Outsider Chronicles: Unknown Dictator

I could deal with being reborn as a girl, but I couldn't deal with being reborn in Worm. On the up side, I'm not anyone important. On the down side, my family is from Brockton and my Brother is a Ward. Oh, and I carry a power that goes well beyond any power on Earth Bet. This should be...interesting?

And we're back. I made an alteration to the previous chapter that you might want to go back and check. It was only the design of the Unknown Dictators true form, but I'd be interested to see what people think.. Enjoy!

Chapter 2

The Saturday after my 'Trigger Event', if such a term applies, started bright and early and saw me in a much better mood than usual, to the point where my parents actually took notice of my sunny smile.

"You're looking remarkably chipper today Maple," said Mom as she handed me my breakfast plate, "Did something good happen?"

"You could say that," I said, "I finally figured out a solution to a massive problem thats been bugging me for ages."

That and I'd spent the week hard at work with Fi to get my gear to a level where I could actually fight. Not to the level where I could take on a Cape in a straight up battle, but enough that I could deal with regular mooks and flee if it became necessary. Not that I intended to go out anytime soon, but it was nice to know that I was no longer helpless.

"Oh? well thats good to here," said Dad from behind his paper, "We were starting to get worried about you. Weren't we dear?"

Mom rolled her eyes and plucked the paper from Dads hands, replacing it with a plate of breakfast. Dad sighed and picked up his cutlery as Chris stumped into the room looking like he'd been up all night.

"Morawwwwwning," he said through a yawn.

"Late night again Chris?" asked Dad as Mom provided yet another plate of breakfast before taking her own seat.

"Yeah, I got into Tinkering and didn't notice the time," said Chris as he mechanically tucked into his breakfast."

Mom sighed.

"I really wish you wouldn't do work at home," she said, "Still, its not a school night."

"No, but it is a work night," said Chris, "I knew I shouldn't have volunteered for that event…"

He trailed off mumbling as he dug into his breakfast.

"Speaking of the mall, I should get going," I said as I finished my breakfast and hopped to my feet.

"Have a good day!" called Mom as I zipped back downstairs from grabbing my coat and bag and out the door.

"Will do!" I called as the door shut behind me.


Hillside Mall was the main shopping area for the general public of the Bay. The Boardwalk was nice, but way to expensive for your average joe, primarily catering to the wealthy tourists that were rich, or braindead, enough that a Cape chasing holiday to a place like Brockton seemed like a good idea, while the Market served as a good place to find bargains and decent quality stuff for low prices. The building was large, on three floors, and had a surprising amount of variety, ranging from cheap chain shops, to more expensive bespoke shops, including Parians shop and a Protectorate outlet store that sold Cape merchandise, including that from affiliate Heroes, which the gift shop at the PRT building didn't.

It also served as one of the main hangouts for the city's more law-abiding teenage population, largely due to the large amounts of cheap food available and the bowling alley and cinema located on the upper levels.

It was in the food court on that upper level that I met my friends for our planned day of wasting time hanging out.


When I arrived, I found two of my friends already waiting. Missy wasn't there, having begged off due to prior engagements, but Dinah was nursing a milkshake and looking slightly wrung out. Considering that she was likely still getting used to her powers and she'd been spending a lot of time off school with Thinker headaches (not that anyone not named Coil had figured that out yet), I was mildly surprised to see her here.

Sat across from the young Precog and leaning her chair back on two legs was the fourth member of our friend group, a Japanese girl by the name of Risa Shimada, an energetic, sporty girl with a flare for the dramatic and a love for Capes and Magical Girls of all things. In fact, it was that very thing that caused the two of us to initially become friends.

"Hey guys!" I called as I jogged up, catching the attention of my friends.

"Hey Maple," they greeted as I sat down and accepted the cup Risa handed me.

"You're looking remarkably happy today," said Risa, "Did someone slip something into your cornflakes?"

"Nah, I just finally managed to shift a problem I've been having," I said.

"Must have been pretty serious," said Dinah in the soft voice of someone with a headache, "You've been down for weeks."

"Yeah, sorry if I worried you all," I said, "It...wasn't pleasant. Still, I think I'm finally starting to get a handle on it."

"Anything we can help with?" asked Risa.

I shook my head.

"No, thanks for offering, but this is kinda personal," I said.

Risa didn't look convinced, but nodded.

"Well, OK, if you're sure," she said, "Just remember that you can lean on us if you need to. Right Dinah?"

Dinah just gave a slightly weak smile. If her slightly bloodshot eyes were anything to go by, she already had a nasty headache. Makes me wonder what the hell her Parents talk about in the morning if shes already nearing her limit. And how oblivious they had to be to not notice the correlation.

I shrugged off those thoughts for now and instead reached into my pocket.

"Changing the subject, I've got something for you guys," I said, pulling out a small bundle of pendants and quickly separating them out.

"Oh? Whats the occasion?" asked Risa as she took the one I handed her and snickered when she saw it was a pair of green and blue Chinese dragons wrapped around a blue crystal.

I shrugged as I handed Dinah the crystal ball pendant I had for her.

"I found them going cheap at the market," I said, "I've got one for Missy as well, but since shes not here, I'll give it to her later."

Yeah, that was a complete lie. The pendants were actually some of my creations. Each one contained a tracker and a shield generator that would activate in the event that the bearer was placed in a potentially lethal situation. I had enough trust in my friends that they could keep them out of lethal situations, but considering that this was Brockton Bay and people, especially young girls, had a tendency of going missing, hence the tracker. To make sure that they weren't completely useless if they weren't worn, the pendants would also teleport to their barer if a signal was sent from one of the others.

"Huh, they look better than most of the tat you can get there," said Risa.

"Oh I don't know," said Dinah, "You can find some pretty interesting things at the market."

Risa rolled her eyes, but decided not to push the issue. Probably because it wasn't as fun without Missy. Unfortunately, our blonde friend was otherwise engaged today due to the Wards event going on on the Boardwalk.

The conversation quickly moved onto general Cape stuff, as is common for kids our age, such as the recent skirmish between the ABB and E88 that had left an entire block on fire and Stormtiger in hospital with horrible burns after he made the stupid desition to attack a pyrokinetic with a wind attack. That hadn't gone well for him.


The argument over whether or not that constituted an attempt for a Darwin Award (Risa was of the opinion that any who died Nazi deserved it and I couldn't find it in me to entirely disagree) or not by the PA system crackling to life.

"Lady and Gentlemen, if I might have your attention please," said an oddly familiar voice, "We would like to apologize for the interruption to your day, but please, don't worry. Just relax and enjoy the show. We'll be out of your hair in no time!"

I frowned as a low buzz of confused muttering started up.

"Was it just me, or did that voice sound…" said Risa, but was cut off by a squeal of interference, followed by a loud crash and a low pitched hum starting up as the metal shutters over the exits slammed down and were covered by faintly shimmering red and blue fields.

"That can't be good," I muttered as screams of shock and fear erupted from the crowd.

A moment later, I was proven correct as a small horde of distinctly animated looking and heavily armed men came pouring out from opposite ends of the mall and started shooting at each other, which certainly didn't help the panic as a number of people were hit with what appeared to be small electric shocks and knocked off their feet. Seeing as they were clearly straight out of TF2, it appeared that Uber and Leet were up to their old tricks again.

Fortunately, the people of Brockton Bay were well versed in how to properly react to different types of Villain attacks and other forms of Cape violence. If goons were involved, vacate the area quickly, same with Hookwolf, Lung and Oni Lee, none of whom gave a single shit about collateral damage. With most of the other Capes, it was generally considered to be a good idea to stick to close, but people watching the action from around a block or two away wasn't uncommon and made for youtube gold and the confusion of the rest of the planet as to just what was in the water to make Broktonites so blase about being within range of being crushed by superpowered fisticuffs.

For those caught in one of Uber and Leets little shows however, it was generally considered to be safe enough to stick around. The duo were undoubtedly criminals and had a few black marks on their reputation, including the infamous GTA episode they did, despite the 'victims' coming out shortly after and confirming that they had basically been payed to take a dive and were essentially actors, but at the same time, they did make it a point to keep bystanders out of harms way. Indeed, most injuries attributed to Uber and Leets shows were generally a result of people either being idiots or by one of the Capes who responded to the ruckus getting too agitated and throwing something the wrong way. Mostly. They tended to escalate when left to their own devices.

They also happened to be an excellent way for new Parahumans to make a debut and get their feet wet without risking maiming, death or getting any of the gangs on their bad side quite yet.

Getting back on track, the moment everyone realized what was going on, there was a mad dash into the shops where, sure enough, none of the brawling mercenaries gave them so much as a second look as they gleefully clashed in a chaotic and very impressive melee.

I watched as one of the Scouts took a blaster bolt to the face and vanished in a burst of static.

"Fi, are these guys holograms?" I whispered as I let myself be herded into a nearby bookshop.

"Analyzing...confirmed," said the system AI, "Most of the targets are simulations, however a few living targets are scattered among them. I can indicate which ones are which vire your HUD."

"Got it," I said, "Now lets see…"

I closed my eyes and focused. Ideally, I'd to use the Technopathy part of my Sacred Gear to shut down Leets hologram projector, but unfortunately I'd found that affecting Tinkertech was nowhere near as easy as manipulating regular technology was. I could do it (thanks to some experimenting with some of Chris' old stuff from before he joined the Wards), but it required a lot of concentration and for me to be pretty close, if not in direct contact, with the piece of tech. And that was the low quality crap that an unaligned, newbie Tinker could make, neither of which described Leet, regardless of his other issues. I sighed and opened my eyes.

"Nope, thats not gonna work," I muttered, "Fine, lets go get started."

I slipped away from the crowd that was gathered around the window to watch as the projected teams started attacking each other and out of the shop through the staff only door at the back. It was locked, but that wasn't much of an obstacle thanks to my Sacred Gear. I made my way through the back passages until I found another door that led out into the main floor of the mall. After a quick check to make sure that no one was around, I took a deep breath and summoned my Sacred Gear.

"Alright, lets see if this works," I muttered, "Fi, activate combat suit! Power on!"

The lid of my pocket watch clicked open and the hall was filled with brilliant blue light.

I was in a field of light within what appeared to be a glowing crystal, surrounded by countless twisting streamers of crystal. A brilliant, blue light poured out of the open pocket watch in my hands, burning away my clothes and leaving the skin tight undersuit. Once it was in place, the crystal serpents coiled around my body and shattered, leaving behind my armour. Once the last piece had formed, the pocket watch snapped shut and the world of light faded.

I blinked a couple of times, then looked down at my Sacred Gear incredulously.

"Fi, what the hell?!" I demanded, "Where did the transformation sequence come from?!"

"Transformation sequence was added by system administrator," said Fi.

"System...are you telling me that someone else can control my Sacred Gear?!" I demanded.

"Negative, Mistress Maple is the only person with permission to utilise Unknown Dictator," said Fi, "System administrator is simply an observer."

"Then how did they..."

A loud bang from outside made me jump. I shook my head.

"Never mind, I'll find out later," I growled, "Just tell me this Fi, can this Administrator effect me directly?"

"Negative."

That...was somewhat reassuring, although I wasn't entirely sure if I could trust the AI. Then again, some Sacred Gears had things sealed inside them, so it wasn't impossible that there was one inside the Unknown Dictator. Still, I probably should hold back until I know more. On the other hand, this was an excellent opportunity to make a splash and if something did go wrong, I wouldn't be in any real danger fighting Uber and Leet...

Decision made, I did a few stretches to make sure it had formed correctly, I bounced on my toes a couple of times, then opened the door and fired my jets.

Before whatever system Leet had set up could even register the new combatant on the field, I'd popped three Heavies, two Scouts, a Demo-man and a Pyro while my scanners located and highlighted the actual flesh and blood minions who were hiding amongst the projections, most likely serving as spotters and lookouts for the criminal duo. Unfortunately, locating the projector was a little more complicated, made more so by the projections switching from blasting each other out of existence to targeting the more immediate threat. Namely, me.

I skidded to a stop as the projected guns spun around to face me and gulped. They might not be any more dangerous than paintball rounds and my suit was able to protect me, but that didn't change the fact that I was staring down multiple rocket launchers, shotguns and miniguns.

"Well now, looks like we've got ourselves a hero!" said Ubers voice over the PA system, "And a rather adorable one at that. So kid, what do we call you? Need it for the tags."

I pulled myself together, shoved down my nerves and drew myself up with a grin.

"The names Machina," I said, "Now give up before someone gets hurt!"

There was a staticy snort over the PA system.

"Sorry kid, but that aint gonna happen," said Uber, "We need to make ends meet somehow. Alright boys, time for a change in target!"

All of the mercenaries flickered and their colours changed to white.

"Well shit," I muttered, then activated the shield in my left arm and hunkered down behind it as the holograms opened fire.

Fortunately, the shield was enough to protect me, but that wasn't exactly useful when I was stuck out in the open facing down a firing line that didn't need to reload. I knew I should have built some ranged weapons into my suit…

CRASH!

The gunfire was abruptly cut off by something slamming into the ground and sending the holographic mercenaries flying, causing a good number to flicker out. I hesitantly peaked around my shield and sighed at the familiar blonde hair and cocky grin of Brocktons favorite collateral damage Barbie. Great, guess I won't be coming out of this without...well, collateral damage after all. On the up side, it won't be mine!

"Sorry bozos, but theres no way I'm letting you gang up on a little girl!" shouted Glory Girl as she grabbed a nearby table and started pulverizing the holograms around her with apparent glee.

I would have been more miffed about that, but I had no problems with being underestimated.

With the mercenaries now distracted, I shut down my shield and powered up my jets again, jumping up to the first floor and kicking one of the Human goons, this one dressed like a Sniper, in the face as he took aim at the back of Glorys head.

"I'll take that," I said as I confiscated his very nice rifle and set my Sacred Gear to analyzing the thing.

It was...actually rather impressive. It was powered by a cell that pulled energy from what was probably Leets Shard, converted that energy into electricity and then somehow shaped that electricity into a projectile that could hit with anything from a peashooter up to an anti-tank rifle and induce a shock that could range from mild static to a lightning bolt. In theory anyway. In practice, it was SEVERELY limited due to inferior components and the power core was hellishly unstable and would only take a mild power surge to make the entire thing explode, injuring, if not killing, the user.

In other words, pretty standard for Leet-tech.

A quick check of the rest of the mans equipment revealed an ordinary radio, an IFF device that kept the holograms from shooting him and a rather odd little contraption that my power informed me was part of the control system for the projections. Nothing particularly interesting or useful because I'd already located all of his colleagues and it wasn't that hard to follow the link back to where Uber and Leet were hiding.

I finished with the sniper and tied him to the railing with bonds I made from the barral of his own gun, then fired my jets again, coming down on the shoulders of a Scout that was trying to get the drop on Glory Girl from behind. I wasn't exactly heavy, being a rather small 12 year old girl and all, but my jets and the element of surprise was still enough to send the man face first into the floor. Glory jumped at my dynamic entry and spun around, thankfully not nearly taking my head off in the process.

"Um, don't those guys normally vanish?" she asked.

"There are some goons scattered among the holograms," I said as I picked up the shotgun the Scout had been using and looked it over.

This one wasn't as impressive, just a modified shotgun that fired bolts of electricity at taser strength. It wasn't even really Tinkertech, although I suspect that anyone else might disagree since the method used to make it most likely was.

"Hey, are you gonna stand on me all day?" groaned the goon I was still stood on.

"Oh, sorry," I said and converted the gun into metal rope that I used to hogtie the goon.

As I finished, Fi pinged a new signal that had just appeared right behind me and before I could react, a large hand grabbed me by the back of my suit, jabbed a stun gun into my side and tossed me across the room. My suit easily absorbed the electric shock and a flare of my jets let me regain control over my flight, but that didn't really help when the grenade that had been clipped to my collar went off and trapped me under a pile of rapidly expanding and hardening foam. It wasn't containment foam, it was Leets derivative that wasn't anywhere near as good as Dragons and dissolved on its own after about ten minutes, but it was still more than capable of holding most Capes in the Bay and providing an excellent distraction for the duo to make their escape.

Fortunately, it wasn't as stupidly durable as Dragons stuff either and I managed to cut through it with the blades my suit could project from the wrists. They might not be ready for use in combat yet due to being stupidly lethal, but they were good for cutting through...just about anything really. The foam barely slowed them down.

Despite that, once I cut myself free, the goons I'd taken down were gone and the only sign of Uber and Leets presence was the barriers still in place over the doors and another pile of shaking, swearing foam that contained Glory Girl.

I sighed and went over to help the other Heroine. I wasn't that surprised that Uber and Leet had got away, not when they could get the better of people like Armsmaster on a regular bases, but it was still mildly annoying. It would have been nice to have a win on to my name for my debut. Then again, some people would consider the fact that my debut fight was against Uber and Leet to be a win since it got my name and standing out to a wide audience without putting me in to much danger, outside of one of Leets inventions going critical.

"Hey Glory, quit struggling in there and I'll cut you out," I said as I knocked on the side of the solid lump of foam.

The muffled swearing and shaking stopped, so I took that as acquiescence and stuck my blade into the area Fi indicated would let Glory Girl get free without cutting off something important. It took some careful whittling, but Glory Girl was eventually able to pry herself out of the foam prison. Unlike me, she wasn't covered in foam dust thanks to her shield, which was probably a good thing since she was in Civies and her blouse looked expensive.

"Phew, thanks for that," she said, "I was worried I'd be stuck in there for ages."

She stretched, then looked me up and down with an appraising eye.

"Well, you helped me out," I said as I dismissed my blade, "I was a bit stuck back there. I haven't managed to come up with any ranged weapons that aren't either insanely dangerous or way too big to be practical."

Glory Girl snorted.

"So, I take it you're a new Tinker?" she asked.

"Yup," I said with a grin, "I'm Machina, nice to meet ya Glory!"

Glory Girl blinked, then smiled back.

"Likewise," she said, "It's always nice to see a new Hero."

The clearing of a throat drew attention to a middle aged man in a suit as he approached us.

"Thank you for stepping in Miss...Machina, was it?" he asked.

I nodded.

"Thats right," I said, "Is everyone alright?"

"There doesn't seem to be any injuries, thankfully," said the manager, "Ah, pardon my asking, but you are a Tinker, right?"

"I am," I said, "Why?"

"Could you do something about those force fields over the doors?" he asked, "The PRT is here and I don't really want them to have to break through the walls again."

"Sure, no problem," I said.

I headed over to the door, ignoring the stares and phones being pointed my way, and started scanning the fields. They were...actually pretty impressive. Definitely not Leets work though. Every Tinkers work seemed to have its own...flavour for want of a better word, although seeing as I'd only seen three examples, one of which I haven't exactly been in a state to properly analyze, I couldn't' be entirely sure whether that was entirely correct or not. It seemed likely though.

Whatever the case, the projectors attached to the door frames were designed to be paired with a remote device and be controlled from a distance, so it wasn't that hard for me to isolate the signal and turn off the fields.

"There, that oughta do it," I said.

"Thank you Machina," said the manager, "Now, if you'll excuse me, I need to go and stop the PRT from blowing up my wall again."

He hustled outside with a polite nod. I thought for a moment, then reached into the doorframe and removed a couple of emitters. The PRT would probably want to confiscate them all, but there were plenty here and I was curious about the new Tinkertech.

"What are you doing?" asked Glory Girl as I tucked the emitters away.

"I want to have a closer look at them," I said, "They might help me with some of my own projects."

Glory Girl frowned.

"Tinkers can do that?" she asked.

I shrugged.

"I can," I said, "Now, if you'll excuse me, I need to go get changed and get back to my friends before the PRT grab me."

"They won't like that," said Glory Girl.

"I'll talk to them another time," I said, "Later Glory!"

I fired my jets and zipped over to a nearby shop that spanned over two floors and had a couple of exits. A few moments later, I was back in my civilian clothes and exiting the shop on the other side of the mall. I glanced around, then headed in the direction of the beacons in my friends new pendants.


I found Risa and Dinah not far from the shop we'd taken shelter in, both looking worried and the former on her phone.

"Maple, there you are!" gasped Dinah as I jogged up, "We were worried!"

"Sorry, I got caught up in the crowd," I said, "Are you guys OK?"

"We're fine," said Risa as she put her phone away, looking mildly annoyed, "Unfortunately, we're gonna have to cut this short. My Dad apparently caught the stream and is in full on over protective mode. Hes sent my Uncle to pick me up."

Dinah and I winced and shared sympathetic looks. For completely understandable reasons, Risa's parents were incredibly protective and had a tendency to overreact to any perceived threat. It didn't help that her Father had a temper that could best be called volcanic and her Mother could be just as terrifying if something got her angry. She had the type of anger that was icy cold and made people gulp and back up slowly.

We gathered up our stuff and headed outside, neatly circumventing the PRT troopers who were talking to Vicky, Amy and the manager, and heading over to a small seating area a short distance away.

"Well, aside from that last bit, todays been fun," said Risa, "It would have been better if Missy could have come, but hey, maybe next time."

She grinned and sat forwards.

"So, what do you guys think of the new girl?" she asked.

"Shes pretty cool," said Dinah, "Although I'm not sure how long she'll last. Independent Tinkers don't tend to last."

"Maybe she'll join the Wards," I said, making sure to hide my smirk.

"Maybe," said Dinah, before her face went pale and she winced.

"Are you OK?" I asked.

"J-just a headache," said Dinah, "Owwww…"

"Again?" asked Risa, "You really ought to see a doctor about that."

"I have," moaned Dinah, "Multiple times. They haven't been able to find anything or do anything to help."

She muttered something under her breath.

"Do you want me to call your Mom?" I asked, "You don't look like you should be walking home like that."

"I've already called her," said Dinah, "She'll be here soon. Now can we stop talking? This really hurts…"

She lapsed into silence and Risa and I remained silent while doing our best to help take the edge off, although I doubt we did much to help. I made a mental note to see if I could build something that could help. Considering that my tech was literally Magic, there was a good chance that I could.


We weren't waiting long before a familiar car pulled up on the curb and a Japanese man got out and walked over to us as Risa stood.

"Hey Uncle Genji," said Risa, "Sorry you had to come out."

"Its no trouble," said Genji in a voice that was oddly lacking in inflection, "Are you unhurt?"

"Yep, we were in a shop for most of it," said Risa.

"Good," said Genji, "Now come. Your Parents wish to speak to you."

He turned and marched back to the car. Risa rolled her eyes and followed after a quick goodbye, leaving Dinah and I to relax slightly. Genji was polite enough, but there was something about him that set both of us on edge.

A few minutes later, Dinah's Mother arrived and, after politely turning down an offer of a lift, I turned and headed for the bus stop. The fight, if it can really be called that, had served to reveal a number of issues with my gear and proved that I needed to step up my game. For that, I needed parts. It was time to hit the Graveyard again.


In his underground lair, Coil sat back in his comfortable chair and steepled his fingers. He didn't normally watch Uber and Leets streams (why would he, he had far better use of his time than watching two idiots fail), but he still had people keep an eye on them because they, sometimes, revealed something useful. Like the new Tinker girl who had stepped in to help. A Tinker that appeared to be around the same age as his future pet and this, far easier to control.

He hummed as he considered his options. While capturing two little girls could potentially bring a lot more heat on him than just one, this was Brockton Bay and its not like the heat would be lacking considering who his pet was. Plus, having a Tinker under his thumb would be almost as much of a boon as Dinah's prodigious power.

Decision made, he reached for his phone and rang a familiar number.

"Whats up boss?" said the ever irritating voice of his Tattletale.

"Have you seen Uber and Leets latest stream?" he asked without preamble.

"Um, no, I've been busy," said Tattletale.

"Watch it," said Coil, "And then find me all the information you can on Machina."

And done. Well, that was fun. I also need a shower. Even that short bit of Coil was enough to make me feel dirty. Eh, it was needed.

My original plan was to have the Ward event be happening at the mall, but after some thought, I changed my mind. The Uber and Leet of this version of Bet are the type to carefully consider their plans so as to not bring too much attention down on their heads. I am aware that that isn't what they are like in Canon, but there are more than a few AU elements to this world and Uber and Leet not being complete idiots is one of them.

Speaking of AU elements, Rise is one of them. Anyone want to guess who she is? Beyond just being an obvious reference I mean. It is going to be a plot point later.

Hmm, I wonder what could be living inside of Unknown Dictator? If anyone can guess what I have in mind, I'll be incredibly surprised and likely start cackling like a loon. Oh, and before anyone points out how stupid it is to jump straight in when your not sure if you can trust your weapon or not, remember that Maple is 12 and has all the brain chemistry of one. Her memories help take the edge of, but shes still capable of doing some incredibly stupid things on occasion.

So yeah, Coil is very interested in Maple and is gearing up to try and nab her.

EDIT: I somehow got Risa's name confused and ended up calling her Rise for the entire chapter. Its now fixed.
