However, what set Ryu apart from Han was his high proficiency with fire style jutsu.

"I don't care what anyone says," Ay started, his voice booming. "Naruto Uzumaki is bluffing. He's a rogue shinobi now, and he thinks he can just declare war on the entire world? I won't let that coward intimidate us."

"Sir," Darui replied, adjusting his glasses nervously. "With all due respect, we need to take him seriously. He's powerful, and he's already shown hostility towards Kumo. We don't have the assets to counter him effectively, especially after—"

"After what?" A interrupted, glaring at Darui. "After you managed to lose two whole gigantic tailed beasts? Is that what you were going to say? Because let me tell you, that would have been our backup!"

Both Darui and Samui flinched at the Raikage's words, the memory of the events that led to the loss of the two Jinchurikis still fresh in their minds.

Darui chuckled nervously, trying to lighten the mood. "Actually a festival could help in lightening the mood...?"

Hinata spun in mid-air, firing five arrows toward Ryu as he began to descend. The arrows streaked toward him like shooting stars, each marked with Minato's teleportation seal.

"Not today!" Ryu snarled, trying to evade the arrows, but they were too quick.

As the first arrow neared, Minato flickered into position, slashing Ryu with a kunai. He teleported to the second arrow, inflicting another injury before Ryu could react.

With each arrow, Minato appeared in succession, striking Ryu with blinding speed. He appeared above Ryu with the fifth arrow, his hand wielding swirling globe of chakra.

"Now, Hinata!" he called as he teleported away.

Naruto watched intently, a sense of unease gnawing at him. "I'm glad Gaara reached a ceasefire with Mei, but why won't my dad do the same? Why keep this war going?"

Bee turned to Naruto, a concerned glimmer in his eyes. "Maybe he tried to reach out, but those guys turned him down. It's hard to negotiate when everyone's got their guard up."

"But… what if it's the other way around?" Naruto pressed, his mind racing. "What if Konoha is the one that keeps attacking? I just can't figure out what I have to do to get Minato to call off the fighting and actually listen to me."
