Story Start!
Val Love: Grope lover's ass in public secretely for 10 minutes.
Time, Place, and Exposure were important aspects to think of when doing this Val Love, since the setting NEEDED to be public. It needed to be at a time and place where it was public, but they wouldn't get caught as easily. Since it was public, the exposure element was going to increase the amount of "heart pounding" experience needed. The completion of this Val Love would absolutely end up giving the girl involved in it a level up.
It had been 2 months since his meeting with his sister, and Naruto was... not as happy with the progress he had made with leveling up the valkyries.
Ichika: Level 13
Futaba: Level 6
Misa: Level 7
Shino: Level 2
Itsuyo: Level 8
Mutsumi: Level 5
Natsuki: Level 15
Yakumo: Level 6
Kururi: Level 10
Ichika leveled up very easily since she liked him a lot, and Natsuki leveled up even easier than her sister did because she fell in love more easily than her other sisters. Kururi, as a young girl, could more freely feel love and express it without it needing to be romantic, thus she could level up more easily as well. Itsuyo was very active in trying anything she could do level up, so her hard work was getting her levels, even if her emotions were complicated.
Shino on the other hand was in love with somebody else, so even though they had done and completed several Val Loves, she barely gained any experience at all.
The average range was Level 5 to 8.
'Apparently, a girl has the potential to fight a monster between 3 and 5 times what her level is... when transformed... with Ichika being the exception to that.' Naruto had a lot to think of as he decided which girls he wanted to do this Val Love with. He wanted to pick 2 girls for it, since he had 2 hands he could grope girls with.
There was going to be a demon attack at the center of the city today at 4:45 PM, so he wanted to do the Val Love and level up the girls he wanted to fight the demon before then. That meant he needed to get the Val Love over and done with, pick the girls, pick the location, and carry it out before then.
It was tough.
Now he was starting to really understand that this was his battle to fight.
He was their lover, and that meant he was the source of their strength. This was his battlefield, raising their emotions and giving strength to them. He and Shino just didn't have any realy chemistry, because her love already belonged to another person. She wasn't able to fight either, so he wasn't going to be picking her for battle, which meant he needed to focus on leveling up the ones he could actually level up.
He had about 7 months before things started to really pick up.
"Naruto... so who are you going to do the Val Love with?" Itsuyo was awake early with coffee in her hands. She brought him a cup, and looked at him pouring over notes. He also had a map of the city in front of him.
"I've ruled out Ichika, Shino, and Kururi... Kururi and Shino can't really fight at the moment, and Ichika has bad AP consumption... even at her current level, she can stay transformed for 6 seconds. The demon will attack in the middle of the town... in this area..." Naruto gestured to where the demon was predicted to attack.
Itsuyo placed the coffee down in front of him, and sat next to him.
"This is the shopping district, I went there after school with Mutsumi and Natsuki." Itsuyo pointed out.
He nodded.
"This shopping center has a glass ceiling, so I don't want to take Mutsumi since her flight will be messed with. The location isn't good for her... and Futaba's walls wouldn't be suited here either, because she would trap herself with them... which leaves you, Natsuki, Yakumo, and Misa as the people I should think about bringing." Naruto stated.
The String, the Chain, the Sword, and the Sound were the abilities that could be most useful in this area. There was a yarn and sewing store in the mall that would give Misa a lot to work with, since the shopping mall had great sound echos, Yakumo's ability would be enhanced by the location. Natsuki and Itusyo were just both very versatile abilities that could be used in most locations, so the location just didn't hurt them.
Itsuyo placed her hand on his forearm, and looked at his notes.
"... The train, the alley, and several small shops... I see. This Val Love could really get a girl's heart pumping... I think you should take me. I'm strong enough to handle this if I transform." Itsuyo looked at his hard work, and she smiled. She wanted to level up, since she didn't level up nearly as easily as Ichika or Natsuki did. 'I'll show Daddy I can make my bond with the lover strongest.' Itsuyo looked at Naruto.
Naruto was their lover, their leader.
"I was thinking Yakumo, this location is great for her abilities... still, it might be harder to grope her butt without being noticed, since she is smaller than... Misa would be easier to grope with her bigger butt, but Yakumo's support skills would be great to level up." Naruto rubbed the side of his head.
Leveling, Combat, and Location.
Naruto was the General of his Lovers, and he needed to balance bringing the strongest fighters, with who needed to be leveled up. He needed to level up lovers to increase their abilities, but he also needed to lead them and pick who could win battles. AP took time to recover, so he couldn't just bring the strongest fighters into every single battle. It was like a game of chess against an opponent with an infinite number of pawns, and his pieces could only move a limited number of turns before he had to go awhile without using them.
He could use Ichika for every battle, but if a battle ever took more than 6 seconds, then she would become useless mid-battle if she had to transform.
He could bring Natsuki for 3 battles in a row, or 2 hard battles, but she wouldn't be able to fight for 3 fights after that, and her abilities were too weak to fight with without being transformed.
He needed to pick his lovers wisely for any given situation.
"Well... why not me and Yakumo then... and we can do the Val Love in the train, on the way to the demon attack spot, and we can then spend time looking around... scout out the area."
"I already scouted the mall out last night. The demon will appear in this general area, and it will be a somewhat weak demon that has a potentiall troublesome ability. I think 1 Offense and 1 Support is best... are you okay?" Naruto asked Itsuyo.
She was blushing.
"Uh... yeah... I'm just a little surprised, I thought you woke up early to work out a date plan. I didn't realize you didn't sleep last... uh... yeah, thank you for your hard work." Itsuyo had not expected that he had gone to the mall by himself to scout out the area.
Naruto smiled and nodded.
"I'm your lover... if I can't fight by your side on the battlefield, then I'm going to do my best to support you however I can."
"Then why not have Ichika kill the demon and focus on levels?"
"Ichika's body is too sensative... this Val Love needs me to grope butts secretely. Ichika will moan too loudly if I grope her... meaning we will fail the Val Love. I need to pick girls who can hold in their moans during the Val Love." Naruto didn't need to just pick which girls would fight in battles, but also which girls were best suited to each Val Love. Some Val Loves could be done by any girl, but some like this one had a layer of difficulty to them that made some girls ill suited for them.
There was no way that he could grope Kururi or Ichika's butt without people noticing for example.
Mutsumi had recently gotten herself a job as a singing idol and model, and while she had no popularity yet, there was a chance somebody might recognize her. If she got recognized, then it was more likely somebody would notice he was groping her. For the Val Love to succeed, he needed to grope the girls he picked for 10 minutes straight without being caught.
"Oh... that does make sense." Itsuyo could see that Naruto really did only have a few options.
He needed to make sure the girls for the Val Love AND the Fight were suited for both tasks, which limited his options, and he needed to balance that with a risk/reward of which girls could both handle the fight and needed the level up.
"Natsuki's Sword and Yakumo's Sound both work well together... and your Chains with Misa's String can work well together... but Natsuki's sword also works well with Misa's string too... but Yakumo's Sound can buff you guys with higher offensive and defensive strength, so she is a priority in leveling up." Naruto leaned back so that his back was again the couch, since he was sitting on the floor over the coffee table.
Futaba passed through the living room and entered the kitchen to start getting breakfast ready, and she just glanced at what Naruto was doing, nodding her head. It was about the time everyone was going to be starting to wake up.
"Then why not pick me and Misa?"
"Because there is a report that in 2 days there will be a demon appearance, so whoever I pick for this fight, might be more suited for the next fight... I think I'll pick... you and Yakumo this time." Naruto was leaning towards Itsuyo and Yakumo. The demon appearing at the shopping mall was only expected to be around level 20 to level 40, meaning that 2 girls working together should be able to take the demon down unless it had a really troublesome ability.
There was little information about the demon that would naturally be spawning at the park in 2 days, meaning that he needed to wait until he had more information about the next Val Love before he picked girls.
"That park has bad sound quality, so Yakumo shouldn't be picked for that one. I think I might be a good option for the park." Futaba spoke up from the kitchen. "I also think you should level Shino up."

"I think... I think that it might be best if we track down the person Shino is in love with... and let her... be with the one she loves instead. She just isn't really leveling up. I think she would be happier with the boy she loves." Naruto stated, closing his eyes as he said it.
"But... Shino is also your lover." Itsuyo didn't agree with that.
"I know... I'm just going to suggest it to Shino, and I want to talk with the boy she loves... I'll let the two of them decide how this goes. Shino might be my lover, but a valkyrie's strength comes from love... if she loves somebody else, it would be better for her if she had a partner that... wasn't me." Naruto knew that him and Shino just weren't clicking with each other very much. She loved another boy, and not him. He could do Val Loves with Shino 10 times a day, and she would barely level up, and that meant her strength would be severely limited.
If anything happened, she would be the easiest to kill in battle.
Shino was trying hard to fall for him, but she couldn't control her heart and her feelings so easily. For her own safety and growth, he was putting serious consideration into allowing her to break their bond and get a new lover.
"Ichika won't be a fan of that, but if it's for Shino's own good... she might agree in the end... still... are you okay with losing one of your lovers?" Futaba didn't see her older sister liking it.
Ichika approved of Naruto as their shared lover, which was a very high standard. Ichika had the highest standards of all of them, and she doubted the woman would approve of Shino going to live with an unapproved lover without the protection of the family around her. At the same time, Naruto was right, in that Shino just wasn't showing any signs of growth in this situation. She was close to a level up, but that was only after several Val Loves... which were proving to not be very effective with her.
"I want Shino to be happy and loved, and I want her to grow stronger so she can be safe... I'm okay if it isn't me. If somebody else can give her what she needs, then I'll support her choice. I'm going to do what is best for my lovers." Naruto didn't mention it, but there was another factor.
The world.
The world was at stake here, and if he couldn't level up Shino because she didn't love him, then that put the world itself at stake.
"Shino is in love with a pathetic weakling... I've already scouted him out, and I don't approve of him. Shino would be better off with you as her lover."
"Ichika!" Itsuyo was shocked to see Ichika was in the room with them.
How long had she been there?
"He might be weak and pathetic, but I'm weaker than you girls too. I think we should get the guy and Shino together, and let them decide. If he can level up Shino-"
"You can keep her safe better."
"Even if I can keep her safer, then we can try and convince Shino and the boy that they should stay somewhere close by, so that we can all keep both of them safe, and she can level up. Still, I'll say it again... lets leave the decision up to Shino and the one she loves... as her big sister, you should want her to be happy too." Naruto stated.
"Happiness and safety-"
"We're fighting demons to keep the world safe. This talk can wait until after this week is over, and the demon attacks are taken care of... after the next Val Love I do with Shino, if I can't get her to level up." Naruto stated and looked Ichika in the eyes.
"Oh?"
"Why wait?" Naruto could tell she wanted to ask that. "Shino is giving it her best to level up and fall for me, so I'm going to give it another shot. If I can get her to love me, then I'll keep being her lover." Naruto didn't want to have Shino change lovers lightly.
This was a very serious love talk after all.
Changing lovers should be saved as a last resort, because while it might make leveling up a certain girl easier, it also comes with challenges.
"So..." Itsuyo felt awkward. "... this current Val Love... who will you take for sure?" Itsuyo really wanted to get back to her seduction, where she seduced Naruto into picking her.
Naruto stood up.
"I'll do Ichika and Yakumo this time. I'll also bring Misa with us so that she can get some string and yarn from the mall. Might as well stock up on some supplies." Naruto didn't see an issue with Misa tagging along. "... maybe Misa can help the Val Love go well." Naruto could see how that could work.
With Misa helping play decoy for his groping.

Great, now he sounded like he was plotting to molest some girls.

Oh, wait, that was exactly what he was doing.

If you want to submit an idea, do it like this.
"Val Love: Do (Blank) with Lover for (Blank Amount of Time), and set a condition."
State how many girls should do the Val Love (Limit of 3 Girls)
State the Preferred Girls.
Give Odds of Success, and no Val Love should have a 100% success rate, because there is always a chance it could get interrupted.
Finally, state if a Demon will be attacking on the day of the Val Love, and if a girl gets "molested" by the demon in question.
