Seven years after Cole MacGrath's sacrifice,Half of the Conduits survive and are hunted down by the D.U.P.
In the hometown of Salmon Bay,Deslin Rowe,a 24 year old graffiti artist,vandalizing the billboard before being caught by his older brother,Reggie. Their argue was interrupted by an outta control military truck carrying three Conduit prisoners crashes on the Akomish reservation. Two of them escape,but As Deslin pulls the third one,Hank Daughtry,He absorbs his smoke powers. Pursuing Hank to figure out what happened,They are cornered by the D.U.P. director,Brooke Augustine,who was a Conduit with power over Concrete. She encase Hank and tortures Deslin. Before leaving,Augustine threaten to keep on torturing the tribe members.
Realizing that he can absorb Conduit powers,Deslin & Reggie travel to Seattle. By the time they got here,They met Zeke,who tells them about MacGrath. He sees two escaped Conduits running towards Seattle. One of them is Abigail "Fetch" Walker,an ex-junkie who uses her Neon powers to hunt down illegal drug dealers,& the other is Eugene Sims,a reclusive video game addict who uses his Video powers to save suspected Conduits. He absorbs their powers and fight off against the D.U.P.
The two join Deslin and rests in Zeke's hideout where Reggie informs Deslin that Hank escaped again. Deslin found Hank,but Fetch & Eugene have been captured by the D.U.P. and are being held on an artificial concrete island in Puget Sound. They soon learned that Augustine set a trap. The brothers tries to rescue them,but Augustine encases Reggie's feet in concrete and cause the platform they're on to collapse. As they dangle above the ocean,Reggie realizes that Deslin cannot save them both and lets go of Deslin's hand,falling to his death. Enraged,Deslin destroys the island,freeing Fetch & Eugene.
Deslin attacks Hank,who reveals that Augustine had his daughter and he had no choice. As He strangles him with his chains,Deslin sees Hank's daughter on the boat,calling out to him. He decided to let him and tells him to flee with his daughter. Deslin is comfort by Fetch & Eugene and rallies the assault on the D.U.P. Headquarters where Deslin confronts Augustine and absorbs her powers.
After defeating her,Deslin exposes Augustine's crimes to the public and she is arrested. The imprisoned Conduits are freed. Deslin returns to the reservation with Fetch,Eugene,& Zeke and heals the tribe members with his powers,then paints a mural in Reggie's honor
