This chapter does contain some political drama mostly to show the interplay of different types of tyranny. A the drama as it might play out in the magical world.
Harry awoke on his birthday for the first time in his life, not in the cupboard under the stairs or Dudley's second bedroom. This time he was waking up into the sun coming through the window of the guest suit adjacent to Draco's bedroom. As he got ready for the day taking his shower and beginning his morning, he could hardly believe the twist that his life had taken. He soon noticed that there was a tapping on his window. There waiting for Harry to open up missives and packages were not, not two, not even three, but five owls.
The first one was the Daily Prophet and Harry quickly relieved it of its burden, paying the owl and sending it on its way. The next one was from Daphne. Daphne's gift was a lovely journal in green with his name embossed on the front in gold. The binding was gold as well. A rather regal-looking owl carried the promised formal invitation to dinner at the Greengrass family home. The next package was from Theo who sent him a collection of books on Politics in the Wizarding World. This included one written by Henry Potter. Harry was so excited that he began to read before he heard a knock at the door. Draco's blonde head poked in moments later once with a wave of his wand Harry opened his door.
Harry looked up, "What is going on?" Draco chuckled, "come on if you want anytime to eat before we go with father to the wizengamot session. The raven-haired boy shot up off of the bed and sped out the door before Draco could even blink. While a session watching their legislative body was nothing new for Draco, he could understand why Harry would be excited. The younger boy had never had the chance to watch a session before.
Lucius walked the boys over towards seats where young people were allowed to observe the session or members of the general wizarding public, before taking his own watched as others continued to file in following a similar pattern. Dumbledore entered wearing perhaps his most dramatic outfit to date a robe that was colored in alternating colors that rise to the level of flamboyant. The old wizard with twinkling eyes called the meeting to order, "Order! This meeting will now commence on this date the thirty-first of July. Acting as session scribe is Percival Ignotious Weasley. Who has business before this legislative body?" It was then that a woman wearing all pink in what could pass for a muggle power suit. Her knew length skirt and matching shirt and blazer made Harry think of Pepto-Bismol. The woman cleared her throat sounding like she might have a hair ball, which Harry guessed form the gold cat pin was a distinct possibility. "Ladies and Gentlemen, I was quick to prefile bill 1052- expanding the definition of a hate crime. This bill is essential to the protection of valued members of our citizenry. In it I define that it is incumbent on this body to define what is a prohibited bias. While I am sure that we all agree that it is wrong to act against or those being perceived as having a specific gender, race, ethnicity, disability or blood status. There is no requirement that the prohibited bias be a substantial factor. There is also no need that it be in the public sphere or in such locations as might be perceived as sensitive. "
Harry watched the process with rapt attention, then Lucius stood up and began to speak, "Chief Warlock, I rise in opposition to the before mentioned bill. Some people may be in possession of such few faculties as to forget that we do have a constitution in this land. Which grants the people the right to think and speak for us. Now in due course of discussion one person's opinions and thoughts may not be capable of rising to so much a level as to constitute a substantial element of a crime. Rather this bill would simply require finders of fact to become essentially mind readers. Are we seriously to become a people controlled by one person's definition of a greater good?" Lucius shot a pointed look at Dumbledore as he said this. Harry and Draco watched as a chill descended on the crowd.
The bill went to a vote on the floor eventually and Harry watched as some wands lit up immediately signifying a yes vote, and others stayed dark signifying a no vote. Draco whispered to Harry explaining how the bill would have been implemented, "That bill would have been used to put people in Azkaban who are not alright with things like lowering standards so promote greater diversity. It would have been played out as a slur against the reputations of people who care about the quality of education and hiring the right person for the job."
Harry considered the other boy's words. Finally, he asked, "what do you mean by lower standards?" Draco nodded, "Have you noticed that it seems like the work doesn't to get harder? Have you considered the lack of qualityof potions students?" This also has led over the years to fewer potions masters, healers, and other professions. Simply because Uncle Sev refuses to lower standards. He suggested requiring a class first year to catch up people who are muggleborn or raised, perhaps even helping the Crabbe and Goyle type catch up to where they should be. That was shot down by a number of Dumbledore's followers. The result we have fewer periods in those professions. Others are more of a mix because they removed requirements or lowered the required OWL and NEWT scores.
A man in a green suit with a matching bowler hat was next to stand, "I stand to support bills 5123, 5880, and 5881. Which shall aim to promote the unity and inclusivity of all in our minds. First by protecting the those of protected class. Second by securing the right said individuals to a safe, civil and inclusive learning environment. Lastly, by amending the Parental Right Charter to grant all authority during the school year for decision making regarding health, discipline and wellbeing to the headmaster."
Again, Harry and Draco watched as Lucius stood to speak against the bill. As Lucius droned on about the necessity and importance of family, Draco whispered, "watch this." Harry listened as Lucius declared in fact, and said power was already abused in violation of the law, while the Parental Rights Charter still stands as existing law. I have here in my hand the will of the late James and Lily Potter. It names specifically who Harry was to be placed with. Yet, the headmaster thought that he knew who better to place their infant boy with than the Potter's themselves."
Dumbledore's face began to get red. Lucius smirked as he watched the elder wizard's face, "my wife Narcissa being the nearest non imprisoned, and living member of the boy's family should have been allowed to have the chance to raise her cousin's child."
Dumbledore's face continued to turn various shades rival even Vernon Dursley at his worst. The once civil meeting quickly devolved into a mess of people shouting and yelling trying to be heard. Then, finally it was all shut down and everyone went home, or in Harry's case Malfoy Manor. He had found that he was staying there more often now than the Leaky. So, his stuff was sent to the manor by way of one of the house elves. This night would be a very long one he had a feeling as he slumped into his seat at the dining table for the evening meal.
