A former fighter turned Mayor,Mike Haggar made a personal vow to the public from his within past campaign in that he would help clean up the streets of both crimes and violence so that the citizens of Metro City could finally gain the peace and happiness that they had sought and wanted for so long.
Mike's daughter,Jessica has a strained relationship with him due to the death of her mother and she hangs around with Cody and his sparring partner,Guy. Belger,leader of the Mad Gear Gang,saw Haggar's vow as an insult and wanted revenge for what he did to him. He sent Rolento,Hugo,Poison,Edi,and Sodom to capture Jessica. Haggar learned this,He seeks out to find her with the help of Cody and Guy.
They are confronted by Rolento. Haggar defeats him and asked him about his daughter being taken,which he admits about Belger. On the way,Haggar reveals to Cody and Guy that Belger has killed his wife. So he got back at him,believing him to be dead. Haggar fights with Edi while Cody and Guy fights with Hugo and Poison. Haggar got Edi's foot shot when he tried to shoot him and throws him over the staircase. Cody and Guy defeats Hugo and Poison and left them to be arrested. Sodom stabs Edi to death for failing.
The fighters reaches Belger's lair where they fought off against the gang. They confronted Belger,who was in his robotic appearance. He held Jessica captive,but Cody saved her while Guy fights with Sodom and kills him. As Jessica fled,Cody threw the sledgehammer at Belger's chest,damaging it,allowing Haggar to punch it and caused Belger to explode. Haggar and Jessica reconciled and leaves in the car with Cody and Guy.
