This is the 69th chapter. I don't own the series of My Hero Academia or the series of Justice League.

Hero Provisional License Exam Part 5

The moment the first part of the exam is finished, the students from different academies are taking few minutes break after the fight against each other while finding the targets. Some of the students remained in the arena to watch the rest of the exam, while some are heading home since they'll be doing it for the next few months and do more training. Aizawa and Tai aren't too pleased of the students of U.A. because they pulled the last minute to pass the exam, which they'll be planning to make more training extra hard in the future. Mirko catches up to their expression, not blaming them, but felt bad for the students...well, almost. She had other missions to help the League and the Titans, but it'll give her a chance to get close to Black Spider since they'll be working together. Whenever they're not busy, she'll be asking him out on a date while catching up.

The students were interrupted when they heard Mera speaking through the intercom again.

"Alright, for the 100 of you who passed the first test, please turn your attention to the screen."

The students then turned and saw it was displaying the battlefield they fought.

"It's the test arena." Izuku said.

"What happens next?" Ochaco inquires curiously.

Their answer came when one of the buildings suddenly exploded on the middle floor, causing the top part of it slide off and fall onto the ground. Then, another building was destroyed by multiple explosions from within and fell over. The oil refinery part of the arena has numerous explosions going off, as well as the mountain range. Everyone was utterly stunned and shocked as more and more explosions occurred in the arena, shaking the floor they're standing on.

'Why!?' Students of Class 1-A, except Izuku, mentally thought with the only question.

"Oh wait, does that mean...?"

With Izuku realizing why the building were destroyed, Mera made the announcement.

"There's only one more round for the exam. Your goal is simple: Undertake rescue exercises and save the bystanders who are trapped in these disaster sites."

Izuku knows that the exam will also test him and his classmates to rescue civilians from disasters. Denki and Mineta, however, were confused about it after witnessing the building being destroyed.

"Save the what now?" Denki and Mineta asks when Toru decides to tell them.

"Bystanders. We learned about them in class, remember? They're people at a disaster scene." Toru clarifies.

"It can also simply referred to innocent citizens on the street." Momo adds, crossing her arms under her breasts while turning back to the screen.

"Use this time to show us how you will carry out successful rescue procedures once you receive your Provisional License. Treat this as though it were the real thing."

Izuku then remembered of the Pro Heroes tried to save the civilians from the disaster area at Kamino after the vigilantes escaped while letting the Pros and the law enforcers take care of it.

"Rescuing." Izuku muttered.

"On the screen." Shoji said through one of the multi-limbs, noticed something from the screen when Rikado noticed it, made him drop his jaws.

"Little kids and old people!?" Rikado exclaims in shock, noticing hundreds of people, young and old, who were inside the disaster zone, looking injured and frightened.

"That's so dangerous! Why are they here?" Mineta asks.

"These specialists has been trained as professionals 'persons-in-need-of-rescue', they're very popular."

The screen then shows the group of HUC together, posing like they're heroes.

"Introducing the 'Help. Us. Company', also known as HUC for short."

"So, they're basically actors, I guess?" Hanta guesses with his arms crossed.

"It's the kind of job you never think about." Tsuyu said with her finger on her chin.

"But a necessary one in our world since they support our hero training." Ojiro points out.

"The HUC bystanders have dressed up like injured victims and will be located throughout the disaster site. We'll be judging how well you keep them safe as you go about your mission. Oh, by the way, we'll be scoring your point system. If you have more points than the benchmark at the time the exercise comes to an end, then you pass the exam. We'll start in 10 minutes. Take care of any necessary preparations now."

And with that, everyone broke off to prepare the exam, but Tenya walked up to Izuku.

"This looks familiar." Tenya said as Izuku nods.

"It's like Camino Ward." Izuku replied, remembering about Kamino. "I wonder if they based off that."

"It's true that the situations are similar, but our only goal then was to rescue Bakugo from the villains." Tenya points out. "However, with Zatanna beat us to it back at the training camp and with Batman and the others fought those villains and All For One, they brought two Supermen to their senses. After that, they let the Pros handle search and recovery. And you recall, there were many casualties."

"Not this time." Izuku said with his eyes narrowed, determined.

He remembered the sights he saw back in Kamino. Destroyed buildings, hundreds of people dead or dying under the rubble and debris as the Pro Heroes worked tirelessly to save lives, their families, and loved ones. Then, he remembered of the Joker rigged the entire arena into a deathtrap for the students, killing them with different variety of traps. Then back at the Sports Festival, remembering of Ra's Al Ghul and the League of Assassins ambushed the Bat Family when Batman (Ethan) tried to save Bruce when it's too late and killed him in the explosion. It made Ethan enraged and deliver a beatdown to Ra's Al Ghul. He remembered of the Zero Year Incident where the Riddler caused a blackout between the cities and power plant along with the riot that's killing number of Pro Heroes and where he and his classmates are captured, but the Bat Family was able to save them and with adding Dick Grayson as their ally. Finally, remembering of the Court of Owls arrived in Japan to hunt Batman (Ethan) by killing civilians during the night while he and his classmates tried to fend them off. The Bat Family were able to save them, but not without beating Bakugo since he asked for it and learned of their hideout while fighting Red Hood.

Everything that happened made Izuku powerless to do anything about it, and even made him realized that as a hero, he can't save everyone. Those memories of the previous incidents fueled the fire in his heart to gives this test his all. If they want him to treat it like a real deal, he'll give it his all.

Hanta walks to Denki and Mineta since he's got something to tell them.

"Guys, you gotta listen to this story. It's pretty juicy." Hanta told them quietly with his usual grin.

"What's the rating?" Mineta asks, glancing.

"Triple X!" Hanta answered which gotten their attention.

"Go on." Mineta gestured, as he and Denki turned to him.

"That fox in the bodysuit from Shiketsu, the one over there." Hanta told them as they glances at Camie.

"Yeah?" Denki asks.

"If you're just going to say she's hot, that's obvious." Mineta said with deadpan look, but perversely grins. "Then, my eyes on her since the moment we crossed paths."

"But get this...I saw her hiding in the rocks with Midoriya, butt naked." Hanta said which made the two flabbergasted in shock.

"MIDORIYA!?"

Izuku snapped out of his state and looked to his left to see Denki and Mineta running toward him. He was tackled by the two as they grabbed his hair and his costume, glaring at him with jealousy.

"What were you doing while the rest of us were just trying to stay alive, you bastard?!" Mineta yelled.

"Does this entire test nothing but a joke for you!?" Denki adds.

"Guys, cool it!" Izuku protests. "What's going on?!"

"Don't play stupid with us!" Mineta said angrily, points at Camie with tears in his eyes. "What devious things were you doing with that Uber Hottie?!"

Izuku was confused about that, looked up at what he's pointing at. That's when he realized that he was pointing at Camie, who heard the commotion and realizing that she's been talking about. Camie looks at the two perverts strangely but looks at Izuku with a smile waved at him, giggling which made Mineta shrieked.

"This casual greeting exchange between a man and woman whose sexual relationship has advanced several bases!" Mineta screamed with tears in his eyes.

"Just how Plus Ultra did you end up going with her?!" Denki yelled, ready to pounce Izuku, who realized Hanta was the one responsible for this.

"Uh, now I get it. Sero talked." Izuku muttered, back away from the two while try to reason with them. "Listen, guys! Whatever he told you is wrong, it was the side effect of her Quirk. Actually, I had no idea what was happening and almost failed the test."

"But you did see her naked?" Denki asks, making Izuku flinched a little.

"Well, sorta..."

"Don't you lie to us!" Mineta said as he and Denki turns to Camie, who's still waving at Izuku.

"Why is she still waving at you!?" Denki yelled as he and Mineta shakes Izuku which Ochaco overheard the commotion and remembered about the whole thing but decided not to intervene.

While at the few feet away, Eijiro was eating a doughnut when he saw a few groups of students from Shiketsu.

"Oh, hey, it's Shiketsu." Eijiro said, bringing an end to the fight as Izuku and the others turned around to see what was going on.

It's just as he said, three students from Shiketsu High walked up to Eijiro and Bakugo, leading the group was Nagamasa Mora.

Nagamasa is covered entirely by light brown hair, with no distinct features besides his eyes, which only shows up occasionally. His hero costume only a pair of dark pants, a belt, plus the peaked cap.

Behind him were Inasa and Camie. Bakugo's eyes were drawn to her until Nagamasa began speaking.

"Bakugo." Nagamasa called him, causing Bakugo to turn his attention to him.

"What?" Bakugo asks.

"I think you met Shishikura in the test." Nagamasa said. "My classmate with a flesh-molding power?"

'So much hair.' Eijiro mentally thought and then remembered of Shishikura.

"Yeah, I took him out." Bakugo replied.

"I thought so." Nagamasa said which surprised Eijiro. "I'm guessing he may have acted rudely or perhaps offended you. He has a tendency to try and push his own personal values onto others. He probably couldn't help it in your case since you're pretty famous. I apologize for him. I've like to build a good relationship between our schools."

"I-I-I can't see what's to be friends." Mineta said, stuttered nervously.

"So, he says...but the way they were fighting, it didn't seem that way." Izuku agrees when Shoto noticed the Shiketsu students talking to them.

'A good relationship? But then, there's that guy.' Shoto mentally thought.

"Anyway, that's it." Nagamasa said, about to leave when Shoto calls Inasa.

"Hey, you with a collar." Shoto called him, causing Inasa to stop. "Did I offend you somehow?"

It got Inasa's attention when he turned his head to Shoto with the look of disgust and disdain in his eyes. The two stood a few feet away from each other, staring each other as they remained silent. Izuku turned and noticed the tension between them, wondering what was up with Shoto.

"Oh no, I'm sorry. Did I hurt your feelings?" Inasa said sarcastically with a mocking tone.

This response surprised Shoto as he was given a cold look.

"Well, the thing is, son of Endeavor...I just can't help but hate both of you. You've changed a little, but since the first time our paths crossed. But you definitely still have your fathers' eyes." Inasa said which made Shoto gasped, but before any conflict erupted in the room, Nagamasa was there to stop it.

"Something wrong, Yoarashi?" Nagamasa asks, earned his attention.

"Nope! Not a thing, sir!" Inasa replied while turned his personality back in an instant.

Izuku watched in bewilderment as Inasa turned his back to him and Shoto, walked away to rejoin his team.

'My father's eyes?' Shoto mentally thought.

Izuku was about to ask when Camie spoke to him from behind.

"See you out there~." Camie said, seductively smile and made Izuku yelped and looking at her.

"Yeah, sure!" Izuku quickly replied as she walked away which got Denki and Mineta's attention, even more jealous.

"'See you out there'? What is that supposed to mean?!" Denki asks angrily as he and Mineta gets close to Izuku, who waves his hands in defense.

"You're an insatiable deviant!" Mineta said with tears in his eyes.

"I told you, it's not what you think! That girl is actually super scary!" Izuku protests which got Momo's attention.

"Please, you're acting disgracefully! This test isn't over! You need to focus!" Momo berates at them, mostly the two perverts.

"Just look at her!" Mineta shouts.

"Have you even begun to strategize?" Momo questions.

Ochaco watches Camie walking away and rejoining the team, which made her felt something was off about the Shiketsu student. It made her clench her fists tightly.

'I don't like this...Why do I feel so flustered? I was fine when I was fighting earlier.' Ochaco mentally thought, then glances at Izuku who's still trying to reason with those two perverts. 'But now...'

But just as Ochaco walks toward Izuku and about to say something to him, the sound of the fire bell was ringing.

"Villains have performed a large-scale terrorist attack, spanning all of [insert city here]. Since most buildings collapsed, there are many injured."

"Guess that's the background story." Tsuyu said which made Kyoka gasp.

"So, then..."

"We're starting." Tsuyu told her as the Ante Room flowed out and opened to the outside world.

"Due to heavily damaged roads, the first responders have unfortunately been delayed for the time being."

"What is with these rooms!?" Denki exclaims.

"Until the emergency services arrive, the heroes in the area will lead the rescue efforts. Your task is to save as many people as you can and help the injured. And with that...BEGIN!"

The moment the second part of the exam began, the heroes-in-training rushed out onto the field. Izuku, just like the first part of the exam, stayed with most of the class.

"Saving lives is the greatest ambition a hero can have!" Tenya exclaims, ran alongside Izuku.

'We have to do this properly and succeed!' Izuku mentally thought.

'He mentioned points, but he didn't say anything about how we actually being scored.' Yo mentally thought since Mera didn't give any more information.

'Since we're in the dark, all we can do is follow our training.' Shoto mentally thought.

"Come on! Come on! Come on! Let's do this!" Inasa shouts with determination, using his Quirk to fly in the air.

"Let's start by heading to the closest urban area!" Tenya suggested, leading the others through a large, ruined area filled with destroyed buildings that were reduced to rubble. "We'll work as a team as much as possible!"

"Right!" The students of Class 1-A replied in unison.

Mina was running alongside Bakugo when she noticed him running off on his own again.

"You're going on your own again!?" Mina asks when Bakugo noticed Denki and Eijiro was following him.

"Why are you damn extras always following me?!" Bakugo yelled in annoyance.

"We just wanna." Denki and Eijiro replied simply.

"Right, so uh, try to get this over quickly for me, yeah?"

"Rescue exercises..." Aizawa muttered, watching his students as he turns on his intercom from his ear. "Did you get all that?"

"Yeah, sounds like they'll be in for a rough test. They'll have to put our methods to the test and pass the exam." Batman (Ethan) replied.

"Even though this is just a test, it feels pretty real." Tsuyu said, hopping like a frog instead of running.

"Stay alert! Be careful for the falling debris and explosions!" Ojiro warns them.

However, Izuku stops when he heard a voice in the distance and turned his head to look in the direction it came from. It sounded like a child crying. Turning his head to the left, he saw it was coming from a partially destroyed building that was still standing.

"What's wrong, Midoriya?" Tenya asks, coming to a stop with the others looking at him in confusion.

"I hear someone!" Izuku exclaims, running to that source of crying while his classmates followed him.

A moment later, Izuku and the others were able to find someone and looked down to the ground. It was a boy who's crying for help.

"Help me, please!" The boy pleads.

"There he is!" Izuku said.

"My grandpa! He's been crushed! I think he's hurt!"

Izuku then stops and remembered of the lessons back at the Watchtower, remembering of Ethan's words.

'Alright, Izuku, the next lesson is rescue. Unlike the USJ, we'll be using the different continents in a different environment for training. They'll be testing you in points whether you did good or sloppy. We, however, will be watching you and your classmates in surveillance to see if you pass or fail. But just a word of advice, whether you're a hero, a soldier, or a civilian, you can't everyone if they're dead or dying.'

The words have echoed on their heads, remembering of the deaths of the Pro Heroes, students in different academies, and civilians years ago. It made them realize that this exam where HUC are grading the students as Izuku spoke.

"Are you alright? Where's your grandpa?" Izuku asks after noticing the injuries from the head. "Can you stand?"

Suddenly, the guy looked up at Izuku.

"Not bad, kid! You noticed about my grandpa and see if I can stand after the injuries! But some of the points are off when you ask, I can stand or not!" The HUC member told him.

Izuku and the students knew about it after learning from a certain Dark Knight.

"The first thing you should do is see how bad injuries are and if I can walk. I'm breathing kind of weird, aren't I? And you noticed the bleeding on my head, which you're close but not enough!" The HUC member said. "People with Hero Licenses should be able to judge victims' condition in an instant!"

'Which means the HUC members are grading us.' Izuku mentally thought.

"Your training is getting better but still lacking. You kids better listen and pay attention!" The small boy said.

While the other students at different areas are using their methods to save HUC members, who played as civilians: Roping the area a hazard zone, clear a path and make a helicopter landing zone, find a spot to make a first-aid zone and one of them will be in charge of triage.

Aizawa, Tai, Ms. Joke, and Mirko are watching the students help the civilians get to safety and rescue them.

"When it comes to saving innocent lives, experience really does make a difference." Aizawa said, scratching the side of his head.

"You're not just here to provide aid. Until the police and firefighters show up, you need to exercise authority and make sure this goes off smoothly. Think of the victims here. They must be terrified. There are many aspects of being a Hero, but wake note, there's one thing to keep in mind above all else." The small HUC member explains. "Anyone who needs rescuing is having the worst day of their lives. And the first thing you did was ask me if I'm alright and where was my grandpa. You're close, but not completely."

Despite every past number of incident years ago and recently before the exam begin, he and his classmates are slowly realizing what it means to be a Hero after learning from the Justice League. Even being trained by them and get on missions with them for supervisions while learning experiences. They even witnessed the deaths of the students back when the Joker rigged the arena into a death trap. For now, they need to pass the exam in order to become either a Pro Hero or members of the Justice League or Teen Titans. Izuku then turned to his classmates with serious determined look on his face.

"I'll carry this boy to the first aid station myself, you guys split up and find the civilians without me." Izuku ordered.

Tenya replied with a nod as he and his classmates left while splitting up to form as groups since they'll be needing some extra hands. Izuku carries the small HUC member, using his Full Cowling to run towards the first-aid station. Ochaco is the only standing, watching Izuku carrying the boy while heading to the first-aid station. It made her wonder what was happening with her, remembering back at Yuga ask her that she likes Izuku, and back at the dorms when Mina noticed she's in love with him. However, it made her remember of Camie getting close to Izuku which made her felt off about her.

She needs to put her feelings aside to reach her goal, like Izuku. She then turns to her classmates and catches up to them.

"It's been 10 minutes since we started. Everyone's doing well for the most part, but there's still a ways to go. What's the test without a few surprises." Mera said, watching through his laptop when Gang Orca and his sidekicks are making their way to the entrance. "I hope they didn't think things would be straightforward."

Back at the Shiketsu's side, after Nagamasa made a helicopter landing zone, Inasa noticed two of the HUC members next to the debris.

"Inasa Yoarashi, Shiketsu 1st year! My Hero name is Gale Force!" Inasa yelled, using his Quirk to blow the debris away but also blow the two members up in the air. "Rescue exercise get me pumped up! You're gonna be safe with me!"

"Inasa!" Nagamasa shouts his name, but one of the HUC members is impressed of his power.

'Wind, eh? Seems like a sloppy approach at first, but in reality, he's manipulating countless airstreams to adapt to all of people and debris he's moving. His subtle control is unbelievable!' The elder HUC member mentally thought, while impressed of Inasa but... "But still reckless! Minus points!"

That made Inasa shocked when he made a mistake, but Nagamasa decided to tell him.

"You shouldn't move anyone or anything, unless you've checked on the condition of the injured! You could make things worse!" Nagamasa berates his fellow classmate.

"Of course, I apologize!" Inasa said as he stops his power, while able to grab hold of the two HUC members along with his fellow classmate looking for Camie.

"Hey, Camie ran off again. What's her deal right lately?"

"Are you alright?" Inasa questions the two elders.

"RECKLESS!?" The elder HUC member yelled at him.

"The quality of one's training is most apparent in their initial response to a situation. Take Inasa, he petitioned to take the test. Even though, it's normally reserve for 2nd year students and was strong enough to be accepted. He even passed the 1st round." Shishikura said with his usual glare, watching his classmates. "However, he's acting far too impatient. His lack of experience is obvious."

It made the teacher look at Shishikura with shock, seeing that his student is perceptive, but too arrogant.

"You've realized you're sitting in a stance, because you're the one who failed right, Shishikura?" The Shiketsu teacher asks.

"Yes, I am aware." Shishikura replied simply.

"Just checking." The Shiketsu teach said, turning his head back to the arena while watching his students. "You should use this as a chance to analyze what went wrong, reflect on your bad influences."

"What do you mean?" Shishikura inquires curiously.

"Seems to me you've taking Stains words to heart." The Shiketsu teacher points out.

"Me, influence by a villain!? Absurd!" Shishikura denies.

"No, it's not! Listen, what he taught wasn't necessarily all bad." The Shiketsu teacher told him. "Between Stains fundamentalist ideas, All Mights retirement, and the Justice League along with vigilantes return, there are many who wish to reform the road of Heroes plain society, that's just fine. But if negativity and hate take over, like you did for you during the 1st round of the exam, they can impair your judgement and keep you from your potential."

Even though, the teacher from Shiketsu High does make a valid point, but Shishikura just refuse to reflect his actions.

Back at the arena, some students from different academy manage to find one of HUC members inside of the debris, which it's too dark to see. The female student uses her Quirk to launch her arm inside in order to check his pulse while the muscle-headed male students push the debris away to make room for treatment. Hanta was watching the students.

"They're so good at this." Hanta said.

"Everyone, we should be moving quickly as well!" Momo called them, earned her attention when she found a member of HUC inside of the debris. "This old man is conscious! He needs help!"

"It hurts! What are you waiting for!?" The male HUC member shouts as Ochaco rushes over.

"He's trapped by debris! I'll float it away!" Ochaco suggested, which HUC member didn't like the idea and apparently, she'll lose points that way, but lucky Momo used her Quirk to stop her from happening with a stop pole from her right side.

"Please wait a moment." Momo said, earned her attention. "Look at the way the walls are collapsed around him. Right now, the structure is balanced precariously like an intricate puzzle. Everything will topple if we're careless with our movements, we have to do this strategically."

"Now I see, you're right." Ochaco said with an understanding.

"First, let's use this support beam to prop up this wall." Momo suggested, use her Quirk to create a steel construction beam. "It'll take some time to get everything into place though."

"No worries, you can leave that to us." Hanta told her which he and Rikado decides to help out.

Rikado places the support beams to the ground together and Hanta uses his Quirk to bind them with tape.

"How's that for a brace?" Rikado asks with a smirk, putting the debris next to the steel construction beams while Hanta reinforce the debris with tape.

"I've reinforced the wall, too." Hanta adds.

"Now then, your turn." Momo said as Ochaco getting into all fours to get ready to crawl inside as she nods, starts crawling inside of the debris.

"Move it and breath, it doesn't affect the structure and make a path. On it!" Ochaco replied, use her Quirk to form a gravity with the number of debris and then tosses to Rikado, who caught it and places down to the ground.

'It's not perfect, but it's not a horrible plan, either. When there's a large-scale disaster, there are never enough rescuers to help those in need of saving. That means the work should be as fast and efficient as possible. If someone tries to do everything themselves, they'll lose time in the long run. What's important is being realistic about what your own Quirk can and can't do and then figure it out how you can divide the labor with the other heroes. Focusing on your role during the test where you're trying to stand out takes courage. It's something you can only do if you really understand the situation.' The HUC member mentally thought, watching the students try to move the debris. 'But there is still a lot of wasted effort here. If they keep going like this, we won't be able to grant them licenses.'

"This isn't good! We're just standing around and watching!" Mineta complains, wanting to find civilians to save.

"Several people have already went off on their own." Shoji said with a groan but decided to make a suggestion. "Unlike in the first round, we may need to split up for this one. We can move in smaller groups."

"In that case, I'll be of much more help if I head to the river." Tsuyu said, placing her finger on her chin while points at herself.

"I'll join you." Shoto adds.

"Me too." Toru said while raising her hand.

"Guys, work together?" Ojiro asks, turning to the four.

"Cool beans!" Mina replied, pumping her fist in the air excitedly.

"Sure." Tokoyami replied while Koda nods as Mina turns to him.

"Yo, Koda, can you use animals to look for people who need rescuing?" Mina inquires as Koda replied with a nod.

"I'll keep my eyes open." Shoji suggested to Tenya, then turns to Mineta. "Mineta, will you help me?"

"Sure thing." Mineta accepts with a nods.

"Good!" Tenya said, clenching his fist. "Depending on the situation, we should also work together with other schools. That's how we'll save lives!"

"Right!" Class 1-A students replied in unison as they split into smaller groups to cover more ground by finding the civilians while helping other students.

"Did you say it was too dark in there?" Yuga asks, earned his attention as he lays on the ground and fires his beam from his stomach. "Allow my twinkling to save the day."

"Perfect, thanks." The student said with a thumbs up when Mineta turns to him.

"That's a shocker! I didn't think you'd be the first to help, but then, you do love that pose." Mineta said which made Yuga wink.

"Yaoyorozu, we'll disburse across the field and get to work!" Tenya suggested to her.

"Roger that." Momo replied as Ochaco was about to get the male HUC member out, carrying him while running to Hanta.

"I think his right leg is broken! Sero, take him up." Ochaco said, using her gravity power to float the HUC member to Hanta.

"I got him." Hanta replied, readied his arms as Momo turns to Kyoka.

"Alright, Jiro, look for the next person in need of rescue." Momo ordered.

"I'm on it! Give me a sec." Kyoka replied, using her jacks to find the vibration.

While at the mountain area, two of the HUC members were crying for help which Bakugo, Denki, and Eijiro caught their attention as they look down to the see the two calling for help while hold to each other.

"Help! Someone!"

"My arm hurts pretty bad!"

"Mine too! Save us!"

"SHUT UP! SAVE YOURSELF, YOU WHINERS!?" Bakugo yelled which made two HUC members yelp while Denki and Eijiro gave him a deadpan look.

"Man, you've got to work on your rescue style!" Denki complains.

"They might be really hurt; we can't just leave them here!" Eijiro adds, causing Bakugo to turn away in annoyance which made two HUC members noticed of him figuring it out.

"Wait, we are supposed to be low priority victims with only minor injuries." The female HUC member said.

"So, you think...that he figured it out? And that's why he told us to go off on our own?" The male HUC member questioned.

"You're kidding me! They took it in a wat that made it sound okay?!" Denki exclaims which Eijiro decided to rescue them.

"We'll get you two somewhere safe." Ejiro said as he climbs down while Denki follows him and Bakugo decided to walk away.

"His tone was wildly inappropriate, minus points." The male HUC member told her which made Bakugo very angry.

"What did you say?!" Bakugo snarls angrily, turning to them which proves his point when they screamed in fright.

While back at the City Zone, Shoji used his Quirk to extend his tentacles and transform them into ears, try to get a location of the civilians.

"I hear a voice, coming from over there." Shoji informed them.

"Excellent, I'll go first to check on the conditions of those who needed to be rescued." Tenya said with a nod, then use his Quirk to run.

"Sounds good replied." Mineta replied as Tenya sprint his way to find the civilians.

'Even if this weren't a test, I would still reach out to save those looking for help. Because I'm sure that's what my brother, Tensei would've done.' Tenya mentally thought.

And so, the students of Class 1-A splits up and look for civilians: Ojiro's group are heading for the Mountain Zone to look for the animals and have Koda use his Quirk to communicate, Tsuyu's group are on the river and noticed a male HUC member pleads for help while holding on the rock as Tsuyu dives down to get her, and both Shoto and Toru are gathering wood to make the fire in order to warm him up, and Izuku is still carrying him to the first-aid area.

"Almost there, just hold on." Izuku assures but noticed there are more civilians at the first-aid zone and the students are tending their wounds as he stops. "There's so many."

It caught her attention, turning her head to Izuku as she called him.

"You there! Let me see that boy!" The female student said as Izuku replied by placing him down and she checks on him.

"His got hurt somehow. He's bleeding quite a bit, but his wounds don't look very deep." Izuku explains. "He responds to questions clearly."

"He should be fine." She told him. "Take him to the space over there, on the right."

"Yes ma'am." Izuku replies with a nod as the small HUC member smirks.

While inside of the entrance, Gang Orca and his sidekicks are getting ready to play their role as villains.

"In the short time until the emergency responders arrived, Heroes must act alone. Helping the victims and performing first-aid. Once the professionals show up, the transitions should be seamless." Gang Orca said to them, calling Mera through his intercom. "How goal is it?"

"Let's see, during their initial response, there were some poor judgement, but the points taken off by HUC members are still pretty minimal." Mera explains, going through his laptop. "The students are doing better than expected, less than competence than usual I'd say."

"Wonderful, but in order to protect citizens in need, Heroes must multitask." Gang Orca said. "They can't just rescue, they must adapt."

Soon as the transmission ended, Gang Orca decided to play his part by making the arena shake and the entrance explodes which made the students and Izuku turned to the smoke with dread.

"What happened?!" Izuku exclaims.

Then, the loud explosions in different areas were heard which made the students of U.A. wonder what caused it, but quickly starting to realize that there's another part of the exam...facing a villain while try to save lives.

"A villain has completed another large-scale attack."

"Everyone, this is part of the exam!" Izuku told them with his serious look.

"You think so?" Yo asks skeptically.

"Then, that means..."

"Hey, look!"

Izuku turns his head, widen his eyes to see Gang Orca revealed himself.

"Tell me, wannabe heroes...can you rescue people and fight at the same time?!" Gang Orca snarls while opened his eyes.

"That's Gang Orca!?" Izuku exclaims in fright, taking a back step.

'During the search and destroy mission against illegal villains, Gang Orca fought alongside Endeavor and Best Jeanist. He's a strong pro, currently ranked #10, impressive. He's also ranked 3rd in a list of heroes who look as though they should be villains.' Mera mentally thought as Gang Orca signals his sidekicks to go after them.

"The terrorists have appeared and are beginning to sweep the area. Hero candidates had the save should continue their rescue efforts while also suppressing newly arrived villains."

"We're gonna have to save people and battle?!" Tenya exclaims shockingly.

"ARE YOU SERIOUS?! GEEZ, COME ON!?" Mineta yelled in panic. "ARE THEY EXPECTING TOO MUCH FROM US?!"

"Even either a Pro or a vigilante, this would be difficult. They're going a little far I'd say." Aizawa muttered.

"Maybe, but it's part of the test whether they can fight those criminals and save lives or get killed. And they don't hesitate." Tai points.

Izuku knows there's not enough time to get the civilians to safety and his classmates are going to have some trouble with Gang Orca and his sidekicks.

"Now...how will you react...Will you fight or protect? Help? Or run away?" Gang Orca questions as he and his sidekicks are going after the students. "What would a hero do?"

That's it for the 69th chapter.

Okay, while I've got some random 'Guest' reviews from my review section, most of them are a warning about what I'd did wrong on each chapter and some random things. While I appreciate that, I really do, but I get annoyed whenever I'm trying to get those chapters in different stories done.

So, thanks guys for the heads-up of what went wrong.

Also, the reason I put those names on those Heroes is because there won't be any confusion and that way it can be easy to figure out.
