
