Gloria is a full civilian. The only reason she died in Edgerunner was because she was at the wrong place at the wrong time. Mokoto can't prepare for that.

Motoko: "David, your mom was badly injured, but we managed to stabilize her.
David: "..."
Motoko: "Most of her."
David: "..."
Motoko: "Mostly, her brain. But we can rebuild her. Make her better, stronger, faster."
