Story Start!

Devils.

Beings from Hell who represented a concept of something, according to local knowledge on the subject. When a devil was killed in Hell, they spawned somewhere on Earth, and when they were killed on Earth they spawned back in Hell. They weren't the same person as before, so it was a new incarnation of them after each respawn. Naruto tried to wrap his head around the entire "not traditional demon" and "more of a concept" thing.

They were very much enemies of humanity though.

The humanoid ones could be reasoned with, but they enjoyed human suffering. They could heal by consuming human blood, and fear gave them more power, while being unafraid of them actually freaked them out somewhat and weakened them.

The more humanity feared them, the more powerful they were.
The less humanity feared them, the weaker they became.

"I don't know what I'm looking at." Naruto jumped over a sludge arm/thing that tried to capture him. It smelled absolutely putrid, and it had no recognizable human form. It was a 17 foot tall pudding consistency monster with a coloring like rancid dumpster sludge. It smelled like it came straight from a sewer, so Naruto was not looking to touching it with his bare hands. He was afraid if he did, the devil would inflict some kind of stinky curse on him, and the smell would never come out.

Devils typically had abilities related to what they were the concept of.

The Tooth Devil he killed was a somewhat weak devil, but could grow and shoot teeth bullets out of it's body. This devil had some human bones floating to the surface of it's body, so he would guess it was extremely acidic to the touch too. He was immune to acid thanks to Saiken inside of him giving him that, so it was just the fact the monster looked gross as to why he was not going to touch the devil.

Naruto landed on the ground and dodged to the side of another appendage that came for him.

How to defeat this thing without touching it, or damaging the surrounding buildings was the question. It couldn't touch him even if he was blindfolded, and his arms and legs were tied together. It was far too smelly and slow to ever get the drop on him.

'I do get the feeling I'm being watched lately though. Whenever a crow or a rat is nearby, it feels like somebody is... I have this vague feeling that I'm being watched by a person, not an animal.' Naruto crossed his arms and closed his eyes in thought. He dodged another two attacks from the monster.

"I am the Toxic Waste Devil, and you will take me seriously!"

"The hell is Toxic Waste?" Naruto hadn't heard that word before, but he didn't take the devil all that seriously. Apparently it was some big deal devil, but he didn't get the feeling this thing would be a threat to him anyway. 'The beings here don't have chakra, and the energy inside of devils is weird. If a devil is using Rats and stuff to track me, even Sage mode isn't letting me pin them down... but I haven't been attacked by this devil, so maybe they can be reasoned with too?' Naruto had stopped attacks by 13 different devils at this point.

He didn't go out of his way, but if he heard or saw a devil attacking, he would fight and kill them. He had gotten some knowledge on devils that way, because he had fought the Eel Devil a second time, so he learned about the respawn system that way. 2 of those devils were humanoid devils, and he just reasoned with them to stop attacking humans, because he could kill them if they didn't stop.

"Toxic Waste, it's Waste that is Toxic, but the more important thing is that you're holding back too much." Kurama lectured him.

"I have to, this world is pretty much made of paper. I jump too hard and break the concrete. I move too fast, and the glass on the buildings breaks, and I shred the payment to pieces. If I punch to hard I turn the ground into craters and knock over the nearby buildings." Naruto couldn't go full power in this world without causing destruction to his surroundings. In his world, he could use a lot more power without damaging his surroundings like he was now.

It sucked.

If he moved too fast, and broke glass on buildings, that glass could rain down on the humans down below and kill them.

If he punched too hard, he could cause a gas explosion by rupturing an underground pipe with gas in it, he learned THAT the hard way when he punched a devil, put a crater in the ground, and popped a gas line hard enough to cause half a city block to explode. Thankfully he was able to prevent any deaths, but the fact was that people could have just gotten killed. This world was too inconvenient for him to fight in.

Devils attacked humans.

Humans lived in cities.

Most devils appeared in cities when they attacked, which meant that Naruto would always have to hold back against any devil that attacked in a city. He would cause destruction to the city only if it was absolutely needed, but people would have to fix his damage, and people were put in danger if he wasn't careful. He could easily fuck up a power line and cause some old people to lose power in their homes, or just do so much damage without meaning to.

"Wind Style: Rasengan it, aim it up."

"Can't, we're surrounded by power lines, and some of those lead to a hospital over there, it might put people in danger. How do I put this devil down without putting innocents in danger?" Naruto wondered as he jumped and spun around, dodging 3 attacks at the same time from the Toxic Waste Devil. "It isn't very human, so I don't know which part of it to attack to kill it." Naruto took out a shuriken from his pouch, and wrapped an explosive note around it. He would have used a kunai, but he was all out of usable kunai at the moment.

He flicked the kunai into the monster's body, deep inside of it, and the arm reaching out to him stopped for a brief moment.

BOOM*

The monster exploded, and seeing blood, Naruto could tell that he hit the monster's main body with good luck. It was a lucky kill with the shuriken, but he could have killed it way sooner if he had just not been in a city. Naruto still dodged all the sludge remains that were flying in all directions. The chunks of devil flesh that had been inside of it were just as gross looking as the sludge.

"You should have just let the humans in this world deal with the damage. As long as you save their lives, they shouldn't complain about how you do it." Kurama complained.

That fight took way too long.

"No way. That isn't the right mindset. I'm strong, so I'm responsible for my actions. If I can kill a devil without damaging the place around me, then I need to at least try to do that." Naruto wasn't going to take a risk with other's lives. He would risk his own life, but not others, not ever if he could help it.

Naruto grabbed a tentacle.

A sewer lid had opened up, and a devil with a tentacle had launched an attack at him, all he needed to do to catch the attack was tilt his head. Naruto squeezed the offending limp, before he yanked on the tentacle, and out of the sewers a large squid-looking devil appeared, with veiny.

"Let go of my penis human!"

"EEEEEEW!" Naruto let go of the tentacle and wiped his hand on his pants. He took out a shuriken as the squid started to attack him, and with a single throw he got the devil right between the eyes, and it's body went from pinkish to pale white. The creature did not stand a chance against him. "Ew, ew, why did it attack me with it's penis." Naruto asked himself as he kept wiping his hand on his pants.

Kurama was silent.

-23 Minutes Later-

"Shuriken... very Ninja-like." Makima looked at the Shuriken that had passed through the head of the Squid Devil, and was imbedded in a concrete pole. She had witnessed the battle between Naruto and the Toxic Waste and Squid Devils through the Rats and Crows in the area, but those animals hadn't been able to track Naruto's speed, so she hadn't been able to see what he had thrown at the time that defeated those devils.

Makima ran her finger across the shuriken.

The metal was low quality, mass produced, but the edge was very sharp. This was a weapon meant to be used as a distraction, or tossed and forgot about later. It was durable enough to be used for combat, but what made it lethal was the simple strength of the user. When he had thrown it, the rat she used to view him hadn't seen it get thrown. It had been like a bullet, faster than the eye could follow.

'He was talking to himself... or maybe he talked to a devil he had a contract with. Unlikely, he doesn't give off a scent of a person with a devil contract.' Makima would know if he had a contract, and he didn't. He had talked to somebody, as if somebody was listening and responding to him. Closing one of her eyes, Makima borrowed the eyes and ears of the rats in the city.

Hundreds of conversations ran through her ears, and a lot of people were in her mind as each and every rat and crow all across the city lent her their senses. She expanded her range, and those hundreds turned into thousands upon thousands. She kept a small, unnatural smile on her face as her mind was loaded with all of that information. She cut off the connection with any rat and crow who didn't have a blond person in sight, and narrowed it down that way.

"He was about 166 cm tall... so I'll cut off the connection with those not looking at those shorter than me." Makima cut down even more by eliminating all the blonds in her range that were her height or taller. She was able to narrow it down by cutting out any of those who had asian skin colors, and there he was.

Naruto was sitting on top of a building with an orange, peeling the fruit to eat it. He was within range of a few crows, so she knew his exact location now. He had killed 15 devils since he appeared, and he never broke a sweat. Now she had confirmation that he was holding himself back, because to him the world he was in felt like paper. That meant his strength was on another level, to the point where even a powerful level like the Toxic Waste Devil was not threatening enough to use his full power again.

Makima blinked when Naruto blinked and looked around.

His eyes settled on the crow looking at him.

"Can you... feel me watching you?" Makima whispered to herself. He words wouldn't be portrayed through the crow. She watched him, and she saw red rings appear over the top of his eyes, and those very eyes changed into the form of toad eyes. She was intrigued at Naruto's actions when he watched the crow. "His body changed... how queer." Makima stood up and started to walk down the street.

The crow was picking up his location, what he was doing, and what he was saying.

"So... is there a devil inside of you little crow, or is a devil borrowing your eyes... because I feel like I'm being watched by a devil right now."

"Oh, he can feel me watching him." Makima had gotten the vague feeling that he could feel her watching him. The crow didn't seem to fear Naruto at all when he approached the creature, and Makima felt the crow was absolutely comfortable with Naruto as he picked it up. He allowed it to perch on his finger, and looked right into it's eyes.

"I don't feel a devil inside of you, so is one borrowing your eyes little guy?"

"He's treating the crow as if it can talk back to him." Makima covered her lower lip with her finger.

Interesting.

"Okay, I understand, there IS a devil watching me through your eyes, and you don't have control over it. Maybe the Crow Devil... no... rats gave me the same feeling... the Pest Devil... maybe, because I haven't felt this feeling from bugs either. Crow, pest... since the devil hasn't made you attack me, and is still watching me... a humanoid devil maybe... what's a human concept that can give you control over rats and crows."

Even MORE interesting was that he was using context clues about the situation to piece together that she was watching him, and he was narrowing down what kind of devil she was. Since she hadn't command a violent action against him, he had narrowed her down to a devil who had a humanoid shape. He was either making some very lucky guesses, or he had a unique brain that picked up on clues other people would miss.

"I'm the Control Devil, not the Pest Devil though, so he's wrong about that."

"I'm the Control Devil, not the Pest Devil though, so he's wrong about that."

How?

"How did he do that... my thoughts and words don't get sent through my familiars." Makima had not expected Naruto to recite her words, word for word. Naruto stood up and stared in a random direction at first, but she knew where he was, and she knew where he was looking. Naruto wasn't facing a randon direction, instead he was facing the direction she was standing in.

"Because, when my eyes look like this, I can see and sense everyone in this country at the same time. I can't hear you, but when I mentioned the Pest Devil, YOU are the only one who talked about the Pest Devil. I might not be able to hear you, but I can read your lips."

"Very interesting, so you were able to taunt me into revealing myself to you. Very well played, very well played indeed. You certainly are a surprise. Are you a human, or a devil... what exactly are you Naruto?" Makima asked as she walked. Since she could hear Naruto through her crow, and Naruto could read her lips through his sensing ability, they could have a conversation even though they were miled apart from each other.

"I'm a human being."

"Are you really though, because something is off about you?" Makima asked.

"I. Am. Human."

"Not a subject you want to talk about. Well, since you're rather homeless right now, would you like a job, working for me and slaying devils? I work with the government, and we're always recruiting talent like you." Makima offered.

"No thanks, I don't need a job like that."

Makima closed her eyes and smiled, she stopped walking.

"I see, and what do you want?" Makima turned around, and there he was. Naruto was standing behind her, having gotten the drop on her. She frowned though when she was still seeing Naruto through the crow. "... You are in two places at once..."

"I'm a clone."

"Then you aren't worth talking to. I only want to negotiate with the real Naruto. Still, the fact you can clone yourself, it's worth noting down. So, you tracked me down, and sent a clone to... what?" Makima asked the real Naruto who was being watched by the crow. The clone in front of her crossed his arms, displeased at how he was dismissed so easily. "... Please, don't take offense Clone-san. I believe that relationships should begin face to face, and not through a proxy." Makima apologized.

"I'm just here to kill you if you're a threat to innocent humans around here. If you try and hold them hostage..." The clone trailed off.

"I am a devil on the side of humans. Though you may not agree with my methods, I can promise you that at worst I am a necessary evil. I will say, killing me will result in many innocent lives dying before I'm dead." Makima gave a genuine warning there.

"Then what do you want with me?"

"I want you. You interest me, so I want to talk to you, learn about you, and use you to achieve my goals of helping society. I'm a devil, so if we make a contract, I won't be able to break it without dying. Would that be enough for you to trust me?"

"Not in the slightest, and I'm not making a contract with you, not without meeting you in person. So, here is how it's going to go... I'm hungry, and this orange isn't enough. Treat me to ramen, and we can talk then."

"So you want a date then, how very forward of you." Makima kept her neutral smile, no blush on her face, as she accepted his words at face value. Sex was one of the ways to manipulate young men, so it wasn't a card in her arsenal she was against playing. "... but first... before we meet up, I have to ask you. Do you fear me... do you fear the Control Devil? Do you fear being controlled?"

"Nope, I've met worse, WAY scarier people. In the universe I'm from, there is this Orochimaru guy, and HE is more of a devil than any of you devils."

Well, Makima now had confirmation he was truly not of this world.
