Also, have heard of a movie called Firebreather? It's based on a comic of the same name where the protagonist, Duncan, is the half-dragon son of Belloc Rosenblatt, King of the Dragons and Kaiju. I think Duncan would be an interesting ally to have. Just make him a transfer student from America.

WAAAAAAY too fast... you could have made this whole event 2 or maybe 3 chapters. sorry/not sorry, but this chapter here was both (at least re reading it and applying my own experience) Rushed, and not complete. where is the confusion? the stunned/shocked reunions? the madness of civilians seeing DRAGONS apear above them? the distruction caused by the welps?
i am trying to be as brutally honest with you my good author, but of this story, i think THIS chapter you both rushed, and didnt think a LOT of stuff through, as there was a TON of stuff that could flush out the story, and make it more immersive... you bounced around too much, and although you did give Amight a good scene for the readers... that could have waited... there was, in my opinion, no less then 3 chapters worth of material you crammed into this amalgamation.
i again am not wanting to be Amean, Ba back-seat writer, or Ca Flamer, but there was just soooo many issues with this chapter that this has to be a FIRST i was generally upset with your writing on this story... or any of them really... may have to read through the others again...
i am waiting to see what happens, and how you will either improve on this, or change it, but this was my honest to God thoughts on this chapter. take care and see you in the next.

There's a difference between bashing and making a character an antagonist. Bashing is constantly pointing out his faults and constantly hitting him over the head with said faults. All Might is not being bashed. All Might has his own agenda with his own views that are not aligned with the main character. Which is resulting in conflict between the two that had finally made head.
I am not attempting to bash this character but make an antagonist of him.

Hmmm, interesting. I think the clash happened too quickly though, but then again, I am not the writer and still enjoyed the story, so who cares? You are almost making me get out the old modded Skyrim LE (computer too old to place SE) and make Izuki in it and attempt to play through the game and make decisions based on what you had hinted at. I said almost.

Izuku and Farkas made their way back to Whiterun. Nothing notable happened during the journey, but Izuku couldn't help feeling proud of himself. He had passed his test, and if he was correct, he would soon be judged by the Inner Circle. Although Izuku was confident he was good enough to be part of the Inner Circle, the small doubts and insecurities he had carried from childhood nagged at him the entire way. Old feelings that he thought had disappeared long ago bubbled up to the surface. Was he truly worthy? Would they really accept him into the Inner Circle? These negative thoughts clawed at the back of his mind throughout the trip to Whiterun. However, they quickly vanished the moment he saw his mother and Vilkas standing at the top of the stairs, waiting for him. And both of them had proud smirks on their faces that dispelled his insecurities.
The two had no doubt in their mind that Izuku was going to pass his trials. Hell, the boy went through enough already, so he was pretty much more than qualified to be part of the Inner Circle. This trial was more of a formality than anything else. All they really had to do was to witness him in combat, and by the smell of the blood that the two could pick up from him, he had seen a lot of it. Although Aela was a little worried at the fact that Izuku reeked of his own blood and from the damage to his armor, she could tell that he had gotten injured on his journey. But since he did not seem to be too injured, she guessed that he used some health potions that she knew he had on him. Her frown deepened, at the fact that Farkas was in a similar state. That meant whatever went down was not what they expected. Shaking her head from her current thoughts, she decided to ask Them later about it. Right now, they have a ceremony to attend. So, not wasting any time, they took them around back to the training yard, where the rest were waiting in a partial circle. Knowing what they must do, Izuku, Farkas, Aela, and Vilkas join the circle, and once they do, Kodlak speaks up.
"Brothers and Sisters of the circle, today we welcome a New Soul into our mortal fold. This man has endured, has been challenged, and has shown his Valor many times before his trial even began. Now who will speak for him?" Kodlak said with a smile present on his face.
He had watched this boy grow along with his family, and he was extremely proud to finally welcome him into the fold. Normally, the person who took him on his trial would speak for him. So, to Izuku's Great shock, every person besides Kodlak had stepped forward. This meant that every single one of them was ready to speak on his behalf. Kodlak could only smile at the sight of his family and Izuku's shocked expression. But he had to keep his Composure and continue with the ceremony.
"Many Members of the circle wish to speak for this one. So speak as one." Kodlak said, and without missing a Beat, every member spoke in unison.
"We Stand Witness to the courage of the Soul before us." The group chorused in unison. With all proud smiles on their face as they looked at Izuku, who was still in shock.
"Would you raise your Shield in his defense?" Kodlak asked with a proud look on his face.
"We will stand at his back, so that the world will never overtake us." The group chorused in unison yet again.
"Would you raise a sword in his honor?" Kodlak asked
"It stands ready to meet the blood of his foes." The group chorused in unison yet again.
"And would you raise a mug in his name?" Kodlak asked
"We will all sing the song of Triumph as our Mead Hall reveled in his stories." The group chorused in unison yet again. Now all were sporting Full on face splitting grins that Izuku could not help but match.
"Then the Judgment of this circle is complete. His heart beats with Fury and courage that has united the companions since the days of the distant green Summers. Let it beat with ours, that the mountains May Echo and enemies may tremble at its call." Kodlak said, and just like before, everyone spoke up in unison.
"It shall be so!"
An Hour Later
The companions, knowing that this was a special day that many were waiting for, had decided to throw a party. They had collected a large amount of food that Aela went out hunting for. Farkas helped in that Pursuit, but he was mostly there to help carry the game back. Though he had to admit that she may have gone a little overboard. Since they had four Elks, 2 wolves, and somehow a cow. It didn't help that apparently Farkas, before he left with Izuku, ordered several crates of nordmead. Plenty enough to ensure everybody was drunk two times over. Because of this, they decided to invite the yarl and some of the guards who the companions had fought beside for several weeks now. And even with the extra people at the party, everybody at the end of it had their stomachs full and were too drunk to stand. Izuku on his part had beaten his record of 12 bottles of Nordmead which made his mother proud. Even though she was able to down at least 24 of them. Lydia, on her part, was drunk out of her mind as she sang with the several Bards that were invited.
As Izuku watched everybody get wasted and have a good time, he could not help but wonder what his life would have been like if he had never come here and met all these people. Would he have become a hero like he dreamed of? Or would he have finished what he started all those years ago and simply found another rooftop to jump off of. His thoughts were cut off by the arrival of Farengar who was invited to the party. Farengar seeing that he got Izuku's attention, spoke up.
"My boy, it is good to see you. But I am just here to congratulate you and to pass on something that I recently found out." Farengar said as he handed him a small letter with his official seal on it. Once it was in Izuku's hands, he continued to speak.
"I heard you were going to the north of Morthal. There's a man I know who is currently residing at Morthal. His name is Falion, and he is a very accomplished wizard. He used to be a teacher at the College of Winterhold, and while he was there, he explored the plains of Oblivion. Which the Arch-Mage had a problem with. As you know, doing such a thing is quite dangerous. This had caused friction between the two to the point where he left the college and has settled down in Morthal. I know this is a long shot, but this man might have the information you require to make your trip back home. This letter is a letter of introduction. Hopefully, my past friendship with him will allow you to get the information you need. Now I have to go, I have many duties that I need to attend to." Farengar said before walking off.
Izuku looked at the letter in shock, as he thought over the words of Farengar. If he was right, this guy might actually have a way for him to go back home. But could he leave? The thought of his mother Inko made his heart clench. His disappearance all these years had Definitely hurt her deeply. She probably thinks he's long dead at this point. Izuku Gripped the letter as a tear ran down his face. He needed to know how his mother was doing. He needed to tell her that he was doing fine. So wiping away his tears, he made his decision. He would seek this man out, find out what he knows and go from there.
A Day Later
Izuku was packed with all the provisions he would need for his journey. He had told Lydia and his mother about what Farengar told him as well as his decision to seek the man out, and his feelings on the subject. The two had agreed that it was a good idea. A man with that expertise would probably have information on that topic. The two knew that if Izuku didn't do this, he would regret it for the rest of his life. But the two were equally conflicted on the subject, but before they could dwell on it too much, it was already time to leave. Lydia decided to put the thoughts out of her mind for now, left with Izuku, and the two started their Journey.
The two made their way North using the North Road. Close to the end of the day, they stumbled upon a farm with a broken-down wagon in front of it. Getting closer, he noticed a man wearing a gesture uniform who looked quite upset about his cart clearly broken Wheel. Izuku did not know what it was about the man, but he could not help but feel on guard around him. But before he could say anything, the man spoke up.
"AGH! Bather and befuddle! Stuck here! Stuck! My mother, my poor mother. Unmoving at rest but too still." Cicero said as he pulled on his Jester's hat in frustration.
Izuku's nerves and his guard heightened At the clear Insanity of the man. It wasn't just how he spoke but Izuku could see in his eyes he was unhinged. But being unhinged didn't mean he was dangerous. Smelling the rot and Decay from the crate that was on his cart combined with his rambling, Izuku guessed that it was his mother's corpse on the cart. The man could have been mentally unstable because his mother had just passed away, and Izuku could not help but feel pity for the man. So, approaching with his guard still up, he spoke up.
"Is there a problem?" Izuku asked, causing the man to look at him.
"Poor Cicero is stuck, can't you see? Was transporting my dear mother, sweet mother, well, not her, her corpse. *Giggle* she's quite dead." Cicero said causing Izuku to be a little bit more on guard. Before he could say anything though, Cicero continued.
"I'm taking my mother to a new home, a new Crypt, but... Argh! Wagon Wheel! Damnest wagon Wheel! It broke, don't you see?" Cicero said with frustration.
Which caused Izuku to instinctively put his hand on the hilt of his blade. Lydia was no better, her instincts were also telling her that something was off about this man, and that he was dangerous. But if he was telling them the truth, he was transporting his mother to a crypt. The man could have lost his Insanity due to the loss of his family member, and Izuku and Lydia could not help but keep that in mind. Doesn't mean they will let their guard down around this man anytime soon though. So keeping their guard up, Izuku decided to see if he could help.
"Ahh yeah, I could see that. How can I help?" Izuku Asks, still cautious. Izuku knew that this was probably a bad idea but he could never not help somebody in need. Lydia knew this and it was what she loved about Izuku. Even to a man who was crazy and probably dangerous, he was lending out a helping hand.
"Oh. Oh yes! Yes, the kind stranger can certainly help." Cicero says with Glee and hope in his eyes as he claps his hands and does a small dance. Izuku blinked as he did a complete 180 in Behavior. even the man's threatening Aura that set him on edge dissipated. Like it was never there in the first place. Cicero then continued.
"Go to the farm, the local Farm. Just over there, off the road. Talk to Loreius. He has tools! He can help me! But he won't! He refuses! Convince Loreius to fix my wheel! Do that, and poor Cicero will reward you. With coin! Glistening, shiny coin!" Cicero says, before walking towards his wheel and examining it. Izuku walked off with Lydia close behind. Once he was out of ear shot of the man, Izuku spoke up.
"Okay, Lydia, what do you think?" Izuku asked as he looked towards her.
"The guy is clearly insane and dangerous. Not to mention there hasn't been a gesture here in Skyrim for 100 years. So he's also extremely suspicious. But I could smell the scent of bonding agents as well as the scent of death off of that crate. So it is extremely possible that it is what he says it is." Lydia says still a little on guard.
"Yeah, I agree, although I'm quite curious about why this guy at the farm refuses to help him. Maybe we can get more information from him." Izuku says as he rubs his chin and thinks. With a nod from Lydia, they approach the farm.
Talking to the guy, they figured out that the man refused to help him because he thinks that he's some type of criminal doing some type of illegal activity that he wants nothing to do with. Izuku knew the man's caution was warranted since helping a criminal like that would get him in severe trouble. The man suggested that they tell a guard that he was a criminal and he had committed some crime. But Izuku was not really willing to get the man arrested falsely. So instead he convinced the farmer to give him the tools needed, and Izuku will tell the guard his suspicions. And hopefully, he could get some of his fellow Guardsmen to follow him to make sure he's not a danger to anyone. So the farmer agreed and after telling the guard his suspicions and agreeing to keep an eye on the guy Izuku handed him the tools. The man cheered before paying him and immediately got to work fixing his wheel. Izuku, after speaking to the guard one last time, left the area and continued his journey. Completely unaware that he just helped a member of an organization that would be hunting for his head for years to come.
