Rias Gremory and Sona try sat across from each other, both of them had their arms crossed and both had grimaces on their faces as they pondered the turn of events from the night prior.
The fact that there was another person who claimed to be the overseer while conferring Rias to a lesser position. Tsubaki Shinra- Sona's queen brought a folder and put it in the middle of the table.
Sona opened the folder and picked up the first piece of paper, mentioning "It's a fake parking permit. For teachers, yet he's a first year student. He's not even old enough to drive."
Tsubaki added onto the topic, "He used mind altering magic to obtain his permit on the school staff- and not very subtly. It's like he doesn't even care if we catch him. He's not mature enough to be overseeing anything if he's so openly breaking the rules."
Rias humm'd acknowledging the point that her childhood friend' and her queen were making, but stated, "He seemed to be well acquainted with Yasaka, the leader of the Kyoto Yokai."
"So he's a yokai?" Sona asked with narrowed eyes.
"He's a human," Akeno said with disdain, "And fights like an exorcist- uses a similar model of guns to the one the church hands out to their exorcist but without the holy bullets."
"So he's a human who is the overseer of the supernatural elements of Kouh, carries a pistol and has a connection to Yasaka of the Kyoto faction," Sona took into account, "Do we really to listen to this guy? He sounds like the rich son who was sent away to learn some responsibility."
Rias considered her friend's position for one moment, however she added, "We can't discount him entirely. He was fighting an A class devil when we got there, and had managed to land several successful mortal blows. The stray would have died with or without our intervention. Meaning he has powerful magic to fall back on. He also has a clear distrust of us devils."
"So he could very well be suppressing his abilities," the black haired king with pink eyes deduced, "It also could explain why we didn't sense him- it could also be entirely possible he isn't human if he's suppressing his abilities. Just making himself appear so."
"I don't think so," Rias said, "Even Koneko could only conclude he's human. Still, that means we can't exactly get rid of him."
Akeno suggested then, "You should just let me… punish him buchou, I bet i could get him to comply with us,"
"No," Sona said, rejecting the idea out of hand, Pointing out, "That the very least, if he took on an A ranked steady devil and managed to injure it to the point that Rias said he did. He could at the very least be as powerful as Rias or Me. He could have sacred gear or be a strong magician. Those aren't chances we can easily take. Plus we could potentially start a war with the Kyoto faction."
"We should probably talk to Yasaka then," Rias said, "We need more information before we can come to a decision."
"So it seems," Sona agreed reluctantly, "But it could take a couple of days for us to set up a conference call. It's not like we can just call kyoto And hope they can connect us directly through to her.",
With Naruto
Naruto waited outside the gates of the Kouh Senior High School. The other school in town, though this one was in the outskirts. He waited by the gates as the last bell of the day dismissed the students for the day.
As he waited, he spotted the person he was looking for. Nara Shikamaru, his best friend in middle school- and a descendant of the Iga ninja family.
The boy looked lazily as he walked towards the gate slowly while chatting with another chubby boy who was snacking on a bag of ships and another girl with dyed blonde hair.
Naruto picked up a pebble from the ground and used it to throw it at his friend, hitting him on the side of the head.
When Nara looked at him, Naruto gave him a nod before disappearing in a swirl of leaves.
They soon appeared in the school's staff parking lot. The blonde was leaning on his vehicle's spoiler while the raven haired boy looked at him carefully.
"Shikamaru, I need your help. There's two different groups of Devil's that have taken over a portion of this town," Naruto opened up as he brought up his canteen, "And you are the only person I trust to help me keep them in line. You'd no longer be attending this place, you would be going to Kuoh Academy. I can get you in, full ride."
Then took a swig of his drink and held out the canteen to his friend.
Shikamaru looked at the canteen and Naruto and said, "So, just so we are clear. You wanna start problems with devils or possibly have already started them, and need my help to bail you out. You do realize that devil's aren't new here right? You never met Cleria Belial? The former principal of Kuoh academy? I'm pretty sure devils own that school."
"I didn't start anything," Naruto said with a bit of bute in his voice, "I even treated one of the devils and her slaves to breakfast. However we both know they can't exactly be trusted, and their presence is causing problems. Last night we had five stray devils from ranks D to A."
The pineapple headed teen looked at the blonde disturbed. There should never be a concentration in a single area of more than one or two stray devils. Three at the most and they would likely end up killing each other fighting over resources.
"What happened last night?" Shikamaru asked.
"I got one and a half stray devils. The Gremory group also got one and a half, and the other devil group killed the other two." Naruto stated as he Took another swig of his whiskey, "I made a diplomatic effort with Rias Gremory and her servants. Though we did start off on the wrong foot, it is likely we will continue to have problems specially since they didn't know i was in charge and they expected they would be in charge."
The dark haired boy finally took the canteen and took a long gulp and handed it back to his friend as he said, "You're a troublesome blonde and can never take it easy. But I do agree with you, these devils could potentially be a problem."
"Great, let's go, I'm having you transferred right now," Naruto said as he moved to get in his car.
Shikamaru got on the other side, and before they got inside he asked, "How are we explaining the transfer to my parents?"
Naruto shrugged, "As far as your mother is concerned she'd see it as an upgrade, and we both know your father works for Yasaka- so I wouldn't be surprised if he knew about the current situation. But he wouldn't care to do much about it, plus I'm paying you."
Shikamaru sighed, "Couldn't you have opened with that?"
Naruto shrugged, "We both know you would prefer to know the important details first."
The two arrived at the administration office, it was the last period of the day so most students were in class. Working quickly, Naruto set everyone present in the administration to sleep with some minor application of magic, as the two boys quickly set about raiding the admission office.
Shikamaru was quick to forge all the necessary documents, carefully forging and stamping every piece of parchment and paper as he saw the other admission forms were done.
Meanwhile Naruto gained access to the computer system and the school's database and quickly set about adding Shikamaru into the system, pausing for a moment he said, "First or Second year?"
Shikamaru stopped what he was doing, raising an eyebrow as he looked at his friend and said, "Pardon Me?"
"If i put you in first year, I can put you in my class, if i put you in second year, i can make it so all your classes coincide with Rias Gremory," Naruto stated, "I seem to recall Yasaka also said the other assistant overseer was called Sona Sitri, that name is not in here, but rather there is a Souna Shitori. Both are second year students,"
"Troublesome," Shikamaru said as he sighed, "It seems like this Shitori-devil is the unknown entity, while you at least seem acquainted with Miss Gremory. So going in as a second year being put into Sitri-san's class could help me keep an eye on her. What if they discover that we basically forged my entrance into this school? I didn't even take the exam, we are just faking my test scores."
Naruto narrowed his eyes, agreeing with his friend, and decided to check on the status of his parking permit and the rest of his profile. His permit was no longer in his student profile, and when Naruto went to check the records room. Naruto found his file absent.
"Tsk," the blonde let out as he said, "It won't matter, it seems the devils are aware of something I did earlier."
Shikamaru looked at his friend with a deadpan stare, "What? Did you give yourself a faculty parking permit?"
"Yes," Naruto said, as he left the records room and finished up in the admissions office setting up Shikamaru's profile, "It won't matter where I put you, but I'd prefer to keep you closer to me if my hunch is right. they took my physical file and altered my digital profile."
Nara nodded in agreement, "It's likely a confrontation is unavoidable at this point. Especially if they don't know the extent of your reach in Kouh."
"The old man Sarutobi and your father have a lot to do with that," Naruto acknowledged as they cleaned up after themselves and left the administration offices, but not before wiping the memories of the sleeping staff so they wouldn't remember seeing them at all. "Your dad would make a scary politician… that reminds me, would you happen to know if your dad would like to be mayor? I happened to have assassinated the last one a couple hours before the stray devil situation."
And as they made their way towards the exit, Shikamaru shrugged, "I don't think he would do it, but why?"
The blonde replied in a deadpan voice, "He was stealing from the town's treasury and lining his own pockets, I am now beginning to suspect that our dear friends in the underworld may have approached him. Yasaka stated that Kouh has become economically dependent on the Gremory family as they own a lot of businesses and property. They bought out Asuma."
The raven haired boy thought about it and said, "I'll pitch it to my dad, we do need to combat the influence of the underworld if they bought out Asuma."
"While I still own the very land of this city, you know the biggest problem is that all of asuma's land were basically land grants that the old man gave to him so he could make some money just by being a landlord, odd that he would sell out his share," Naruto stated frowning, "But it does mean we need to be careful, we want to limit their influence. Not start a war."
"Halt!" A voice called out to the two from behind, "By order of the student council president, Mr Uzumaki, You are to come with me."
The two boys turned around, and Naruto saw the white haired second year beauty from his first day.
The two dudes looked at each other, as the blonde stated, "Unfortunately, I am kind of busy at the moment. But why don't we pick up tomorrow, maybe we could talk over lunch?"
The white haired she-devil gained a pink hue on her cheeks but shook her head, as she looked at him firmly as she said, "Unfortunately Naruto-san it cannot wait. Kaichou informed me that if you would not attend willingly, to tell you that she will have your vehicle towed."
"You should not have said that," Shikamaru stated gravely as he felt bad for the white haired girl, "You should not have said that."
Naruto's eyes hardened as he looked at the older girl, her face showing a hint of fear as he momentarily lost control over his aura. However he was able to reign it in, and then spoke with a smile on his face, but his tone was as cold as the artic as he said, "Your Kaichou said she what?"
"Mm," the girl suddenly lowered her head, failing to meet his eyes as she replied, "Kaichou said that s-she would have your car towed."
Naruto used his index finger to lift her head to meet his gaze as he said, "If that's how your master wants to play, then by all means. Lead the way."
"F-Follow me then, y-your friend can leave," The white haired girl said with a stutter.
"Oh no, Miss," Shikamaru said as he walked alongside them, "You Kaichou just made an enemy off of Naruto. Devil or Not, you will need someone to reason with this troublesome blonde."
The white haired girl nodded, her eyes widening a bit as she realized that she was now dealing with potentially two dangerous individuals, with Naruto being potentially at the same level as Rias Gremory and Sona Sitri, while the black haired one was a complete unknown. But he was aware that they were devils.
"So, Miss, do you have a name?" Naruto asked as if he was trying to make casual conversation.
"Momo," the white haired devil introduced herself, "My name is Hanakai Momo, I am Sona-Kaichou's bishop."
"Momo," Naruto said, testing out the name in tongue, then said, "It suits you, a pretty name for a beautiful girl like you."
Momo blushed again, and looked away to clear her throat, before meeting the blonde's gaze and replied with, "Naruto-san, please concentrate on the meeting ahead. Do not allow my looks to distract you, the student council president would not be happy with us flirting while we are trying to negotiate with you."
"Of course," Naruto said, as they came to a stop in front of a door.
Momo turned to the two boys and said, "Please wait here one moment while I inform kaichou of your arrival!"
The white haired girl went inside while Naruto and Shikamaru waited outside. The blonde looked at the ravenette and said, "Let's hope these devils aren't looking to sign their Death Warrant."
Momo appeared once again and let them inside of the classroom turned conference room. Where a large conference table where he could see four others inside.
The red haired devil Rias Gremory, along with the black haired woman she was with the night prior.
And two other devils, one with short black hair and pink eyes, and the other also had black hair, but had one pink eye and the other was light brown.
Naruto and Shikamaru walked all the way to the other end of the table, where they sat with Naruto in the center chair and Shikamaru to his right.
Naruto propped both his feet up on the table and used one of the arm rests in his chair. To rest his elbow against it and used that hand to rest his head on, as he said, "So, Rias Gremory, Sona Sitri-san. Who was the one who thought they could threaten me with towing my car?"
"I did," the girl with the short black hair and pink eyes spoke up, pushing her glasses up a bit, "I would also appreciate it if you could get your feet off my table. We are here to talk, and hopefully reach an agreement that could satisfy all parties."
Rias spoke up next to her and said, "Sona, I told you this was a bad idea."
"He can't simply walk around breaking all of the rules, thinking that he owns the place- Rias. Even if he is a fellow overseer," Sona stated flatly as she maintained eye contact with Naruto, "I don't know how things were done where you come from, Naruto-san, but I would suggest to cooperate with us rather than be combative- and i am sure and agreement could be struck."
The blonde Shinobi couldn't even believe the audacity as he exchanged looks with Shikamaru, and said, "Seal the room."
Shikamaru nodded, as a gauntlet appeared on his left arm and snapped his finger. As black flames consumed the walls, the door and the ceiling, forming a barrier that separated the conference from Earth's dimension.
"The Shadow Prison Sacred Gear," Naruto started as he lowered his feet into the ground and leaned up resting his against against the table and locket his fingers on top of each other, "It is a support type sacred gear- which can be used to create barriers, control opponents and even consume them. Ironic that such sacred gear would appear in one of the last living descendants of the Iga family."
Rias looked to Sona and said, "See? Look at what you did. I told you to take it easy and not be as stubborn as you usually are. Naruto-san is not someone you can wrestle into your strict ways Sona. We may have to fight our way out."
"Unlikely," Shikamaru said as he tapped his right hand against the table.
Suddenly the Nadeshiko woman with a ponytail said out loud, "My powers! I can't… they're being suppressed!"
"Mine too!" Momo replied as she fell to her knees as the pressure in the room suddenly increased.
"What's happening?" Rias said with genuine fear in her eyes.
"See ladies," Shikamaru spoke as he sat against the table, turning his back to them, "What you fail to realize is a small number of things. Kouh is home to a number of supernatural people, afterall. This town was founded by Sarutobi Sasuke."
"You mean, the leader of the Sanada Ten Saints?" Rias Gremory mentioned as she fell back onto her chair in disbelief, "He was a ninja known during the Sengoku Jidai- particularly due to their aid in the defense of Samada Yukimura and their army against the Tokugawa Shogunate."
Then Rias frowned, "But wouldn't the Shogunate have seized the territory of Kouh during the restructuring due to the fact that Sarutobi Sasuke was part of the enemy forces."
"While yes, Sarutobi Sasuke was a ninja who aided the Sanada family. He was also a Yokai, who was loyal to the Kyoto faction and was simply doing a job. He really didn't do as much as people like to gossip about," Naruto said, "But that is not the point, my grandfather, Hiruzen Sarutobi split the territory in two prior to his death, half to his ungrateful brat Asuma. Who eventually sold his grants to the Gremory family- knowingly or unknowingly. While the rest of the territory, the very ground this school was built on. Was given to me."
Then the blonde turned to Sona, "You said you didn't know how things are done where I come from? I was born and raised right here in Kouh, my father was raised right here, my grandfather lived in this land long before either of your siblings were born."
"So I would recommend, Ladies," Naruto continued talking, this time looking at Rias, "That you be careful not to choke on your own aspirations."
Then he sat back in his chair and once again rested his feet on the conference table, and told Shikamaru, "They can have their powers back, I don't think we will have any more outburst today."
Silence reigned supreme for a good few minutes while the five girls looked at each other, until the blonde with the whiskers spoke up once again, "So, what do you want to talk about?"
After the eventful meeting, which left Naruto concluding one simple fact. He absolutely hated Sona Sitri, and would go out of his way to avoid having to interact with that chick.
Seriously, take out her possible sex appeal and she was an absolute bitch. Which made it hard to get along with- however, her white haired servant was an absolute cutie.
Naruto was absolutely taken with Momo Hanakai. He couldn't explain it, afterall, she too was a devil, and he had a history of being prejudiced against that group.
"You know, despite how much you insist that we need to make preparations and counter devil influence in Kouh, you certainly seem eager to jump into the panties of one," Shikamaru stated as he came to his side as they walked through the halls of Kuoh academy towards the exit.
The blonde shrugged at being called out, "What can I say? She just has something that draws me out to her."
"Are you sure it's not her breast?" Shikamaru asked with a raised eyebrow, "Then again, I don't think you were eyeing the others half as much."
"Maybe it's her cute voice?" Naruto asked with a hint of irritation, "I'm not those three pervys. Did you notice her general demeanor? She seems very caring, and there's something in those eyes of hers. Like a deep seeded passion and longing."
"Whatever man, are we going to my parents next? We gotta figure out how to convince my father to run for mayor," the pineapple headed teen asked, backing off the topic.
The blonde grinned, "Oh why yes, besides, can you imagine your mom's reaction at hearing you will be transferring to Kuoh academy?"
Shikamaru groaned as he said, "She will be expecting me to put in some effort."
Just as they were about to leave the school, another voice called out, "Wait, Uzumaki-san, Shikamaru-san."
The boys turned around, both getting a sense of dejavu as the blonde muttered, "Here we go again,"
They saw Rias Gremory approaching them and she said with a bow, "Uzumaki-san, I apologize for my friend. I understand that you are the main overseer due to your work with maintaining the leylines and aiding with the Kyoto faction. I truly do hope we can work together, and I am hoping you could join me for some tea and snacks in my club room. I have an offer for you that could benefit us both."
Naruto and Shikamaru looked at each other the Uzumaki said, "What do you think Shika?"
"It wouldn't hurt to hear her out, the worst that could happen is that we turn her offer down and go home?" Shikamaru said, offering his own advice.
Naruto nodded, and turned to the red haired devil and said, "Alright, we will listen to you."
The girl nodded and led them out of the main building of the school and into an old abandoned building, as she commented, "When the new school building was constructed they were going to demolish the old one, but I was able to acquire it as a base for my peerage."
"Interesting," Naruto replied as he looked around the clubroom and its gothic style.
In the club room, the fellows from the night before. The Kiba boy, the little white haired girl and the nadeshiko chick were waiting.
Then Rias proceeded "Uzumaki-san, these are the members of my peerage. My knight Kiba Yuuto, my rook Koneko Tōjo, and my queen Akeno Himejima,"
Naruto shook hands with each of the members, noting that while the knight maintained a polite smile- the little rook girl had a completely blank face, and there was a hint of disdain within the queen.
"Uzumaki-san, I hope we can put the unpleasantries behind us and get along," the knight spoke as Akeno brought a tray of tea and snacks, primarily cookies.
Naruto and Shikamaru took a seat on an empty couch while Rias sat on one of the chairs and asked, "So, Uzumaki-san, I brought you here because I am hoping we can work out a deal of mutual benefit to each other. I am hoping we could become allies and help each other in future endeavors."
Naruto nodded and said, "I am not opposed to working with you. You personally haven't done anything that would make me not want to work with you. My question is, what is it that you have in mind?"
"Look, I am going to be honest with you," Rias began, "I am trapped in an arranged marriage I want nothing to do with. It was done before I was even born and the contract seems pretty ironclad. The only ways I could possibly regain my freedom is either by losing my virginity or by defeating the bastard my parents sold me off to in a rating game."
Naruto remained quiet at that, closing his eyes- he had a fair amount of confidence he knew where this was going, but decided to ask anyways, "So, how do i fit into this scheme of yours."
"I am hoping I could convince you to join my peerage," Rias said- quickly adding with desperation, "I am willing to offer whatever it takes. Money, Land, Power. I am sure you know who my brother is by now. My family is filthy rich, if it's within my power to give, I can do it."
Naruto sighed, explaining, "Before I give you a response, I hope you are aware I have reasons to distrust devils. Nor am I in favor of enslaving myself in any way to any master. I am my own person, have always been and will always be."
"I wouldn't expect you to," Rias replied softly, "I will never in any way impede on my peerage's freedom unless it is to stop them from doing something unreasonable that could hurt them or others- like if they are committing crimes or do something that could damage our reputation or start a war."
The blonde nodded accepting her explanation and opened his eyes, "So, tell me about this marriage of yours,"
Rias nodded and explained, "It was arranged by my parents to another pillar family of the underworld, it is considered politically important because the current pureblood families fear the growing power of reincarnated devils and believe the union between my family and the phenex family could give birth to new pureblooded devils and restore the strengths of the pillar families,"
Naruto snorted derisively, not at Rias- but at the explanation as he replied with, "Your society has a lot more problems that won't be fixed by marrying their princess to some devil just because you're both pureblooded."
"I know, it is honestly disgusting," the gremory heiress said, her face showing true and genuine disgust, "We need reincarnated devils to rebuild our decimated population after centuries of war. But many treat them little better than slaves. To say less about the treatment of those who aren't pureblooded devils, and even more extreme cases, devils who don't inherit their families trait, like my cousin sairaorg."
And then she lifted her head, "My family has always prided themselves in loving our servants. But even more i personally believe that a peerage should be your family, they will be there when others don't and need to be treated with respect and dignity. And that brings me to the crux of my more personal problems with Riser Phenex."
"He's a disgusting pig who treats his servants as his personal sex slaves and treats them as expendable and disposable. I would never allow a man like that to marry into my family. If I was ever to take a husband it would have to be a man with honor who treats others with respect regardless of their status," Rias finished, her tone and eyes looking at the blonde ninja with absolute resolve.
Shikamaru spoke up then, leaning over to the blonde as he said, "Hey Naruto, let me talk to you for one moment."
Naruto stood up, letting rias know, "Give me one moment, we'll be right back."
The two boys walked outside the doors of the club room, where Nara sighed and said, "Naruto, I know how you feel about devils. But you would be a bitch if you didn't accept, I would have to stop being friends with you if you left that girl hanging like that."
Naruto raised an eyebrow, "I didn't know you were a bleeding heart philanthropist now."
Shikamaru smacked Naruto on the back side of the head and insisted, "Think about it, you could have the little sister of Lucifer in your pocket. You could make her help you find the truth behind your parents' murderer."
"Shika, you're like my best friend. But that's not such an easy choice," Naruto reminded, "I could potentially be joining my parents' murderer."
"But you aren't," Shikamaru shot back, "That girl has been nothing but honest with you, we both know it. We know how to catch people in lies- that's just ninja basics. More than that, she sounds like the exact type of person that would help you out. Think about it man, just use your brain for one second and put aside your prejudices. That girl didn't murder your parents, from the look of it, she would be disgusted at the idea. So go back in there, and say you will accept."
Naruto sighed and leaned against the wall and let out a frustrated sigh as he thought about it. If he was honest with himself the girls offer and her words were making it consider joining her but-
"And think about it- you join her, stop the marriage, it would be a slap in the face of the people who likely murdered your parents. I'm not saying to seduce her, but you would stop the political machinations of those who would have supported what was done to you," Shikamaru continued, pointing out another thing, "And you would be able to stop hiding who you really are. You've been holding yourself back and crippling yourself because you refuse to touch that part of yourself beyond what Sarutobi-sama trained you in. It is time to stop hiding, man."
Naruto relented and said, "Fine, I'll do it."
They walked back into the room, the pineapple headed teen took a seat. However the blonde remained standing as he said, "I have some terms and conditions if I accept to join your peerage."
Rias nodded, and so Naruto said, "I believe I told you my parents were killed by devils before."
Once again, Rias nodded, recalling, "Believe you did."
Naruto crossed his arms and closed his eyes, and for the first time since he was a little kid- willingly brought his wings out.
One wing looked like the wings you might see on angel statues or doves and pigeons. The other one looked like a dragon wing, but it wasn't physical, rather it was fire shaped to look like wings.
"My father was a cambion, and my mother was a nephilim," the blonde explained to everyone in the room, "My adoptive grandfather Hiruzen Sarutobi was a close family friend. His student who I am sure you will all recognize, Jiraiya the Gallant, found my father while visiting and raised him as his own. From what we know- it is most likely that devils killed my parents."
