The JUSTICE SYNDICATE OF NORWAY, named for a series of stories by Hugh Kahler, featuring an organization formed by American policeman of Norwegian descent, Olaf Larsen. Given that the majority of these characters operate during the 1940s, this is evidently a Golden Age team.
THOR, local Superman equivalent, derived from Grant Farrel of Earth-Fox. Because the name is so Anglo-American sounding, I recommend as a secret identity "Sigurd Jarlson," a pseudonym briefly adopted by the Earth-616 Thor. No connection to the Thor of Earth-Sweden, though I suspect they enjoy annual crossovers.

CYKLON KID, a character created in 1943 by Irian Dew, and one of the very few indigenous Norwegian superheroes I've been able to find
VALORIC, THE VIKING COMMANDO (note Jon the Viking Prince also briefly spent time in the 1940s, but we have enough revived Vikings already)
PHANTOM EAGLE, aka SVEN, the Norwegian member of the Fawcett Phantom Eagle's Phoenix Squadron. I believe in this incarnation he is the pilot of the Flyvefisken, a plane/submarine with high-tech weaponry, from the Jonas Fjeld series created by Øvre Richter Frich
Olaf of the Blackhawks is sometimes Norwegian and sometimes Swedish, but I have already used him as the Leaper in the Earth-Sweden sequence. Perhaps he has operated as a mentor of some sorts for Sven.
