Naruto stood within the halls of Konoha's archive, he had some time to kill before the Council meeting and thought it be a good idea to see what the previous Hokage had left for him, as he browsed through he seen a few scrolls, left by his own father on Sealing Jutsu most of which were actually created by the Uzumaki clan snatching those up he would be having his clones training with those scrolls immediately.
"Sealing Jutsu especially those from the Uzumaki would be essential to learn, as Hokage I'll need to have a wider arsenal of Jutsu at my disposal." He also found a scroll containing the knowledge of the Rasengan which he grabbed hoping that information would be inside that would allow him to use the technique with out using clones.
He was about to move on when he spotted the last scroll one he knew would be an absolute boon, but would definitely show his heritage, Naruto stared at the scroll in disbelief, he didn't think his father would write the secret of this technique down even if only Hokage could access this stuff but there it was plain as day written on the scroll "Hiraishin." Naruto would definitely be learning that.
The young Hokage glanced at the time before giving a sigh making the hand seals a clone appeared giving all the things he'd collected to the clone he told it to go back to a training field and get started on learning the techniques within before he headed off in the direction of the Hokage tower

Unknown Location
Team Taka were racing through the forest on their way to Konoha, the team remained quite at least more so then usual, their Leader Sasuke too engrossed with his memories of Itachi to bother talking. The last Uchiha clenched his fist in Anger as he thought about what his brother had to go through because of that Accursed Village and he promised he would make Konoha pay.
They kept up on the Journey until they noticed a man appear out of nowhere coming to halt Sasuke started at the masked man. "Madara." Sasuke muttered
"Hello there Sasuke." The Uchiha didn't seem surprised to the older man but the rest of his team were, Karin especially wondering how he appeared without her sensing him.
Sasuke stared at the older Uchiha "What do you want Madara, how did you find us." He questioned not in the mood for delays.
Madara scoffed at the question. "Don't underestimate my powers Sasuke, this is nothing compared to the rest of my abilities." The young Uchiha nodded, "Well what do you want. Team Taka, isn't apart of your Akatsuki anymore, our partnership is ended."
Madara laughed at foolish boy "tsk tsk, Sasuke, have you forgotten our deal already, I told you I would Kill you and your ragtag team if you betrayed me."
Sasuke stared at the masked man in confusion "What the hell are you talking about." He demanded. Madara for his part looked bored as he explained. "I'm talking about the Eight Tails, Sasuke. You failed to capture it."
"No we didn't." Karin intervened, "We captured him and gave him to you remember." Madara shook his head as he turned to her, "It was a fake my dear, the Eight Tails tricked all of you." Suigetsu grit his teeth at the news, Karins eyes widened, the only ones calm were Sasuke and Jugo.
"The Eight Tails Jinchuriki sure pulled a fast one on all of you." Madara said with a small laugh. "I must say I'm very disappointed, here I thought the four of you had potential as a team."
Sasuke clenched his fists, he hated to fail at anything and he hated being looked down on even more but as he went over the events of the battle he realised that Madara was telling the truth. The Jinchuriki from Kumo had indeed managed to escape and that angered the Uchiha.
Suigetsu broke the silence as he marched forward. "And what the hell do you want us to do about it, we did our job." Madara ignored him. "You will fulfil your promise to me Sasuke, but I'm not interested in the Eight Tails anymore, I have a new target for you."
"And If I say no." Sasuke asked daringly. Madara smirked under his mask. "Then you'll have face me if you wish to make it to Konoha, however all four of you are no match for me."
Sasuke paid no mind to Madaras claims as he launched forward, Sharingan blazing and his Chidori activated, only for him to pass right through the masked man, eyes widening at the power the man in front of him wielded he landed on the tree opposite him.
"Anyway it's too late to go to Konoha now." Madara continued as if nothing had happened. "What do you mean." Sasuke asked glaring at the older Shinobi.
"I mean there is no more point to your goal anymore. It's futile, sadly for you." Sasuke continued glaring at the man. "What are you talking about Madara."
"Konoha has been destroyed Sasuke." There was a silence as Team Taka absorbed the information before Karin asked. "What do you mean destroyed how?" Madara was about to explain before Zetsu appeared out of nowhere, tho no one was surprised to see the spy.
"Allow me to explain, Lord Madara." Madara turned head towards Zetsu. "Ah you've returned, I assume you've done as asked, so who is the new Hokage, is it Danzo." Zetsu faced his master. "During my assignment I discovered there were three people in the running, two of which I mentioned, both Danzo and Kakashi, however the third was Naruto Uzumaki."
Sasuke's eyes widened at the inclusion of his former teammate, as did Madara's. "So who was chosen." Asked Madara. "In the end the Nine Tails Jinchuriki was chosen as the Sixth Hokage."
Madara laughed at that piece of information, it would seem his plans were changed yet again. "Are you certain of this Zetsu." Zetsu nodded. "I am his power has certainly reached that of a Kage." Madara sighed as yet another wrench was thrown into his plans but it mattered not. "Naruto has just jumped up to the top of my priority list."
Sasuke was filled with turmoil he couldn't believe that the Dobe had become the Hokage much less have the power of one. He had seen Naruto and Sakura a few months ago just after their Battle with Orochimaru at Tenchi Bridge.
During Their Battle, Naruto was nothing compared to him. Even with the help of the other three there he could of defeated them easily now it would appear things had changed and he hated that, he loathed being outshined and the thought that it was Naruto that had filled him with rage, how could the deadlast of all people have become so powerful, at one point he considered the blonde to be a brother to him, but he would not allow Naruto to exceed him in anyway.
Sasuke cleared his head of those thoughts, before he could deal with Uzumaki he had to know what happened. "I don't care if Naruto is Hokage, tell me what happened to the Village." He demanded, Madara glanced at the Young Uchiha.
"I ordered one of the Akatsuki members Pein to attack Konoha, it would seem both you had Pein have caused a commotion in the five nations, after your attack on the Eight Tails and Peins attack on the Nine Tails, the nation's have been in distress, no longer are Konoha and Suna only seeing us as a legitimate threat, at least two more have begun to counter our actions."
Zetsu interrupted. "Allow me to explain Lord Madara." The masked man nodded for Zetsu to continue and explain he did explaining the battle between Naruto and Pein, the four were shocked at the amount of destruction caused and Naruto's growth as a powerful Shinobi, they were all shocked to learn that Pein also wielded the Rinnegan, they couldn't believe Naruto was able to defeat a man of that calibre.
Suigetsu looked at the plant like creature. "Are you sure it was Naruto did all that, Sasuke claims that Naruto is fairly weak." After Zetsu nodded most of Team Taka shivered at the thought of someone having that much power.
"I assure you its the truth, Naruto's powers have grown exponentially since he learned Sage Mode. He might even be stronger then you now Sasuke."
The Uchiha glared at Zetsu. "I don't care about any of that, tell me about this Summit that the Raikage has called for." Madara looked at Sasuke a gleam in his eye. "This could prove beneficial for the Akatsuki."
Suigetsu looked at Sasuke in confusion. "What does the summit matter for, isn't our mission to kill Danzo and the Elders of Konoha." Sasuke scoffed at his teammate, "You wouldn't understand Suigetsu None of you would."
"I believe I can offer you a solution to your problem Sasuke." Madara interjected. "The Akatsuki and I, already have plans to attack the five Kage summit, originally It was meant as way to send a message to the Kage and do a bit of damage to them, but with the Nine Tails Jinchuriki as the Hokage, this could serve as the best time to capture him, so tell me young Uchiha, are you interested in rejoining me."
Sasuke grinned at Madara, "You can count us in Madara, but on one condition, I'm the the one that fights Naruto." Madara smirked "Deal." And with that they made their way back to the Akatsuki hideout.

Konoha.
The three Kumo Nin, stared at the destruction around them. "Samui is...is this really Konoha." The lone Jonin looked just as bewildered as the others but manage to reply. "I believe so, just look at the Hokage Monument."
Karui snapped out of her shock as she yelled. "What the fuck happened here." Samui shook her head. "I'm not sure Karui, but come on we should be heading to the Hokage office."
As the trio walked through the village they couldn't help but wonder just what had happened, Konoha was once regarded as a symbol of power, it was the most powerful of all the five great nations, but looking over all this destruction, they couldn't help but wonder if that would still be the case and if not what nation would claim that title.
As they made their way through they overhead the whispering and speculations as to their presence within the village but they paid them no mind and walked into the Hokage Tower and the receptionist showed them the way.

Naruto was in his office getting ready for the Council meeting, when someone knocked on the door before opening, he was surprised when three Kumo Nin walked inside. "Thank you Shizune, you're dismissed." Shizune nodded and stepped back outside closing the door.
The three Kumo Nin were surprised to see only one person around their age within the office, Samui was confused but spoke up. "We have a message for The Hokage, we were told she would be here. "
Naruto smiled grimly "I'm afraid you're looking at him." Karui stepped forwards "I'm not in the mood for jokes whiskers, where is Tsunade." Naruto's chakra flared throughout the office as cracks appeared along the walls. "I would recommend not calling me that again Kumo nin." All three of the Kumo nin jerked back at the amount of Chakra not even there Sensei had this much.
"My apologies, Karui sometimes doesn't know when to not speak. We were expecting Lady Tsunade, could you tell us why she isn't here." Naruto stopped his Chakra flow and turned to the only other blonde in the room.
"Unfortunately during an attack by the Akatsuki a couple days ago, Lady Tsunade fell into a Coma, I have since been appointed as the Sixth Hokage." The blonde Kunoichi nodded and stepped forward. "Lord Hokage, my name is Samui I am a Jonin of Kumo and currently lead this team, these two are both Chunin and are called Karui and Omoi
Naruto inclined his head in greeting "A pleasure to meet you Samui-san, might I enquire as to the message you mentioned." The Jonin nodded and handed him a letter. "It's about our mutual enemy the Akatsuki." Naruto nodded and opened the letter reading out its contents to the room.
To Lady Tsunade, Fifth Hokage Of Konoha
I write to you as a few days ago my brother the Jinchuriki of the Eight Tails was captured by the Akatsuki a team of four was sent to capture him unfortunately we could only indentify one of the assailants. In response this attack I have called for a five Kage summit I hope that you will be in attendance to discuss the matters pertaining to the Akatsuki. I also request that you name Sasuke Uchiha as a missing-nin and place him within the bingo book as a response to the attack on my brother.

A, Raikage of Kumokagure
Naruto stared at the letter in absolute shock. "And you are certain it was Sasuke who did it." Samui nodded. "We are Hokage-sama, he matched the description and he wielded the Sharingan." Naruto closed his eyes in despair "what the fuck are you doing Sasuke." He thought distressed about the situation. Taking a deep breath he opened his eyes and looked over at the Kumo Shinobi. "You may inform the Raikage that I shall attend the Summit meeting, however I cannot give my answer to Sasuke just yet."
Samui looked at the Hokage in confusion. "Might I ask why." Naruto leant back in his chair. "I am meant to be attending a meeting with Council right now, as such I would like to first bring this to their attention and get their advice on the matter, I am afraid I cannot make the choice myself because it would be a bias one, Sasuke was a member of my Genin team before he defected and is like a brother to me as such I feel it would not be prudent for me to make this decision alone where emotion could prevail."
Samui accepted the answer. "I will inform the Raikage of my decision regarding Sasuke Uchiha at the Summit. For now I have a meeting to get to so if you'll excuse me." Naruto waved for hound to show them out as he walked over to the council chambers.

Naruto took his seat at the head of the council. "Apologies for my late arrival, a last second meeting popped up that couldn't be avoided." Koharu merely smiled from her seat "No problem, Hokage-sama, welcome to your first meeting, I believe it's time to get started." Naruto nodded his agreement. Homura stood.
"Welcome everyone to the first Council Meeting of the Sixth Hokages Reign, I believe it would be prudent to start with a roll call." The civilian side of the council all stood and introduced themselves before the Clan Heads all stood as well
(I assume everyone knows who's clan head of each clan) after the roll call Naruto clapped his hands together. "Alright now that's done I believe we should get started.
"The council muttered their agreement as Homura stood up again. "Lord Sixth, I believe it best we start with your plans concerning the reconstruction of the village. Currently this is our main concern and one I'm sure everyone is anxious to hear how you plan to fix this problem."
Naruto inclined his head as he addressed the room "During these past few days since I was elected as Hokage I've been putting my head together alongside Shikamaru Nara to come up with a method to restore Konoha, the first part of the reconstruction I think we should focus on would be the crater left by the attack. I plan to have to Earth style users resurface the entire area, first and foremost." Mumbles of agreement could be heard as Naruto continued.
"Secondly I plan to recall all ninja away on Recon missions and perhaps border patrol as well, we will need there help with the reconstruction." One member of the council stood "is that all your plan so far." Naruto shot the man a glare.
"Of course not, just the start, as you all know, Captain Yamato has the Wood Style of Lord Hashirama. With this unique ability I plan to have him lead the reconstruction effort his wood Style will be invaluable with the rebuilding efforts. I myself will oversee the project."
Shikaku stood. "That is a solid plan, Hokage-sama, might I also suggest asking some of our allies for help. To speed up the process." Naruto grinned at the elder Nara.
"I'm glad you brought that up, I actually plan to send a letter out to the Land Of Waves and request for Tazuna to come out and help. I might also send a letter to Gaara, the Kazekage and see if he is in a position to help us as well." However they aren't the only two I could ask, during my days as a Genin I took part in many missions that allowed me to establish connections with certain people and places, I shall be reaching out to see if they will help speed up the process."
The council had a bit of a problem with him mentioning Konan, but he managed to convince them that Konan was on their side now. And where more then happy to tell him that if anything went wrong it was on his head. However they were mostly surprised by all the connections he had made with Various different leaders, Political figures and even other Damyios. Only Danzo Shimura remained unimpressed with everything. The man was hoping for Naruto to make a mistake so he could jump in and take over but no chance presented itself for him to do so.
Naruto clapped his hands together and he smiled out at everyone. "Okay with that out of the way I want to talk about a few promotions. I understand that outside of the Chunin Exams and War it must go through a vote of the council." He was met with nods from everyone, all curious as to who he could be wanting to promote. "For my first one, I would like to nominate, Konohamaru Sarutobi, to the Rank of Chunin for outstanding performance and bravery during the invasion. During which he managed to singlehandley defeat one of the Peins a feat not even the Jonins managed." Mutterings could be heard as everyone thought on it. "I have another suggestion I want to get them out of the way first before we vote."
"To the promotion of Jonin I nominate, Shikamaru Nara." The council was surprised by that choice after a lengthy debate they agreed upon the basis of his tactical and strategic mind as well as his leadership abilities. It was also agreed that Konohamaru would be promoted to Chunin." Naruto cleared his throat okay with that out of the way before we close the session, I have one last thing to discuss."
The council looked at the Young Hokage wondering what else there could be watching as the young man took a breath he opened his mouth to speak. "Earlier I mentioned that I had surprise meeting just before the session. That meeting was the arrival of three Ninja from Kumo, in a few days I will be leaving for the Land Of Iron to attend a Five Kage Summit called for by the Raikage to discuss the Akatsuki who have abducted his brother the Jinchuriki of the Eight Tails." Naruto paused to catch a breath before he continued.
"He also requested that we name Sasuke Uchiha a Missing Nin and place him within the bingo books in connection to his association with the Akatsuki and for Kidnapping his brother." Roars of outrage could be heard throughout the chamber at this news Koharu spoke up "are they completely certain it was Sasuke Uchiha." Naruto simply nodded his head before closing his eyes and speaking "They are the description of him matched and they wielded the Sharingan."
A fierce debate lit the halls as the as civilians and clan heads alike clashed over there ideas some arguing that as the Last Uchiha, Sasuke was needed back in the Village, if only to repopulate the Uchiha to keep the Sharingan within the Village and while named a missing nin, may not be possible. While others argued that even as a missing nin Sasuke would not be caught so easily leaving a chance that Konoha could capture him before the other villages, not to mention it would appease Kumo and stop a potential war.
"Naruto stood and flared his chakra to silence the room, "Alright alright, that's enough" he yelled before taking a breath to continue in a calmer tone.
"A vote will now be held to determine whether or not we label Sasuke as a Missing-Nin of Konoha." Silence was held as Naruto tallied the votes it was a close one.
Closing his eyes he took a deep breath before he reopened them. "By a majority of 3 votes, I Naruto Uzumaki, Sixth Hokage hereby declare Sasuke Uchiha a missing nin and will add him to the Bingo book."
