There will be Flashbacks, to show how my oc learns the craft, don't worry about that.

Magic makes a lot of sense for the quirks of this world, science does not cover it at all.

Three Days Later- In a Warehouse

"Surge." Rowan called out, feeling the surge of mana in his muscles rippling outward. A soft puddle of water glowed a deep purple before slowly, barely, lifting off of the ground, staying in stasis for a long few seconds before splashing back onto the ground. "I didn't make anything up, it is real!" He crowed, utterly pleased with himself. "I am not crazy. I need to master this, to do something with it. To become an amazing hero, better than anyone, Star and Stripe and even All Might."

Cackling at his decision, he would continue his path of magic and the craft for the next three years. Though he got no credit for saving the young boy from the car, beyond a scolding by local heroes, he was determined to prove his path.

Magic had been what he needed, a tool to show that Quirks were not the only path to mattering.

Every single day he trained, grateful for being homeless. He learned to move things with spells, start and control the elements, heal and sense the intentions of others. It took years to develop his powers, in fact it was only by year three that he was ready to actually make something of himself. The first year had been impossibly hard. He could barely make things float or move, but things did manage to grow in him as he understood the craft, mana and magic. Year two was all about learning practical applications of his powers and year three was all about increasing his raw power. He was still no powerhouse, but he was no weakling by any means...

Using his magic he stole some money and took a one way plane to Japan, determined to attend one of the two finest Hero Academies in the world, preferably U.A.

He had only ten more months until he could even attend either place. He had to prepare, to take his magical skills and make them hero skills...

Nothing would stop him...

Not a damn thing.
