Chapter 17:

There was much to decide while coming up with a plan. Who to tell? Who to include in the plot?

I talked to Narcissa, "The Omniscient Being talked to me again, and considerable more has happened.

It told me that my mission was accomplished. It then passed me to another omniscient being, called Q, who gave me a new mission. I am just going to show you the memory of my conversation with Q."

Narcissa viewed the memory and said, "Q wants you to lead humanity in a direction he wants. Nowhere in that mission is the future of our family mentioned."

I answered, "True. However, that is still my intention, and you still have my pledge. I will work towards Q's goal while also working towards an elevated place for our descendants. There have to be some benefits to ruling or guiding humanity."

Narcissa said, "When the situation arises, remember to secure our family ahead of accomplishing your mission."

I said, "Always. Remember though the risks go together. The long term future is the future of humanity against alien civilizations. I will keep you apprised of my mission. We will watch these videos together over the next weeks and months."

I kept her up to date with my negotiations with Khan.

I told Draco, "I have made an agreement with Khan Noonien Singh to together take over the world."

Draco answered, "That is ambitious even for a Slytherin."

I continued, "A little, perhaps.

Khan will be the visible ruler while I will have authority over him and a convert action organization. We are now in the process of careful planning for both our next operations and the long term success of our venture."

Draco asked, "Does that mean that I'll have the same role with his son?"

I answered, "He has a 5 year old son. I did ask about that in general, I'll show you a memory of our conversation."

In the memory Khan said, "You and I have rare and extraordinary abilities. The problem with lineages is that inevitably some are good, some are bad, some are talented, some less so, some sane, some less so. Look at the non-magical kings and queens of England as an example. Our agreement is with each other. We will need to both agree on successors to our roles. We are looking for the future of our plan, the future of humanity itself.

Provide a good future and role for our descendants, absolutely. At their level of ability. If none, they can be idle rich with no power. We will not endanger what we build by unrealistic expectations or unrealistic evaluations of our progeny."

In the memory I answered, "However, we should provide for our progeny's roles as well. For example, if your son shows your engineering ability, but not leadership ability, give him a laboratory and make him a researcher with good pay and prestige.

We need more than to succeed in our own lifetimes or for humanity as a whole. We should be starting inherited titles of nobility, for our families and for a certain number of our inner circle of supporters.

As you say, top leadership needs to be extraordinarily talented, but must also have the correct goals. The nobility can afford the occasional less talented member."

In the memory Khan said, "I can agree to that."

I visited Severus Snape, "You are already pledged to keep my secrets. Here is one more, I am plotting to take over the world."

Snape said, "The risk to reward ratio for such a venture does not seem favorable. It cannot be easy to accomplish or a number of previous dark lords would have done so. Each wound up being defeated."

I said, "True. I am allied with a group that was about to take over 40 countries as a first step. Their leader pledged to follow my orders in furtherance of our goal and the safety of us participants. I have some unique information, although not unique abilities. Part of my knowledge is about the existence of extra-terrestrial civilizations which Earth will be in contact with in less than 100 years. I need to prepare Earth for this future, and to have some degree of control over it to accomplish that.

I want your counsel during this planning phase.

I was given access to the future of a timeline that would have been, without my intervention. My ally, Khan Noonien Singh, was going to succeed in controlling one quarter of humanity, but then lose his war and result in the wizarding world being wiped out. He accepted to follow my counsel, and to together find a way to succeed."

Snape said, "You are serious."

I said, "Yes. Please review as much intelligence as possible about the non-magical world, and about the balance of forces of the ICW and main magical powers. Next planning meeting is in one week."

I found good advisors among my Albanian allies. We found some loopholes to combine magic with organized crime. They had a global presence, and ability to conduct covert missions. Albanian magicals joined my organization in good numbers.

I had also made some inroads in South America and Africa. There is good business for those of us less concerned about the law, and we were starting to build up a global network.

The next meeting with Khan and his advisors, and me and my advisors was held in Babylon. There are many secret magical locations there and the Iraqi government was ready to be turned at any time due to Khan's infiltration. The government was still strong, even as GDP per capita fell from $1371 in 1990 to $289 in 1994. Khan's operatives were frustrated by their wait. They wanted to take it over and restore the standard of living of the populace.

I started, "The flaw with the present plan, whether it be the 11 nation first phase, or a general Asia larger plan, is that it will lead to opposition.

We might imagine that we could deal with American military power with magic. However, we must realize that this large scale takeover will have obvious magical origins. One could imagine MACUSA helping the US military. We might plan to soon have magic assisted militaries, but we might face other strong forces.

I want to hear ideas of how to pass that phase of the operation."

Snape said, "There are the well trod examples before us, but not successful ones. Ideology, infiltration, demands to join the cause followed by elimination of opposition, all before overt actions.

The targets would need to be the ICW, MACUSA, and the magical ministries of China, India, Egypt, and Brazil, in addition to your original targets. Accomplish all of this at once and there isn't enough strength to build a suitable opposition before the next wave launches."

Ilirian Syla said, "We don't have nearly the numbers for this sort of operation. We would need 100 times more and even then not have enough."

Zjarrmor Xhepa added, "What about mass imperio? One turns the other in a chain, in a global power takeover. What fails becomes quick targets for follow up."

Khan's inner circle member, Otto, said, "Our original plan was not to make magic obvious. As far as non-magicals would see, supermen take over with physical force. The ICW might figure it out, but large reserve forces are ready to respond to any intervention.

The takeover of the non-magical governments are combined with taking over their magical ministries. They immediately say that they plan to follow ICW rules, and any takeover is an internal matter. Also to emphasize that no break of the Statute of Secrecy is planned or had in fact happened."

Another of Khan's inner circle, Kati said, "What about the plan that Lucius Malfoy was already preparing. A deliberate breaching of the Statute of Secrecy as a fait accompli. It wouldn't be tied to any of us, but he would rush in to help deal with the aftermath. Soon the ICW would be under his control.

Then, overt taking over of countries could be justified as peace-keeping activities."

I said, "That might have some advantages.

Let me first state the disadvantages of pretending to be the results of genetic engineering. There is in fact a measurable difference in the genome of magicals. That story might be believed. But then, detection of magicals is well within the technology of today, and the development of diseases aimed at magicals perhaps now, perhaps soon. A global war against augments, would in fact be a global war against witches and wizards, and one that we might well lose.

Taking over the ICW first might be a better plan. A deliberate breach of the statute might not necessarily be an early part of the plan if the ICW could be taken over without it."

Khan said, "There is much to think about and to plan carefully."

Snape said, "There is one more factor to consider. Albus Dumbledore. He is the most powerful wizard in the world, and his personal intervention could be inconvenient."

Rodriquez said, "Fenrir Greyback was an extremely powerful wizard and werewolf, and Lucius Malfoy took him out without even raising a wand. If needed Dumbledore could be dealt with without conducting a wizard's duel."

Back at Hogwarts, Draco determined that Luna Lovegood was not a seer, at least in a conventional sense. She was a little beyond perceptive, with a distorted view of what she perceived. Draco organized defense training, and invited her. He also invited three Ravenclaws in his year, Anthony Goldstein, Terry Boot, and Michael Corner. They had no role in bullying Luna.

Draco also had some success in recruiting Neville Longbottom. In Huflepuff he invited Hannah Abbott and Susan Bones. He made a point of inviting Justin Finch-Fletchey, a muggleborn.

Their defense training was intense. Sometimes with a tutor, sometimes on their own. They learned dodging, use of terrain, group tactics. They also learned field magical medicine.

A large group of them also did a physical exercise routine each morning.

Draco had asked me if he could learn how to use magic to channel strength as Khan learned to. I mentioned that to Khan and he said he'll meet during the Yule break to teach how do to do that. He said, that they should also learn non-magical martial arts in addition to the rest of their physical traiing.

Draco was driven now to build up his own organization. He reasoned that if by the time he graduates Hogwarts, he has his own loyalists, that Khan and I would conclude that he has the leadership ability to follow in my role.
