The commissioner and the Rusherz
April, 30 1920; White-house...
Man: Alright. This is it.
The man stood in front of the door. Though nervous after what he had heard from the Cardinals he were more optimistic to meet the mysterious protectors of the energy said to help the universe. He was to take over for the current Commissioner next year so this will be his first major The door opened as the servant nodded.
Servant: Mr. Joseph Carr, welcome. We have been expecting you, please this way.
Carr nodded as they followed the servant inside.

In the meeting room, The Rusherz were talking amongst eachother with Swoop feeding the small rabbit. It was there the door knocked.
Liberty: Yes?
A servant opened the door nodding.
Servant: You all have a visitor.
Stampede: *confused* A visitor?
Servant: Yes, he had called the president with wishes to meet you all.
They were all confused, but nodded.
Freefall: Alright then.
The servant opened the door and the man walked in. He took off his hat and starred in awe.
Joseph Carr: Well I'll be, so these are the famous Rusherz of the core.
The Rusherz were a bit wary of the man, but kept cool and professional.
Scavenger: Um-Yes. I had no idea we were famous?
Joseph Carr: Words spreads fast in the sports world. I was also told much about you from the Cardinals owner O'Brien.
This caught Peck's attention.
Peck: You know Chris?
Joseph Carr: Yes. Forgive me for the confusion gentlemen. Allow me to properly introduce myself. I am Joseph Carr, soon to be commissioner for the American Professional Football Association.
Pillage: *eye raise*-That's a pretty long name there.
Joseph Carr: Yes very long name. I am hoping to make some changes once the votes come in.
Fang: So-you NOT a commissioner as of yet.
Joseph Carr: Yes, but by the looks of it, it shall come into fruition in about a year.
They nodded as they all calmed down.
Pack: Forgive me for asking but-Why are you here?
Joseph Carr came in and closed the door.
Joseph Carr: As I'll be commissioner, i wished to meet the famous beings from the stars since we will be working together.
Swoop:-*Realization*-Peck's team is apart of your league.
He nods.
Sonar: So this means you will be in charge of what goes on in the league.
Now THAT caught their attention. Liberty, Stampede, and Freefall looked at one another an nodded.
Liberty: *offering a chair* Please, have a seat.
Carr nodded as he sat down with the rest following.
Freefall: By the looks of it you wish to ask us some questions yes.
He smiled as he brought out some papers.
Joseph Carr: Well to be honest, there's been alot of disputes with the current commissioner. Like i said what is to come when the votes came in, so i wished to meet with you and want to show you some ideas. *The Rusherz looked at the papers as he went on* We should have a HQ in Ohio as it is there where Football was born here on Earth. We can have league constitution and within and by-law give the teams territorial rights as well as developing membership criteria for each franchise. We'll need TO have clear champion of the season so that will also be looked at and recorded. I am wishing to in the future have stranded player contacts like the ones used in baseball, to make sure players could not just jump from one team to another-
Liberty: Perhaps it would be a good idea to also have them with someone to help with the process of changing teams as well.
The Rusherz were, needless to say, Invested immediately.
Joseph Carr: I agree, a free agent would be beneficial to this. We can introduce a reverse clause with this-*Realization* Hold on you are okay with these ideas?
Stampede: *nods* Some we have questions on but, given your gonna be running the league, it is up to you to see through whatever bumps comes your way. We will act as the compass and give our opinions.
Joseph Carr was speechless there. Everything he was about to say next froze as the Rusherz looked over his ideas.
Joseph Carr: I-This is-Thank you.
They looked at him at this.
Joseph Carr: I-I am going to be honest i was worried about this for a while.
Spot smiled as he-to his surprised-jumped up to him and purred with the Rusherz chuckling.
Joseph Carr: *stunned* They purr. These feline Rusherz can purr?
Fang: Of course. Feline and Bird Rusherz can purr, you and the others still have much to learn.
Joseph Carr: S-So, you wish to see me more often.
Freefall: *nods* Yes, it would be beneficial for us and the leader of all the teams to meet and talk about important information and objects for the league.
Lasso: Say this is the official first meeting if you like.
Joseph Carr had a look on his face that made the Rusherz chuckled. He soon joined in.

All present in the room sat around, finished with the paper work.
Talon: Ah, that was so much. I can't beleive I'm saying this but give me Blitzbot any day.
Freedom: We're gonna have to get use to this.
Liberty: *nods* Now then. Let's begin with a objective we been talking about. Mr. Carr, are there any teams willing to host or create a team for us Rusherz.
Freefall: *shows him the letter to Blow-Torch* We already got a man with the last name Rooney who is wanting to make a team in Pittsburgh with Blow-Torch.
Joseph looked over the letter, nodding.
Joseph Carr: Very promising. I do wish for the league to expand, so this news is very good.
Blow-Torch: I'LL, be the judge of that.
Joseph Carr: Fair enough, this is you call. Now as for any other team-I did hear from the Cardinals owner that another football team owner, Mr. Halas, wishes to contact a Bear Rusher named Grizzly?
Grizzly rose his hand at this, the commissioner nodding.
Grizzly: This Halas wants to meet me?
Joseph Carr: Yes. He has plans to change up the team and he want to include you to the new changes.
Grizzly was speechless, before Pack nudged him smiling.
Pack: Ya hear that, you might be getting you team soon too!
Joseph Carr: As to you too, Pack.
Pack turned fast as Joseph Carr handed him a paper.
Joseph Carr: Mr. Lambeau's team is planning on joining the league next year, and said he would like to start their first season with you.
Pack looked at the number, shaking. Grizzly smiled as him.
Grizzly: Looks like we're both gonna be joining together.
Pack smiled nodding.
Stampede: So, then it will be three Rusherz with teams next year with the prospect of a team for Blow-Torch in the works.
Joseph Carr: Yes. With this being Peck's first season it will be starting in September 26 and end December 19.
Pillage rose his hand there.
Pillage: Gonna be honest Joe, KINDA a short season don't ya think.
Joseph was about to think, but then was left pondering with that.
Joseph Carr: He's right, maybe when we have stability we could extend the season. Maybe play into January-
Liberty: AS much as we love the idea LET'S first see how the next years go. We can extend the season when we know the league is at a stable pace.
Joseph nodded in agreement.
Freefall: What about the medical aspects of the game.
THAT indeed was a question.
Joseph Carr: Medical staff IS A MUST. All teams must have them in their rooster.
Swoop: That is very good to hear-but, well, Freefall.
The Seahawk nodded.
Freefall: The medical installments on earth is, small to be honest. I am unsure how the medical staff will be able to handle the, severe situations.
He sighed, Freefall made a very valid point.
Joseph Carr: I'll admit, i may not be around to see how the league will change with the improvement and updates on the medical field boys. But I know that this is an issue that will need time to help improve.
Freefall nodded, understanding the answer.
Freefall: Thank you for your honesty.
Joseph smiled as he looked at the Rusherz.
Joseph Carr: Well, I think we have gotten alot accomplished today. A pleasant surprise to be honest.
Rampage: Yeah, gotta say this has been a huge help to us. We now have a clear game plan on what to do next.
K-9: And we gonna have teams helping us sooner than expect.
They all got up, Liberty going up to Joseph Carr and grasping his hands in gratitude.
Liberty: Mr. Carr, thank you so much for visiting us here. It will be an honor working alongside you once the votes come in.
Joseph Carr: I should be saying that to you. It is an honor to work alongside you Rusherz. Now then-*both let go* I better head home. My wife and kids are gonna be wanting to hear about you-
Claw: AH! A man of family, nice. Will we be seeing them in the future, nothing more fun than a family day with football.
Joseph chuckled wholeheartedly.
Joseph Carr: I do beleive so. My daughter and son have been talking nonstop about me working with you, and my wife is very intrigued with you all.
Bolt: Well tell them we look forward to meeting the Carr family.
Joseph Carr: I most certainly will, *puts hat on* Good day Rusherz.
The Rusherz waved goodbye as he left the room-before-
Liberty: WAIT! Where in Ohio would this HQ be, and for who?
Joseph Carr poke his head in-he was smiling.
Joseph Carr: The HQ is for you, as for the location.

Joseph Carr is known to be a huge influence during the NFL infancy from 1921 tom his death in 1939. He was given the nickname "The father of professional Football. What you heard is all his ideas that came to fruition during his run as technically the first Commissioner, or back then the president of the Football league. It is safe to say Joseph Carr earned his place being one of the first to be inducted into the Pro Football Hall Of Fame in 1963.
