Simmons led Hammerhead and the Enforcers to the where the Stickshifts current lair was and introduced them all before, he made some calls to the other gang leaders requesting a sit down in some neutral territory at a warehouse in Old Town to discuss a business opportunity. The other leaders agreed and the next day the leaders of the gangs were gathered together. Simmons sat at a table facing Madam Tousant the leader of the Sables, Mr. Silver leader of the Made Men, and Murikami the leader of the Daggers.

"So why have you asked us here Simmons?" Asked Madam Tousant.

"Smokestack hasn't broken out has he?" Asked Mr. Silver looking nervous.

"No Smokestack is still locked up. I brought you all here to meet someone who has a business proposition for us. He's new to town and he bust me out of prison, so I think we should hear him out." Said Simmons.

"Who would that be?" Asked Murikami.

"That would be me." Said Hammerhead as he walked into the room.

"Who are you?" Asked Mr. Silver.

"The names Hammerhead." Said Hammerhead.

"So what's this business proposition you have?" Asked Madam Tousant.

"I'm a business man of sorts. I've been watching of yous and gathering information. Each of you and your gangs are powerful dangerous people that could be really racking in the dough if you were all working together instead of fighting one another. This city is a goldmine right for the picking, but you needs to put aside your differences and join forces to become something that the city would truly fear. Lucky for yous I have some experience in creating criminal organizations. You all agree to work with me and each other and this city will be ours." Said Hammerhead.

"What do you have to offer us, other then words and promises?" Asked Mr. Silver.

"I can hook your crews with some dangerous high tech weaponry and I brought my own special team of professionals." Said Hammerhead.

"What about the Spider-Man? He's been a thorn in our sides lately as well as the Flex Fighters." Said Murikami.

"I don't know too much about the Flex Fighters, but I have had dealings with the spider freak. Trust me, I hate him as much as all of you and I got plans to exterminate him." Said Hammerhead.

"So what do you think? You want in, because me and the Stickshifts are already." Said Simmons looking at the other gang leaders.

Madam Tousant and Murikami exchanged looks and then they nodded their heads before saying they would join with Hammerhead and the Stickshifts.

"Well I got my own plans to deal with him, so we don't need your help." Said Mr. Silver.

"Oh really? What's your big plan?" Asked Hammerhead.

"I got in contact with a dangerous mercenary type called The Gentleman and set him out after Spider-Man." Said Mr. Silver looking confident.

"You wouldn't be the first to try that." Said Hammerhead.

"Oh really? Alright wise guy, let's make a bet. If The Gentleman does the spider in you pack your bags and leave town, but if he fails, my crew and I will join your new criminal enterprise." Said Mr Silver looking confident.

Hammerhead thought about it for a few seconds and then he spoke.

"Alright, you're on." Said Hammerhead before he and Mr. Silver shook hands.

"Easiest bet I ever made." Said Mr. Silver with a smirk before he walked off.

"Why'd you agree to that bet? You could have said no or tried to force Silver to join us." Said Simmons looking a little confused.

"Trust me Simmons, I've made plenty of bets in my life and I got a whole lot of gambling experience. Silver may think he's going to win, but he has no idea how stubborn and resilient Spider-Man is. I've met Spider-Man and fought him and let me tell you something, he's tough and won't go down easy. It'll take more then some fancy mercenary to take him down. When the dust settles Silver and his crew will be working for us." Said Hammerhead with a smirk.

"So we're a new criminal enterprise now. I believe since you are technically in charge, we need to refer to you either by your real name or some kind of code name." Said Madam Tousant.

"The code name I will go by is The Big Man." Said Hammerhead.

The others agreed and Hammerhead smiled. He was beginning to create his own criminal empire.

A few miles away Mr. Silver sat in his limo as it drove through the streets looking both nervous and annoyed. Hammerhead had really gotten under his skin and he didn't like the way he was allying the gangs to form a criminal enterprise that he controlled. It reminded Silver of Smokestack and he didn't like that. Mr Silver had made a big bet, but he was determined to come out on top of it and force Hammerhead out of town. He just had to make sure The Gentleman took out Spider-Man. Mr. Silver decided to make some calls to his men to tell them to be on the lookout for Spider-Man and to assist The Gentleman in fighting him. He wasn't going to take any chances with this bet. Mr. Silver then called The Gentleman.

"Mr. Silver, what can I help you with? Have you changed your mind about our arrangement?" Said The Gentleman.

"I'm just calling to tell you that I've told my men to assist you with the job." Said Mr. Silver.

"I do appreciate the thought of extra help, but I usually work alone." Said The Gentleman.

"I know that and I respect you, but this matter has become a little more complicated and personal. I really need Spider-Man to be eliminated by any means." Said Mr. Silver.

There was a pause before The Gentleman responded.

"Very well your men may assist me, but I will ask for more money then our agreed upon price."

"No problem. Money is not an issue. I appreciate what you're doing and I will honor our deal." Said Mr. Silver.

"Good." Said The Gentleman ending the call.

The bet was on.

To be continued.
