Amanda Waller, the head of Task Force X, was determined to defend her country from any potential threats. One of her biggest targets was Superman, who, in the recent past, had an AI known as Brainiac take over his body and invade the Earth with it, but with the help of his cousin Kara, they defeated Brainiac.

Even though he fought Brainiac to defend the Earth after regaining control of his body, Waller still thought of Superman as a threat to national security. But one night, as she was heading to sleep, she heard a loud boom in her room. Right next to her bed was what appeared to be a portal. Emerging from it was what looked to be a man in a strange suit on a floating chair.

She held this man at gunpoint and said, "If you think you can break into here and not suffer the consequences-" but the weird man replied, "There's no need for violence. My name is Metron. While I often seek knowledge above all else, sharing some of that knowledge could be beneficial,"

"What are you talking about?" she asked, not believing what Metron said.

"I've made a simulation of Metropolis of what would have happened if Superman never came to Earth,"

"Humanity would be a whole lot safer since he's a threat to us if he so much as has a bad day,"

"I was going to show you rather than just describe it," Metron said, pressing a button and sending both of them into the simulation.

Waller was disoriented and surprised that it seemed to be daytime when she was about to call it a night. Metron showed up next to her and said, "All you can do is observe."

Amanda saw that even though Superman never came to Earth, Zero Day still would have happened and she and General Sam Lane would still have survived and created Task Force X. Decades later, OMACs that Task Force X reverse engineered were stolen and went on a rampage, but they went on a more destructive one than what happened in the real past since there was no one around to stop them. If she was horrified, she did a good job hiding it. Turning to Metron, Waller said, "We… as in, Task Force X, could have gotten back the OMACs even if Superman wasn't fighting them,"

Metron fast forwarded the simulation to Livewire threatening to detonate several bombs in Metropolis sewers if Slade Wilson didn't stop going after her. They fought and Slade damaged the stolen tech. With no one to stop the chain reaction, a portion of Metropolis was destroyed and there were numerous casualties. The electricity did nothing to the two observing the simulation.

Fast forwarding again, Metron resumed normal speed at the point where Intergang, a criminal ring trio that got their hands on some of the tech weapons, was trying to use a freeze ray to rob a bank. It malfunctioned when they tried to freeze a vault door to make it more brittle, and when Rough House tried to fix it with a punch, it froze a huge portion of what was left of the city, leading to more casualties.

In less time than had passed since the freeze ray incident happened in reality, the simulated version of which Amanda saw through Metron skipping ahead several times, Metropolis had to be abandoned, its surviving citizens moving elsewhere as the city itself became a frozen ghost town.

Waller looked to Metron again and said, "Let me guess… this whole simulation was made just to convince me that the benefits Metropolis gets from Superman being around outweigh the detriments?"

"Yes…" Metron said, seeming that he wanted to say more. Before he could, though, Amanda said, "Well, if that was your plan, I'm still gunning to eliminate Superman. What's the loss of one city if the rest of humanity isn't in danger since he wouldn't be here? And even though that Lex fellow ran away during the recent alien invasion, he also seems to hate Superman as much as I do,"

"Your loss," Metron said, ending the simulation, returning her to her bed and leaving through another portal.
