Beejammin0421: I know his age is a problem but then again "Even the age of four, itachi thought quite like a hokage". I know Itachi was a prodigy so lets say having kyuubi chakra affects growth process. There is also the fact I am writing a character who has suffered much, is orphan and lives alone. Thankfully I haven't experienced that so I may overestimate or underestimate his lifestyle's effects on him. That said I will soon have a timeskip to let Naruto grow.
After getting rid of groceries, Naruto made his way to the Hokage Tower. It was a magnificent building full of color and life. One would think the Hokage tower will be hidden or something. And one would be right; this building is a front. The location of real work and documents is unknown to Naruto.
Now the village's most hated person except traitors walking in the village's most renowned buildings would surely face prejudice. Well no actually. The hokage's orders are absolute for ninjas and since no citizens were here, Naruto easily scheduled a meeting with his grandpa. As he waited for his meeting, he felt anxious. What if he refused? He didn't want to think it. Soon it was his turn as he led inside the office.
Naruto sat stiffly in the chair across from Hiruzen, watching as the old man set aside a stack of papers. The Hokage exhaled slowly, and then gave Naruto a small, knowing smile.
"It's been a while since you've requested a meeting, Naruto," Hiruzen said, folding his hands over the desk. "What's on your mind?"
Naruto hesitated for a moment. He had played this conversation out in his head multiple times, but now that he was actually here, sitting before the most powerful man in the village, his words felt stuck in his throat. Still, he forced himself to speak.
"I need help," Naruto said, leaning forward. "There's this girl—she's sick, and she needs a doctor."
Hiruzen's eyes sharpened slightly. "A girl?"
Naruto nodded. "And her brother. They had nowhere to go, so I let them stay with me." He glanced at the Hokage, gauging his reaction. "She's not doing too well, old man. She needs real help, not just whatever scraps I can find."
Hiruzen studied him carefully, his expression unreadable. The silence stretched between them, and for a moment, Naruto worried that he had made a mistake coming here. But then, the Hokage sighed and reached for his pipe.
"You've taken in two children?" he mused, lighting it. He took a slow puff before exhaling. "That is… a big responsibility, Naruto."
Naruto frowned. "I know that. But what was I supposed to do? Just leave them?"
Hiruzen smiled slightly at that, though there was a hint of sadness in his eyes. "No… I suppose not. You have a good heart, Naruto." He tapped the ash from his pipe. "Very well. I will send a medic to examine the girl."
Naruto let out a breath he hadn't realized he was holding. "Really?"
The Hokage chuckled. "Did you think I would say no?"
Naruto scratched his cheek. "Kinda?"
Hiruzen hummed in amusement before his expression turned more serious. "But Naruto… helping these children is one thing. Protecting them is another. You are still young, and there is much you do not yet understand."
Naruto clenched his fists. "Then teach me."
Hiruzen raised an eyebrow.
Naruto met his gaze, determination burning in his eyes. "I need to know how the village works. The rules, the politics—everything. If I'm going to protect them, I need to understand the system."
The Hokage leaned back in his chair, studying the boy before him. Then, with a small nod, he reached into a drawer and pulled out a few thick books, placing them on the desk.
"Start with these," he said.
Naruto stared at the books, then back at Hiruzen. "…Do they have pictures?"
The Hokage chuckled. "I'm afraid not."
Naruto groaned, but despite himself, he reached for the books anyway.
Seeing his surrogate grandchild deflate, Hiruzen couldn't help but recall the time when his own father first made him study politics and history. He had wanted Hiruzen to become a capable leader for the Sarutobi clan.
"Now, now, don't worry, Naruto," Hiruzen said, offering a reassuring smile. "The writer has a... casual style of writing, for lack of a better word. It makes the book feel more like a conversation, so you won't get bored."
Naruto narrowed his eyes. "You picked these on purpose, didn't you?"
Hiruzen chuckled. "Maybe I did."
"Thanks, I guess," Naruto muttered, reluctantly accepting the books. At least he might be able to get through the first chapter.
Then a thought struck him. If he got an orphan allowance from the village, didn't that mean Taro and Aika could get one too?
"Hey, since I get an orphan allowance, does that mean they can too?"
Hiruzen stroked his beard thoughtfully. "Hmm… How about I just increase yours to cover them as well?"
Naruto considered it for a moment before shrugging. "I guess that works."
"Very well, then. A medic will see the girl around two o'clock. I'll have them sent to your apartment."
Naruto stepped out of the Hokage Tower, his mind still buzzing with everything that had happened. His arms were wrapped tightly around the two books, their weight strangely comforting. He had a lot to think about, a lot to figure out. But right now, he had something more important to do—he needed to get home.

The word still felt foreign to him. His apartment had always been just a place to sleep, to eat, to hide from the world. But now, two people were waiting for him there. It wasn't just his home anymore—it was theirs too.
With that thought, he quickened his pace, navigating the streets with ease. Konoha was alive with activity—shopkeepers calling out their wares, shinobi darting across rooftops, and children laughing as they played. But Naruto paid no attention. His mind was set on reaching home before the medic arrived.
As he reached the worn-out door to his apartment, he barely had time to unlock it before a small body crashed into him.
"You're back!" Aika's voice was filled with relief, her thin arms wrapping around him tightly. "You didn't leave us."
Naruto stiffened for a brief moment before letting out a small chuckle. "Of course, I didn't, dummy." He ruffled her hair gently. "You're stuck with me now."
Aika looked up at him with wide, trusting eyes. "I was scared," she admitted in a small voice. "What if you didn't come back? What if we were alone again?"
Naruto felt a pang in his chest. He had always known loneliness, but hearing it from someone else—from Aika—made it feel heavier.
"Hey, I told you before, didn't I?" He crouched slightly to meet her gaze. "I'm not leaving. Not now, not ever."
Aika nodded, sniffling slightly, but a small smile crept onto her face. Then she winced, pressing a hand to her chest.
"Oi, don't move around too much," Naruto scolded, immediately concerned. "You'll make it worse."
"I guess you're right… I do feel a little pain."
"Then sit down," he instructed, guiding her to a futon. "Where's Taro?"
"He was really worried about you," Aika said, settling onto the mattress. "But he didn't want to act weak, so he went to sleep. He said if he kept thinking too much, he'd go crazy."
Naruto snorted. "Sounds like him."
He placed the books down on the small table, glancing around the room. It was still small, still barely furnished, but it felt… different. Less empty.
Naruto reached his apartment just in time. He had barely set down the books and grabbed a cup of water for Aika when a firm knock sounded at the door. Right on time.
He hesitated for a moment before opening it.
Standing outside was a figure clad in standard ANBU gear—dark clothing, armored guards, and most noticeably, a mask that concealed their face. The mask was shaped like a hawk, the eye slits dark and unreadable. But despite the anonymity, something about the way the figure stood felt… familiar.
"I'm here to examine the girl," the ANBU medic said, voice steady, calm. Feminine.
Naruto nodded quickly and stepped aside. "Come in."
The woman entered with practiced efficiency, scanning the small apartment before walking toward Aika. She knelt beside her without hesitation, placing a gloved hand on the girl's forehead.
Aika flinched slightly, but the ANBU's touch was gentle.
"She has a mild infection," the woman diagnosed, already pulling out a small vial from her pouch. "Her fever isn't too high, and she should recover with proper rest."
Naruto let out a breath of relief. "So she's gonna be okay?"
The ANBU nodded, placing the vial on the table. "Mix this into her water twice a day. It'll speed up her recovery."
Something about the way she spoke made Naruto pause. There was no hesitation, no unnecessary words. She was here to do her job, nothing more. But… why would an ANBU be handling something as simple as this?
"Oi," Naruto said, crossing his arms. "Why is an ANBU handling a medic job? Shouldn't a regular doctor be doing this?"
The woman was silent for a moment. Then, in a voice just above a whisper, she said, "Orders."
Naruto frowned. "From the old man?"
She didn't confirm, but she didn't deny it either.
Instead, she reached into her pouch and pulled out another small packet, setting it beside the vial. "This is extra. If she shows signs of worsening, use it."
That caught Naruto off guard. Extra medicine? No one ever gave extra.
The ANBU medic stood up, turning toward the door, but just before she could leave, Naruto spoke up again.
"… Have we met before?"
She didn't answer right away. Then, finally, she said, "No."
"I have heard that voice before… it's you isn't it Taki-nee" Naruto said calmly.
"You are…not mistaken. Naruto make sure no one else knows about it and don't do anything that can reveal my identity"
"Okay ta-"
"Hold it Naruto" Taro now fully awake made himself known. He turned to now identified Taki, "What do you have to offer?"
Taki was probably going to speak up something although no one could tell due to her mask, Naruto interrupted her.
"Taro don't. No one will ask her anything in return. Isn't she helping your sister?" Naruto warned dangerously serious. Taro stared at Naruto, finding no room argument, he reluctantly conceded.
"Fine I guess you are right"
"Taki-nee you can go"
Taki hesitated for just a second. Though her mask concealed her expression, Naruto had known her long enough to sense the way her shoulders relaxed ever so slightly. He decided to ease her worries.
"It's fine, you can go." He reassured her.
Taki nods and leaves in a swirl of leaves, leaving behind a scattered green mess. Upon seeing this Naruto sighed and took up a broom.
"I will clean it. You go and be with Aika"
The room was silent for a moment. Then, Taro finally spoke.
"You trust her." It wasn't a question.
Naruto exhaled and looked down at Aika, who was sleeping peacefully now. "Yeah, I do."
Naruto sat cross-legged on the floor, the two books Hiruzen had given him resting in his lap. The apartment was quiet except for the soft breathing of Aika from the couch and the occasional shifting of Taro, who had settled down near her. The day had been strange—busier than most—but for once, it didn't feel lonely.
He ran his hand over the cover of the first book. It was thick and a bit worn at the edges, but the gold lettering on the spine was still intact. Konoha's Political Foundations by Ujjawal Singh—the title sounded heavy, but Hiruzen had assured him the writing style was easy to follow.

The Traders' Association and the ANBU Headquarters—shrouded in secrecy—are also located here. Beyond them lie the clan districts, where prominent ninja families reside. These districts are surrounded by the bustling marketplace and common residential areas, making Konoha Proper not just the political and economic hub, but also the social center of the village.
About three kilometers beyond Konoha Proper lies the Industrial District. This sector is where the weapons used by shinobi are forged and maintained. The clang of hammers and the hiss of molten metal fill the air as skilled artisans and weapon smiths craft kunai, shuriken, and specialized gear. Alongside weapon production, the Industrial District also handles the manufacturing of essential goods, ensuring that the village's supply chains remain strong. It's a practical yet dangerous place—best avoided unless you have business there.
A dense forested area separates these sectors. Worn dirt paths wind through the trees, connecting Konoha Proper to the Industrial District and other outlying areas. The forest serves as both a natural barrier and a strategic buffer, concealing movement between sectors from prying eyes. Even for seasoned shinobi, these paths can be disorienting—unless you know exactly where you're going.
Roughly 5 kilometers from Konoha Proper lies the Port Sector, situated along a canal that feeds into the Grand Sea connected to the Fire Country's trade routes. The Port Sector serves as Konoha's gateway to external trade and commerce, facilitating the import and export of essential goods, exotic items, and rare shinobi tools. Large warehouses and trade offices line the docks, with merchant vessels regularly arriving to unload cargo under the watchful eyes of both Konoha's military and the Traders' Association. Despite its commercial importance, the sector retains a rugged, lived-in atmosphere, with salty air, bustling markets, and the constant hum of dockworkers and sailors exchanging news and stories from across the continent. Shinobi patrols are frequent, ensuring that smugglers and rogue traders don't take advantage of the sector's openness.
Nestled beyond the shadow of Konoha Proper, the Underworld Sector exists in stark contrast to the rest of the village. Hidden from the average citizen's view, it is a chaotic, dimly lit network of narrow alleys and underground tunnels. This sector houses illicit gambling dens, black markets, and unregistered bars, where mercenaries, rogue shinobi, and underground traders mingle freely. The Red Light District forms a part of this sector, where brothels and entertainment houses cater to those seeking anonymity and distraction. While technically under Konoha's jurisdiction, the Underworld operates under its own unspoken code, policed more by the influence of powerful underground figures than by Konoha's military. The Hokage's office is aware of its existence but maintains a delicate balance — as long as the Underworld's activities remain contained and don't threaten village stability, they are quietly overlooked.
"Naruto, are you done reading?"
Taro's voice pulled him from the depths of the book. Naruto blinked, momentarily disoriented. He glanced up at the old, slightly crooked clock hanging on the wall. 6 PM. The longest he had read anything without getting distracted.
"Yeah, I'm done. Didn't realize how long it had been."
Taro stood at the doorway, arms crossed but his posture unusually relaxed. His expression was unreadable, but there was something softer about it than usual.
"Can you come with me for a minute?"
"Yeah, sure."
Naruto closed the book, stretching his sore arms. He followed Taro down the narrow hallway toward the kitchen. Aika was already there, sitting at the table with a slightly nervous look on her face. Her cheeks were flushed, and her hands were folded neatly in her lap.
"What's going on?" Naruto asked, eyeing them both warily.
Taro sat down next to Aika, resting his elbows on his knees. He hesitated for a moment, glancing at his sister before speaking.
"We… wanted to thank you."
Naruto's brows furrowed. "For what?"
"For everything." Taro's tone was unusually serious. "For giving us a place to stay. For making sure Aika got help. For… not giving up on us."
Naruto scratched the back of his head, feeling awkward under the weight of Taro's words. "You don't have to thank me for that. It's nothing."
"No, it's not." Taro's voice sharpened. His eyes darkened with quiet intensity. "It's not nothing. You didn't have to take us in, but you did. You could've left us on the street like everyone else."
Naruto opened his mouth, but Taro wasn't done.
"You're the first person who's ever made us feel… safe." Taro's gaze dropped, and for a brief moment, Naruto saw the weight of exhaustion and vulnerability that Taro usually hid behind his guarded expression. "That means something."
Aika stood up and walked toward Naruto, hesitating only for a moment before wrapping her small arms around his waist. Naruto froze. Her hug was light but firm, and Naruto could feel the warmth of her gratitude even without words.
"Thank you, Naruto-nii," she whispered into his chest.
Naruto's heart skipped a beat. Nii. Big brother.
He hesitated for a second before resting a hand on her head. His throat tightened. "You guys don't have to…"
"But we want to." Taro stood, his tone lighter but still firm. "You've done more for us than anyone else. So… I guess you're stuck with us now."
Naruto chuckled, brushing off the sudden heaviness in his chest. "Yeah? You think so?"
"Yeah." Taro's smirk softened into something more genuine. "So… maybe we should stop dancing around it."
Naruto raised an eyebrow. "Stop dancing around what?"
"We're family now," Taro said simply.
Aika pulled back, her big brown eyes shining as she nodded. "Family."
Naruto stared at them for a long moment. Aika's hopeful gaze. Taro's quiet resolve.
He swallowed hard, then smiled. "Yeah… family."
Aika's smile widened. Taro's gaze steadied. And for the first time in a long time, Naruto felt something settle inside him — a warmth that had nothing to do with ramen or sunshine.
"Alright then," Naruto said, grinning. "Since we're family, that means I get to boss you around now, right?"
"Don't push it," Taro shot back.
"No promises." Naruto laughed, ruffling Aika's hair as she giggled.
In that moment, they weren't orphans or outcasts. They weren't broken or abandoned.
They were family.
