Walking alongside Aizawa, Katara could sense the tension coming from her teacher, looking up to him in concern. "Sir, what's the-
"Just wait until we get to the office. This is something we don't need to discuss in the open."
Just the frustrated look on Aizawa's face was enough to make Katara know to keep silent, rubbing her hands together in concern. As the school day had crept by, Katara was already confused when Cementoss had left their class and told them to finish a packet of class work. She didn't care about the work she could barely understand, though, for the tension hanging in the air of the class itself was keeping her on edge. While most of her friends in class seemed alright, she could still feel there was a light uneasiness simply from the confusion. As soon as they had the chance, she wanted to have another talk with some of them specifically, especially Momo. Before she could however, their teacher had come in and summoned her to follow him, leading to where she was now.
After a minute or so, they reached the large doors leading to Nezu's office, quickly going inside and shutting the door behind them. When she entered, she noticed the small principal sitting at his desk alongside Toshinori and a large portion of the other staff all standing around the room. "What is this?"
"Good morning, Katara. I hope your day is going well so far." Nezu happily said.
"It's… going good." Katara hesitantly answered, looking around at all the staff inside the office with him. All Might, Midnight, Ectoplasm and present Mic were in appearance, along with Snipe sitting beside the window. "What's going on?"
Sighing, Aizawa walked forward and sat against Nezu's desk. "We have some serious things to discuss about you… or more specifically, your origins."
Katara felt her heart jump at the statement, especially after what she had just explained to all her classmates. "What about it?"
"How about some explaining to me, kid?"
The familiar voice to the side of the room made Katara's eyes widen in surprise, turning to the face she recognized. "Mirko?!"
The rabbit hero was sitting tucked against the corner of the room, just out of sight from Katara as she came inside. The white haired woman tapped her foot anxiously, with a smirk across her face. "Been a while since I saw you. How you feeling, water girl?"
"I… I'm fine…" Katara was at a loss of words just now, especially since Aizawa had just said what he did with her being there. She glanced over to her teacher and the others, their straight faces showing what she was thinking. "Does she…?"
"She isn't the only one now. And that is why we need to talk to you." Toshinori answered, rubbing his neck in worry about the situation they were in now. "There's been a situation thats come to light."
Mirko snickered and crossed her arms under her chest. "You've caused quite the stir since you got turned into a kebab in Mount Fuji." She laughed at the look Katara gave her at the comment, taking a breath before nodding. "Sleepy head over there gave me the rundown about you just before you came in, but I'd rather have a talk sometime to really get to know you, kid."
Aizawa grumbled at her nickname before sighing himself. "She grew curious after the raid on the hunters, and could tell something was different about you.''
While she was surprised, Katara almost wanted to start laughing at the odds of everything that had happened, especially with her friends. Huffing out, Katara looked back at the staff and shrugged. "Well, if it makes it any better… I went forward and told everyone in class as well."
Several of the staff members eyes widened at the revelation she announced. "You what?" Snipe asked.
Katara nodded to the looks she received. "I did. This whole time through school, only Tenya, Midoriya and Shoto knew about me. Just before the raid, Bakugo put it together as well, so he has known also."
"Sparky knew?" Mirko chuckled out and leaned back in her seat. "Little bastard kept even me in the dark…"
"This entire time through school, I've grown so close to everyone, we've been through so much and fought together through everything, so I had to. It felt wrong to keep them in the dark about who I really was, so even though you said it was best to keep those who knew low, I made the choice to tell at least them."
Midnight gave a small sigh as she gripped her hips. "At this point, it honestly doesn't matter if they all know now."
"Still… with everything going on, too many that know means more of a chance for information to leak." Ectoplasm added, turning to the scoff from Present Mic.
"Come on, those kids that fought with her should be the first to know! I don't think she did anything wrong." he loudly stated.
Toshinori rubbed his head for a moment before he let a small smile come to his face. He saw how close Katara had become with the others in class, and if this was her choice, he would stick by it. "It's her choice to let whoever know who she really is."
"Indeed…" Nezu clasped his paws together and leaned forward onto the table. "But please allow us to discuss the reason for having you come here."
Scratching at his chin for a moment, Aizawa looked back to his student. "As we said, we've got a bigger problem than Mirko knowing now. After your last hospital stay, the hero commission began doing some digging, and they pieced together everything about you. They know you have no quirk now as well."
The waterbenders mouth fell open to the statement. "The commission? But… what does that mean?"
"The hero commission is the one in charge of regulating hero's actions and keeping order for all those under their supervision. Whether you just received a license like yourself or you are the number one hero, every operating hero in Japan works underneath them." Aizawa explained. "They are the ones that decide the licensing exams, the funding for hero schools, and the payments to heroes themselves as correlation to their amount of success. And they have made the request that you… are to be given to their custody."
The air seemed to freeze at the words katara just heard, causing her breath to catch in her throat. "They… they what?"
"The commission is saying because they do not know what you are, they want you to be taken from here and put in their control."
Katara's mouth shook in disbelief at the revelation. "But… but why? What did I do for this?!"
"It's not because anything you've done, Katara… but what you are." Toshinori answered frustratingly. "They want to know what gives you the powers you wield, since nothing like this has ever been seen here."
"So because they don't understand, they want to take me away from here?" Katara's gaze narrowed to a glare. "What kind of stupid request is that?!"
"And that is why we said no," Aizawa answered. "They are being stubborn because they do not understand what you are, but we made the decision to go against that order."
The emotions going through Katara were hard to describe, feeling a mix of disbelief and utter anger. Now she was beginning to see why Tensei and the others told her to keep her origins a secret. She turned to the rabbit hero beside her. "And you are here to…?"
"I was asked to be the possible muscle to "convince" them to give you up." Mirko sighed and nodded. "But I owe you a debt girl, so I am paying that back by telling them to stick it."
While she wanted to laugh at the remark, Katara just couldn't get over the frustration she felt from the sudden news they dropped onto her. She glanced around to the other staff, seeing them all giving affirmative looks to the comment as well. "I… Just don't know what to say about all this. This is crazy."
"We needed you to understand what is happening now, and that means a change in your actions," Midnight explained. "While students are granted permission to go outside the school to the stores nearby for shopping, you can't be doing that at this moment."
"What?" Katara said in shock. "You mean I am stuck here from now on?!"
"We aren't saying it's for certain, but this is for your own safety." Aizawa added. "Until we are certain of what will happen, we can't let you outside these gates until we can confirm full protection not just from the commission, but from the league of villains as well. It's no secret they are very interested in you, so you need to stay inside the school perimeter just for a little longer."
Seeing the frustrated look on Katara's face, Nezu sighed and put his paws together. "Katara, can you go back outside as we make some more decisions?"
While she wanted to argue, Katara bit her tongue and stomped out of the room, almost slamming the door behind her. Grunting, Snipe clicked his tongue underneath his mask. "Can't blame her for being upset."
"No shit…" Mirko added, tapping her foot in her own annoyance. "So tell me, what do you guys plan on doing now?"
"Well that depends on how forward the commission is," Nezu said, "The fact they tried gathering two top ten pros shows as a show of force is certainly stating their intent."
"As I said, you're lucky they called me," Mirko scoffed. "If they got others to come, they may have pushed a little harder than you wanted. They tried getting Endeavor, but he's still in the dark."
Toshinori furrowed his brow at that. He had noticed the reports how Endeavor had practically vanished from all lines of sight recently, and it was all after Katara had him come that night. "What the hell did they talk about that night?"
"Perhaps she told the truth and he doesn't want to get involved?" Midnight suggested. "It is strange."
"Either way, we can't just sit and do nothing." Nezu stated. "The fact they tried to actually make a move for her is a serious statement, and they seem to be quite serious about continuing."
"But this is crazy. You think they would actually take a kid in like this?" Mic asked. "Her powers are something we can try to figure out together."
"Unfortunately, it's more than that." Nezu explained. "Even in our society, quirks are something that have existed for centuries, and yet how many times have you seen people ostracized simply for their quirk? Those who've done nothing and yet are considered evil just because of an ability? Those who are cast out simply by looking different? People panic over things they understand, and to suddenly have something so different is that fear multiplied. Humans are always reaction before reason."
"And the commission is full reaction…" Aizawa growled out.
The buzzing coming from Nezu's phone broke their conversation, raising his hand for their attention. "Speaking of her, she is calling us right now." clicking the video chat on, he cast the call to the monitor in the room, revealing the commission president to all of them in attendance. "Hello madam. It's wonderful to see you again so soon."
"Save the formalities, Nezu," the president growled out, looking around to the other teachers in attendance. She then glared when she saw Mirko standing beside them. "So you're still there, Mirko?"
Mirko gave a cocky nod. "Of course. Was just talking to these guys about how you were throwing your weight around trying to take a kid to prison."
"You are acting like I was going to lock her into Tartarus. Don't be ridiculous." The president crossed her fingers together as she leaned towards the screen. "This child is far too precious to be simply put into a cell like a criminal."
"No, you want her for something else, don't you?" Aizawa glared. "You want her near your labs so you can take a peek into what she is."
"If we don't find out what we need from her… necessities could be made."
The cold words coming from the president sent a chill through many of the staff members listening. Even Mirko's hair stood on end at the suggestion. Clenching his fists, Toshinori stepped forward. "Do you hear what you are saying?! She's just a child!"
"She is something that could be considered a threat to the very foundation that keeps our world together. Don't you all understand that?" the president's tone became more stern. "Don't you realize what this is?"
"What I realize is a child is being threatened by the very commission that is supposed to be the one keeping her safe," Nezu calmly suggested. "That sounds very different from the commission everyone knows is keeping order on the streets."
"The choices and decisions we make is the very reason there is order on the streets. Ever since the founding of the commission, we have had to deal with the ever changing landscape of quirks as they evolved around us. The seemingly endless amount of abilities coming to fruition is a never ending challenge to keep in line as those take the powers they are born with and use it to harm others. But then you have heroes who also need to be reigned in, for they could easily use that power to abuse the benefits they receive with their abilities. And just recently, we now have bio engineered creatures who wield more than one quirk and are pushing even our greatest assets to their limits."
"Yeah, and what's that got to do with her?" Mirko questioned, her ear twitching in annoyance. "What ever she is, she risked her ass many times saving people. I thought that's what you wanted."
"Whatever this Katara is…. Now that is the "very question we need to discover. We already are having to deal with the league of villains creating these monsters, and now they have also given a great deal into trying to capture her. We have no idea what this power of hers is capable of, and the fact you are interfering shows you are letting personal feelings get involved and getting in the way of rational thinking. Being someone to have these kind of abilities and not be a quirk is something we cannot let fall into the hands of the League of villains. This power she has is so out of touch with the reality we know that until we are certain of what it is, we require it be under our watch from now on."
"And you believe we'll simply let you take her like this?" Aizawa growled out, narrowing his gaze at the president. "If you want to know who she is, a simple talk is all you need to know to find that out. But you want more than that… you want to take a look at her on a genetic level, to test what grants her that ability. And I can assure you what she has is nothing of that sort."
"That is something we will decide for ourselves once we take our own unbiased view into this situation. And with everything that has occurred recently, I believe for your best interests that you should stop going against the orders being given to you. If information about her were to release of this girl to the public, and I assure you credibility of your school would be lost for everyone."
While her words obviously came as a threat, Nezu only smiled and shook his head. "You say something like that to make us believe you'd do that, but we both know you would never do that."
"Threaten about what?" the president asked, raising her eyebrow at his response. "How people would see your school as keeping a possibly dangerous individual with their children? You already know how people have questioned her motives already, and now this would be the final straw for many."
"Oh, I do not doubt peoples reactions, madam president," Nezu solemnly answered, "Quirks have been around for hundreds of years now, and people still cannot accept them at times. Those born different just because of their quirk are attacked and treated as pariahs. The reaction to something like this may be the same, with panic and worry of what she is. But that is something I know you are trying to avoid. The more people that know about this, the more questions that would be focused towards you and the rest of the commission. You're trying to keep this under wraps so you do not have people asking about this child and the powers she has… the very powers she has used to save so many around her."
"You think this is about public image?" The president scowled at Nezu, turning to the snicker from the rabbit hero.
"When is it not? You're ready to throw any of us under the bus if shit went down and made you look bad. And it's pretty obvious you were trying to keep this quiet when you only asked a few of us to join you to come here to get her. If this was truly about the safety of this country as you claim, you would've contacted every top hero and made sure they were all there to make sure she came with you. But you only contacted me and Endeavor since we are far more knowledgeable of her than any of them, and that old fart who does whatever you ask. You're even trying to keep this out of other heroes knowledge."
While she didn't show it, the president's annoyance grew at the statement… especially since that was accurate. She and the other higher ups of the commission knew they had to keep this out of as many other's business while they could before they figured out exactly what Katara's abilities were. She didn't need more to question what they were trying to discover, and she had hoped Mirko and her brash personality would've been the perfect one to bring in a suspicious character, even after her comments during the press conference. But now that she sided with the school, she knew the only way they were giving Katara up was by force, and that's where the problem was for her.
Of the other heroes who could possibly accomplish her request, she knew many of the other higher up ranked pros would certainly question their motives. And the more questions only meant more problems. With Endeavor still refusing any contact, she knew the only others who stood any chance against Mirko would be Hawks, Jeanist and Edgeshot. Unfortunately for her, Jeanist was still out of commission from his horrendous injuries from All for One, and even if he wasn't… he and the others would certainly question the reasoning behind her goal. And that's before the unfathomable outcome of what would become of this if they pushed this further and where it was now.
She didn't have to say that the trust and support for the hero society in general was struggling after All Might had retired, especially with the rise in villain attacks from the league and other groups. With Endeavor, wherever the hell he was now, having a nearly disastrous raid on the hunters showing concern about where heroes were now, she couldn't risk any more damage. If they actually decided to forcibly come in and try to take Katara, every news station not only in Japan, but the entire world would look at a fight between many heroes as the fall of their system. Even if only a handful of heroes were involved, fear of collapse to the society of heroes would spread like wildfire, meaning even more loss of support and more backlash. Even she knew that was too much of a risk to take.
She turned her attention to Toshinori, frustrated in his allegiance as well. "All Might, don't you understand the risk this brings to our world? We have a being with a power that is completely unique to anything we have ever seen, and we have to ensure she and her powers are of no threat to us."
"We already have ensured that," Toshinori sternly stated to her. "She proved that when she risked her life when the USJ was attack in her first week here. She proved it when she was one of the students who brought in the hero killer. She risked her safety alongside some of her friends when they went to Kamino to rescue Bakugo and Tokoyami. And she for sure proved it when she was nearly killed battling the Hunters in Mount Fuji. Whether she has a quirk, a mutation, or god damn quirkless, she has proven herself even more than most pros that she is someone to be trusted. Therefore, I have to give up on the orders you are giving and must choose the feeling of my heart."
The room all felt a warm feeling from Toshinori's determined words. Despite not being the powerful All Might any longer, they could see the drive still inside of him wanting to protect everyone around him. Nezu cheered internally seeing his old friend still have the hope and optimism he had from before pushing forward before he turned back to the screen. "As you can see, Madam, our choice to keeping Katara safe is based out of the experience and the hope we have developed from being with her. If you came and actually got to know her, perhaps you may develop similar feelings as well."
Sighing, the president closed her eyes for a few moments. "I can see you have grown close to her. And do not sit there and think we haven't seen the good that has been accomplished from her over the last year, Nezu. The only reason she wasn't pulled from school when things began coming out about her was simply because of the potential she had as a future hero. This however is far different from anything we could ever have predicted. We are talking about the complete change of what we know about powers humans can have. And while it is admirable to want to guard someone you feel is close, you are still foregoing the chain of command that has helped keep order in this country."
"The chain of command needs to open their eyes, damn it," Mirko sneered out, glaring as the president opened her eyes once more.
"It seems you have all made the choice of where you stand in following the orders being given to you, and that means changes will be made until you learn to follow them. And that is to the funds that go toward you."
Every mouth in the office fell at the words that came from the president's mouth, Aizawa stepping up in disbelief. "Excuse me? Funds for the school?"
"What kind of a sick joke is this?! You were just worried about the safety of students and now you are cutting the money that keeps them protected?!" Toshinori yelled out in anger.
"Please, nothing of the sort is happening," The president sternly said, "Funding for the school and its security is to be left untouched, remaining in full swing to protect the thousands of students there. What is changing however is the money being directed at salaries to all the staff working there… as well as any licensed pros refusing to follow orders."
Mirko's eye and ear twitched at that last statement. "The fuck did you just say?"
"You all didn't mishear me; To keep the peace of our fragile system, we shall leave your little student alone for now, then. But know this; until you choose to follow the orders given to you, all salaries and payments for your work will be halted. You can continue playing this side, but it will be done all on your time and funds."
And with those last words, the president cut the feed to the call, leaving the room silent as they took in what they just heard. The principal, two teachers and the furious rabbit all looked at one another, seeing where they were at now with their choice in this situation.
