Roger Doofenshmirtz and the Gangster Boss Named Douglas Determined were spying on Mayor Bud Gleeful together.

"So how did Bud Gleeful become the Gravity Falls Mayor so quickly?" Roger Doofenshmirtz asked curiously.

"Time Travelers helped Bud Gleeful give everyone secret jobs and Gravity Falls made him Mayor instantly." Douglas Determined explained.

"Alright, I instantly see several problems here. First, I think someone is helping Bud Gleeful from the future and we need more information. Second, Bill Cipher might have new enemies coming after him from another dimension soon." Roger Doofenshmirtz explained.

"So basically Bill Cipher's Entire Plan is just another distraction designed to pull his enemies out into the open?" Douglas Determined asked worriedly.

"Unfortunately it sounds very possible." Roger Doofenshmirtz stated knowingly.

"Bill Cipher promised us both money, he obviously thought we would be dead before we realized what was really going on." Douglas Determined agreed.

"So we spy on Bud Gleeful's Operation before we decide our next move." Roger Doofenshmirtz stated knowingly.

"I already have spies inside Bud Gleeful's Operation, it's how I know about the Time Travelers in the first place." Douglas Determined explained.

"I'm not sure that I fully understand what your goals are here." Mayor Bud Gleeful admits nervously.

"I'm Building Underground Fallout Shelters for the Gravity Falls Townsfolk." Mister Stevens stated.

"I'm sure everyone likes to feel safe around here, however, I'm more worried about why you came into the past to prepare for some Nuclear Warfare Event that nobody else seems to know about besides you." Mayor Bud Gleeful stated nervously.

"I came into the past to Save Humanity, I can't risk anybody else trying to stop me or Humanity might go extinct inside the future." Mister Stevens explained his mission.

"So this Doomsday Preppers TV Show was made 47 Years inside the future and everybody thinks the world is ending all the time?" Mayor Bud Gleeful asked while worriedly watching the DVD Player again.

"Water, Food, Shelter. Basic Survival Needs." Mister Stevens explained.

"You want everybody living underground when the bombs start falling, the only problem is I don't want people panicking for no reason and the Fallout Shelter Construction is going to get noticed eventually." Mayor Bud Gleeful stated nervously.

"I'm paying people to Build Hidden Fallout Shelters all over Gravity Falls, somebody is going to notice eventually." Mayor Bud Gleeful repeated.

"Stop worrying, just tell people you are Building New Houses to cover the truth about the Hidden Fallout Shelters being there." Mister Stevens told Mayor Bud Gleeful.

"So suddenly everyone buys new homes and then they discover the Hidden Fallout Shelters on their own." Mayor Bud Gleeful realized the whole idea made more sense if nobody knows where the Hidden Fallout Shelters came from beforehand.
