Opening File: Night Howler Serum

The Night howler serum, also known as the savage serum, is a highly potent chemical drug made from toxic flowers called Night howlers in Zootopia. It was created by the sheep scientist Doug Ramses for the purpose of using it on predator mammals. The drug is distilled from the flowers of the Night howler plant which induces highly potent psychological effects on mammals. When introduced into a mammal's bloodstream, the serum causes the loss of higher brain function so that the victim reverts to a feral state and lashes out at anything nearby.

The effect of this Night howler sickness is that essentially, any mammal reverts to an aggressive, wild, violent state that is described as 'savage'. Under the orders of his client, Assistant Mayor Bellwether, Doug obtains bulbs for growing Night howler flowers and sets up a small greenhouse for them in his makeshift laboratory in a subway and once they are fully-grown, he distills them into a serum. The serum is loaded into small paintball-like pellets and loaded into an air-powered sniper gun, which is used by Doug to dart dozens of predator mammals for Bellwether's plot in order to make prey animals fear the predators. Judy Hopps and Nick Wilde discover the serum in Doug's lab and they later learn that Bellwether is behind the conspiracy.

The farm of Night howlers in Doug's lab that are used to create the serum is destroyed when the lab is accidentally derailed by Judy and Nick and subsequently explodes. After finding out that Bellwether is the mastermind behind the conspiracy, Judy and Nick make a run for it, but they are trapped in the Natural History Museum by her and her henchmen. Bellwether shoots Nick with the serum to make him go savage and kill Judy, but it turns out that they switched the serum with blueberries and recorded her plot with Judy's carrot pen. After Bellwether's arrest, a cure for the serum is developed for the affected predators.

Opening File: Dawn Bellwether

Assistant Mayor Dawn Bellwether is a diminutive female sheep and the former assistant mayor of the city of Zootopia. Bellwether first Judy Hopps alongside Mayor Lionheart at her graduation ceremony where she is the first rabbit police officer and is being assigned to Precinct 1, City Center. As Bellwether awards Judy her badge, she tells the young rabbit that it is a proud day for 'us little guys'. However, she is then rudely brushed aside as Lionheart moves in for the publicity photos forcing Bellwether to squeeze in from the side.

When Judy volunteers to find Mr. Otterton without authorization, Chief Bogo is about to fire her for insubordination, but Bellwether shows up at just the right moment to learn about Judy taking the case. When the Assistant Mayor then texts Lionheart about the assignment, it forces an irritated Bogo into give Judy a chance. Nick comes up with the idea to use the traffic cams to help them find out what happened to Manchas. Judy doesn't have access to those cameras but realizes she can go to Bellwether for help. The Assistant Mayor gives them access to the traffic system and explains she feels good helping them since she feels she is more of a "glorified secretary" than an actual assistant mayor.

However, Lionheart calls Bellwether to confirm that she's going to cancel his afternoon meeting, so Bellwether leaves Judy and Nick to continue studying the cameras. After Bellwether becomes the new mayor of Zootopia, she wants Judy to become the public face of the ZPD to provide a trusted presence for the frightened prey citizens. However, Judy declines and to Bellwether's shock, resigns from the ZPD. Later, Judy discovers that the predators were being turned savage through a psychotropic serum.

Judy and Nick race through the Natural History Museum to get the evidence to the ZPD but they encounter Bellwether and some ram ZPD officers and she thanks Judy for her efforts and tries to take the evidence from them. Judy realizes that only the rams making the serum knew she was back in the city and heading toward the ZPD so for Bellwether to intercept them means that she is involved in the plot. As Bellwether and her ram henchmen search for Judy and Nick, Bellwether points out that prey make up a majority of Zootopia's population and tries to convince Judy to join their cause. Judy and Nick ignore Bellwether and make a dash for the exit but are knocked into a pit exhibit by one of the rams.

Bellwether takes back the evidence and removes a gun used to shoot predators with paintball-like pellets. She promptly shoots Nick to turn him savage so he will kill Judy thus removing them both as witnesses. As Judy works to avoid a 'savage' Nick, she gets Bellwether to monologue about her plans which involve Bellwether rising in power even if she has to dart every predator in Zootopia to accomplish that. Bellwether continues to watch even as Nick clamps his jaws around Judy's neck and gives a smirk of satisfaction in seeing the death of her foil. However, it is revealed that Judy and Nick switched the serum pellets in the gun with blueberries.

Bellwether furiously switches tactics to say she can frame them for their actions, like she framed Lionheart since it's her word against theirs, but then Judy reveals that she taped Bellwether's confession with her carrot pen. As Bellwether turns to run, Chief Bogo and the ZPD, arrive and surround her, and she is arrested along with her henchrams. Bellwether is last seen in her prison cell watching Gazelle's concert with contempt while her inmates clap their hands to the beat.

She later notices one of her inmates touching her wool and angrily swats their hand away before continuing to brood.

Opening File: Leodore Lionheart

Mayor Leodore Lionheart is a male lion and is the longstanding mayor of Zootopia. To the citizens of Zootopia, he presents himself as a charming, noble and inspiring leader who desires to make sure that all mammals are treated equally within his city. However, he also displays a certain amount of pompousness, sarcasm, and impatience. He is the founder of the Mammal Inclusion Initiative that is intended to provide all mammals with an equal opportunity to pursue any career they desire.

While this seems to present a balanced and fair-minded individual, we also see that he treats his Assistant Mayor as little more than a secretary giving her an office in the boiler room, calling her the demeaning nickname of 'smellwether' and off-loading a tremendous amount of his workload upon her. He champions Judy at her graduation as a shining example of his Mammal Inclusion Initiative but also mugs for the camera to the point of shoving Bellwether out of the way. He assigns Judy to the highly public posting in District One but without apparently consulting with Chief Bogo as to where she would actually be the most useful. This makes it difficult to determine if he has ideals that he truly believes in or whether it's all simply political posturing used to gain popularity and voters.

However, Lionheart does have concern for the safety of Zootopia citizens. When predator mammals start going savage Lionheart somehow learns about this before the ZPD and takes the initiative of hiring a team of elite wolf guards to capture those mammals and take them to Cliffside Asylum to prevent a public panic and ensure that they won't be able to harm anyone while they look for a cure. However, imprisonment without due process is illegal and as time rolls on without a solution in sight, Lionheart is showing signs of stress. When he is directly advised to come forward due to the urgency of the situation, he realizes his career would be threatened and decides against it.

After he is released, he admits that imprisoning the savage mammals was a 'doing the wrong thing for the right reason' scenario due to them going savage leaving it unclear if there was real personal regret on display or simply a politician's sound bite.

Okay, on the list of weird things Beast Boy had seen as a member of the Doom Patrol and the Teen Titans…

This was the most awesome thing he had ever seen!

Leave it to Beast Boy to look on the bright side of things but that was always what he tried to do, look on the bright side. Granted he didn't always have the right timing and some of things he said just made others feel worse…

It was the thought that counted right?

'I am sure Raven would say 'You actually have a thought before you open your mouth?' or something like that.' Beast Boy thought to himself.

Raven…

Beast Boy was sure Raven had something to do with why he was here. While he wasn't the sharpest crayon in the box, Beast Boy could put two and two together. He was outside Raven's room before he was in that lab where he got the weird device that actually can help him transform into alien animals from the looks of it and why he looked so different now.

Actually, he was positive it wasn't just his appearance that changed.

It was his whole body that changed. He knew he had better senses before but now…it was like everything about him had changed and he could barely keep up with how different he felt on the inside and out.

His vision was like being in hawk form now.

His hearing, he felt like he was practically every kind of feline now.

His sense of smell, he might as well have the nose of every canine in existence.

For all Beast Boy knew, it was likely even his sense of touch and taste had been altered in some way by the alien device attached to his wrist.

The question was why did he have it?

Something had happened to him, and he was sure that whoever had given it to him had not meant for it to be a gift.

'I think someone was experimenting on me.' Beast Boy shuddered at the very thought of being strapped down on a metal table in a lab while strangers in white lab coats came out with all sorts of sharp knives and stuff to dissect him.

But he knew Raven was the reason he was free.

Call it intuition or something but having been on the receiving end of Raven's powers more than once and even had been given a small piece of her powers, Beast Boy could instinctively sense Raven's powers even though he was likely unconscious.

'If Raven was the reason I got out, why hasn't she contacted me?' Beast Boy wondered, taking out his communicator. 'Is something wrong with her communicator?'

It's like he was worried.

Well, he could worry about his friends, but Beast Boy knew Raven could look after herself. If something was happening right now, she was probably in the middle of it somehow and couldn't contact him at the moment.

'I guess I should just try and find out what is happening here and then see if I can find her.' Beast Boy stood up from the perch he had been sitting on. 'Nothing was ever done just sitting around, no matter much I wish I could do that.'

First things first, figure out where he is.

How does he do that?

'Guess I'll start asking around.' He said, shapeshifting into a bird and landed in the middle of a park.

Needless to say, this action earned cries of surprise from any nearby who happened to witness a green bird changing into a boy.

"Uh…hi." Beast Boy chuckled nervously while waving one hand. "Um…Would anyone be willing to give me some directions?"

A moment later klaxon sounds rang out as a police car parked on the sidewalk and from it emerged pair of Mobians, a rabbit and fox.

"Wow, a rabbit and a fox dressed as cops?" Beast Boy exclaimed. "That's a combo I did not see coming."

"Tell me about it." The fox said, tilting his sunglasses up. "Boy with green skin, green hair, green eyes with pointed ears and a fang. Are you like a…little green man from Mars?"

"Dude!" Beast Boy frowned. "That's offensive! They are not little! Well, they might have started out little, but they get big. I think you're fine with calling them men though."

The fox and rabbit shared a glance.

"Second, I'm a bonified one hundred percent earthling…who happens to have green skin, green hair, green eyes…" Beast Boy trailed off. "…and whose favorite color might be green. And don't worry about the fangs, I'm a proud vegetarian!"

"Uh…Yeah." The rabbit said before presenting her badge. "Officers Hop and Wilde of the Zootopia Police."

"Beast Boy of the Teen Titans." Beast Boy introduced himself.

"Teen Titans…What is that? Some kind of rock band?" Nick asked.

"I wish." Beast Boy muttered. "Then I could show off my awesome British accent and sound like a rock star."

(Beast Boy's Imagination: Beast Boy preforming an awesome guitar solo in front of a crowd that cheers for him.)

"Okay…well, we'd like to ask a couple of questions about why you are here." Judy stated, trying to sound professional.

"Okay, but I have one question." Beast Boy stated.

"Which is?"

*Growl*

Beast Boy pointed to his stomach. "Do you know any good restaurants around here? Kind of hungry…And do they accept American money?"
