Chapter 12 HYDRA strikes back, traitors uncovered
Author's notes I do not own Marvel just the idea for this fic which is set in an AU Along with my OC's Jack and Graham Williams and others who might show up in this fic in future chapters like The Serpent. Also, some characters will be OOC in this story.
Also, I normally do not do this, but considering some reviews on the last chapter, with speculation. I am going end that right now by saying the following in regards to that.
Quest: In this AU, the CIA and SHIELD working together against HYDRA, will not mean bad news for Wakanda, as in this AU everyone else among the other nations of the world, wants to be Wakanda's new best friend, so there will be no efforts by the US to mess with Wakanda, or steal their Vibranium, especially as mentioned in earlier chapters, Wakanda is already supplying Vibranium to SHIELD to help with planetary defence.
Plus, this is AU, so Valentina has no desires on taking Wakanda's resources for the US like in the film Wakanda Forever.
HexcodeF11B54: I have never actually read any Marvel comics, not many comic book shops in Ireland, my knowledge of Marvel is limited and comes from animated shows, live action shows and the movies only, so what might be the case in the comics, is not the case. In my fic, SHIELD are the good guys, they just do morally grey actions because they have no other choice, plus against the likes of HYDRA, pure evil, I doubt many would be upset at HYDRA members getting their just desserts. And a lot of my readers in the past have liked when I have good characters do morally grey actions, it is realistic.
And lastly, Guest: Who asks about my OC Kim Mao-Chae, he is not the South Korean President, he is now, a member of the National Assembly, who is running for President in upcoming elections. Now, I did originally plan to have him show up during the subplot involving North Korea, but with my writing process. I go with the flow and things went in a different direction. So, he did not show up again during that minor arc.
He is after all a minor character, who I originally came up, as the individual who is behind the Sokovia Accords, after all, someone had to have gotten the ball rolling on that in the MCU. So, I wrote him as the one behind it.
Plus, he feels sympathy for Zemo, as he understands his loss and why anyone would feel motivated to do what he did, not condoning it, but sympathising with him.
To all reviews going forward, you like my story, please just say you like it, do not ask questions like it is an inquisition please in the future.

Wakanda
T'Challa entered the room where The Tribal Council was, the heads of the Five Tribes were there, as was General Okoye, with US Ambassador Dominic Walsh sitting nearby with his new head of security Everett Ross.
T'Challa sat down and asked "How people died in this attack by HYDRA?"
The head of the Merchant Tribe replied "The last update is 50 people dead, dozens more injured in the attack. How many of this HYDRA strike force were captured?"
T'Challa answered "Only one taken alive, the one, I subdued myself, who was the man in charge. General, is he answering our questions in the interrogation?"
General Okoye was silent before saying "He has not said much. I am hesitant to order those questioning him to use other means to make him talk. Your majesty. Maybe it is time to use the Energy Siphon Daggers on him, to make him tell what we want to know."
T'Challa was silent for a moment at that and no one else said a word, US Ambassador Dominic Walsh asked "What are they exactly?"
Okoye answered "Devices that can be used for interrogation. They allow the interrogator using them, to manipulate the cognitive functions of prisoner's minds, to aid in interrogation. But using them carries a risk to the prisoners, of brain damage, possibly permanent. So, the use of them can only be done by royal order. In times of extradentary threat. I would say this attack by HYDRA qualifies as such a time."
T'Challa stood up from his throne and walked over towards the window, looking out of the city, remembering what happened, what HYDRA did, all those who died, knowing they needed answers and had to learn what HYDRA was up to, if more attacks were on the way. He has a duty as king to protect Wakanda, T'Challa said "You have my permission to use the Energy Siphon Daggers on him."
Not long after that, the meeting of the Tribal Council ended and US Ambassador Walsh told T'Challa that US President Ellis had been told what happened and that he and all of America offers their condolences for what happened today to the people of Wakanda.
T'Challa thanked him for that and as the ambassador left as the king of Wakanda looked out again over his home and swore HYDRA would rue the day, they decided to come after Wakanda.
Seoul, South Korea
National Assembly member, Kim Mao-Chae smiled as the TV interview began, as the interviewer from CNN was doing a piece on him, the man of the moment.
The interviewer asked "Assemblyman Kim, you have in the last few years have been an outspoken voice, wanting people like the Avengers, Inhumans and others to be held accountable. In fact, it is now nearly 2 years since legislation passed in the National Assembly introduced by you, wanting Inhumans to register and those who want to join the police, creating the special task group on crime in the Republic of Korea. Within months crime dropped to record lows in the country and other countries followed your example to great effect. This laid the ground work for what would be the Sokovia Accords. Critics have been quick to cast blame on you for what happened with the Avengers over the Accords. What do you say to them?"
Kim Mao-Chae said "They blame me for what happened with the Avengers. Captain America, Steve Rogers, and those who follow him. Only have themselves to blame for what happened. He is a man out of time, stuck in the past in a backwards way of thinking. He is a product of his time, very naïve to the world. Heroes like the Avengers cannot just be allowed operate on their own, without answering to someone. I figured as a military man; that Steve Rogers would know there is such a thing as chain of command for a very good reason. What happened in Nigeria, a mission done to stop a threat, without cooperation of local authorities, to help contain the situation. Not even a heads up that they were even in the country, or that was a threat in this man, Crossbones, and his men, that steps could have been taken to prevent what happened. That is recklessness and pure arrogance."
Kim took a deep breath as he remembered what happened to Ko, his wife to be in Washington DC before he continued "Some people if they want, can believe this claim they have that I am to blame for what happened with the Avengers. If they want, but you know, I know and a lot of people around the world know that is not true. Steve Rogers himself is to blame for what happened in his refusal to listen to what the world demanded. We demanded some accountably for those who are meant to protect this planet, if other threats like the Chituari, or something like Ultron comes here from space. So innocent people are kept safe and do not die in the crossfire. It is not much to ask that heroes like the Avengers, work with law enforcement. Better that, then more recklessness that leads to more innocent people dying needlessly when it can be prevented."
The interviewer smiled and asked a question she had "With the upcoming Presidential elections here in the Republic of Korea. Polls show you are topping opinions polls and so far, are running as an independent candidate, despite offers from the two main political parties, People Power Party, and the Democratic Party to run as their candidate in the election. Are you seriously considering either of those offers?"
Kim was silent and replied honestly "I have been approached by factions in both parties to run as their candidate, I am grateful for the offers and I am considering my options. The Republic of Korea is entering into a new era, with what has happened in the North. There is a true chance now for Korea to finally unify, to become whole again. For the first time in decades, a way forward can be found for peace. That is something everyone in the Republic of Korea, should strive for. A time where we all put, the country before party and walk together hand in hand, to the future. Whatever that may be. I know in my heart that I can lead, this great country into a new golden age, as history is unfolding before us even now."
The rest of the interview went well as Kim answered all questions truthfully and honestly and left for dinner at his favourite restaurant, where he would meet privately with members of the Democratic Party, he was going to accept their offer and run as their candidate in the election.
But it would come with conditions, that they work with their rivals the People Power Party, for the good of the country after what happened in the North as the DPRK regime has all but collapsed.
Moscow, Russia
The world's media were covering events going on in Russia, for the last week, mass protests were taking place, people were out on the streets in mass, demonstrating against the Russian government, demanding reforms.
The Russian government had tried their usual tactics to crack down on them, but they were not having the usual affect and the crowds got larger.
Amid all of them, several individuals in Russian military uniforms got inside the Kremlin itself. Security was light as a lot of usual security was now helping riot police try and contain these protestors, on the orders of the Russian President himself. Things were getting desperate for the Russian government, amid reports some army units were refusing to obey orders in some parts of the country.
The security still around did not even bother to check the packages that these officers carried with them. Must be new hires, or just incompetent at their jobs.
The HYDRA operatives nearly laughed at how easy this was so far.
The HYDRA members had the layout of the building from the corrupt members in the Russian military who always looked to make more money for themselves, even if it meant treason. As long as their pockets were lined.
Once the bombs were in place in key points of the building and the HYDRA members set the timers for a half hour, which gave them enough time to get away.
When the bombs went off, citizens in Moscow watched in shock and horror as the Kremlin was bombed and the media reported on what happened to the world.
The Serpent smiled as he saw the news of this happening live on TV, reported by CNN and Sky News, HYDRA had just sent a message to the world, HYDRA was not dead, far from it, they might be knocked down, but not out of this fight against all their enemies.
Suddenly his burner phone got a text message passed on from one of their operatives in the US, he had some info that The Serpent was going to find very interesting.
The Serpent made a phone call to the operative and asked "What info have you found?"
SHIELD Blacksite
One of the traitor CIA agents who worked with HYDRA was brought into an interrogation room, handcuffed to the desk and his demands for a lawyer were ignored by the SHIELD agents.
The dark room, lit up as lights turned on and he saw that across the room from him, was none other then Natasha Romanoff, the Black Widow herself.
The CIA agent laughed "What are you going to do? Try and seduce me to confess, threaten to harm me."
Natasha sat across from the traitor, showed a folder to him saying "You were not as smart as you think you were to hide your greed. Before your old employer handed you over to us, they were days away from arresting you for corruption. They suspected you of treason and had this evidence to back it up. Nice home, a good family, nice vacation home and you cheat on your wife with another woman, plus they found your offshore bank accounts in the Cayman's."
The traitorous CIA agent was shocked at this revelation and asked "I assume that because you aren't torturing me for info, that there is a deal on offer for the first one to talk first, but a time limit on the offer, as others are being presented with the same offer even as we speak."
Natasha nodded and the agent gave up the ace in the hole he was holding for a situation like this saying "HYDRA is looking for any and all info on the Super Soldier Serum, for a project their leader has running, Project Resurgence. The man in charge is obsessed with it. Before I was transferred to your custody. I did pass on info to HYDRA. A name they might be interested in, who is on a CIA watchlist, Dr Wilfred Nagel from the city state of Madripoor, he has been doing research into the serum."
Natasha started to walk out of the room as the traitor asked "So am I free to go?"
As she left, two CIA agents came in, to take the traitor back into custody, they had questions of their own this cooperating traitor was going to answer for them elsewhere.
The White House
Maria Hill sat outside the Oval Office, waiting for her 5 minutes alone to talk to President Ellis, things were a bit hectic right now with what happened in Moscow not long ago.
She thought over what she had learned from the secrets Graham had kept and knew what do with the knowledge she now possessed.
After an hour of waiting, a White House staffer told Maria that President Ellis would see her now and led her into the Oval Office where the President himself was waiting for her.
The President of the United States was silent before asking Maria "Why did you want this meeting exactly?"
Maria got right to the point saying "After my late former father-in-law, your advisor Graham Williams died. All the classified info he has, everything passed into my possession. I simply want to make the same arrangement with you, that you and other Presidents going back to Ronald Reagan had with him. I will keep this information to myself. In return, you will appoint me, as the official liaison between the US government and SHIELD, So SHIELD will have a seat at the table, now and forever. As a sign of good faith, I will hand back over to you, some of the classified info about your administration having several members of the Russian FSB handed over to the custody of Ukrainian intelligence. That secret can stay hidden."
President Ellis was quiet for a moment before he said "You have a deal. SHIELD will have a seat at the table, as you wish."
Maria took out an envelope from her bag, that contained the info she just mentioned and put it on the desk, before leaving the Oval Office with a smile on her face, SHIELD would remain in its position of strength for a long, long time.
SHIELD HQ several hours later
Director Phil Coulson alongside, Deputy Director Melinda May were watching the news on TV, reports were coming in on what happened in Moscow, but also reports of bombings happening in China, Argentina, Brazil, Mexico, Slovakia, Austria, and Vietnam. Plus, the HYDRA attack on Wakanda that happened before the bombings in Moscow.
The attacks were coordinated, hundreds of people were dead, many more injured.
One of the news stations reporting what happened, then put up video that was just put on social media by the people behind this wave of death and destruction, it was HYDRA.
Video on Twitter was played by the news station and in front of a large HYDRA symbol, a man in a black suit wearing a black skull mask, with red eyes was sitting in front of the camera saying "What happened today. In Moscow and elsewhere in the world, is just the beginning of HYDRA's retaliation. Our enemies think we are beaten, we are weak and ready to be killed in this war. HYDRA is still strong and what happened today is only our first salvo. SHIELD and the world that loves them now, will learn what true terror really is. Your cities will not be safe! Your streets will not be safe! You will not be safe! The world will learn to fear us! Hail HYDRA!"
The news broadcasters talked about this threat from HYDRA being made and how SHIELD and the Avengers would be able to combat this threat HYDRA was posing, another person who watched that video on the news was King T'Challa in Wakanda who wasn't going to let what happened go unanswered.
He contacted General Okoye and asked what info the prisoner was now giving up, when the Energy Siphon Daggers were used on him.
General Okoye answered "He gave up everything, after some pressure was used. He has not been left with brain damage, so he will be able to spend the rest of his life in prison for his crimes against Wakanda and its people. It seems HYDRA split into two factions, this man Atoea took over all HYDRA bases in Africa, while the rest of HYDRA was taken over by someone called Madame HYDRA in a deal, they made together to grab power in the organization."
T'Challa was then told that in the questioning, they had the locations of all the HYDRA bases in Africa and that teams were ready to go on his orders.
T'Challa told General Okoye to have the teams on standby for now, he was going to contact US Ambassador Dominic Walsh, let him know what they learned, so Wakanda's allies had this info on HYDRA, HYDRA after all was a threat to the world, not just Wakanda, plus he had an idea in his head forming, a joint operation between Wakanda and the US against HYDRA bases in Africa.
It was an idea the ambassador liked and soon President Ellis was told about this plan and all in favour it, a joint operation to go after HYDRA, show the world that HYDRA could and would be defeated.
Plans were made for strike team of US troops at army bases in Africa and Wakandan Dora Milaje to strike the HYDRA bases on the continent, HYDRA was about to pay for the price for their crimes.
One of the first HYDRA bases attacked would be one in the country of Kenya, through the US, Wakanda contacted Kenya's government to get approval for their forces to go after HYDRA, the request was quickly granted considering HYDRA's attack on Wakanda, to avoid any diplomatic incidents from occurring.
The Dora Milaje team headed to the HYDRA base in Kenya, but when they arrived, they were surprised at what they found. Over a dozen HYDRA members were dead throughout the base or were badly beaten, the team contacted T'Challa to let him know what they found.
One of the HYDRA members still alive was woken up and asked "What happened here?"
The HYDRA member in fear for his life answered honestly "Captain America, he and his band of outlaws happened."
T'Challa was shocked at this news as was US Ambassador Dominic Walsh when he learned of it, they now had a lead on where the Rogue Avengers were.
Within an hour, the news got to Tony Stark from SHIELD Director Phil Coulson who had approval to go his team, plus the Guardians of the Galaxy to start hunting for the Rogue Avengers.
The chase is on.
