Accessing S.H.I.E.L.D. File: Superhuman Civil War

Before Civil War:

The Avenger's heroic actions in defending Earth from terrestrial and extraterrestrial threats have inspired many to become heroes. The Avengers began taking young heroes in training as mentees to train the next Avengers.

Some would operate by themselves in their local area. Others will see the benefits of working as a team and banding together to form their groups. Such groups include but are not limited to the Defenders and the New Warriors.

The Defenders are a group of street-level heroes made up of Luke Cage, Jessica Jones (formerly known as Jewel), Danny "Danny" Rand (Iron Fist), and Matthew Michael "Matt" Murdock (Daredevil) operating in New York. Luke Cage and Daniel Rand run Heroes for Hire, a small business licensed by the state of New York providing professional investigation and protection services while barring extralegal activities. Jessica Jones runs the private detective agency Alias Investigations. Matthew Murdock, an attorney at law who operates as the vigilante Daredevil. Together, the Defenders combat threats on the streets that even the law would overlook.

The New Warriors are a group of teenage heroes. Founding members include Dwayne Taylor (Night Thrasher), Zachary Smith, Jr. (Microbe), Robert "Robbie" Baldwin (Speedball), Angelica Jones (Firestar), Vance Astrovik (Justice), and Namorita Prentiss. Dwayne Taylor, an orphan who used his parents' inheritance to create a gadget-equipped suit and skateboard, organized the group to avenge the murder of his parents. Zachary Smith, Jr. is a shy hypochondriac with the ability to communicate with germs. Robert Baldwin, a superhuman who upon exposure to a dimension of kinetic energy gained the ability to absorb and redirect kinetic energy, often in the form of bouncing balls. Angelica Jones is a superhuman with microwave heat-based powers. Vance Astrovik is a superhuman with telekinetic powers. Namorita Prentiss is the cousin of King Ch'ah To Almehen (Namor), publicly known as the Prince of Atlantis (see Talokan file).

Their heroic exploits will earn them the attention of new members to add to their ranks. Such members include but are not limited to Elvin Haliday (Rage), Silhouette Cord, Michiko "Mickey" Musashi and Michael "Mike" Jeffries (Turbo), Carlton LaFroyge (Hindsight), Christopher Powell (Dark Hawk), and Steve Harmon (Slapstick). With their growing number of members, their operations expanded outside of New York. To make ends meet, they star in a reality show about them fighting supervillains and criminals. This will ultimately play a disastrous role in the group's end.

The U.S. government began to fear the nascent superhuman operating under no oversight. Tensions grew following a retaliatory strike on Manhattan for Operation: Secret War and the Hulk's destructive rampage in Las Vegas (see Red Hulk Investigation). In response, they began the passage of the Superhuman Registration Act. This legislative bill will enforce mandatory registration of super-powered individuals with the government and will prevent superheroes from acting unless it was sanctioned by the government. Due to an incident involving an attack on Tony Stark (Iron Man) by Boris Bullski (Justin Hammer), the Anti-Registration gained headway and may have defeated the bill if it weren't for the incident below.

Stamford Incident:

It started with four wanted supervillains who escaped from the Raft after the breakout. Robert Hunter (Nitro), Ralph Roberts (Cobalt Man), Joss Shappe (Speedfreek), and Kateri Deseronto (Coldheart). The supervillains were hiding out in a house in Stamford. Why they were they and what they were planning to do will never be known.

Acting on a tip, the New Warriors launched a raid that is broadcasted for the world to see. Individual interviews show that the Warriors at the time felt that the villains were out of their league. But the network and others in the group thought it would be great for ratings. Upon Coldheart discovering them, the New Warriors launched the raid. One by one, the villains were brought down. The last one is Nitro, whom Namorita slammed into a bus. From the recovered footage, it appeared that Namorita chose to take the opportunity to taunt Nitro, giving the latter enough time to set off a massive explosion with his powers.

The resulting explosion destroyed several city blocks with Stamford Elementary at the epicenter. Casualties include three of the New Warriors (Namorita, Night Thrasher, and Microbe), and the supervillains he was with, with sixty Stamford Elementary children among the six-hundred civilian casualties.

Civil War:

Following the Stamford Incident, public sentiment towards the superhero community plummeted. All surviving New Warriors were widely regarded as "baby killers" by association. Blaming his teammates for the incident, Hindsight betrayed them by releasing their secret identities through the website "Destroy All Warriors", and almost as many were killed by lynching as by the explosion in Stamford. This incident has led to the passing of the Superhuman Registration Act. Although under fire for failing to prevent the Stamford Incident, S.H.I.E.L.D. seemed to have assumed the brunt of enforcing the act under acting director Maria Hill.

Not even the Avengers were immune to the regulations of the Act. Tony Stark felt that it was reasonable that heroes have proper training and oversight, that the casual self-policing the superhero community had was insufficient, and that it is now impossible to resist this change in the political landscape. Captain Steve Rogers (Captain America) argued against it, saying that heroes need to operate independently of direct government control because when politicians control the heroes, they could decide who the villains are. The Avengers became divided among opinions with only Thor Odinson and Bruce Banner (Hulk) absent at the time.

During the signing of the Superhuman Registration Act, a bomb hidden in a news van detonated killing nearly everyone in attendance. Recovered CCTV footage implicates James "Bucky" Buchanan Barnes (Winter Soldier). Pro-Registration Heroes led by Tony Stark are sent to apprehend him. Anti-Registration Heroes led by Captain Rogers aided and abetted his escape. Investigation revealed that Baron Helmut Zemo is behind the bombing and framed James Barnes for it. He lured Captain Rogers and Tony Stark to a facility where he revealed that James Barnes killed Howard and Maria Stark. This revelation drove the two Avengers to trade blows. Even though Zemo was captured, he succeeded in fracturing the Avengers and causing them further into civil war.

Captain America went underground along with other Anti-Registration heroes that the public dubbed the "Secret Avengers". They apprehended criminals while evading the opposing heroes and the new S.H.I.E.L.D. Superhuman Restraint Unit, otherwise known as "cape-killer" units. They will be assisted by a group called "Caterpillars", a group of S.H.I.E.L.D. agents operating under the command of the missing Director Fury.

Iron Man led the Pro-Registration heroes into apprehending "rogue" and unregistered heroes including the ones who sided with Captain America. He is joined by George Tarlton and Monica Rappaccini, head scientists of Advanced Idea Mechanics, who designed a negative zone prison to detain superpowered criminals. To expand their ranks, A.I.M. utilized nanite technology to mind control supervillains that they've captured into serving the Pro-Registration side.

The Civil War met its end during the second Battle of New York. Captain America led a prison break from Prison 42, freeing incarcerated heroes into the center of New York City. The Secret Avengers are joined by Namor and his army in a clash against the pro-registration side. As the battle raged on, the city became badly damaged along with civilian casualties. Realizing how much damage the fighting caused to the general population they wished to protect, and wishing to avoid any more unnecessary bloodshed, Captain America surrenders with the Anti-Registration following suit. Many of the Secret Avengers were given amnesty by the government while Captain America is placed in jail.

Aftermath:

Two weeks later, the newly appointed leader of the Avengers, Tony Stark, officially launched the 50-State initiative. Each state will have a S.H.I.E.L.D.-sponsored superhuman team for each state. Heroes-in-training must be sent to Camp Hammond to learn how to respond and adapt to different situations. This will last until the conclusion of Operation: Secret Invasion.

With America having won the Superhuman arms race, UN Secretary-General Thaddeus "Thunderbolt" Ross, former U.S. General and leader of the Hulkbuster unit, will push for the creation of legal documents to place superheroes under international control. It will be averted following the revelation of his actions as the Red Hulk.

With superheroes focused on fighting each other in the Civil war, several criminal organizations took advantage of the conflict to rise to power. Wilson Fisk (Kingpin) expanded his organization to become stronger than any Maggia family in the New York Area. Parker Robbins (The Hood) would gather costumed criminals to form his criminal enterprise. A.I.M. will partake in illegal experiments such as synthezoids and adaptoids to replace "inherently violent" superhumans.

Steve Rogers is later assassinated while he was being led to the courthouse to stand trial. Following his funeral, John Walker is selected by the U.S. Government to don the mantle of Captain America and his shield. However, he had been replaced by a Skrull sometime between then and Operation: Secret Invasion.

Unbeknownst to the world, Steve Rogers had survived. His death was faked by Nick Fury, who orchestrated the plot to recruit him and several others into Operation: Secret Invasion. An operation meant to combat the invasion of a hostile faction of shapeshifting aliens known as Skrulls.

Since you've all been waiting a long time, I figured I should do a little background lore in this Marvel Universe with its christened name Fury Files. It was that or another Deadpool's Delete it or Don't. Guess which one I went with. After talking about it so much, I figured I should just go with the Civil War. Mainly the Stamford Incident serves as a cautionary tale for any aspiring superhero on the dangers of recklessness and arrogance along with the consequences.

To answer the unspoken questions, yes, I will be using the MCU version of Namor the Submariner. Honestly, this helps differentiate from the DC version of Aquaman greatly. Also, Talokan is kept a secret and the public believes that Namor is the King of Atlantis. They are still secretive about their kingdom.

Regarding Baron Zemo, I will leave you with a riddle. Is the man under the mask the same villain who fought Captain America in WWII or someone else entirely?

I acknowledge that it has been a while since I've updated my fics and I would like to apologize. Lately, I've been blaming some personal issues. Then I realized that the problem was myself…mainly my focus. I've created so many fics that I've neglected the others. Not once did I complete any of them before I thought of a new fic to publish and delete ones that I've either grown bored of or else felt I messed up. This cannot go on nor can I ignore my true calling.

Taking inspiration from a certain Sith Lord, I have implemented the Rule of Two. From now on, there can only be two ongoing fics at a time—no more, no less. Once one is completed, another shall take its place. By the time I've published this, I would've already deleted some stories to enforce this rule. Honestly, I should consider changing my username to my Sith Name. Or maybe not. Understand that doesn't mean the end. I can make no promise, but there may come a day when I revive a fic after I complete one.
