Power description:
Cease has a power focused solely on the powers of other capes. Her power suppresses or nullifies the powers of other capes, with an effect power and range that are directly controlled by her adverse emotional reaction to the cape in question.
Actual positive feelings result in no nullification, and minor irritation results in an effect radius on the order of 2-5 metres along with a minor decline in power efficiency; above a threshold described by Cease as 'hatred', powers are fully nullified. If this threshold is reached then the effect radius of the full nullification is also approximately four kilometres, with a further partial suppression effect reaching out another four kilometres. At 4.1 kilometres in this case, powers are nearly useless, while at 7.9 kilometres powers are able to work at near full efficiency.
There is no known upper limit on the power suppression radius; a full power nullification case is known of at a distance of approximately 480 kilometres.
In addition, Cease gains a detailed knowledge of the cases where the suppressed cape has violated appropriate laws (e.g. Federal and State laws) and on where to shoot or otherwise attack them to either disable or kill them with whatever weapon is available, if at all possible.

Rebecca looked up from the file. "Really, Emily?"
"Yes, Chief Director," Emily replied. "In addition, I must tender my resignation. I will be transferring to the Protectorate, in an information gathering role."
Her eyes glittered through the video call. "I hate powers. I have never made a secret of that. That has not changed, and knowing the details of what Coil and Nilbog and Fucking Shadow Stalker have done has only made me feel justified in my belief. But I will make this city make sense if it fucking kills me."
Rebecca nodded, making a mental note to never get within twenty miles of Emily Piggot again.
If not more.
Then she had… an idea.
"...did you know that the PRT is one hundred percent certain as to the source of powers?" she said. "We know where they came from, we know why they mess with people so much. We can put a name to the source and a motive to both, and that motive is hostile to humanity."
Emily blinked, then leaned forwards.
"Tell. Me. More," she said, firmly, in a way that only evaded being an order because of the specific circumstances.
Rebecca wasn't certain that this was a good idea. But when you had a power nullifier who'd triggered out of sheer rage at the chaos caused by Parahumans, the only thing she could think to do was to point them at Scion and stand well the fuck back.
Possibly to a different universe.

Fortunately for almost everyone involved, Scion is Depressed so when a Shard tells him to "stop" he might well just go "'kay" and comply.
Cauldron itself might be the exception to that "almost everyone".
