The second time is an accident. Sorta.
It's nighttime at the Tendou Dojo and Ranma hears the quiet squeak of floorboards outside his room. It's not loud enough to indicate human footsteps which only leaves Ryouga (because Ranma refuses to acknowledge the possibility that Shampoo snuck in in her c-c-c-c—other form).

Ranma silently slides the door to his and his old man's room open, slipping out with controlled footsteps before sliding it shut again.
He laughs internally at Ryouga's lacking directional senses that led the pig to the wrong side of the house and is leading him even further away from Akane's bedroom. Ryouga's actually headed towards the back of the house so Ranma trails behind with carefully silenced footsteps.
They end up at the back porch before Ryouga lets out a quiet squeal that Ranma's sure means he's realized that he is lost.
Ryouga turns around and Ranma knows he's been made when the next squeal comes out much louder than the first.
Ranma darts forward to grab him and Ryouga jumps back off the porch, Ranma making the split-second decision to careen off after him.
He immediately regrets it when he finds with a splash that it had been raining earlier. Water clings to the white tank top and his now female skin. Ranma's not sure if it'll help in winning whatever fight this will turn into but he curses the curse that activated far more than it should.
Ryouga stands a few feet away from him, the pond a few feet further back. Not that it mattered since they'd both been transformed anyway but Ranma had made a habit of keeping track of large quantities of water as often as he could.
"P-chan," Ranma hisses out, tone venomous but still mindful of the sleeping house, "You wouldn't happen to be trying to sneak into Akane's room would you? Because you know that sneaking into a girl's room at night is perverted, don't you?"
Ryouga squeaks loudly in defiance, and they both know that Ranma would once again be blamed for any ruckus caused. Which Ranma is getting so sick of.
Not this time. Ranma darts forward again to grab Ryouga and shut him up before he wakes anyone. Because the house behind Ranma is still blissfully quiet.
Ryouga tries to dodge but he's too small and too slow in his little pig body.
Ranma grabs Ryouga and the pig squeals loudly in response as he thrashes in Ranma's hold which Ranma is done with.
In his panic, Ranma muffles Ryouga by squeezing him into a hug against his chest which is currently weighed down by two very effective mufflers.
Ranma only briefly feels his boobs vibrate as Ryouga squeals into them before the pig goes silent. The silence allows Ranma to remember that Ryouga is very much a boob guy and definitely affected by Ranma's boobs which brings complicated feelings to the surface. But Ryouga just has to keep making that hard for him, doesn't he.
Ranma's current position of squeezing Ryouga into his tits does not do his thoughts or feelings any favors on that count.
Ranma considers just dropping him and dealing with the consequences of a squealing pig waking the house up. Akane and the old man's hits from being woken up aside, he doesn't want to wake up the three others in the house. Kasumi at the very least deserves her sleep for making such delicious meals.
So no dropping Ryouga.
Ranma supposes it's probably not that bad that Ryouga's stuffed between his tits. He's sure Ryouga knows the feel of Akane's chest, a thought that makes Ranma's grip tighten in annoyance. Ryouga makes a strangled sound that would normally make Ranma break down laughing at what a weird noise it was except that the noise was being made into his tits so he could both hear and feel it. But it's fine because everyone is still asleep and Ryouga is not currently between Akane's boobs, he's between Ranma's much bigger and better ones. Not that he thinks about Akane's boobs.

"You bastard…" Ranma threatens slowly.
Ryouga squeals loudly again and Ranma can hear chattering from upstairs so it's too late now.
Ranma chases off after Ryouga who'd bolted back into the house, all pretenses of quiet abandoned in favor of shouting curses after the pig. He'll face the headache of a woken-up Akane and his father regardless of what he does now. Whatever this thing he's doing with Ryouga can be for another day.
