Honored Aun'Vre Viorla Jei, receive this report from this humble servant of the Greater Good.

As instructed, we have travelled in great secrecy to the system identified as Slawkenburg by the Imperial Gue'la. Your intelligence was, as always, accurate. We found evidence of the passage of the inquisitor who has so disordered the Gue'la's defenses. Unfortunately, he was killed by the local Gue'la. We were therefore unable to mislead him into further murders of their senior military leadership.

More concerningly, the local Gue'la leadership is in the process of incorporating the inquisitor's forces into his own. This is obviously extremely disturbing as the Gue'la who follow their various creeds have always warred with one another ceaselessly. At first, we did not recognize what was happening and assumed the prisoners were being enslaved, sacrificed, or subjected to some other horrific Gue'la barbarity, but with the arrival of a Be'gel invasion force, at which point, the local Gue'la released and armed their former adversaries, who proceeded to fight against the Be'gel with considerable skill.

The incorporation of these new forces into the local military was still in process when we were forced to begin our return. However, prior to that, I deployed a Pathfinder La'rua to the surface to investigate. They were able to observe the battle with the Be'gel. The local Gue'la have access to manufactured suits of armor equal to those that they equip the Gue'ron'sha with. These are not from some ancient storehouse, or supplied by one of their manufactoria, but are produced locally. Even more concerningly, their leader was equipped with what appeared to be a prototype battlesuit.

Of course it was not the equal of a true T'au battlesuit, but it sufficed to allow him to defeat the Be'gel'o in single combat, with a blade. This is obviously extremely concerning. Even more so, the fact that the Gue'la then managed to defeat an Aeldari raid, with their leader personally capturing and gaining the loyalty of one of the Aeldari warriors. Combined with the destruction of the Aeldari flagship by a weapon of unknown nature (see attached sensor readings), this was considered sufficient to justify an immediate return to base and report.

None of this was previously documented in other accounts of Slawkenburg. This suggests a very rapid industrialization and modernization effort, as well as an ability to pull multiple factions together by the local leadership. This would be the man known as the 'Liberator' by the locals, with the personal name Ciaphas and the familial name Cain. Given the nature of his actions, I fear it may be possible that either the Imperial or Chaos Gue'la, observing the successes which the leadership of the Ethereals has made possible, may be attempting to artificially emulate our unity in pursuit of their own Greater Good. Perhaps this is part of the new medical treatment which they are distributing widely amongst the populace? I have obtained a sample for analysis.

I strongly recommend that this planet be immediately incorporated, whether by force or negotiation. If this is not possible, I recommend either assassination of the Liberator or planetary bombardment. If this behavior spreads amongst either Imperial or Chaotic Gue'la, we will be in grave danger. This concern is bolstered by the report of the Pathfinder's commander (attached hereto), which indicates a strongly favorable impression of the Liberator. They have been temporarily detained to ensure there is no contamination. Our medical staff have located none. We await your thoughts and orders, honored Ethereal.

Internal response: Hold for questioning and investigation. The sudden lack of quotation marks around 'Liberator' in the last paragraph is concerning. Consider exposure to other Ethereals, to see if such exposure can return them to stability. Further investigation of Slawkenburg will need to be conducted with the utmost care to avoid potential contamination.
