Opening File: Mr. Big
Mr. Big is an old male Arctic shrew and a member of the Big family, he is the father of Fru Fru, the father-in-law of Fru Fru's husband, and the soon-to-be grandfather of Judy. He is also the leader of his mafia. Mr. Big is the most infamous and feared crime boss in Tundratown and evidently has the respect of numerous law-abiding citizens as well as the Zootopian underworld, such as Emmitt Otterton and Renato Manchas. He is the owner of a number of businesses and ventures, which provide necessary services to Zootopia's citizens, like the Tundratown Limousine Service.
His life prior to the events of the Night Howler Serum incident is largely a mystery, however, it is known that he became a friend or acquaintance to Nick Wilde, who was welcomed into his home. This relationship went sour after Nick was involved in selling Mr. Big a very expensive wool rug made from the fur of a skunk's butt that Mr. Big's beloved Grandmama was buried in. This left Mr. Big quite angered at Nick who was told to never show his face around him again. Mr. Big also had very good relations with Emmitt Otterton, describing him as 'like family', even though he was simply the crime boss' florist.
Mr. Big has a very honor-based personality, finding respect to be a central tenet. He is fairly merciless and will not hesitate in punishing those who have disrespected him or his family, but he will treat those who do good to him like family, such as Emmitt Otterton and Judy Hopps. While he is evidently engaged in organized crime and often resorts to threatening punishment on those who cross him, he errs on the morally good side of crime, seeming to prefer amicability to violence in most cases. Mr. Big treasures his family more than anything else in the world, a trait that he has always maintained even in his early years. His friends are as precious as family to him, and he is quick to make them from acquaintances and employees, whom he treats hospitably and respectfully.
Any friends that disrespect him or his family, however, often face the crime boss's wrath and are reminded of how dangerous he is. Interestingly, he has also expressed his belief that modern mammals still carry their primordial ancestors' wild instincts. As a young shrew, Mr. Big was an optimistic and sympathetic mammal that looked towards a bright future for himself and his family. Like many young mammals, Mr. Big too saw Zootopia, which he and his Grandmama emigrated to, as a dreamland where everything is possible. Despite their rough start and dashed expectations, he retained his optimism and was determined to work hard to make his Grandmama's business thrive and find a place in the community.
He was initially frightened by all the mammals that were bigger than him, but he eventually befriended them and gained their respect, and in some cases even their fear.

Opening File: Frubelina 'Fru Fru' Big
Frubelina 'Fru Fru' Big is a member of the Big family, she is the daughter of Mr. Big, the wife of her husband and the future mother of Judy who is named after Judy Hopps. Fru Fru first meets Judy Hopps when she was shopping with her friends in Little Rodentia at Targoat and Mousy's where she is almost crushed by a 'giant' (compared to her), runaway donut sign. She was saved in the nick of time by Officer Judy Hopps, who compliments her hair. Later, in Tundratown, when Judy Hopps and Nick Wilde are on the verge of being "iced" (plunged into freezing water), she entered her father's office to call him to come dance with her when she noticed what he's doing and protested, reminding him of his promise not to ice anyone during her wedding, to which Mr. Big apologized, but continued the process anyways.
She also notices that one of the two is the same officer who saved her, which caused Mr. Big to spare them in gratitude, and invited them to Fru Fru's wedding. Meanwhile, Judy complimented her wedding dress. Later, when Mr. Big was 'helping' Judy and Nick with a less-than-cooperative Duke Weaselton, she walked in and was revealed to be pregnant, and that Mr. Big had designated Judy to be the godmother of his future granddaughter. Fru Fru happily declares that she intends to name her daughter after Judy, much to the rabbit's surprise and delight.
After the case is solved, she was seen dancing with her father at Gazelle's concert.

Opening File: Buster Moon
Buster Moon is a male koala Mobian, former Huntsman and owner of the Moon Theatre. Buster Moon realized the dream of owning the theater when he attended the show 'Epiphany' with his father, but the place has fallen on hard times with nobody coming to the shows anymore. As a Huntsman, he was known for his odd quirk of singing while he was fighting Grimm. He bought the theatre in the belief that music could help better relations between Humans, Faunus and Mobians. His father worked as a car cleaner for thirty years, while Buster gathered up money from the missions he took as a Huntsman until he had enough to buy the theatre.
Even though his best friend, a Suffolk sheep named Eddie, doesn't think it's a great idea, he decides to put on the world's greatest singing competition as a final effort to restore the theater's popularity. He scrapes together $1,000 for the winner, but thanks to Buster's doddering old lizard assistant due to her glass eye popping out and bouncing off her keyboard, the flyers go out proclaiming a $100,000 prize instead, causing a stir in Zootopia. And as Buster fights for his theater's relevance, five characters become the top talent in the competition all of whom are ultimately trying to define or redefine or find themselves through music and performance.
When everything goes wrong and literally comes crashing down, Buster finally breaks and gives up, is unresponsive to his singers' support and encouragement, and is fully prepared to accept a fate of car-washing until he hears and is inspired by Meena's beautiful singing to take one last shot. He rallies the troops, they throw together a workable open-air theater, and perform for free, each of his singers pulling off spectacular performances that redeems Buster in the eyes of the public as well as Nana Noodleman, the theater actress who was partly responsible for inspiring Buster to love theater, that she buys back the theater property and restores it to its former glory, allowing Buster to hold a grand re-opening and truly start his career as a successful theater producer.

Opening File: Taurus Bulba
Taurus Bulba is a bull Mobian and is also a ruthless crime lord and kingpin who doesn't really believe in the Satyra cause and is just using the group for his own gain. Not much is known about Taurus Bulba's background. What is known that when he was originally captured he was serving a 99 year prison sentence in Zootopia jail yet still remained involved in criminal affairs from the prison. In fact, he seems to find being incarcerated to only be a minor inconvenience, seeing his prison cell as the perfect hideout and cover for his activities.
He was eventually released by agents of Satyra and recruited but only sees them as a means to an end to expand his criminal empire across the continent.

"Okay, so let me see if I got this straight." Nick slowly said, seated across from Beast Boy at a table in a local diner. "You…are a superhero."
"Yup." Beast Boy nodded.
"And your whole superpower is changing into other animals." Nick continued.
"You got it."
"And they are all green."
"Y-eah. Kind of a skin condition." Beast Boy rubbed the back of his head with a sheepish smile.
"So, every animal is green. Including say…oh, rabbits?" Nick asked, flashing a small smirk at Judy who just rolled her eyes.
"Check this out." Beast Boy said before changing into a literal green rabbit.
"Okay." Nick simply nodded.
"And that includes foxes too?" Judy asked.
"Yup." Beast Boy changed into a fox that was as a green as his rabbit form.
Nick blanched. "Yikes…Some colors do not belong on certain animals. This would be one of them. It's either orange or no go on the fox."
Beast Boy shifted back to human form with a snicker. "Hey, green is an awesome color."
"Not saying it isn't but it is not mean to go on certain animals, like foxes." Nick replied. "Orange is the preferred color."
Judy rolled her eyes at how comfortable her partner seemed to be around the green human…was he human if he had these abilities naturally and not because of a Semblance?
So many questions were racing in Judy's mind?
Was he actually a human?
How could he have the ability to change into every animal without some kind of Semblance?
Why was he here?
And where he come from?
Judy wanted to believe that this 'Beast Boy' had no hostile intentions but she had already been fooled by a friendly face once before. Assistant Mayor Dawn Bellwether had been someone Judy had considered someone to be trusted, and she was in jail right now for trying to turn the predator Mobians against the population. That had been one of several hard lessons Judy had to learn since coming to Zootopia and meeting its people.
Her partner Nick, the literal definition of a 'sly fox' despite the stereotype Nick has had to deal with all his life.
Mayor Lionheart, a seemingly well-intentioned politician even if he was a lion Mobian but a politician, nonetheless.
Mr. Big, an Artic shrew Mobian but commanded the respect of subordinates who were much bigger than him.
Flash, a sloth Mobian who was the exact opposite of his namesake, considering how slow he actually was but still a good friend who had helped her and Nick.
Judy's perception of the world since she was that little girl on that stage, proclaiming she would be the first bunny Mobian to become a cop in Zootopia and while she wanted to give Beast Boy a chance, his story just sounded too…
Radical?
Like something out of a comic book?
Judy knew the world outside of Zootopia was crazy. While she hadn't gone up against too much Grimm, she fought off little ones that came near her family's carrot farm from time to time and she showed herself to be really good at fighting.
Especially when one or two or three or more of her two hundred seventy-five siblings were in danger.
"So, what's the plan here?" Nick asked, shaking Judy from her thoughts.
"Well, I just want to find out where I am, what planet I'm on and try to find my way back." Beast Boy shrugged. "Uh…Could you guys give me a hand with that?"
"I'm a cop, not a history teacher." Nick shook his head, turning to the nearby theater. "But I might know someone who can help."
Judy raised an eyebrow.

"Mr. Big, sir." A polar bear Mobian in a black suit knocked on the door to his boss's office.
"What is it?" Mr. Big called from the other side.
"Someone is here to see you."
"Do they have an appointment?"
The door was pushed open and in walked a bull Mobian in a fancy orange suit. "Not exactly but we're old friends, are we not?"
Mr. Big, sitting on his desk, narrowed his eyes at the sight of the 'visitor'. "Bulba."
Taurus Bulba.
"Nice to see you remember me." Bulba replied as he strolled into the office. "I heard your daughter got married. A pity I couldn't attend."
"You weren't invited." Mr. Big simply said.
"Oh, that is so hurtful." Bulba held a hand over his chest. "Now what did I do to deserve something like that?"
"Probably by existing. You have five seconds to step out or I say…Ice 'em!" Mr. Big shouted.
Two polar bear Mobians, both of them wearing black suits stepped up behind Bulba but he remained calm.
"Big, Big, Big, calm down. I'm not here to make trouble. I'm here on business, giving you a message from my benefactors." Bulba raised both hands as he took a seat. "They're interested in the Night Howler Serum."
Mr. Big stopped and paused. "…Of course they are. Want to spread their message by further dividing Humans, Faunus and Mobians. Well, I'm not interested, and I told you this before I never want see you or Satyra slime in my city."
"That might change very fast, Mr. Big." Bulba replied. "I'm just giving you a heads up since we're old friends."
"Friends?!" Mr. Big snapped. "You think we're still friends after your greed and selfishness killed my wife?! Here's my response: ICE'EM!"
The guards behind Bulba moved to grab him but he held out a remote with a red button that he pressed. "Don't bother dumping me in. I'll see myself out."
He pressed the button, and a portal appeared over the trap door and Bulba jumped in, vanishing from sight.
Big slammed his hand on the armrest of his chair. "Get the word out. I want men on every street watching for any signs of Taurus Bulba or anyone who even looks like they might be Satyra. Find me some boys in prison and tell them to keep a close eye on the little sheep who had the formula before. MOVE!"
The two bears quickly moved, scrambling to the door and rushing out to carry out their boss's orders. Mr. Big leaned back in his chair, sighing before turning it to look at an enlarged picture on his desk.
A picture of him and his wife with their darling daughter as a baby.
"Margaret." Mr. Big whispered his deceased wife's name.
It had been so long since he had uttered her name.
And yet, it all felt like it had been only yesterday.
He would never forget, especially now that his baby girl was all grown up, happily married and having a baby girl of her own.
Satyra had taken his wife from him.
They would not take his baby girl from him.
He took out his tablet and made a call. "…Nick, and that bunny partner of his might be in for a rough time."
