4. The Doctor's Verdict.

"What do you think, Doctor?"
The Doctor has let Simeon describe the whole session, somehow without interrupting.
While listening to Simeon's account of Tecteun's displacement of Simeon's great-great-grandparents, he found it harder to contain his anger and annoyance, but it seems it was only what he might suspect that Tecteun would have done.

"New Gallifrey would have been invaded from their past!" he declares. "I'm so glad they prevented that! The planning that went into defending New Gallifrey has paid off! They blocked all Tardises except those known to be controlled by friends. They prevented Tecteun, and others, from gaining access, as well as stopping the Master from interfering!"
"What might Tecteun have done?" Simeon asks.
"She would try to re-implant the Division! She would likely have insisted on many of the more grubby practices continuing. As one of the Founding Time Lords, she would have insisted that she had absolute power over all that happened to ensure compliance under her iron fist. Bye-bye freedom! Bye-bye any sort of enjoyment at all! That's why I insist that New Gallifrey rules itself. I keep even my own hands off unless any of the ancient practices rear their ugly heads."

"Does it matter that the induction has resumed?" Simeon asks. He wonders about the advisability of its continuation, yet he values having met with his forebears albeit briefly.
"After your experience?" the Doctor asks.
"Yes, I often wondered about it," Simeon says. "Should I have said something about it?"
The Doctor is sure he should have done but holds off chastising Simeon.
"I guess it works out okay for now."
Then another thought occurs to him.
"Does everyone who is inducted return?"
"There are some who don't," Simeon owns. "That's usually put down to them wanting to live in the past!" .
"Low numbers?" The Doctor wants to know in case it's endemic, but then, surely, anyone wanting to stay to live in the past with their ancestors might be seen to be disturbing for the timelines, and a good reason to discontinue the practice.

The Doctor seems more reflective. "You know, it was supposed to be a purely familial thing - just in the family. I guess that would have been alright. Your experience shows that isn't always the case!"
He resolves to have a word with the organisers to try to make it safer – for Gallifrey!
