To Atsali, no one would ever be as great as his Aunt Sapphire. She was a proud and noble woman who courageously led her people through the war. She was the reason the Capitol stood tall and strong today. He couldn't imagine making the sacrifices she made to protect her family and her country.

And now Sapphire Brant was the President of Panem. It was only natural she would take up the mantle and the institution of her favorite nephew as her advisor was no surprise either. With Sapphire's strength and Atsali's keen mind, Panem would be carried into a new age.

But something had to be done about the districts. District 13 was gone, reduced to nothing but ash and radioactive waste. But the other twelve couldn't go unpunished. President Brant gave Atsali the task of devising it and he wouldn't let her down.

And now he had it. Many long, hard nights were spent with coffee and brandy and scribbled notes, but they all paid off. His idea was genius. In respect to the lives lost in the war, each district would pay tribute to their benevolent government… in the form of two young sacrifices.

Each year, a boy and girl between the ages of 12 and 18 would be selected for an epic event. They would fight to the death while the nation watched, in reminder of the bloodshed the districts caused. Twenty-three lives would be lost, but the Capitol would reward the sole survivor. The victorious tribute would be welcomed home as a hero and bathed in riches. Their district would reap the benefits of their success, driving them to fight brutally and with courage. The spectacle would also appease the vengeful Capitolites who'd lost their loved ones to the rebels.

It was genius.
