"So..."

"So nothing, I met Reze, the Bomb Hybrid girl, and I gave her some rules to follow. I'm not getting involved if she doesn't break those rules." Naruto stated to Makima as he took off his jacket, and loosened his tie upon entering the apartment. He knew exactly what she wanted from him, and he wasn't going to give it to her. He watched as she sat on the couch with the TV on, but he knew that look in her eyes.

It was the looks he had when she was borrowing the eyes of rats and crows, showing that she was watching, spying, listening in on other conversations at the moment. Her huskies were sitting on the couch with her, asleep and calm. They did stir when he walked across the room, and placed his hand on the top of her head.

Naruto reached on the back of his neck, lifted up his hairline, and pressed down on his Hybrid trigger. His hair turned red, his eyes turned yellow, and he linked his senses up with Makima's. He was able to instantly see what she was seeing, through his shared link with the creatures she was controlling.

She looked back at him.

"GAH! Why are you watching this!?" Naruto flinched back and started to rub his eyes, canceling out the tranformation the second he noticed that she was watching Denji masturbating to some porno magazine. She was also watching Reze, who was working at the cafe, keeping her eye on Himeno, who was drinking at her place with Aki at the moment. She was keeping track of a lot of the current members of Public Safety, but most of her attention was on Denji at the moment.

She was silent.

"I'm keeping my eye on flight risks. Thanks to your intervention, Denji hasn't gotten to form the strong bonds I was looking to have him form." Makima admitted. She didn't understand Denji, and what parts she did understand were twisted by Naruto messing with her intended plans. She wanted Denji to form a strong bond with Aki and Power, and even Himeno so that she could have those people ripped away from him.

Denji didn't bond with Himeno.
Denji's bond with Aki was weak, because Aki spent more time with Himeno.
Denji bonded with Power, but Denji was still learning how to form bonds, and thus his bond with Power was weaker.

"What did I do?" Naruto jumped over the couch, grabbed the TV remote from her, and changed the channel. Creampuff woke right up and moved to sit in his lap, before falling back asleep. "Makima, you're a devil, so I know you don't value human life. I'm not going to blame you for treating humans like pawns... I'm not about to let you play with the lives of the people I care about." Naruto reminded her when he picked up on what he had done.

Himeno wasn't suppose to be alive right now, and with Himeno alive, that meant Aki had somebody else to hang out with that wasn't Denji. Denji wasn't forming a strong male bond, and thus he was turning to the female bonds, and a horndog like Denji struggled with female companionship even more than male ones.

Denji was porn addicted, and that was a problem for Makima.

It was hard to manipulate somebody who would rather stay home and jerk off all day, so she now she had to fix Denji's porn addiction, instead of using it as a weapon. She had to do this while also playing by his rules, and trying to stay on his good side. Makima was playing a complicated game with rules that were a challenge for even the smartest of people to follow, and the rules were constantly changing to fit the current situation.

"I didn't plot to have Himeno killed, but at the same time, I never made an attempt to save her life. Still, you allowed Reze to go free... any deaths that she causes are on your head, are they not?" Makima asked him.

He actually scoffed.

"No, I warned her not to hurt the innocent. Reze hasn't actually done anything for me to capture her yet, and locking somebody up before they tried to commit a crime is wrong. The way I see it, I gave her a warning, and any choice SHE makes is on her head." Naruto had accidentally killed Sasuke, and that had been because he used a Rasengan on Sasuke when he was too weak to defend himself from it. That had been a choice on his part, a choice he shouldn't have made, and it was made in the heat of battle.

Still, that situation was not this one.

Whatever choice Reze made was her choice, if she didn't hurt anyone innocent, good. If she hurt an innocent, that was her choice and he would then punish her for her choice and action. He would rather believe that she would follow his rules, than just assume she was going to break them and punish her before she had a chance to prove herself.

"She was trained by the Soviet Union, she is a cold, emotionless, killing machine. Do you honestly believe she will follow your rules?"

"No, I don't believe she will follow them. But still, there is a real chance she does follow my rules, and if she does, it isn't my place to stop her. Denji is a hybrid... according to society, people like me and Denji have no human rights. It isn't illegal for Reze to kidnap Denji." Naruto pointed out the flaws behind the argument of even her breaking the law. Denji had no human rights, and neither did he for that matter. Anyone on the street could stab him or Denji, and the police wouldn't arrest them.

They were devils in the eyes of society, and thus could be killed the second they weren't affiliated with Public Safety. Reze could kidnap Denji without breaking a single law, and if she didn't break a law, he wouldn't have much of a reason to stop her.

"So, you plan on keeping an eye on her?" Makima questioned.

"I'm already keeping an eye on her." Naruto reached into his pocket and pulled out a choker. "... I replaced her choker with a transformed Shadow Clone, the second she pulls her trigger and transforms, the clone will pop, and I'll get memories of everything she has done before that point. I'll know if she hurts anyone innocent." Naruto didn't have to keep an active eye on her. His Shadow Clone had enough chakra put into it to last about a week.

If the clone pops for any reason, he will know about it.

Since the people of this world couldn't sense chakra, and since their kinetic vision wasn't all that great, he was able to swap out her choker at a high speed without her even knowing about it.

"So if she transforms, but she hasn't hurt an innocent?"

"Then I won't do anything." Naruto answered.

Naruto and Makima watched TV for several hours after that, not much happened in the way of conversation, before the phone rang. Makima went to answer it, but he beat her to it and picked up the phone.

"Sup, speaking to Naruto." Naruto stated.

"Uh... Naruto... it's Aki, Himeno and I went out to something to eat while drinking, and we got caught up with a mess."

"On it."

-Minutes Later-

"What... is this mess?" Naruto asked as he got to the scene.

The scene of the crime, because he had come across something that was downright... well he was confused. He was pretty sure he was looking at a corpse of a human, but he wasn't completely sure.

"We got attacked by a devil while on the way home, but the devil used a human as a shield, and Himeno accidentally... well... it's a problem. Things happen in the heat of battle, but she can get in serious trouble for this." Aki was blocking the alley from onlookers seeing what happenbed. There was a human corpse with a broken neck, and a suddenly sober Himeno staring down at the corpse with worry.

She accidentally killed an innocent, it was an accident, but that didn't matter to the law. She still killed a person.

"Naruto... I didn't do it on purpose, I swear..." Himeno looked over at Naruto, tears of fear in her eye over what she had done. She was genuinely sorry, but at the same time extremely scared. The devil that attacked them was dead, and she was sure that she was going to be spending time in jail for attacking the devil while it had a hostage.

Naruto leaned down and examined the corpse.

"Choked by Ghost's hand, and you didn't notice you were choking the hostage until it was too late... yeah, I see why you called me." Naruto didn't judge her for what happened. If she got attacked by a devil while she was really drunk, then it made sense that accidents could happen. She didn't go off to fight the devil on purpose.

Unfortunate shit happens sometimes.

"Any suggestions on how to hide the body?" Aki was on his 8th cigeratte since the accident happened. In all honesty, he wasn't going to blame Himeno, turn her in, or ever speak of what happened. People went missing because of devils all the time, so one more person wouldn't be that big of a deal.

Himeno was strong and reliable, her going to jail would be unfortunate, and he wanted to avoid that.

Naruto grabbed the body.

He threw it high into the air.

"Kon." Naruto summoned Fox, and she grabbed the body into her massive mouth the second she was summoned. She looked around, and she noticed him.

"Son."

"Hey Mother, mind swallowing that for us, and not telling anyone about it?" Naruto placed his hands together with a sorry smile. There was a loud swallowing sound, and Fox started to fade away as she returned her head to where she was summoned from. She was a devil, so humans were delicious to her. What better way to get rid of a body than to feed it to a devil. "That solves that problem... what devil attacked you guys?" Naruto looked across the alley at the devil corpse.

Tension calmed down once the body was gone without a trace.

"It wasn't obvious at first glance. It called Himeno a slut, and tried to eat her because it said sluts taste better." Aki explained as he put some thought into it.

"Ah."

"Oooooooh..." Naruto realized that it might have been his fault that Himeno got attacked. This might have been a devil that attacked people who recently had sex, because non-virgins tasted better to the devil. It smelled that Himeno had recently had sex, so she became a target for the devil purely because she wasn't a virgin. "Oooooooooooooooooh... I get it now. Man, Himeno... well, you heard it here, you're a slut." Naruto stated as he joked.

No point trying to figure out what devil attacked her.

Devils ate humans, and Himeno just happened to be the kind of human that this particular devil wanted to eat. Still, he would check in to make sure that Makima had nothing to do with this.

-At Home-

"I had very little to do with this."

"I'll punch you."

"I did not order the devil to attack them. That diner they went to eat at, that diner is under watch. The Yakuza use that diner for their schemes, and after Akane gave up their names, I've had agents of mine watching certain locations." Makima explained to him.

He narrowed his eyes.

"So... the devil you have watching that diner just so happens to like eating sluts... and that diner just happens to be a few blocks from Himeno's place... and just so happens to be on duty watching that place on the night she and Aki like to drink... the day after you know me and Himeno had sex." Naruto explained all of the things that had to line up for the devil to go crazy and attack.

Makima smiled.

"It was not doing that under my orders, even if I did plan on this, it was a weak devil, one that Himeno could easily kill, was it not?" Makima actually didn't plan on Himeno getting targetted.

Okay, she knew it COULD happen, but it was only about a 1% chance that the devil could get lucky and kill Himeno, and that was added onto the chance that they went to that diner to eat. All in all, she just considered it an extremely lucky situation if Himeno just so happened to lose her life. If she died, she died, but if she lived, it was because she was strong.

"I see... and you couldn't have put a different devil there to watch?"

"I saw no reason to, that devil is very weak. I suspect the only reason it attacked Himeno is because she was drunk, and it though it could eat her." Makima pointed out.

Naruto nodded his head slowly.

"You're full of shit, you didn't give the order, but you knew there was a chance it could happen. Stop trying to kill Himeno." Naruto stated.

She tilted her head slightly.

She smiled.

"I haven't tried to kill her yet, but if you feel this way, I will make sure not to attack her or have her attacked." Makima smiled at him.

He nodded in acceptance.

That was the best he was going to get out of her.
