Can you believe this was supposed to be a one liner world? Incidentally, Civilised Worlds are supposed to be the most common in the Imperium, but hardly anyone writes about them. I guess they're too vanilla.
"Have you heard? Can you hear? The RUMOUR of the Liberator? He has come to save Magia's Record from the pirates! He brings technology that will free people from the factories, and medicine that can bring back the dead! Let us all welcome the kindest of Warmasters with open arms!"
The pirate ran. This was supposed to be a simple hit-and-run! The rumours their captain heard said the planet of Magia's Record was ripe for the picking with the SDF stretched thin. They didn't even need to occupy the place, just dive in, take all the gold they want, then leave for their actual mission, with none knowing better. How nobody have plundered this little Civilised World was a surprise to them. Now he knew. He fled from the multicoloured horrors that pursued him, hoping to get to a escape pod. But as he turned the last corner, he beheld two leisurely spinning glass globes filled with green and blue, and a terrifying green haired woman. "W-witch. Daemon. Monster!"
Dorothy stared at the disgusting waste of flesh. Monster? Her? When this man has raped and killed how many people? A sharp kick to his head rendered him unconscious, and let her draw upon her unique magic safely. A rainbow coloured sphere surrounds the last free pirate and shrinks to the size of a palm, letting her toss it towards her helper. "Dum, Dee, that's all of the scum onboard. Let's leave." Unlike the pirates, she was merciful. They would live, and become batteries to fuel the salvation of Record. This was why she had agreed with the Magius's plan to seed the rumour that was dragging lone pirate vessels over, and putting in the hours of dealing with each scumbag as they arrive. But soon, soon, the Liberator would come, and her long cherished wish would come through. She hears about him on the secret channels of Desire, the whispers of that which calls itself Emeli. For the Liberator, she shall present the greatest of Art; the shape of the salvation of humanity itself. Nothing less would match the flames of her desire.
"We of the Record are servants of the Imperium, but Torredon is not the Imperium! Have not our tithes gone uncollected? Are not our skies tormented by the traitorous pirates? If Magia's Record is to serve the Emperor, I say, we must do so by standing on our own two feet. Let the leeches of Torredon whine all they must from their fortified planet. Life is the Emperor's currency, which means that He alone dictates how to spend it. We, the faithful, whose planet is graced by one of His Saints, must guard our lives preciously to serve. I exhort all of you members of Governance, to save this world for the Emperor. Let my name go down in history as the traitor who sold out to this Warmaster, for even in death I will serve! This is my promise; the promise of the Wings of the Magius!"
Eleven year old girls normally weren't given thunderous applauses within the Governor's Palace but, Penne Nolde thought, these were hardly normal times. In these dark, desperate days, adults turned into cowards and beg children for salvation. And salvation she was providing. She cast herself as the villain leading the populace into heresy, while the adults could huddle in their opulent palace as a token opposition, ready to resume their rightful position when the Imperium returns Record to the fold. Something she herself was less positive on, but who was she to burst their dreams? Still, she was truthful on one thing - that she serves the Emperor. With the control the Wings of the Magius have achieved on all aspects of the planet, and the steady stream of sacrifices the pirates were providing, she could finally enact the Change the Imperium needed. All for the salvation of humanity.
Deep beneath the Ministorium church, the sacred work proceeds. Iridiscent spheres are strung up in long chains, carried by unmanned gears to dip into vats of dark liquid, losing their shine and removing the liquid. Yet, more liquid pours in from holes in the walls of the chamber, an endless stream of despair and curses. Such was the thankless job of the Ecclesiarchy; to purify the sins of humanity so they may serve the God-Emperor better. In a platform overlooking that work, Shitori Egumo presses one such sphere to a half-human, half-scorpion monster with ticket punchers for claws and stinger. The sphere dims, and the scorpion fades, leaving a blue haired maiden behind.
"Campanella!" a while haired girl exclaims, catching the unsteady maiden before she falls. "Oh, you're back to normal now... thank you so much, great Eve. I, Hevelius, once again swears that my life is for the Magius to spend. Should I raid the criminals on the north continent again?"
"Rest, Hevelius," the pink haired girl says gently, "there are many tasks the Emperor needs fulfilled, but for now yours is simply to spend time with your loved one." She pets the older girl on the head, and turns to face the mechanised purification vats. With production stepping up, they might be able to revert all of the Magius in time for the arrival of the Warmaster, who possesses technology that would make such sacrifices no longer necessary. Then, the lights drawn from those who cast the Emperor out could be repurposed for the sake of the salvation of humanity. A world in which no more sacrifices need to be made.
"- And the Emperor smiled from His Golden Throne, for the people were free and happy." Pennen Nenemu reads out the last line of the story she penned to the unconscious form sleeping next to her. She shuts the book and sighs. Oh, Giovanna, why must you give so much of yourself to others? When the person she admired the most gained the power of a Saint to heal, she was overjoyed. When she had to be locked into the church for her own safety, the people she was to heal packed into a neighbouring room with no sight allowed, she became worried. And when her savior collapsed from overwork, and yet still had to continue healing without end, she had to act. Nenemu would not doubt that the Emperor loved them, to grant GIovanna this power. Nor would she spurn the people that were saved. Instead, she would make a way to save everyone; to ensure all can be healed without cost, so her big sister could see the beautiful world she made possible. For that sake, she has spun dozens of rumours, all to drag the one person who could heal faster than her sister to this planet. All for the sake of the salvation of humanity.
A girl weeps over her father's deathbed. Because of the cut-off supplies from the increased piracy, her family was driven from their jobs, and now her father is dead because of it. And yet, what can she do to fulfill his dying wish? She could not swat those pirates out of the sky. She stands up abruptly, however, as a stranger enters the room, and stares at the silver haired lady she has never seen before. "Oh Maura, I hear your wishes. If you wish for all the pirates in the Subsector to be destroyed, we can help you fulfill it. And even before that, we can provide you with the things to solve your current problems - money to support your family, a well-paying job for your mother." Totentanz can see the girl is tempted. So easily swayed. Yet for the sake of her own wish, she will trample over the feelings of others time and again. After all, all this was for the salvation of humanity. "All we, the Wings of the Magius, ask of you is this: make a contract with us, and become a Magius."

Giovanna actually has genuine, non-Chaos, healing ability. She would have been sent to the Orders Hospitaller, but the elites wanted their healing battery so bad the Ministorum's messages kept getting 'lost' in transit. And now she's unconscious from all the healing she does. Somewhere, Saint Celestine is facepalming and she doesn't know why.
The Wings of the Magius used to be a cult worshipping the Desire to Change. The founder's plan was find girls with minor psyker potential - persuade them to become daemonhosts to fulfil their wishes - daemons take over - profit. And then the founder died and the system chugged along as it does, with the daemons being beaten up by daemonhosts, keeping it all from discovery. And now it's been hijacked by Emperor worshippers, which is immensely funny.
