Captain James Gordon was promoted to Deputy Chief Gordon he even had an assistant chief and was given a bigger office. James Gordon himself didn't expect a promotion especially after everything he had done when the city government left Gotham. He was sure when everything got back to normal he would be fired but he wasn't. They even gave him a medal and to all those policemen who stayed with him and helped the citizens. But James had this nagging feeling that a promotion was given in order to keep him out of the streets and actual active responsibilities as a policeman. Deputy Chief maybe had a bigger office but he also had more paperwork and unnecessary meetings all of it distracted Gordon from getting in touch with the city. Fortunately for Gordon nobody knew that he had a friend whose information was first handed and accurate - Batman. Yes, technically Gordon was supposed to hunt the vigilante who managed to escape justice but the fact was that now he had too much paperwork which prevented him from it. From time to time he received a question or two from higher authorities about Batman's investigation so to stop an unnecessary questioning Gordon created a special unit to work on Batman's case. Everyone who was working at this unit fought side by side with Batman against Evan's people so that unit was more like a fan club. Pictures on the wall big map with Batman's movements which the vigilante so kindly allowed them to track from time to time. Some evidences and interesting facts about Gotham's dark knight. Gordon liked to check on this "investigation" himself and often stayed there after work with his colleagues to "work" on Batman's files. Most of the time they were talking about time when the city was on the edge of collapse and how to make sure that it would never happen again.
The famous Batman light sign was long broken by new mayor's order but Gordon and his friend still were meeting next to it on rare occasion. Gordon had a special untraceable phone for only one person, one he could trust and rely on - Batman.
Meanwhile the city was coming back to life with a huge help of Wayne Foundation and Wayne Enterprises and the man who was behind it all - Bruce Wayne. Gordon had never been a huge admirer of Bruce Wayne mostly because of his eccentric behavior on public but it seemed like this man found a great balance between business and fun. Unfortunately Gordon had no time for fun, this city still was full of criminals and new gangs emerged almost every other month. The Blackgate Prison was almost at capacity as well as Arkham Asylum. Increased numbers of mental disorders after the gas poisoning combined with psychotic divinations and mental breakdowns, people of Gotham city literally were going crazy.
-Even now after two years! This is insane! This collapse took us back a hundred or more years back in terms of simple human interactions! But also schools and government facilities, medicine and more it's just now got back to the level Gotham city was thirty years ago! - Gordon was there on a top of a roof next to a broken Bat light talking to a black shadow.
-I know Gordon. You must stay strong things will get better.
-I hope so! I woke up every day with a prayer but I don't know to whom I pray but I just do it for all of the city! I guess it helps me I have no idea if it helps to somebody else.
-Your actions certainly do help people of Gotham. Your people are doing a great job Gordon.
-Every week I have at least one guy who comes to my office to resign to quit to put an end to it. And I talk to everyone and each of them and sometimes I can change their minds but most of the time they just can't do it anymore.
-I got that gang from the West End this night they are all yours. They got some pills at a warehouse.

Batman was gone his words were an echo in the wind. Gordon stood on the roof looking down. Infront of him was a monstrosity of a city, a grotesque dark hole with some patches of light in it. Some parts of the city still were very weak and poor and some rose up so fast and bright that it was clearly uneven to the rest of the city. Gordon inhaled some cold and heavy with pollutions air and got back to his duties. He had a lot on his plate but he wasn't sure how long he could do it.
