The Three Peoplebusters were spying on the Desperate Human Army that had invaded the Zombie City earlier.

The Humans were roaming around outside after they blasted their way into the Zombie City and chased the Undead Survivors away.

The Human Rebellion were all from the Scattered Military Bases that escaped the Zombie Outbreaks beforehand.

The Supernatural Monsters had been allowed to Reverse Engineer Human Technology for themselves and the Peoplebusters were quickly created to remove the Human Infestation getting in everybody's way afterwards.

Kibosh the Ghost King had Outsmarted Humanity and now he wanted another dimension to conquer.
