Chapter 1 Back to basics

Once the villains have been dealt with, Izuku made his way back to his room to be reevaluated. The doctor gives him a clean bill of health just in time for someone to enter the room. The older woman has a no-nonsense aura but her eyes speak a different story. Upon seeing Dekiru, they were filled with awe and disbelief. She slowly makes her way to the hero and bows. This action shocks all of the heroes in the room. This woman, the president of the Hero Public Safety Commission, one of the most powerful people in the world is bowing.

"Midoriya Izuku. Otherwise known as Dekiru. If it weren't for you our nation would be ruled by villains." She starts. "This nation— No, the world owes you debt that we cannot even begin to repay. I am Nobuko Akemi. President of the Hero Public Safety Commission." She raises her head.

"It's no problem, ma'am." Izuku said. "If I didn't act, then some else would have acted in my place."

"Very humble of you sir. What's next for you Midoriya?"

"Well… I think its time for me to get back to work." The woman smiles.

"Back on the work horse? I expected no less from you Midoriya, but you should know, the world has changed, and you'll need to be brought up to speed. I hope you're prepared." Izuku smiles.

"I'm ready ma'am."

"Good, get ready to cram Dekiru, you have two hundred years to catch up." The woman said.

It's the last day of Izuku's hospital stay. It took a while, but he managed to get some street clothes. Tan cargo pants and a green zip up hoodie. Lastly, is a pair of red boots. Seeing the red boots brought up a old memory.

"Is something wrong Midoriya." Toshinori asked.

"A pair of red boots. They were the last birthday present my mom ever got me." Izuku smiles sadly. "When I was a kid, I saw these red boots and I begged my mom to get them for me. When I finally got them, I was so excited, I thought they made me look the coolest."

"Well, I'm glad I picked them." Suddenly, there is a knock on the door. "Come in." The door opens and sees the doctor that was taking care of him.

"Hello, there's a woman here with her family. She told me to tell you that she knows a Kasumi?" Hearing this surprises Toshinori.

"Midoriya, isn't that—"

"Bring them up. Please." The doctor leaves to get the family. Minutes later, three people enter. First is a older man with light brown hair and glasses. Next is the kid he rescued and lastly but not least is a woman that looks like the splitting imagine of Kasumi.

"Hey… Midoriya…" The woman said awkwardly. "I'm Mitsuki Bakugo. I'm sure you know my great great great grandmother Kasumi." Izuku smiles.

"I know her very well. She was my best friend." The woman bows to the hero.

"It's so great to finally meet you." She raises her head. "Never would I thought I would get the chance to meet you." She looks to her son. "Well? Are you going to say thank you?" Her son steps forward.

"Thanks for saving me…" The teen said.

"No problem. I'm sure you would have done the same if I was in trouble." Izuku said with a smile.

"Yeah." The teen feels completely out of his element. Here he is talking with the legendary hero Dekiru. The man who started it all, the reason why heroes like All Might exist.

"Maybe if you ask nicely, he can give you a few pointers." Masaru steps forward. "Sorry, I'm Masaru Bakugo, her husband and Katuski's father.

"Nice to meet you, as for helping you son. I'm afraid I won't be much help. I'm two hundred years behind when it comes to heroics." Izuku said. "Back then I wasn't much of hero, more of a resistance fighter."

"Resistance fighter?" Masaru repeats what Izuku said. "What do you mean?" Hearing this makes All Might nervous, Izuku wasn't about to tell them about All for One, was he?

"Back then villains were trying take over the country with their powerful quirks. My mother use to tell me about the beginning of quirks. She used to tell me stories about those dark times, stories passed down from generation to generation." Mitsuki answers. "They were third rate despots over compensating for their small—"

"HONEY!" Masaru shouts, interrupting his wife. This makes Izuku laugh.

'It's like she hasn't left…' Izuku thought to himself fondly. "You're right. Back then I had to fight against tyrants, kingpins and villains that wanted to take over the country. One of the most dangerous groups I faced was the True Son of Humanity." Mitsuki cringed at the sound of that name.

"Ugh… Screw those guys. They preached about purity but their not above using people with quirks, freaking hypocrites." The woman then changes the subject. "So, was he real?"

"Who?" Izuku asked. Katsuki decides to speak up, recalling the scary stories he heard as a kid.

"A villain who can steal quirks." Hearing this makes Toshinori internally panic. "The hag made this villain sound like a quirk stealing boogeyman." It was during a camping trip with his friends when he first heard the story. Mitsuki wanted to scare the children straight. She told them of a monstrous villain that can steal quirks from naughty children.

"Oh, I wouldn't worry. It's been two hundred years, I'm sure he's dead." Izuku said, much to the relief of Toshinori. Yes, All for One is dead. Killed by his own hands.

"I hope so. My family has been hiding from that bastard for years." Mitsuki sighs. "I didn't have the best childhood. Always running and hiding, moving from city to city just to avoid any villains, fearful that they might work with the quirk stealing villain."

"If it weren't for All Might, I would still be in hiding. Maybe with him around you can take it easy and retire. It would be nice to have you living at our house, we have plenty of space." The woman smiles.

"I'm afraid he'll be living with me." Toshinori said. Mitsuki eyes the man critically.

"And you are?"

"Here's my card." Toshinori hands Mitsuki his business card.

"Oh, you work for All Might… OH SHIT YOU WORK FOR ALL MIGHT!" Hearing this, Katsuki looks at the card. True enough, this guy is All Might's PR guy.

"Holy shit…" Katsuki is left breathless.

"Okay, wow… Umm… So, you'll be living with All Might in Roppongi." Mitsuki said, shocked.

"Have you met All Might?" Katsuki asked excitably.

"Yeah, he's a nice enough guy. Wish we had someone like him in the past. Would have sent the villains running." Izuku comments.

"Damn straight he would." Katsuki agrees.

"Anyways, it was nice to meet you. I hope we can see you again." She bows.

"Me too. I hope to see you again too." With a final good bye, the Bakugo's leave. Once they were gone, Izuku takes a deep breath.

"Young Midoriya…" Toshinori said softly. The whole time the Bakugo's were there, All Might could see the sadness in his eyes. "Are you—" Suddenly, Mitsuki runs back inside and hugs Izuku tightly.

"She loved you." Mitsuki whispers. "She loved you so much that it hurt, but she was so afraid of losing you." Her voice cracks. Izuku hugs the woman, feeling her shake.

"I know…" Izuku said. Barely holding it together. "Maybe another time Kasumi and I could have been together." Mitsuki pulls back, wiping away tears.

"Y-Yeah… Well, good bye, come by for dinner sometime, and you!" She points at Toshinori. "Take care of him, as far as I'm concerned, he's Katsuki's uncle."

"C'mon hag! Stop flirting with Dekiru and let's go!" Mitsuki deeply blushes when she hears this from her son. She laughs and waves at the two of them.

"Well gentlemen it's been fun, but I have to go ring my loud-mouthed brats' neck." She marches off to chase her son.

Living with Toshinori is something else. The man is very well off, living in a penthouse suite in Roppongi. Once he was settled in, Toshinori revealed his secret with Izuku. He is the number one hero All Might. He revealed more when his old master came to visit, a man by the name of Sorahiko Torino, he's an old hero but right now he's off duty, dressed in a normal blue button up shirt tan slacks. All Might told him the fate of All for One. He didn't leave any detail out about how he killed his mortal foe with the very power the villain helped create.

"Looked like with me out of the picture, he got careless." Izuku stated.

"By the time he realized what he had done, it was too late." Toshinori said.

"I guess he went on a rampage just to get One for All back." The old hero nods.

"It was bad. All for One had eyes everywhere. Any quirk he wanted he got. Good men and women died because of his greed." Izuku isn't surprised by this fact.

"All for One's evil was something the world has never seen before." Izuku recalls all of the horrible things the man has done over the years. "He always stayed in the shadows, controlling everything, destroying rival villains and taking their quirks to orchestrating terrorist attacks. There is no low the man won't go to get what he wants."

"Did any one of All for One's followers ever have a change of heart?" All Might asked. Izuku shakes his head.

"No. They would follow him to the ends of the earth, sometimes it was out of loyalty, but most times it was fear."

"That sounds about right." Sorahiko comments.

"He viewed himself like a God." Izuku said. "He saw himself as the one who would bring about order to our chaotic world, and if anyone steps out of line, they lose their quirk and life. Or if you're really unlucky, everything." Izuku has seen how the villain handles with traitors, it's not pretty.

Their prize is suffering.

"People must have been desperate to cling to someone like All for One." The old hero comments.

"His brother had a quirk, right?" Izuku asked Toshinori. He nods.

"Yes. The brother had a quirk that would let him pass on his quirk. It merged with the stockpile quirk and created One for All."

"Did he try and take it at anytime?" Izuku asked.

"Once." Sorahiko said. "For some reason, he just couldn't do it." Izuku hums.

"There must be a factor we're missing…" Izuku wonders. Even All for One has limits. Sadly, Izuku couldn't think of anything and decides to change the subject. "I guess it's your time to pass on your quirk." All Might nods.

"I was thinking about it." Sorahiko whacks the number one hero with his cane, causing the hero to flinch.

"No, you weren't."

"Everyone has been hounding me on finding a successor. Maybe I should give it to—"

"No." Izuku interjects firmly. "I won't take your quirk."

"Why not?" Toshinori asked. "You would be a good fit for the quirk." It made perfect sense for the Symbol of Heroism to have such an amazing power. Why refuse?

"What about that kid Nighteye has been pushing?" The old hero grumbles. Nighteye is smart as they come but Sorahiko believes that this is Toshinori's decision to make. "I don't like it, but he could be a good fit. But why won't you take it?" He asks Izuku.

"The reason why I'm against it is because of one important rule. One quirk for one person." Hearing this confuses the two heroes.

"What about All for One?" Toshinori asked.

"All for One was born with a body to handle all that power, but a normal human can't." Izuku shudders. "I've seen what All for One calls quirk research, it was no better then butchery." Sorahiko grimaced.

"I know what your talking about. The poor souls were brain dead when we found them." Izuku shakes his head.

"It get's worse." Izuku said plainly.

"Of course, it does…" The old hero huffs.

"Imagine that transferring a quirk is like a organ transplant. If it's not a good match, then the body rejects it. Tell me, of all of the holders of One for All, why were you the most successful? What was your quirk before he got One for All?" Izuku asks.

"Oh, I was quirkless." Toshinori reveals nonchalantly. Suddenly, the number one hero has an epiphany. "Wait… You don't think—"

"How long did the last user hold One for All?" Izuku asks the old hero.

"Not long, she held on to it for seven years." Sorahiko answers. "She was just a normal hero before One for All. After getting it, she gave up everything and dedicated herself to the job." He sighs. "It wasn't enough and she knew that she wouldn't be able to stand a chance. Then she met Toshinori, trained the kid and gave him One for All."

"I've been the Symbol of Peace for forty years." Toshinori answers.

"Do you know anyone that's quirkless?" The number one hero thinks, suddenly, he remembers someone.

"I wonder… Would she…" Toshinori mutters to himself.

"Who?" Izuku asked.

"It's nothing. I just have to make a call later. Anyways, we should think of getting something to eat. It's dinner time."

Izuku didn't have time to enjoy the high life at Roppongi, he had to get back on the work horse. His days were spent studying and working out, and luckily All Might has his own gym. Before his fight with All for One, he used the gym quite frequently, but once he was crippled it just collected dust.

The number one hero returns from a patrol and sees the legendary hero studying.

"Studying like usual Midoriya?" The green haired hero looks away from his laptop.

"I have a lot to go over Yagi, I have to get back out their to help." All Might nods.

"I know how you feel. When I was wounded, I wanted to jump back out into the fray. But I had to take time and recover." Suddenly, All Might has a thought. "Hold on, do you have any interest outside of hero work?" Izuku sighs and closes the laptop.

"I don't…" Izuku said sadly. "Well… As a child I was sick a lot. Then one day, my dad brought home some book about a hero." Izuku smiles fondly. "My dad used to read me stories about heroes when he returned from his trips. During my time at the facility, one of the researchers would teach me about many mythological heroes. I couldn't have any manga or video games since they were viewed as contraband." Izuku answers.

"I thought you didn't go to school." All Might recalls.

"Well… The facility wasn't much of a school, but they gave us an education." Izuku said. "By the time I was busted out of the facility I would have been a first year in high school." Toshinori looks at the young adult, shocked.

"You spent all of your childhood behind bars!?" Izuku shrugs.

"Calling it a prison is a bit much isn't it? It had to be done, I didn't like it, but it was better then being left out on the streets with a uncontrollable power, or in the hands of abusive parents, not that my mom was abusive or anything mind you." He explains. "The facility was a morally grey area, a safe place to protect young Meta children at the cost of their freedom. Then the True Sons took over…"

"I understand." All Might decides to change the subject. "Why don't we go somewhere, clear out your head." Izuku shakes his head.

"The last time I went out, some woman shouted that she wanted to have my children." It was jarring experience for the young hero. One moment he was getting garbage thrown at him, now he's having people cheer his name and young women throwing themselves at him. "It's going to take me some time to get use to the public." All Might laughs.

"I've been in your shoes before young man!" He can't count how many times he's been given propositions by influential fathers and mother wanting to marry off their daughters to the number one hero. They were nothing more then guised quirk marriage proposals, hoping to add his quirk to their gene pool.

Good thing One for All doesn't work like that.

After some thinking, Izuku decided on a location where he wanted to go. It was the beach he used to go to as a kid. They arrived at the beach but sadly, it has become a junkyard. Seeing the sight of the beach in such a state is heartbreaking. Memories surface from the depths of his mind, of him and Kasumi playing on the beach with their mothers watching.

"Look Kacchan! I found a seashell!"

"Check out this crab Dekiru!"

"It's sad isn't it." Izuku looks and sees Toshinori. "This place has become a dumping ground.

"I spent some time here as a kid…" Izuku makes his way to the beach. Looking at all of the junk. "Why hasn't anyone cleaned this up?" Izuku asked.

"Everyone has been too busy." Toshinori sighs.

"Well, that's going to change!" Izuku stares at the beach, determined. "I'm going to clean this beach!" He declares.

"Sounds good." Toshinori smiles. After his declaration, Izuku returned the next day and begins to clean the beach. With Toshinori's help, they managed to find a place to take the junk. However, what he didn't know is that he would attract attention. Three days after his decision to clean the beach, someone arrives.

"Cleaning a beach? Wasting your time don't you think?" Izuku looks and sees Katsuki.

"You're the son of the Bakugo's right?" Toshinori asks. The boy nods.

"That's me. Katsuki Bakugo, the next number one hero!" He declares.

"Well, good luck to you young Bakugo." Toshinori said.

"Do you want to help out?" Izuku asked. The teen scoffs.

"Why would I waste my time doing that?" Katsuki asks.

"Well… It would be good for you." Hearing this confuses Katsuki.

"How would it be good for me?" He asks.

"You remember what I said when we first met right?" Izuku asks. Katsuki nods.

"Something like, the best hero wins without throwing a single punch. But that's bull! How can a hero win if he's not fighting!?" It didn't make any sense to the teen. Hero beat villains, they don't talk them into surrendering.

"By winning the peoples hearts." Izuku answers. "Heroes need to be connected to the communities they're protecting. Building a good rapport with the people is the perfect way to let them know that they can count on you. The better rapport you have, the more people will support you, and the greater the support, the more you can inspire others to be heroes."

"I think I get it…" Katsuki said softly. "So, you need a hand?"

"You want to help?" Toshinori is surprised by this decision.

"Yeah, this will be good for my record." Katsuki said. The two of them continue to clean the beach with Toshinori looking on. Little did they know, their clean up crew is about to grow.

A week has passed and sightings of Dekiru have begun to spread. According to social media, the legendary hero is hanging out at a old beach that has become a junkyard. A pair of young students and hero hopefuls make their way to Dagobah beach. If they were lucky then maybe he could help them become heroes.

"C'mon Kirishima! If we don't hurry, we'll miss him!" A young pink skinned and pink haired girl said. The boy looks indecisive. Sure he wants to meet Dekiru, but this is just creepy. "According to Chirp, he was seen at Dagobah beach!"

"C'mon Ashido! Why do you want to meet him!?" He asks.

"You remember when you apologized to me about that villain encounter?" The boy nods. "Well, this is your chance to learn from the very best!" She exclaims. "Besides, didn't you say that he's super manly or something?"

"Well… Yeah but—"

"We're here!" The two arrive at the beach. "Oh! Someone's already here! Hello!" She waves at Katsuki. The teen, dressed in a tank top and work out pants glares at the two.

"The hell do you want!? Beach is closed!"

"Well duh!" She makes her way down the stairs. "We want to help! We came prepared and everything!" They were dressed in track suits and have bottled water. "So… Is he here?" Katsuki groans.

"If your fans then piss off." Kirishima speaks up.

"No way! We want to become heroes! A while back I messed up! A guy the size of a house scared two of Ashido's friends. I wanted to help but I froze up and couldn't move. If it wasn't for Ashido's actions, they would have been dead!" Kirishima explains.

"It's only natural to freeze up in fear, especially if the guy is the size of a house." The two look behind them and see Izuku Midoriya at the top of the stairs. "It's okay to be scared, your still kids. No one is expecting you to laid your lives on the line." Ashido and Kirishima look at the legendary hero, shocked.

"Oh my gosh!" Ashido squeals. "It's really him!"

"Whoa…" Kirishima said, in awe of the hero.

"So, are you two here to help out?" Izuku asked. He walks down the stairs to the beach. The pink skinned girl nods, enthusiastically.

"Yeah! With my acid quirk I'll be able to melt all of this junk!" Hearing this causes Izuku to shake his head.

"I'm afraid you can't do that."

"What? Why not?" She asked. "Is it because its illegal?"

"It's because you'll damage the ecosystem." Hearing this confuses the girl.

"What?" That wasn't the normal reason she would hear from someone.

"Are you dense?" Katsuki grumbles as he's lifting a old microwave. "All of this shit needs to be taken care of properly. If you melt this garbage with your quirk, it will seep into the beach and run off into the ocean." Izuku nods.

"That's right. All of this junk is made of metals that are bad for the environment. I know quirk laws can be annoying at times, but they exist for a reason. Not just to protect you, but to protect everything and everyone around you." The young girl begins to understand. It would suck if she made the beach into a toxic dump.

"What about my quirk!" Kirishima shouts. "It's called hardening!" He demonstrates by hardening. "It just makes my skin harder."

"Not much to say." Izuku said. "It's a good quirk for defense, but at the moment it doesn't look very strong." Hearing this makes Kirishima sigh.

"I know, I've been trying to strengthen my quirk by hitting myself." Izuku shakes his head.

"What you need is a sparring partner." Hearing this makes Katsuki perk up.

"I'll be his sparring partner! We'll make that quirk of yours strong or die trying!" He smirks.

"Maybe later, for now we got a beach to clean." Izuku announced. "Let's get to it."

"Yeah!" The girl cheers. "Oh! I forgot to introduce ourselves. I'm Ashido Mina and this is Kirishima Ejiro!"

"It's so nice to meet you!" Ejiro bows. The four begin to clean the beach, they cleaned until sundown. Realizing that it's getting late, Izuku decides to have them stop.

"Okay you three, gather around." They stop and make their way to the hero. "All of you…" He stops and looks around. He could swear someone was watching him.

"Something up?" Mina asked.

"It's nothing… Anyways, all of you did good work today. Ashido, you learned that you can't always use your quirk."

"Yep! I have to be careful with my acid. It doesn't just burn people!" Izuku nods.

"So long as you understand. Anything that can melt metal can eat through flesh, how good is your control?" He asked.

"Well, I can control the solubility and viscosity of my acid." She answers.

"How do you do in chemistry?" The girl blushes.

"I'm not exactly the brightest when it comes to school…" She admits. "I mean, it's acid and melts stuff, right?" Izuku chuckles.

"There's more to acid then melting stuff. Do a little research, the more you understand acid, the better you'll become." He looks at Katsuki. "We already talked about your quirk when we first met remember?" Katsuki nods. "What do you think your quirks biggest weakness is?" He asked.

"It's the cold weather… My quirk isn't effective in the cold." Izuku understand that kind of weakness very well.

"Annoying right, my quirk isn't good on rainy days. You need to find a way to make your disadvantage into an advantage." Izuku said. He looks at Kirishima. "We didn't work much on you quirk, did we?" The teen shakes his head. "Nothing to worry about. A hero's quirk isn't the only factor in a fight. You can have the strongest quirk in the world and yet be horrible in a fist fight. Now, time to go home you three."

"Right! See you tomorrow!" Ashido runs off with Kirishima following.

"You should go home too Katuski." The teen scoffs.

"Those two better not slow us down." Katsuki huffs, annoyed.

"I got a feeling they won't." The two leave the beach.

The next day, early in the morning, Izuku makes his way to the beach and sees Katsuki already picking up garbage. He is of course, struggling trying to pushing a washing machine. Izuku smiles and makes his way to the teen and helps him push.

"I see you're here early." Izuku said once they finished pushing the washing machine.

"Got a text from that Kirishima guy." Katsuki grumbles. "Said he and bubblegum bitch won't be here till after school."

"That makes sense. They do live in a different city. By the time they get here it will be time for school." Izuku said. "So, how's school?"

"Shit."

"That bad? Is someone bullying you?" Hearing this makes Katsuki laugh.

"Me? Being bullied? No one is dumb enough to bully me! It's our school, its in big trouble." Hearing this makes Izuku worry.

"Did someone go wild with their quirk?" Katsuki shakes his head.

"Some quirkless kid tried to kill himself, and I was the guy that caught him." Izuku grimaced when he heard this.

"He must have a difficult life… In the early days of quirks discrimination was the other way around. The quirked were being hunted by the quirkless. One of the reasons the True Sons rose to power so quickly was because they believed that the powerless would be replaced by the Meta humans." Katsuki scoffs.

"That's the one thing those losers were right about." The hero sighs.

"But there's one thing I want to know. Are you okay?" Izuku asked.

"I'm fine!" Katsuki answers sharply.

"Saving someone from themselves is much different from saving them from a villain." Izuku said softly. "You did a good thing Katsuki."

"My fat ass principal disagrees. He said that I illegally used my quirk to break the law." This stupefies Izuku.

"What…? If you didn't act then one of their students would be dead or at best crippled." Katsuki clenches his fist and snarls.

"It doesn't matter to humpty dumbass! He said that it's against the law to use my quirk, it's bullshit because that's not how the law works!" He punches a old refrigerator.

"Katsuki… I'm going call Yagi, he can help you out." He pulls out his phone. "He knows people that can help."

"No shit, he works for All Might." Katsuki comment makes Izuku laugh.

Inside the principals office, Katsuki sits down in front of the obese man. Standing next to the principal is the vice principal and in Katsuki opinion the true principal. The fat bastard let's the more powerful students roam free without consequence while punishing students with quirk he deemed societally unacceptable. At a young age, Mitsuki taught him to be wary of teachers. Normally, a parent can trust a teacher to help foster a students potential, but Mitsuki isn't like most parents. Growing up, she never trusted anyone, only a handful of people.

"Remember Katsuki. Villains aren't the only bad people in the world. Sometimes they can be your next-door neighbor, or even your teacher."

"I'll just send them flying!"

"That's what they want Katsuki, so they can make you look like the villain!"

"So how can I beat them?"

"Beat them at their own dirty game!"

"Well young Bakugo. It's good to see you. Have you decided?" The man asked.

"Decide on what?" He asked.

"Whether or not you'll keep quiet about this incident." He answers. "I know you've been snooping around, trying to find out who bullied… What was his name? Oh, it doesn't matter. Those young children have a bright future."

"What about that quirkless kid, doesn't he deserve a bright future too?" Katsuki glares at the principal. The man sighs.

"Not every student can have a bright future, Bakugo." Those words make both the vice principal and Katsuki furious.

"Sir! You are an educator! How can you—" The vice principal is shut down by the large man.

"Be quiet!" The man said sharply. "As for you Bakugo. If you continue with this façade, I'll have you expelled for Illegal quirk use! You only have one option and that is to keep you mouth shut. Say anyone's name and you'll have NO FUTURE!"

"Okay, that's enough." The door opens revealing Izuku and a detective in a wearing a overcoat and a fedora. "Pretty sure what you're doing is illegal."

"It is." The detective answers.

"What is this!?" He glares at Katsuki. "You ungrateful brat! What did you do!?"

"You're not the only person who know people!" Katsuki smirks. The vice principal speaks up.

"Do you need Bakugo? He should get back to class." The detective shakes his head.

"We've already talked to him." Naomasa smiles at Katsuki. "You did a good thing son." The principal's ugly fat face turns red.

"HE BROKE THE LAW! HE'S A CRIMINAL! A VILLIAN!" He shouts.

"A citizen isn't allowed to use his or her quirk freely without a license. The Only times it is acceptable to use your quirk is in the cases of self defense or a just cause. I can't think of a more just cause then saving someone from themselves." The detective said.

"So Bakugo, I heard your school was in the news." Ejiro comments.

"Yeah? What of it?" The teen asked. A week has passed and things have changed at Katsuki school for the better. The principal was arrested and charged with quirk discrimination. Many students who were victims of his discrimination came forward, the amount was staggering and all of them have weak or 'villainous' quirks. The school board fired him and a few teachers that allowed the bullying. The vice principal took over took over as the schools principal. To be honest, Katsuki thought that she should have been the principal from the start. As for the bullies, they were quickly found out and slapped with black marks on their records, one was even sent to juvie.

"Something about your school principal." Mina said. "I saw his picture; he looks like a real creep."

"No shit raccoon eyes, bastard encouraged bullying." Katsuki snarls. "It's one thing for kids to be bullies, but it's the job of a teacher to stop that shit." Mina places her hands on her hips and looks at Katsuki sternly.

"Were you a bully Bakugo?" Katsuki groans, those weren't the best years of his early life.

"When I was in elementary school, I threw my weight around. When my quirk came in, I thought I was the top dog. My folks found out and scared me straight." Mina snickers deviously.

"Did you take a tour of a prison or something?" She asked. Katsuki shakes his head.

"The hag told me a story about a quirk stealing villain. How if I don't clean up my act, I'll get my quirk stolen." Both teens grimaced.

"Yikes, you think a villain like that exist?" Ejiro asks.

"I wouldn't worry about it." Katsuki answers. "If he did exist then All Might would have kicked his ass."

"Sorry I'm late everyone!" A voice said. The teens turn and see Izuku with a teen with yellow hair and yellow eyes. He wears a black simple short sleeve shirt with a pair of tan slacks. "This is Kaminari Denki. We met and he told me he was having trouble with his quirk."

"Hey guys! Like he said, name's Kaminari Denki." Katsuki groans.

"Seriously? Another one!" Izuku smiles.

"Don't worry, today we're doing something special." Izuku smiles. "Today, we're practicing with your quirks and studying their nature."

"Their nature?" Eijiro said, confused.

"Correct. In order to improve your quirks, you have to know them from top to bottom. Katsuki and Kirishima, you two will be sparring today. Well not exactly sparring and more like using Kirishima as a punching bag." Hearing this makes Kirishima nervous. "Your quirk becomes harder in response to physical trauma. Katsuki is going to attack you with his quirk."

"Got it!" The teen hardens as hard as he can harden.

"Katsuki, you're going to attack him at all directions. From high to low, from front to back, and no low blows!" Katsuki smiles.

"Hell yeah!" Izuku looks at Mina and Denki.

"You two are with me today." Another man arrives. It's Toshinori. "Oh! Yagi, can you oversee Kirishima and Katsuki. Stop them if they go too far." The man nods.

"Of course." Izuku looks at Mina and Denki.

"Okay, let's go." The two teens look excited. They make their way to an area where they can safely use their quirks.

"Kaminari. You said that you're having trouble with your quirk, right?" Izuku asks.

"Yeah! If I go over my limit, I'll short circuit myself." Izuku begins to think.

"Well, we can't have that happen on the field. What you need is a support item that will work as a lightning rod."

"Oh! Like something that fires a stake!" Kaminari shouts.

"No, too dangerous. One wrong shot and you'll be staking someone in their heart. I'm sure once you get into UA the support course can make you something." He looks at Mina. "Ashido. Have you been studying the many different kinds of acids?" She nods.

"Yeah, but it's difficult." She pouts.

"That's okay. How do you normally use your acid?"

"I just do this!" She pools acid in her hands and throws it at a car door Izuku set up.

"Acid is a fluid, not a ball. Only do that when you have enough room and no people around you. Focus your hands like a hose." She brings her hands together and fires a small stream of acid, melting a hole in the door.

"Wait! The beach—"

"Won't be a problem. It would be a problem if you melt that pile of metal over there, then it would be a problem." Izuku points at the pile of scrap. "Kaminari. Have you ever thought of using your power defensively?"

"Defensively? How?" He asked.

"Have you ever seen a plasma globe?" Izuku asks.

"Yeah! Those things are cool! Oh I get where your going! A good defense is a good offense!" Izuku smiles.

"Kind of hard to punch someone if their a walking talking tesla coil. You need many abilities in your toolkit if you want to be great heroes. Offensive, defensive and supportive moves are important." Izuku lectures. "My quirk has many different applications. It's important to think outside of the box."

"But how can I attack with my quirk without shorting myself out?" Denki asked. "I can't shoot electricity like Electro Plant."

"Not yet. Remember, you're young and I'm sure, with enough training you'll become a greater hero then Electro Plant."

As the sun begins to set, Izuku and the hero hopefuls review todays progress. Katsuki's hands look bright red from all of the explosions he let off. Kirishima is scuffed and bruised but other wise happy. Ashido's skin feels coarse and dry and Kaminari is addled from overusing his quirk.

"Okay, you all did great work today. We moved a lot of trash and we worked on your quirks." Izuku said.

"Wheeey!" Kaminari drools.

"How long does that last?" Kirishima asks.

"Two to three hours. Don't worry, I called his parents, they're coming to pick him up." Izuku answers. "Anyways, the more you practice with your quirks, the stronger they become, but make sure that your quirk doesn't out pace you."

"Out pace us?" Katsuki huffs. "What are you talking about?"

"It use to happen in my time a lot. During puberty, a child's quirk can suddenly become more powerful. Take my quirk for example." A small wisp of fire ignites floating above his palm. "I wasn't able to do this until I was your age. When it happened, I set my room on fire." He puts out the fire. It was a total nightmare when it happened. If it weren't for his room's built-in sprinkler system he would have been roast. After the incident, he underwent training to master his new power.

"Yikes!" Ashido cringes.

"Anyways, Toshinori will be overseeing the beach cleaning. I got some business with the Hero Commission." This shocks the teenagers.

"Wait… Are you…" Izuku nods.

"Apparently the commission doesn't want to wait anymore and wants me to undergo the performance review." Ashido cheers.

"It's going to be awesome to see you out on the field!" Kirishima nods, agreeing with his classmate.

"Yeah!" Katsuki smirks.

"I guess they want the legendary hero in action." Toshinori nods. It would be nice to see Dekiru in the field.

"Maybe we can intern with you when you become an official Pro Hero!" Ashido said.

"Wheeey!" Kaminari holds his two thumbs up.

"That's if I pass the performance review. There's still a chance I can fail." Izuku said. "Anyways. I have to prepare for the test in the next two days so I'll be busy." The teens laugh.

"Oh c'mon! What's the worse that can happen?"

Izuku makes his way inside the Takoba national stadium and walks up to the receptionist. The receptionist smiles when she sees Izuku.

"Oh! Hello Midoriya. Are you here for the performance review?" He nods. She makes a call to the one overseeing his test. "Okay, you'll met with Mr. Mera in conference room two." Izuku nods and makes his way to the conference room. He sees that he's the only one here.

"Hello Dekiru…" Izuku turns and sees a man with messy blonde hair and a tired look in his eyes. In his hands he's carrying a suitcase. "I am Mera Yokumiru, it's…" He yawns. "Nice to meet you."

"Nice to meet you too, I guess working for the HPSC is draining." The man nods.

"That's an understatement."

"I'm I the only one here?" The government worker nods.

"The president wants you back out on the field as soon as possible. Don't worry, your review will be much different from an actual license test. We just want to make sure your up to speed."

"Okay, so what I'm I doing?"

"First, is the rescue portion of the review. It's a simple exercise, you've done your research so you know about H.U.C right?" Izuku nods.

"The Help Us Company. They're paid actors right, so no one will be in real danger?" The man nods.

"They'll only break character to subtract points from you. You start at one hundred points, if you drop down to fifty then you fail."

"When do we start?" Izuku asks.

"First, you need to gear yourself up." He hands him the suitcase. "We repaired your old costume; our support techs gave your suit a much needed upgrade." Izuku takes the suitcase.

"Thanks, where's the locker room?" Mera points him in the direction of the locker room.

Once inside the locker room, he opens the suitcase and smiles. It's his old suit, completely repaired. He gets out of his street clothes and begins to get dressed in his costume. First is the dark green jumpsuit, next up were the black protective greaves and fire-resistant combat boots. Next up were his protective fire-resistant white gauntlets. Lastly, he places a respirator mask to cover his mouth. While able to control heat and fire, he doesn't control smoke. The respirator makes sure that he doesn't suffocate. Once on, he makes his way back to the conference room and see Mera.

"Glad to see our support techs patched it up." Mera said. "The only upgrade they made was using fire resistant material and a better respirator, other then that, there's nothing else. I know the heroes of your time had to make their own gear." Izuku nods.

"There were very few people we could trust other then ourselves. Support gear sabotage is a good way to kill a hero." The commission worker grimaced like he drank day old coffee.

"Jesus, that was a thing?"

"Yep. But enough about the past, what's the scenario?"

"A family of four needs to be escorted out of the disaster zone." A TV screen shows the fake city inside the arena. The picture shows the 'family' waiting for help. "Once the rescue portion is done, we'll move on to the combat section."

"Understood. So, escort the family to the evacuation zone." Mera nods. "When do we start?"

"As soon as you're out on the field." Izuku nods and leaves the conference room. Mera feels his phone vibrate from his pocket. He pulls it out and looks at the number and answers it. "Yes Mr. Vice president?"

"Is he on his way?" The Vice president of the Hero commission asked.

"Yes sir."

"Good, the hero we requested for the combat review is on stand by." Mera feels nervous.

"Don't you think getting him was overkill sir?" He asks.

"We have to make sure he's ready. It will be a trial by fire for Dekiru." Mera can feel the Vice President smile from the other end.

"Really sir…" Mera groans. With a goodbye, the Vice president hangs up. Inside his office, the Vice President looks at the hero standing in front of him. Of all of the heroes to test Dekiru, he is the most capable hero. His capture rate is higher then All Might's, but try as he might, he can't dethrone the number one hero.

"So, are you ready?" The behemoth of a man nods.

"Ready… It's time to see if this 'legendary' hero lives up to his title." The large hero wreathed in flames said as he leaves the room. The Vice President smiles.

"Time to put him to the test."

A/N I'm sure you noticed that Katsuki is a bit different from his Canon counterpart. Well, I thought that without Izuku in his life he would be a bit different.
