Opening File: Judy Hopps
Officer Judith Laverne "Judy" Hopps is a female rabbit Mobian and is the daughter of Bonnie and Stu and is a member of the Hopps family. In the community of Bunnyburrow, at the annual Carrot Days Festival, young Judy and her friends perform a play promoting how in the city of Zootopia, anyone can be anything and Judy proclaims her desire to become a police officer. Her parents Bonnie and Stu, try to dissuade Judy from following a risky goal and encourage her to become a carrot farmer with the family instead. At the farm fair, Judy confronts a young fox named Gideon Grey picking on some prey children; Judy asks him to return their tickets.
Gideon mocks the young rabbit for pretending to be a police officer and shoves her to the ground, to which Judy retaliates by kicking him in the face. Angered, Gideon claws Judy's cheek, drawing blood, and derides her, snarling that she will never be anything more than a 'stupid carrot-farming dumb bunny.' After Gideon leaves without realizing she got the tickets back from him, Judy gets up and proudly declares that Gideon was right about one thing... 'I don't know when to quit.' 15 years later, Judy is enrolled at the Zootopia Police Academy.
At first, struggling with the course demands, she gradually becomes stronger and more inventive in facing the various academy challenges so that she graduates as valedictorian and becomes Zootopia's first rabbit officer. As she leaves Bunnyburrow to start her new job in the city, Bonnie, Stu, and the rest of her family all gather to say their goodbyes at the train station. Bonnie and Stu accept the path she is taking, but they warn her of the dangers of predators in the city, including foxes, and give her a canister of fox repellent just in case. When she arrives in Zootopia, Judy finds an apartment at the Grand Pangolin Arms.
Optimistic and excited to start her first day at the Zootopia Police Department Judy arrives at District 1 headquarters and finds that all the other officers are large mammal Mobians (hippos, rhinos, elephants, bears, lions, tigers) with wolves being the smallest members on the force. During the bullpen, Chief Bogo places her on parking duty. Although Judy protests she could help on the missing mammals case, citing her academy record, Bogo doesn't care and leaves the assignment unchanged. Despite this, Judy is determined to make the best of the situation and pursues a self-imposed challenge to issue 200 tickets by noon which is an impressive accomplishment that ultimately accomplishes nothing with regards to impressing Bogo.
While out on parking patrol, she spots a shady fox Mobian sidling into Jumbeaux's Café and follows him, suspicious of his motives. There, she discovers that the fox simply brought his son there to get him a jumbo popsicle for his birthday and is ashamed of her profiling. However, Jerry Jumbeaux, Jr. refuses to sell him an elephant-sized treat on account of his being a fox. Judy interrupts the argument by pointing out potential health violations and uses that to convince Jerry to sell the popsicle to the foxes (with Judy paying for it).
The fox introduces himself as Nick Wilde and thanks Judy for helping him, with Judy admitting that she believes foxes like him should not be treated as sly or crooked. But while issuing tickets in Sahara Square, she spots Nick melting the Jumbo-pop down into "pawpsicles" with his son. Following them throughout the city, Judy discovers Nick's 'son' to actually be an adult hired fox Mobian named Finnick, who helps Nick with his plan. They purchase lumber for a construction site, use the wood to make pawpsicles that are sold to lemmings before recycling the lumber and delivering it to mice construction workers.
When Judy confronts Nick, he deflects all her attempts to arrest him by revealing that he has the proper paperwork and permits for his actions. He is quick to deduce her fears and insecurities, warning her that Zootopia is not a paradise and predicting her inevitable failure and return home. And as a fox that had managed to trick her, Nick concludes that she should know what kind of position she is in because of the animal Mobian she is and nothing will change that. As a self-assured Nick leaves the bunny Mobian in shock (and with her feet in wet cement), a depressed Judy returns to her apartment with her hopes of being accepted on the police force dented.
The next day, Judy continues to do her job but is increasingly depressed as she only succeeds in aggravating animals with parking tickets. As she dejectedly asserts to herself that she is a real cop, she is confronted with a crime courtesy of Duke Weaselton, who had just robbed a floral shop. Ecstatic, she flings off her parking enforcement officer garb and pursues Weaselton, taking the chase into Little Rodentia despite it being a size-restricted zone. The frantic chase causes considerable panic among the residents and Weaselton kicks a large donut sign loose at Judy dodges it and then manages to save a young female shrew from getting crushed by it.
She finally apprehends the crook and delivers him to ZPD headquarters. Upon her arrival, a furious Bogo confronts her on abandoning her post and causing reckless endangerment to the citizens of Little Rodentia. Just then, Mrs. Otterton arrives at Bogo's office, desperately seeking someone to search for her missing husband Emmitt; Judy volunteers to take the case without seeking approval from Bogo beforehand. While this fills Mrs. Otterton with joy, Bogo is outraged and fires Judy for insubordination but learning that Assistant Mayor Bellwether has already reported that Judy is on the case, forces him to allow her to continue.
However, he makes a deal that she solves the case in 48 hours, or else she will resign. Reviewing Mr. Otterton's case file, Judy notices that he bought a pawpsicle from Nick on the day of his disappearance and realizes that she now has a lead. She tracks down Nick and using a carrot pen with a recording function, she gets him to brag about his income. She then reveals he has admitted to tax evasion and uses the confession to blackmail him into aiding her investigation.
Nick brings Judy to the last place he saw Emmitt, the Mystic Springs Oasis, where Judy, to her discomfort, discovers that everyone is naked. The receptionist, Yax, mentions that Emmett was last seen getting into a limousine and provides the plate number. As Judy doesn't yet have the ability to run a plate, Nick takes her to the Department of Mammal Vehicles, to seek the assistance of his friend Flash. To Judy's dismay, Flash and his co-workers are all sloth Mobians.
After some frustration with the sloth's slow nature and Nick telling Flash a joke, they finally identify which company the limo belonged to. Upon leaving the DMV, Judy is dismayed to find that night had already fallen. The pair locate Tundratown Limo Service where the limo was parked. But, to Judy's annoyance, it has already closed, the gate is locked, and she lacks a warrant to search the place.
Believing his debt to her paid, Nick asks for the recording, but Judy casually tosses her pen over the fence into the limo yard, tricking Nick into climbing over it. This 'trespassing' now provides Judy a 'probable cause' to search the premises. Then they locate the limo, they examine the back compartment and see that is riddled with claw marks and find Otterton's wallet, leading them to think that he had been attacked. Nick then realizes that the limo belongs to Mr. Big, Tundratown's most feared crime boss.
However, before they can get out, a pair of polar bears find them and take them directly to Mr. Big, whom Judy discovers is an actually a small arctic shrew Mobian. When Mr. Big addresses Judy, Nick tries to prevent her from revealing her identity, but she identifies herself as a cop and directly accuses Big of being behind Emmitt's disappearance. Unruffled, Mr. Big calmly orders the pair to be 'iced', but before the polar bears can drop them into a pool of icy water, his daughter Fru Fru―the same shrew Mobian Judy saved the previous day―arrives, reminding her father that he had promised not to ice anyone at her wedding and recognizes Judy.
Fru Fru tells her father what Judy did for her, resulting in Big sparing Judy and Nick's lives. In gratitude, Mr. Big offers to help her find Mr. Otterton, kisses Judy on both cheeks and invites her and Nick to Fru Fru's wedding. During the wedding dinner, Mr. Big explains that Emmitt was his florist, who was coming to tell him something important but, en route, suddenly went savage and attacked his chauffeur Manchas, a black jaguar. Judy and Nick go to see Manchas at his home in the Rainforest District for questioning.
The traumatized jaguar Mobian describes the attack and mentions that Otterton had been yelling about 'Night howlers', but before he can reveal anything else, Manchas suddenly turns savage himself and chases the pair. Judy calls for backup as they work to reach a gondola lift drop-off. As they reach the platform, Judy is knocked off, leaving Nick to face Manchas alone. However, Judy is able to get back up in time to handcuff the jaguar's leg to a pole before Manchas can reach Nick.
However, the safety is only temporary as Manchas thrashes around, knocking Nick into Judy and they both fall off the platform. Here Judy saves Nick's life again by catching his paw and a vine mid-fall allowing them to swing into a patch of branches that unfortunately isn't strong enough to support their weight. Falling from the rainforest trees, the pair become entangled in a series of vines as Bogo and reinforcements arrive. Judy leads Bogo to Manchas, insisting that the case is bigger than she thought, only to find the jaguar has mysteriously disappeared.
Frustrated by this apparently false emergency call, Bogo demands Judy to resign, and she nearly does, but Nick takes a stand, scolding Chief Bogo for deliberately setting Judy up to fail and insisting they still have 10 hours to solve the case. As the pair leave the Rainforest District in a gondola, Judy learns that Nick was bullied by prey animals as a child just for being a fox and considered untrustworthy. He resolved to live out the 'sly fox' stereotype so as to never be hurt that way again. Judy's attitude towards Nick softens significantly.
Nick then realizes that the traffic cameras may have captured how Manchas disappeared, and the pair consult Assistant Mayor Bellwether, who had earlier promised to help Judy. Reviewing the footage, they learn that a pair of wolves captured Manchas and trace their truck to Cliffside Asylum. As they infiltrate the facility, they find all the missing predators, including Emmitt and Manchas, are imprisoned there, having all gone savage. The duo then discover Mayor Lionheart is one keeping the savage predators imprisoned to try and find a cure.
Judy uses her phone camera to record Lionheart's admission, but their presence is given away when her cell phone starts ringing with a badly timed call from her parents. The asylum goes into lockdown, but Judy uses a toilet to flush herself and Nick to the outside. With her evidence intact, Judy calls the ZPD, who raid the asylum and arrest Lionheart. Later, before attending an important press conference, Judy offers Nick a chance to join ZPD, stating that she would like him as a partner.
But when it comes her turn to speak, a pressured Judy describes the savaged mammals' condition as them reverting to their natural instincts. Nick is outraged at her public insinuations and confronts Judy after her address. When the argument gets heated enough for Nick to angrily demand to know if she feels threatened by him, the exchange triggers Judy's past encounter with Gideon and she fearfully assumes a defensive posture while reaching for her fox repellant. This reflexive act seemingly confirms to Nick her fear of predators and he angrily walks out on her offer.
As time goes on, more cases of predators going savage begin sprouting across Zootopia with no known cause or cure, resulting in fear and discrimination from the prey population. As Judy watches the chaos her words set in motion, she declines to become the face of ZPD despite Mayor Bellwether's request, saying that her attempts to make the world a better place have only broken it. Dejected, she resigns from the force. Judy has returns home to Bunnyburrow and rejoins the family business as a carrot farmer, as newspapers report how Zootopia has become even more divided.
She meets a much more mature Gideon, who has since partnered with her parents. Gideon apologizes to her about bullying her during their childhood, which Judy accepts. As they are talking, some children approach some blue flowers her father has been growing to protect their crops from bugs. Gideon reveals that the flowers are nicknamed 'night howlers' which catches Judy's attention and she learns that a family member ate one whole and went completely nuts. This causes Judy to realize that anyone can go savage, predator or prey, if they've been exposed to the 'night howlers'.
Realizing she was wrong regarding the savage predators, Judy takes her father's truck and speeds back to Zootopia. With help from Finnick, Judy tracks down Nick and admits that she was wrong about predators. Judy becomes visibly upset, tearfully apologizing and condemning herself as 'just a dumb bunny' for her words and actions believing he can hate her forever after they set things right, Nick opens up, forgives and comforts her. Their friendship is reconciled, and their investigation is renewed.
Recalling that Duke Weaselton had stolen a bunch of Night howler bulbs when she first arrested him, Judy and Nick confront him, demanding to know who he was stealing the flowers for. When he refuses to cooperate, they take him to Mr. Big, who threatens to ice him unless he told them what they wanted to know. During this time, Mr. Big designates Judy the godmother of his future grandchild, whom Fru Fru is planning on naming Judy in her honor. Using Weaselton's information, the pair track down a ram named Doug, who is cultivating and weaponizing Night howlers at a secret lab hidden in an abandoned subway car.
Entering the lab, they spy on Doug, who mentions during a phone call with his mysterious client that he 'hit a tiny little otter through the open window of a moving car'. These words and the sight of photos of all the 'savaged' predators on Doug's transit map, make Judy realize that the reason why Otterton, Manchas, and all the other predators went savage is because Doug shot them all with the night howler toxin via a dart gun, completely unnoticed. As two more sheep arrive, Judy takes the opportunity to steal the subway car, hoping to get the evidence to ZPD. As the sheep try to regain control of the car, they realize that an oncoming freight train about to collide with them head-on.
Judy sees a switch track nearby and has Nick speed up so they can reach it before impacting with the other train. Judy knocks one of the sheep onto a track switch, diverting their car onto a different track and avoiding the collision, but unfortunately, their car is now going way too fast, and jumps the rails on the sharp curve. This results in it crashing and bursting into flames forcing the pair to leap free from the car before the final crash. It appears that all the evidence has been destroyed when the train car explodes, however, Nick reveals that he retrieved a case containing the dart gun and its night howler toxin ammo.
As they cut through the Natural History Museum to get to the ZPD, the pair encounter Bellwether, who insists on taking the evidence. Suspicious as to how Bellwether knew of their whereabouts, Judy and Nick insist on delivering the evidence themselves and try to leave, only to find a large, sinister-looking ram blocking their way and realize Bellwether is the true mastermind of the conspiracy. Judy and Nick try to flee, but Judy accidentally cuts her leg on a tusk display, gashing her shin and impeding her mobility. Judy gives the case to Nick telling him to get it to Bogo, but Nick refuses to leave her behind insisting that they'll think of something. As Bellwether and her ram henchmen close in, the pair use a mannequin of a prehistoric bunny as a decoy to make a break for the exit, only to be knocked into a pit by the big ram.
Bellwether then shoots Nick with the dart gun, causing him to apparently go savage, and calls the ZPD to report a savage fox in the natural history museum and that Officer Hopps is down. While trying to evade Nick, Judy asks Bellwether why she was doing this. Bellwether elaborates on her plan to unite prey against predators and take over Zootopia in the name of prey animals. Nick then clamps his jaws on Judy's neck as she lets out a bloodcurdling scream.
However, it turns out this was all a trap the two of them set for Bellwhether; they had secretly swapped the dart gun's ammo with blueberries from Judy's parents' farm. With Bellwether's confession recorded on Judy's carrot pen, the ZPD arrives and arrests her. Later, Judy is reinstated into the ZPD. She is thanked by Mrs. Otterton for having found (and helped find a cure for) her husband, watches Zootopia return to normal, and months later, speaks at Nick's police graduation ceremony taking him on as her partner. During Nick's first bullpen, Bogo seemingly assigns him and Judy to parking duty even after everything that had happened.
However, he admits he was kidding and assigns the pair to hunt down a street racer zipping through Savanna Central. As they roll out on their first assignment together, they encounter and chase down the racer and, to Judy's shock and Nick's amusement, discover he is none other than Flash.

Opening File: Nick Wilde
Officer Nicholas Piberius 'Nick' Wilde is a male red fox and the son of Mrs. Wilde. Nick came from a poor background living with his mother, Mrs. Wilde (his father is never mentioned or seen, except in the original version of the film). As a child, Nick had a dream to join the local Junior Ranger Scouts, as he always wanted to be part of a pack. When he was 8 or 9 years old, his mother scraped up enough money to buy a brand new scout uniform, giving him the opportunity to join a local troop.
Though he was the only predator and only fox in the local troop, Nick believed that would not matter and attended his initiation with confidence and enthusiasm. Unfortunately, his "initiation" turned out to be a cruel hazing prank where young Nick was ridiculed, knocked to the ground and held down while being muzzled by the other scouts for being a fox (as foxes are considered untrustworthy). After running outside to escape his tormentors, and having his desire of fitting in crushed, Nick tore off the muzzle and broke down in tears.
As a result of this treatment, Nick vowed to never let them see that they got to him and, from that moment forward, hides himself behind a mask of sly confidence. In addition, he declared that if the world viewed foxes as nothing more than sly, vile and untrustworthy scoundrels, he should not only accept it, but embrace it, subsequently doing so by becoming a successful con artist.
This unjust treatment continued well throughout his lifetime, apparent during his adulthood, which would only heighten Nick's cynicism. Some of these instances include Nick's interaction with the prejudiced Jerry Jumbeaux, Jr., who specifically states that he has the right to refuse service to anyone, and abuses this power against Nick, openly due to the former's distrust towards foxes. Chief Bogo also displayed this behavior when Officer Judy Hopps, at one point, called Nick forth as a key witness for her case; Bogo unabashedly scoffed at the idea of a fox being trustworthy enough to have its voice heard, thus refusing to listen to his testimony.
At some point while operating as a con artist, Nick fell in with Mr. Big, a feared arctic shrew crime boss. Mr. Big took a liking to the fox, welcoming him into his home and even introducing him to his grandmother, who made him a cannoli. At some point, Nick was involved with selling him a very expensive wool rug that turned out to be made from the fur of a skunk's butt. Feeling disrespected, Nick was turned away and was told to never show his face around Mr. Big ever again.
Nick first meets Judy in Savanna Central after the driver of a truck yells at him for being in the way. This catches Judy's attention and he looks suspicious walking down the sidewalk and enters Jumbeaux's Café so Judy follows him in as she believes that, being a fox, he is up to something.
Inside the café, the owner denies Nick service because he's a fox and he doesn't want any trouble, even though Nick claims he means no harm, and is simply looking to buy a Jumbo-pop as a birthday present for his son (Finnick, disguised as a toddler). The owner's belligerent attitude toward Nick prompts Judy to intervene and citing a severe health code violation, she is able to leverage a more compliant attitude from the owner who agrees to sell Nick the Jumbo-pop.
Nick, having identified Judy as an easy mark, pretends to have left his wallet at home and plays up the dad having a very disappointed son. This works on Judy's sympathy and she pays for the Jumbo-pop herself. Nick, Finnick and Judy leave the store as Nick thanks her for her kindness and even offers to pay her back (knowing full well she won't accept). As the pleasantries finish, Nick and Finnick head down the street keeping up the father/son charade as Judy departs.
The pair now head off to work their Jumbo-pop hustle. Their first stop is Sahara Square to melt the Jumbo-pop down to liquid. Then over to Tundratown where they use the snow to form pawprint molds and refreeze the liquid into dozens of smaller pawpsicles which are sold across the city for $2 a piece. Also they recycle the wooden sticks used for the pawpsicle handles which are then sold as lumber to a construction site in Little Rodentia.
Unknown to them, Judy has been following their activities ever since she noticed Finnick driving a van back in Sahara Square. After Nick and Finnick conclude their work and Finnick drives off, Judy angrily confronts Nick about his trickery and deceit.
Judy angrily threatens to arrest Nick who deflects all of her charges by producing the permits and paperwork that show his exploits to be perfectly legal. Nick is content to walk away but as Judy continues to harass him, he launches into a brutally honest assessment of her situation identifying her as a small-town girl with big-city dreams who moves to Zootopia only to find that not everyone gets along. Plus she wants to be a big city cop but is relegated to being just a meter maid and is slowly discovering that no one cares about her or her dreams and she's doomed to return to Bunnyburrow to live out her life as a carrot famer.
Judy, now deeply offended, gets in Nick's face to say that no one tells her what she can and can't be especially some jerk who is nothing more than a popsicle hustler. Nick bluntly replies that Zootopia is not a place where anyone can be anything. Instead, they will never be anything more than what they are, a sly fox and a dumb bunny. When Judy protests that she's not a dumb bunny, Nick wryly points out that she's standing in wet cement and walks off commending her on her inevitable career as a meter maid.
he next day Judy has staked her career on solving the Otterton case in 48 hours. Upon reviewing the case file, she discovers that Nick sold Otterton a pawpsicle shortly before his disappearance making him her only lead. She tracks him down but Nick declines to provide any help. Judy then insults Nick's pawpsicle revenue causing him to brag about his daily take of $200 he claims to have made since he was 12. Judy then charges Nick with Felony Tax Evasion as she produces tax documents showing he reported zero income even though she has recorded his confession of regular daily income using her carrot pen. She uses this arrest threat to blackmail Nick into helping her.
Nick begrudgingly joins Judy's mission, as she promises to give him the carrot recorder once their job is complete. However, as he is not a willing partner, Nick takes every opportunity to delay and frustrate Judy's investigation. He accurately tells her that he last saw Otterton going to the Mystic Springs Oasis, but neglects to inform her that the members don't wear clothes, fully enjoying her discomfort.
Their visit yields a clue in the form of a license plate for a limo that picked up Otterton and Nick considers his obligation to Judy fulfilled. However, when she realizes she doesn't have the resources to run a plate, she pressures Nick into more time with her investigation. Again, Nick is able to help but makes Judy pay with frustration. He takes her to the Department of Mammal Vehicles, where his friend Flash works, to help run the plate. Flash, however, being a sloth, takes the entire rest of the day to so. It doesn't help when Nick cheerfully interrupts Flash with a joke that adds even further delay.
By the time, they reach the business where the limo is registered, it is closed and locked for the night. Judy angrily accuses Nick of wasting the day on purpose to which Nick snarkily asserts that as a fake cop he would never impede her pretend investigation. When she accuses him of enjoying seeing her fail to make himself feel better about his sad, miserable life, Nick continues to goad her by not taking offense but simply smiling and agreeing that it does.
As Judy doesn't have a warrant to search the premises, Nick again presses that his obligation to her is over. Judy seems to agree and offers the carrot pen only to toss it over the fence as Nick reaches for it. Undeterred, Nick simply climbs the fence to retrieve the pen only to discover Judy has beaten him there by burrowing under the fence. She then reveals that by seeing a shifty lowlife trespassing into the limo yard, she now has probable cause to search the premises and jubilantly thanks him for his help.
The two find the limo and search it to discover Otterton's wallet and evidence of a vicious attack in the back seat. For the first time in their partnership, Nick realizes that Judy's investigation is a real case with real potential consequences. Unfortunately, Nick also realizes that the limo belongs to Mr. Big, the most feared crime boss in Tundratown, and Nick has been ordered to never show his face around Mr. Big again.
Nick insists that they leave immediately, but they are captured by Mr. Big's henchmen and taken to the crime boss's house. Nick attempts to talk his way out of the situation doing everything he can to keep Judy from admitting she's a police officer. Unfortunately this fails and Judy gets right in Mr. Big's face, accusing him of being a suspect in Mr. Otterton's disappearance even as Nick cringes in the background. In response to this, Mr. Big orders to have the two iced, only to have a change in heart when his daughter, Fru Fru, arrives and explains that Judy saved her life earlier. Mr. Big spares their lives and invites them to Fru Fru's wedding as honored guests.
There, Mr. Big gives information on Otterton's disappearance, advising that Nick and Judy travel to the Rainforest District, to question a jaguar named Mr. Manchas, the driver of the limo and the last person to have seen Otterton. Upon meeting Manchas, they find him in a state of deep fear, having been viciously attacked by Otterton, who had mysteriously reverted to a savage beast. Though initially hesitant, Manchas agrees to let Judy and Nick into his home to talk further, but before he can do so, he suddenly loses his sanity and becomes savage himself. Nick and Judy make a run for their lives, and are hotly pursued by Manchas, though they narrowly escape.
Chief Bogo and his police force arrive on the scene, only to find that Manchas is nowhere to be found. Bogo accuses Judy of failure, and requests her badge. Nick views Judy's heartbreak and steps in to defend her, noting that Chief Bogo had set her up to fail by giving her an unfair deadline with no resources. He points out that ultimately, she still has ten hours left to solve the case, forcing Bogo to stand down and allow them to continue.
Nick and Judy take their leave on a gondola, where Judy thanks Nick for his help. Nick responds by revealing his traumatic childhood experience that would lead to his stoic nature, con artist lifestyle and sympathy towards the oppressed and underestimated. Judy comforts him, and thanks him, again, for his warm heart, insisting that he's more than just a sly fox. Suddenly, Nick gets the idea to track what happened to Manchas by using the city's camera systems, with Judy having the connections in City Hall that allows her to do so.
They visit Assistant Mayor Bellwether, who grants them access to the city's traffic cams and they discover that Manchas was taken by wolf mercenaries. After losing track of their van on the cameras, Nick uses his knowledge of the city's maintenance tunnels to uncover their stealth exit from the Rainforest District and tracks them to an abandoned asylum on the outskirts of the city. Impressed by his knowledge, Judy congratulates Nick and the two head out to the asylum, finding it heavily guarded by wolves, but are able to sneak inside.
There Judy finds that all the missing mammals the ZPD is searching for have gone savage and been contained at this facility. They come across Mayor Lionheart and a doctor where they learn that Lionheart is overseeing the operation and keeping the animals confined to avoid a city-wide panic and seek a cure for their condition. The doctor reveals that the savagery may be a biological condition as only predators seem to be afflicted but Lionheart resists making this information public because, as a predator himself, he fears the loss of his position. Although Nick and Judy's presence is revealed due to a ill-timed phone call on Judy's phone, they escape by flushing themselves down an elephant-sized toilet, and report their findings to Bogo, who then raids the asylum and arrests Mayor Lionheart.
The next day, a press conference is held to report that the missing mammals case has been solved and Judy is to speak. Nick gives her some advice on how to handle questions she can't answer by reflecting back different question and answering that one which helps calm her nerves somewhat. Judy points out that she couldn't have solved the case without him and that should would like to have him as a partner giving him a ZPD application as well as the carrot pen. Nick is touched at the thought that Judy believes in him but she is called away before he can respond.
Judy starts awkwardly but uses Nick's advice to gain some traction as he looks on approvingly. Unfortunately, the question gets asked as to why only predators are going savage and Judy responds that it may have something to do with their biology. She says that predators survived through their aggressive hunting instincts and they seem to be reverting back to their primitive, savage ways. Nick is extremely upset that Judy reveals that she has this belief about predators, since she has just admitted she believes that he too could go savage because he's a fox.
Judy starts to realize the offense she made and awkwardly tries to explain that Nick isn't that kind of predator. The situation gets more heated and Nick moves in closer as he's making his point. Unfortunately, in this moment, Nick's actions mirror Judy's childhood confrontation with Gideon and she finds herself being triggered by her memory of that traumatic situation. So, when Nick steps forward with his claws raised asking if she fears he might to eat her, she feels threatened, and makes a reach for her fox repellent.
However, as Nick is unaware of Judy's past encounter, he sees this as confirmation that Judy does see him as a potential savage and never really had faith in him. Hurt and betrayed, Nick leaves the building, declining her offer to become her partner and returning the application which he had actually filled out during her speech. At this point, Nick drops out while Judy deals with the repercussions of her speech which eventually results in her resigning from the ZPD and returning to Bunnyburrow. However, about 2.5-3 months after the press conference, Judy suddenly returns with a breakthrough on the case and seeks Nick's help to solve it.
Nick rebuffs her, which prompts Judy to confess that she was ignorant, irresponsible and small-minded. She admits that she desperately wants to make things right for predators but that she can't do it without Nick. Judy breaks down in tears as she acknowledges that once they are done he can hate her because she was a horrible friend and severely hurt him. He can take satisfaction in knowing she was a dumb bunny all along.
Nick reveals that despite the hurt she caused him, he still held onto her carrot pen and teasingly replays her dumb bunny confession a couple times and then forgives her. Reunited as a team, the two head out to track down Judy's clue. She knows that the flowers called 'night howlers' are the cause of the predators going savage and that Duke Weaselton stole a bag of those flower bulbs on her second day in the city. So they track him down to learn who he was stealing them for.
When Duke refuses to cooperate, the pair allow Mr. Big to continue the interrogation where a threat to ice him leads to him being much more helpful. Duke reveals that the bulbs were sold to a ram named Doug and provides the pair with the location of his underground drop spot.
When Nick and Judy investigate, they find a subway car converted into a laboratory where Doug has been using the bulbs to grow his own night howlers and produces a serum that's stored in a pellet and shot at predators turning them savage. Judy realizes the subway car is still operational and commandeers the lab to try and take all the evidence to the ZPD. Although Doug's ram associates, Woolter and Jesse pursue they are able to shake them but the train is derailed and destroyed in the process. For a moment it appears that their investigation is over but then Nick reveals that he was able to escape the train car with a case that contains Doug's dart gun and a toxin pellet saving one piece of evidence.
The two try to make their way to the ZPD through the Natural History Museum where they encounter Bellwether, who is revealed to be the true mastermind behind the savage predator conspiracy. She sends her henchrams to capture Nick and Judy who make a break for it through an area of the museum that's still under construction. Here Judy is injured when her leg is badly cut by an exposed tusk. Although she insists that Nick take the evidence to Bogo, he flat out refuses to leave her behind and insists that they'll think of something.
After enduring a Bellwether monologue, Nick tries to carry Judy to the exit, only to be knocked into a pit-like exhibit by one of Bellwether's rams. Here, Bellwether shoots Nick with the serum gun so he will become savage and kill the injured Judy. She also calls the ZPD to report a savage fox in the museum and that Officer Hopps is already down. As Judy does her best to avoid savage Nick, Bellwether gloats over Judy's impending doom and says how she'll gladly use the fear of savage predators to keep herself in power. Nick catches up to Judy and clamps his jaws around her neck as she releases a bloodcurdling scream.
Fortunately, it's revealed that Nick was only faking being savage as the pellet was exchanged for a harmless blueberry. The whole encounter was staged to get Bellwether to confess her role in the savage predator conspiracy which Judy has recorded on the carrot pen. As Bellwether turns to flee, she finds that Bogo and a ZPD squad of officers has arrived to arrest her. With Bellwether behind bars and an antidote developed for the nighthowler toxin, life in Zootopia returns to normal.
Judy is reinstated as a member of the Zootopia Police Department and Nick decides to join the ZPD. Judy is present at his graduation ceremony delivering an inspirational speech, identifying Nick as ZPD's first fox officer and presenting him with his badge. He playfully snarks Chief Bogo who snaps at him but not in a vicious way. Nick and Judy are now partners and their first assignment together is the task of tracking down a speed racer, who ironically reveals himself to be Flash, much to Judy's surprise and Nick's amusement.

Opening File: Chief Bogo
Chief Bogo is a male Cape buffalo and is the chief of the Zootopia Police Department. A tough cape buffalo with 2,000 lbs (about 900 kg) of attitude, Bogo was reluctant to add Judy Hopps, Zootopia's first bunny Mobian cop, to his squad of hardened rhino, elephant, and hippo Mobians. He initially carried a bias toward Judy, because she's a political appointee that Mayor Lionheart foisted upon him and though she gradated with top honors, has no experience in the field as a police officer. He also dismissed the testimony of Nick, out of hand, because he believes him to be untrustworthy due to him being a fox Mobian.
However, Bogo is not as closed-minded as he seems. When Nick pointed out that he gave Judy a case that his entire precinct couldn't crack themselves with limited resources and no aid, Bogo wasn't able to argue back, even when he tried to speak but got cut off by Nick, who reminded him how many hours they have left, and seemingly became ashamed of his actions. He eventually does grow to accept Judy and Nick once they have proven themselves and comes to respect them as equals.
He is shown to be realistic, understanding that the world as 'already broken' and in need of good cops. This is likely as a result of his exposure to the failings of the world with his years as a police chief, and is probably why he often takes an apathetic attitude with those around him. He is authoritative and unbribable, which is likely the reason why Mayor Lionheart hid from him the fact that all fourteen missing mammal Mobians had mysteriously gone savage and were in secret captivity. He has a dry, though somewhat playfully sarcastic sense of humour, preferring to appear serious before delivering a punchline or revealing a light-hearted jest, as seen with his interactions with Officer Francine.

"Any idea why we're here?"
Things had calm down in Zootopia since the case involving missing Mobians and the 'disease' that caused predators to become feral had been solved.
That was fine with Officer Judy though.
It had been an emotional roller coaster for her, having had her eyes opened to how things were a lot different from what she had imagined as a little rabbit kit, growing up with big dreams. Almost enough that she had gotten used to being on parking duty with her new partner and best friend since coming to Zootopia Nick Wilde.
Speaking of which…
"Well, that's probably about a million ideas circling around in my head but then again do any one of us know why we're here in the grand scheme of things?" Nick asked, softly drinking a cup of coffee in his hands.

"I meant why we're being called back to the station, like right now?" Judy clarified with a raised eyebrow.
"Oh that." Nick blinked. "I have no clue."
"Okay…Are you okay, Nick?"
"Yeah, I'm good." Nick said simply.
"Like you don't feel like you have to talk-"
"Nope."
"Okay, so as long as you're good."
"Totally good."
Judy had to wonder to herself if the last couple of weeks on parking duty were starting to drive Nick insane like it had nearly done her when she first began.
To be far though, she couldn't exactly blame him.
She herself had been the same when she had first started but after the case with the blueberries and Bellwhether she was actually fine with parking duty for a little while. Nothing like almost seeing the city being torn apart by petty prejudices to enjoy the little jobs every now and then.
"Officer Hops, Officer Wilde, come in." The radio buzzed.
Judy immediately answered. "Officer Hops here, Chief."
"Report back to the station immediately, we have a new assignment for you."
Judy and Nick shared a glance with the Fox Mobian shrugging. "Maybe it will be something fun."

"Shut the door." Bogo said immediately when he saw Judy and Nick enter.
Judy quickly did so before facing the Chief. "You called us in for another assignment, Chief?"
"I did and this one is top secret." Bogo placed an envelope on the table. "What I am about to say cannot be discussed outside this office with…anyone."
Judy and Nick shared a glance for a second before looking back at the chief.
"Calls have been coming in lately, people spotting what they think is a human running around the district regions of Zootopia." Bogo began.
"A Human? In Zootopia?" Nick raised an eyebrow.
"I thought Humans weren't allowed to interact outside the embassy unless under strict supervision." Judy replied.
"They aren't. I've already talked to the people down there, no one matching the description of our trespasser ever arrived at the embassy." Bogo clarified. "That's not even the strange part."
Nick opened the envelope and pulled out pictures. "…Uh, we sure this is a Human? I may not have seen a lot but I'm sure they don't have green skin."
Judy looked at the pictures. "Or pointed ears…Are those fangs? Maybe he's a Faunus? They're a little more likeable."
"You ever see a Faunus looking like that?" Nick raised an eyebrow. "If not for the pointed ears, I'd say he was a Crocodile Faunus but there's no scales on him. We can rule him out being any kind of reptilian Faunus."
"That's not even the weird part." Bogo switched on a screen for the two to see.
The green human seemingly running and…changing into a bird.
"…Okay, what they did put in my coffee this morning?" Nick mumbled.
"A green skinned human changing into a bird? This kind of feels like some sort of hoax, or at least the start of an action hero movie, Chief." Judy commented.
"Yeah well, this time it's not Hollywood's fault." Bogo switched the screen off. "A literal human, a green one, running around that can change into animals. Rumors are spreading fast now and people are a bit on edge, especially since we just came out of that blueberry case."
"What do you need from us, sir?" Judy asked.
"Officer Wilde, you still have…friends or contacts out there?" Bogo asked.
"Oh, I see. You want us to find this human and bring him in." Nick caught on with a smile.
"Somewhat. We can't be sure if this is actually a human or something else. We need to find him and fast. So, reach out to your contacts and see if they can narrow down this thing's location." Bogo explained. "The containment unit is already on standby."
"Sir, is that necessary? We can just hand him over to the embassy and let them sort it out." Judy remarked.
"And they will, once we make sure this newcomer doesn't present a threat to us and the whole city." Bogo replied, turning to the window. "I am not sure if you've noticed but it's been a real roller coaster of events out there in the last several months. From all our riches being stolen, the sun going red and that big blizzard, the world's going nuts and the last thing I want is for the crazy out there to make its way here. So track this thing down and let the containment unit lock it up until we know what's going on."
"Yes, sir." Judy nodded.
Nick just offered a two fingered salute.

The ride in the car was quiet. As Judy drove, Nick kept himself busy by tapping his fingers and looking out the window.

Finally, he couldn't take the silence anymore and just spoke. "So…"
Judy glanced at him. "Yeah."
"A human…"
"Yeah."
"…You ever seen one before?"
"No." Judy simply answered. "Just heard…stories."
"Oh?"
"Like how…Like how…Well, they're the reason we all live here." Judy awkwardly said.
"Oh, they built the city?" Nick asked.
"What? No, no, no." Judy shook her head. "I mean, Mobians came together and built the city. A city for Mobians…Not humans."
"Oh…Cool." Nick looked back out the window.

"What about you?" Judy suddenly asked.
"What about me?" Nick asked.
"You ever see a human?"
"Oh, a few." Nick shrugged. "…"

"And?" Judy questioned.
"And what?"
"What are they like?"
"Oh…Um, the ones I met were for trading…stuff. Like the stuff, I would trade in the old days." Nick glanced back and forth for a second.
"So they're con artists." Judy clarified.
"No, they're…businessmen." Nick corrected. "Who had a lot of jokes…Animal based jokes."
"Oh?"
Nick sighed. "Okay, I can't handle this anymore."
"Handle what?"
"This. The awkwardness." Nick answered impatiently. "Look, it's obvious we both grew up with stories of humans being the worst."
"My family never said humans were the worst." Judy replied.
"But they're the reason we all live in Zootopia rather than…somewhere else." Nick pointed out. "It's okay to admit it."
"Look, I get that there's been a lot of issues with humans for a long time but I'm not going to let that cloud my judgement." Judy focused back on driving.
"You mean like with not being clouded by how a lot of people here think predator Mobians are anything but friendly." Nick pointed out.
"Or like how you don't all bunnies are cut and dumb." Judy retorted.
"…Right." Nick nodded.
"Right." Judy nodded back.
"So, we're good."
"We're good."
"All right then."
The drive just felt more awkward when they stopped talking.
