However there are those in between that work in the shadows to reform this society by changing the Hearts of those Heroes and the Police can't stop, they are known as the Phantom Thieves.

Izuku Midoriya had faced foes that not many could say they had. He had faced giant Sphinxes, robots, literal gods and his therapist (who was a god but don’t get him started on that one.). So, when he returns home to try and be a hero, he wasn’t sure why he expected it to be easier than everything else that had happened in the past year.

The Phantom Thieves was a topic Izuku Midoriya was familiar with, but didn't have time to think about while he was in hero training. As it turns out, after meeting a couple of people searching for a cat, he'll be more involved with their processes than he thought. At least vigilantism is a form of heroism.
