Steve Rogers met Sam Wilson during his morning run. He was called into a mission by Nick Fury along with Black Widow & the S.T.R.I.K.E. team led by Brock Rumlow. They rescue the hostages aboard the vessel from terrorist. Calvin Zabo attacks the terrorists before he was stopped by Captain America,who discovers that Black Widow was extracting data from the ship's computer.
Back in S.H.I.E.L.D. Headquarters,Zabo claims that Daniel Whitehall took his love from him. Fury was in a meeting with Valentina de Fontaine,who explains that Baron Von Strucker has the ultimate goal: To use Gamma Bombs. While driving in his car,Fury was ambushed by HYDRA Agents before being confronted by The Winter Soldier. He escapes and fled into Steve's apartment where Fury gave him the Flash Drive that contains the ship's data before he was ambushed by Rumlow and escapes. Rumlow brands him a fugitive,framing him for Fury's near assassination.
While Fontaine sends S.T.R.I.K.E. to hunt down Rogers,He meets with Natasha and discovers a secret S.H.I.E.L.D. bunker in New Jersey. They activate a supercomputer that contains the consciousness of Armin Zola,who reveals that he secretly reformed HYDRA within its ranks, sowing global chaos using the Winter Soldier as their primary assassin. The two escape as the S.H.I.E.L.D. Missle destroys the bunker.
Sam joins the two & acquire a powered Falcon Wingpack. They are ambushed by the Winter Soldier,who turned out to be Bucky Barnes. They were taken by HYDRA,but are saved by Maria Hill. She took them to see Nick Fury and they met Isaiah Bradley,who was an African Super Soldier. They plan to broadcast about HYDRA's plot,exposing it.
At the S.H.I.E.L.D. Headquarters,Strucker meets with Fontaine,who goes by the name,Madame Hydra. Zabo broke free as Captain America,Black Widow,& Falcon infiltrates the base. The 3 Hellicarriers launches as the HYDRA Agents prepares to get those Gamma Bombs ready. Zabo beats Whitehall to death while Black Widow kills Madame Hydra. Cap & Falcon raid two Hellicarriers and replace the controller chips,but the Winter Soldier destroys Falcon's wing before fighting with Captain America. Falcon faces off with Rumlow as Cap fends off the Winter Soldier before replacing the last chip.
Maria Hill took control and have the Vessels destroy eachother as Fury fatally shoots Strucker. Rogers refuses to fight Bucky in attempt to reach his friends as the Hellicarrier crashes while Wilson escapes and Rumlow is nearly killed. Rogers falls in the river before being rescued by Barnes,who disappears in the woods. With HYDRA exposed,Half of the members are killed while the other half are injured and arrested. Steve took a relaxation in the Hot Tub where he was joined by Natasha and they both kiss.

NASA receives a footage of a mysterious glow flew past. They zoomed into the glow and on it was a lightning emblem.
Post-Credits:
At the Museum,Bucky found a memorial of himself,discovering his past.
